Did the "Dispatch Environmental Control" weekly flight summaries that AAL sent in response to our document request
contain any AVSEC related information? Please help interpret?

Can you help us interpret the ACARs messages?

Can Craig Marquis help interpret conversations that were taking place in the background of the taped calls?

In AAL submission 8(d), did pilots get this training or just FA's? Where is the pilot training material?

Doc 1-2 had a docment about in inflight diversion to LOW, (I have it in the binder) What is this?

Is the PNR stuff in Binder 6 the same as in 4 -9/11

Binder 4(d) contains numerous manifests of assorted flights? Is this the travel history of the hijackers, or flights that Working-level

The SOC Incident report on 77 said that! lhad written a report on the hijacking and yet we didn't see that
report in the document submission?

Why was their no SOC incident report for 11 as there w2as on 77, (See document in binder)

You produced a list of suspicious PNR's that was in the document submittals. Who asked you to produce suspicious
PNR's? What were the criteria? Who was it given to.

In a document provided under 6(a) passenger Walid Iskandar is listed on the AAL reservation ticket review as a
hijacker. Why? (

In document 6(a) there's PNR information on an unkown individual with connections in Pakistan. What is this and can
you help interprest AAL's response

The PNR histories delivered in 6 a are very hard to read. Can you help interpret. Is this the same information contained
in Document Binder 1-41 can't find the PNR history for all the hijackers.
Is the 6 a document listing the hijackers and 5 letter codes the PNR number or a fare basis number or both. What do
they mean?

Can we go over the 6 B information on passenger and baggage to see what it means?

In Document 6a why did you include the PNR for Andrew Curry Green. What's the significances?

What is the assorted information you can glean from PNR and the other passenger documents that AAL possesses.

In this same document submittal for 6(a) what did the notation under Alomari "comments" say...the notation looks
obscured (curious as to why?)

Can we obtain the AAdvantage account information for the hijackers. Did the FBI request this?

Does the pilot training documents in 6c indicate any training in commons strategy?

Who was the Ground Security Coordinator for each of the flights? Who were the station managers at the two airports?

How was AAL and AAL Headquarters first notified of the problems with (AAL 11 and AAL 77)? By whom? Were
any other AA facilities or personnel notified first?

Please describe the chain of events at AAL after notification was received, including activity in the Operations Center
for both flights? First in general, and then be more specific?

Was an emergency operations center or war room or any other centers to manage the emergency established? Was
there a written protocol/checklist for the stand-up of the EOC or operation of the OC in the event of an emergency?
Who established that the procedures should be triggered? How was both the OC and EOC staffed? Was the OC and
EOC videotaped? What were the phone nets? Which, if any were recorded? With whom was the OC and EOC in
communication? Were you on the Net with the FAA WOC?

Who was in the OC/EOC on that morning?


Did the airlines have their own radar tracking? Did you contract for the feed from the ATCSCC

When did you declare it a hijacking and what did you do and why?

What did you expect the FAA to do? What did you expect the military to do?

What decisions had to be made? Who made them?

How did AAL interface with the aircraft, with airport personnel, with the FAA ATCSCC, FAA WOC and the ATC Air
Route Traffic Control Centers, DoD assets or any other government entities? Tell us about the content of these

Notification of aircraft
What was the discussion and decisions about notifying the aircraft in the air about what was going on? The decision of
when to contact the aircraft; which aircraft to contact; and what to say? When did these discussion and decisions take
place? Do you have AC ARS or other records of the notification?

Did you feel it would be important for aircraft in the air to know about what was happening? What were your
concerns with panic? What's the trade-off between precaution and panic?

ATCSCC said it notified the airlines to contact their aircraft about cockpit intrusions. Although the airlines
were allowed to do as they saw fit. "The expectations was that they would have contacted their aircraft." At
what time was this? Which airlines contacted their aircraft.

ACARS/AIRCRAFT
Was there any time delay from when it was sent from the Air carrier to AIRING and from AIRINC to the cockpit?
Can you help interpret the ACARS MESSAGES?

Some 767's had new transponders that you can't turn off. Did the hijacked aircraft have such transponders?

Misc

During the day was there any discussion about the air carrier's liabilities or PR status on the issue of weapons and
tactics used by the hijackers?

Were any large life insurance policies taken out on any of the passengers prior to 9-11? Is there a way to track this.

Other/lights

Public reports say that a flight from JFK to SFO was grounded and "fouru middle Eastern looking men fled from the
plane (Andrew Thomas book). We've heard reports of this happening at Dulles and in Boston. What do you know
about such incidents.

Did the air carrier check its manifest for other flights to identify other plots either on 9-11 or before? Such as did they
ask you to identify all flights from the summer that had more than 5 middle easterners on board? Would they go to the
airline or was there some other source for that information?

Is this list of calls to and from the aircraft full and complete?

Does American have other tapes of the phone calls, other than the 4 minute tape of the Ong call turned over to the; the
24 minute tape of the call from Nydia Gonzales to the Ops center while Ong was on the line.

Are there any other voice communications between AA 11 and people on the ground, whether or not they are AA
employees, that you know of.

Do the GTE cell phones have logs to see what numbers were called? Did the FBI receive these logs? Who would have
such records?

Minter said that the phone call to the SERO came in before 8:00 a.m. (See Woodward info. Suggesting stabbing report
came in earlier than 8:20).
When did Ray Scott pick up the phone? Minter says 8:48 which was after the grounding.

Woodward's statement to AAL was that the FA said the hijackers "crashed into the cockpit" Does that indicate they
didn't use keys.

Woodward said that Sweeney called by Cell phone. How do you know. If she used a cell why would she call the
Souteastern Reservations Center? Was this their training?

Woodward: You stated that you were checking out Flight 11 with Karen Martin and then went to your office. Did you
go right back to your office. When you got there Evy Nunez was on the phone with an FA saying two flight attendants
had been stabbed. You went back to the terminal thinking the flight hadn't taken off yet. How long does it take you to
walk to your office after leaving Karen Martini?

Why the focus on not "spreading things around" as per Craig Marquis?

Can Craig Marquis help interpret conversations that were taking place in the background of the taped calls?

When Marquis said get ATC on the line what did he mean? How about the ROC?

Who is Mike Mulcahy referred to by Marquis.

Did the tape of the calls indicate times the calls were placed?

Why wasn't the call from Boston Ops to the SOC with Sweeny on the line with Woodward taped the way the Nydia
Gonzales tape was?

Where was Nydia Gonzales calling from?

What was the taping policy for the various phone lines?

Who makes the decision to turn on the tape?

Why did the 4 minute tape from Raleigh get cut off? AA1 was investigating this question? What was the outcome of
that inquiry?

POST 9-11

Garvey held a phone call with Airport Executives at 11:00 pm. Can you describe this call. Did you negotiate about
aviation security directives and initiatives?

What conversations did the SD's have with FAA about new security directives and initiatives?

What did you tell the ATA about AAL's position on new procedures.
What procedures did you put in place to enhance security?

What was your checklist of measures for being satisfied that the system was ready to reopen?

Which aircraft had the transponder mode that can't be changed?

Where does one change the transponder mode?

Show us all the communications connections on an airplane?

What were pilot protocols for closing and locking the cockpit door?

Under what circumstances would a pilot come out of the cockpit?

What were the protocols for announcing an emergency?

Would pilots expect the ground to tell them about an emergency like we had on 9-11, or remain in the dark to avoid
panic?
What was there understanding of what the flight attendants do if they couldn't contact the cockpit in an emergency.

Did the pilots ever worry that flight attendants had keys on their person.

How do pilots differentiate between air rage and something more problematic. For instance we had a Flight Standard
that said don't put up with any physical abuse and a hijack protocol of appeasement?

Would GPS have worked on the aircraft? Would it have interfered with any of the navigation systems? Would it have
been a helpful tool to accomplish their mission?

Does the 757 and 767 have the largest fuel load of any commercial aircraft. Does the Boeing have more fuel than the
airbus?

What did you believe to be the threat to civil aviation?

How did you receive your threat information?

Would you contact former colleagues and other people you knew to get their input on the state of the threat and current
intelligence?

Did you ever contemplate the use of aircraft as weapons?

what steps you took? Do you have files indicating what steps you took?

What did you think of the 1C that said to be "prudent and alert."

PRESREENING AND CAPS

What did you think about the effectiveness of CAPS?

Did you get complaints pre-1998 by selectees who received more scrutiny than non-selectees?

Did you agree with the decision to remove additional checkpoint screening for selectees in 1998?

Did the Air carrier supplement the no-fly list with individuals it wouldn't fly? How was that determined and the list
maintained and implemented?

Tell us how the no fly was enforced, manually or automated. Did counter people really check each passenger against a
paper list of "no fly" people.

CHECKPOINT SCREENING

What was your role in the 97 SD that reduced the scrutiny "selectees" received. What did you think about the
advisability of taking such action?
What did you think of the many reports chronicling the problems of checkpoints, both the detectable items were not
detected, and many weapons were not detectable?

What was your program for assessing the quality of the services you received under your checkpoint screening
contracts. What efforts did the you make to assess the quality of your checkpoints?

Did you share vulnerability assessments with your insurance companies. Who were your insurance companies and can
we have a point of contact.

Did the Air carrier receive the FAA checkpoint test results. How did you follow-up with your contractor.

How were checkpoint contractors selected? By lowest bidder.

Why no camera surveillance of your checkpoints in Boston and Newark? Even if it were the airport's responsibility,
did you request that it be done.

What do the gate reader machines do?

ATA told the FAA in a comment noicte that "currently air carriers have their own internal (checkpint) audit programs,
many of which are being expanded" Can you describe your programs?

Why no taping capacity at checkpoints in Boston and Newark>

AIRCRAFT PROTECTION

To the SD's: Did you ever request support for reinforced doors or more FAM's, or an improved Common Strategy.

What did pilots think of the common strategy?

Why didn't the FAA training tapes for the flight crew include any information about what to do if passenger or crew
were being killed or injured, of they tried to takeover the plane.

What were the airlines hijacking and training procedures beyond the "common strategy." Did flight crew have to pass
skills test on hijacking and emergency procedures like other skills?

What was the jumpseat policy of the airline? Has this been changed? By FAA rule of company policy?

Did the Airline ever hear concern about suspicious people taking pilot training, or warned to be careful of pilots who
might have terrorist intentions?

AAL's Common Strategy says "Never let them know you have a key." How did FA's wear their keys? What was the
common practice? How do you believe the hijacker knew to go after FA 1 and 5 who had keys?

What was the role of the Ground Security Coordinator?

How did AAL collect and log suspicious activities? Was this information shared with the FAA?

What were pilots and flight crew told about surveillance and cockpit access?

CORPORATE POLICY

What were the rules behind jump seat policies prior to 9/11.

Did you share vulnerability assessments with your insurance companies? Who were your insurance companies and can
we have a point of contact.

Was there concern about the existence of weapons on planes, such as steak knives in first class. Weren't these knives
longer than 4 inches.

How often did the Security Director report to the leadership

What was the Air Carrier protocol on hijacking? Did you ever hold exercises?

What was your understanding of how and when the military would be called to respond to a hijacking?

What were flight attendants taught to do in an emergency. What if they couldn't contact or access the cockpit.

What was the company attitudes toward FAA reporting on checkpoint screening deficiencies? And on fines for lapses
in security.

How did the air carrier discipline poor screeners or employees that were responsible for security breeches?

Was the airline aware of any strange "financial securities" transactions prior to 9-11. How was this tracked.

Describe to us your AVSEC programs and practices overseas, as opposed to domestically. Did selectees receive extra
screening of their person and canyon? Was there an additional list of prohibited items? Were the magnetometers
calibrated to a higher sensitivity?

Does the Air line track securities anomalies or flight insurance purchases to identify potential threats? Do you know if
FAA does this?

Did the company and or its pilots exercise for hijackings or cockpit takeover.
Did the company scrub their employee lists against criminal and watch lists? Did pilots get increased scrutiny?

ATA commended to the FAA that the industry is "unconvinced of the need" for some security measures. Can you
identify which ones that are currently to place you don't see the need for?

RECOMMENDATIONS

What kinds of scrutiny do pilots and flight crews receive today—the same as other employees or more? What can be
done to improve these checks?

How can air carriers be incentivized to keep working on security now that you have been absolved of screening?

Should all watch lists be run against the commercial pilot list? What is the official list of pilots—the airmen registry or
some other mechanism?

Give us the airline's view of CAPPS II, both in terms of its effectiveness, impact on customers, and privacy issues.

Who was the GSC on AA 11 and 77 ; What were their duties; Did they give a statement.

Where did American get its information on the use of "box cutters" aboard AA 11? Why did AAL report to Ed Freni,
Deputy Aviation Director at Logan, that the flight attendants aboard AA 11 reported the use of "box cutters" when we
can find no evidence to suggest that was the case. There is no indication from any of the flights that "boxcutters" were
used.

We understand that American put together a training video that parodied the "Common Strategy." Tell us about that
video and was it appropriate.

At what time did AA activate its Situation Operations Control on 9/11.

Why did Ong call the reservations center rather than a different office? What were flight attendants trained to call if the
cockpit was not responsive?

What does CHIALL stand for?

The documents that UAL supplied contain plenty of warnings to employees about "not talking to the press" and
"protect the company from potential litigation." I didn't see any about "let's get information organized to help the
investigation." Why is that?
UAL Document Request 1, Item #2, "All documents possessed by the company, including e-mails, memos, recordings,
records, radar tracks and transcripts, with respect to the 9-11 hijacked flights." UAL responded with one e-mail, I
believe from the CEO encouraging everyone. This is very hard to believe!!! Please explain.

Where on the Automated Check In (ACI) does it note selectee status?

UAL supplied copies of the boarding passes for 93, but none for 175. Why?

Why did AlHazmi's ticket stub say "Flight Coupon or Stamp requires" while the others didn't?

Why didn't United provide items 7-13?

Why didn't United provide an Operations Center log?

What was your role in the 97 SD that reduced the scrutiny "selectees" received. What did you think about the

Did the FAA have to approve the contract with Globe?

What disciplinary measures did you take against Globe for poor performance? What could you have done?

A81 of the Contract with Globe specifies that Globe will cooperate in "periodic audits and inspections" of their service.

What did pilots think of the common strategy?

Why didn't the FAA training tapes for the flight crew include any information about what to do if passenger or crew
were being killed or injured, of they tried to takeover the plane.

What were the airlines hijacking and training procedures beyond the "common strategy." Did flight crew have to pass
skills test on hijacking and emergency procedures like other skills? (THERE'S NO INDICATION OF THIS IN THE
AIR CARRIER'S DOCUMENT RESPONSE ON CREW TRAINING)

What was the jumpseat policy of the airline? Has this been changed? By FAA rule of company policy?

Did the Airline ever hear concern about suspicious people taking pilot training, or warned to be careful of pilots who
might have terrorist intentions?

ATA commended to the FAA that the industry is "unconvinced of the need" for some security measures. Can you
identify which ones that are currently in place you don't see the need for?

RECOMMENDATIONS

What kinds of scrutiny do pilots and flight crews receive today—the same as other employees or more? What can be
done to improve these checks?

How can air carriers be incentivized to keep working on security now that you have been absolved of screening?

Should all watch lists be run against the commercial pilot list? What is the official list of pilots—the airmen registry or
some other mechanism?

Give us the airline's view of CAPPS II, both in terms of its effectiveness, impact on customers, and privacy issues.

Where did American get its information on the use of "box cutters" aboard AA 11? Why did AAL report to Ed Freni,

can find no evidence to suggest that was the case. There is no indication from any of the flights that "boxcutters" were
used.

We understand that American put together a training video that parodied the "Common Strategy." Tell us about that
