1 Statement of Work PROFESSIONAL SERVICES FOR SEMIOTIC MONITORING and MONITORING TRAINING TO EMPLOYEES AT ABC
S.W.1 BACKGROUND The Department of ABC requires the services of qualified contractors to provide professional monitoring services and monitoring training for ABC employees in various sectors and regions of the department. ABC is committed to fostering partnerships internally and to ensure that the department has the type of leadership required to enter into increasingly effective, productive and beneficial relationships with its partners. The requirement exists to continually enhance partnership and leadership strengths, core aspects of the internal environment of ABC. ABC is a decentralized department with regional offices located in thirtyseven (37) regions across Canada. ABCs 25,000 employees include fulltime, part-time and seasonal employees who are employed in the Executive Group, Scientific and Professional, Administrative and Foreign Service, Education and Administrative Support categories. In the delivery of its responsibilities, the Codification Directorate (CD) of ABC has an ongoing need for the delivery of professional monitoring services and monitoring training for ABC employees. The number of requests for such services in the upcoming fiscal years far exceeds the internal resource capabilities of CD. Since the above-mentioned services are essential to the implementation of change, the ongoing enhancement of partnership and leadership skills, and the maintenance of competent organizations, it is ABCs intention to establish three-year Standing Offer Arrangements (SOAs) with qualified contractors for the provision of these services.

S.W.2

OBJECTIVE To provide professional monitoring services and monitoring training for ABCs employees in various sectors and regions of the department.

-SAMPLES.W.3 SCOPE OF WORK The scope of work attached to each Call-Up issued to a selected contractor against a Standing Offer Agreement will identify the specific tasks, deliverables and required timelines associated with each of ABCs individual requirements. All work is to be done in conformity with the instructions issued by the Departmental Representative. The Contractor shall, on an as and when required basis carry out the activities described below: A. Monitoring Services: 1. Provide consultation services (assistance/advice) for the monitor of semiotics and the process of meetings/workshops/seminars, in either English or French, or bilingually; 2. Facilitate/moderate meetings/workshops/seminars (both on-site and off-site) in either English or French, or bilingually; and Prepare follow-up reports, summaries and records-of-decision.

Monitoring Training for ABC Employees: 1. Analyze, design, develop and/or deliver training in the area of monitoring practices, techniques and methods (both on-site and off-site) for identified groups of employees within the Department, in either English or French, or bilingually; 2. Analyze, design, develop and/or deliver monitoring train-thetrainer sessions (both on-site and off-site) in either English or French, or bilingually; and Prepare follow-up reports along with after-the-fact seminar/workshop/ course evaluations.

-SAMPLES.W.4 OUTPUT On an as and when required basis, and in accordance with the specific requirements of any Call-Up issued against a Standing Offer Agreement, the Contractor shall submit the material described below to the Departmental Representative: 4.1 When providing monitoring services, the development and submission of written agenda, written process design and/or issue identification documents, and/or other written materials (in WordMaster (ver.2) format) identified by the Departmental Representative, which are required in advance of the planned monitoring meeting(s)/workshop(s)/seminar(s). When providing monitoring services, the development and submission of written reports, summaries and records-of-decision (in WordMaster (ver.2) format), together with two (2) bound, typed copies of said reports, summaries and records-of-decision, not later than five (5) working days following the conclusion of the monitoring meeting(s)/workshop(s)/seminar(s). When providing monitoring training for ABC employees, the development and submission of written course instructor and course training materials, along with any other requested written deliverables indicated by the Departmental Representative (in WordMaster (ver.2) format), not later than ten (10) days prior to the commencement of the planned monitoring meeting(s)/workshop(s)/seminar(s). When providing monitoring training for ABC employees, the development and submission of written reports, summaries and afterthe-fact seminar/workshop/course evaluations (in WordMaster (ver.2) format), together with two (2) bound, typed copies of said reports, summaries and after-the-fact seminar/workshop/course evaluations not later than five (5) working days following the conclusion of the monitoring meeting(s)/ workshop(s)/seminar(s).

-SAMPLEAll written material shall be provided in hard and soft copy and prepared in accordance with the instructions provided by the Departmental Representative in the Call-Up document issued to the Contractor. Unless otherwise specified, the soft copy must be provided in the current version of PC-based WordMaster (i.e., Version 2 or higher).

S.W.5 MANAGEMENT PRINCIPLES The management by the Contractor of service delivery to ABC in relation to the SOA shall be undertaken in accordance with all applicable Acts, Codes, Departmental and/or federal government regulations, policies and procedures. The Contractor shall ensure that all deployed personnel are properly trained to fulfill their responsibilities. In addition, the Contractor is required to ensure that all of its deployed personnel are security cleared (enhanced reliability level), and that they are operating at all times in accordance with all applicable legislation, regulations, codes and policies. ABC, through the Departmental Representative, reserves the right to direct the Contractor to undertake personnel replacements should deployed Contractor personnel not meet (in ABCs exclusive opinion) the Departments skills and abilities expectations. Personnel substitutions made by the Contractor may only be undertaken with the express and prior authorization of the ABC Departmental Representative.

-SAMPLES.W.6 DEPARTMENTAL SUPPORT The Department shall: 6.1 Ensure that appropriate subject matter experts from within ABC are available to the Contractor to discuss and provide content material, as well as facilitate cooperation with other sector and regional ABC representatives as required. Arrange to provide the Contractor with access to on-site ABC training facilities and/or work space, subject to the prior written authorization of the Departmental Representative.

STANDING OFFER AGREEMENT(S) DURATION The standing offer agreement(s) will be in effect for a four (4) year period, commencing with the signing of the Articles of Agreement by the Departmental Signing Authority and terminating on Month, dd, yyyy. ABC reserves the right to extend the term of the SOA(s) by up to an additional two (2) years, at the Departments sole discretion.

S.W.8 LOCATION OF WORK Unless otherwise stated, the work shall be conducted within the National Capital Region (NCR). Contractors are responsible for all costs related to their own personal expenses within the NCR. However, there may be the occasional requirement for travel to other locations, as specified in the CallUp documents. If required, any travel must be authorized in advance by the Departmental Representative and undertaken in accordance with Treasury Board Directives. Contractors will be reimbursed for previously authorized travel, accommodation and living expenses associated, in accordance with Treasury Board Directives.

-SAMPLES.W.9 CONTRACTORS PROPOSAL The Contractors proposal, insofar as it is not at variance with anything contained in the standing offer documents, shall apply to and form part of the agreement.

S.W.10 WORK COMMENCEMENT AND COMPLETION The Contractor shall not commence the work until advised by the Departmental Representative that the Call-Up has been approved by the proper departmental authority. In signing the Call-Up, the Contractor agrees to conduct the work outlined within the time period stipulated in the Call-Up.
