GENERAL DESCRIPTION 214,669 Total Existing Square Footage 1961,1964,1964,1964,1964,1967,1971,1988,2001,2003 Building Dates 9-12 Grades 1,503 Current Enrollment 90 Teaching Stations 30 Site Acreage Anderson High School, which is not on the National Register of Historic Buildings, is a 1961 4 story, 214,669 square foot school building located in a suburban residential / commercial setting. The existing facility does not use modular buildings. The structure of the facility is primarily steel frame construction with curtain walls or nonbearing exterior wall construction. Some exterior walls are masonry bearing. Interior walls are primarily non-bearing masonry. The base floor system is concrete slab on grade. The floor above the basement mechanical area is structural concrete. Intermediate levels are primarily steel joist with metal deck and concrete topping. The roof structure is steel joist. The roofing system of the facility is primarily built-up with gravel ballast, installed in phases between 1988 and 2000. The ventilation system of the building is inadequate to meet the needs of the users. The classrooms are undersized in terms of the current standards established by the State of Ohio. Physical Education and Student Dining spaces consist of one Gymnasium and separate Student Dining. The electrical system for the facility is inadequate. The facility is equipped with a security system. The building has a compliant automatic fire alarm system. The facility is not equipped with a complete fire suppression system. The building is reported to contain asbestos. The overall building is not compliant with ADA accessibility requirements. The school is located on a 30 acre site shared with bus maintenance, food service / transportation office and the board office. The athletic facilities are fenced for security. Access onto the site is unrestricted. Site circulation is fair. There is dedicated space for school buses to load and unload on the site. Parking for staff, visitors and community events is inadequate.

Facility Assessment

A. Heating System
Description:
The existing system for the entire facility, less the fitness room and toilet room additions, is a gas fired hot water system, installed in 1961, and is in fair condition. The three hot water boilers, manufactured by Atlas, were installed in 1961, and are in fair condition. Heating water is distributed to terminal units consisting of unit ventilators, unit heaters, fin tubes, and air handlers. The terminal equipment was installed in 1961, and is in fair condition. The system does not comply with the 15 CFM per person fresh air requirements of the Ohio Building Code mechanical code and Ohio School Design Manual. The digital type system temperature controls were installed in 1961 and are in fair condition. The system does not feature individual temperature controls in all spaces required by the OSDM. Louvered interior doors are a violation of the Ohio Building Code, and interior doors in this facility are louvered to facilitate corridor utilization as return air plenums. (Louvered doors are replaced in Items J and O.) The existing system is not ducted. The overall heating system in the original building, science, classroom, and media center additions is evaluated as not being in safe and efficient working order, and long term life expectancy of the existing system is not anticipated. These sections of the structure are not equipped with central air conditioning. Individual spaces are cooled with rooftop mounted condensing units or window air conditioners. The school site does not contain underground fuel tanks. The 2001 fitness addition is equipped with carrier rooftop mounted air handling units that provide heating and cooling and comply with OSDM requirements. The 2003 toilet room addition has a heating only system consisting of wall mounted unit heaters that does not provide the 15 CFM per person fresh air requirements of the Ohio Building Code mechanical code and Ohio School Design Manual. 3 Needs Replacement Provide new overall heating, ventilating, and air conditioning system in the 1961, 1964, 1967, 1971, 1988, and 2003 sections of the building to achieve compliance with Ohio Building Code and Ohio School Design Manual standards. B. Roofing
Description:
The roof over the overall facility less the restroom addition is a built-up system with gravel ballast that was installed in phases (1988, 1989, 1990, 1991, 1997, and 2000). The built-up roofing is in fair condition. There are no District reports of current leaking. Signs of past leaking were observed during the physical assessment. Access to the roof was gained by access hatch and access ladder that are in fair condition. The roof over the restroom addition is an EPDM system that was installed in 2003 and is in fair condition. There were observations of standing water on the roof. Metal flashings are in fair condition. Roof drains are adequate in number, properly located, and in fair condition. There are no gutters or downspouts. 3 Needs Replacement The sections of roof that were installed on the original facility in 1988, 1989, and 1990 require replacement to meet Ohio School Design Manual guidelines for age of systems and due to condition. The roof on the 1988 media center addition requires replacement to meet Ohio School Design Manual guidelines for age of systems and due to condition. Should the District decide to pursue an agreement with the OSFC, in 2006 the portions of roof over the original facility and 1964 addition that were installed in 1991 will qualify for replacement to meet Ohio School Design Manual guidelines due to the age of systems (15 years). Description:
The overall facility is not equipped with an air conditioning system. Individual spaces such as the Titus Auditorium, media center, main office, distance learning, and various small offices are equipped with rooftop mounted air conditioning units. These various units vary in age from 4 years old to over 16 years old. The units are in fair to poor condition. The fitness addition is equipped with rooftop mounted air conditioning units that are three years old and in good condition. Window units are provided in various locations. The ventilation system in the original construction, classroom addition and media center addition consists of unit ventilators, installed with each phase of construction and in fair condition, providing fresh air to classrooms, and air handlers, installed in 1961 and in fair condition, providing fresh air to other miscellaneous spaces such as the gymnasium, student dining, auditorium, etc. Some interior doors are louvered to facilitate corridor utilization as return air plenums. The ventilation system does not meet the Ohio Building Code 15 CFM per occupant fresh air requirement. The overall system is not compliant with Ohio Building Code and Ohio School Design Manual requirements. A dust collection system is provided but the district no longer teaches a curriculum requiring a dust collection system, thus the system has been disconnected. Exhaust systems for restrooms, gymnasium, storage rooms, and locker rooms are inadequate. 2 Needs Repair Provide an air conditioning system in the entire facility less the fitness addition to meet with Ohio Building Code and Ohio School Design Manual requirements. Description:
The electrical system provided to the original building is a 120/208 volts, 1600 amp, 3 phase 4 wire system installed in 1961, and is in fair condition. The system in the 1964, 1967, 1971, and 1988 addition is an extension of the original construction. The electrical system provided to the 2001, and 2003 sections is a 120/240 volts, 400 amp, 3 phase 4 wire system installed in 2001, and is in good condition. Power is provided to the original service by multiple district owned, transformers located in vault, which is buried under the sidewalk near the main entry, and in fair condition. Power is provided to the 2001 service by a utility owned, pad-mounted transformer located near the backstage, and in good condition. The panel systems, installed during the various stages of construction, are in fair condition, but have little capacity for expansion. The classrooms are not equipped with adequate electrical outlets. The typical classroom contains 6 general purpose outlets. The classrooms do not have a dedicated outlet for each classroom television or for student and teacher computers. There are some restroom spaces that have no electrical outlets. The corridors are equipped with adequate electrical outlets for servicing. There are adequate GFI protected exterior outlets located around the perimeter of the building. Description:
The overall facility is equipped with thermally broken aluminum frame windows double pane insulated glazing type window system, which was installed in phases from 2001 to 2003, and is in good condition. Aluminum frame curtain wall systems are found in the 1961, 1964, 1967 and 1971 sections and are in good condition. Some curtain wall systems have been penetrated by unit ventilator intake louvers. The majority of the facility is equipped with a steel frame system that supports the floor and roof framing. Many of the 1961, 1964, 1967, 1971 and 1988 exterior walls are curtain wall windows. Nonbearing concrete masonry unit walls with brick veneer exist where curtain walls are not.
