SECTION 1. SHORT TITLE.

This Act may be cited as the Fiscal Instruction for

5 a Vibrant Economy Act or the FIVE Act.

SEC. 2. REDUCED OPERATING BUDGETS.

(a) SUBMISSION.For fiscal year 2013, not later

3 than 30 days after the date of enactment of this Act, and 4 for fiscal year 2014 and each subsequent fiscal year, not 5 later than 30 days after the date on which the President 6 submits to Congress the budget of the United State Gov7 ernment under section 1105(a) of title 31, United States 8 Code, each establishment of the Federal Government list9 ed under subsection (b) shall submit to the Committees 10 on Appropriations of the House of Representatives and the 11 Senate an operating budget (for the fiscal year covered 12 by the Presidents most recent budget submission) that 13 reflects a 5 percent reduction from the amount requested 14 for such establishment in such submission. 15 16 (b) ESTABLISHMENT
