GENERAL CRITERIA FOR TARIFFS The prices exclude Value Added Tax (VAT). The VAT permitted by law be added to the fees. There is a 14-day net term of payment. In the event the security level of the harbour or a part of the harbour must be raised from the ISPS code 1 reasons due to a) the vessel or b) the vessels cargo, a fee for the a) vessel will be collected from the person responsible for paying the vessel tariff, and for b) cargo will be collected from the person responsible for paying the cargo fee. The fee must be paid in full.

GOODS FEES
General principles

The fees for goods must be paid for goods imported from abroad or exported abroad and shipped by water via the Port of Kemi according to the charges specified on this tariff schedule. The fees must also be paid for the domestic traffic of goods shipped in or out by water through the Port of Kemi.

Unless otherwise agreed upon, the duty for goods, must be paid by the part having declared the goods for customs clearance, by the domestic owner of the goods, or by the agent of the vessel. Who has obliged to pay the the duty for the goods is also obliged to give to the harbour office the information needed for payment.

The duty for the goods is charged according to the net weight of the goods, unless otherwise stated in the tariff. The following items are exempt of the goods duty: confiscated goods baggage belonging to passengers household goods transported in vessels operating in archipelago, as well as goods which are brought into the city to be sold at the market place or in the harbour containers, pallets or other transport platforms which are intended to aid transportation, and which are not intended to be sold as such. The Port of Kemi may grant a relief in the payment of the goods duty, or release the
duty-bound from payment completely for an exceptional reason. 1.5 The goods duty must be paid by the due date indicated on the invoice. A vessel pursuing merchant traffic which enters the harbour area on the City of Kemi is charged a vessel fee according to this tariff. If the vessel fee is based on net tons, the fee is calculated for each full net ton, based on the net tonnage recorded in the vessels bill of tonnage. If the vessels port of departure on port of destiny is a foreign port, the vessel is considered being in foreign traffic. In order to ascertain the bases for charging fees, the captain or agent of the vessel is obliged to make the reports mentioned in the port regulations. The vessel fee allows vessels to dock in the harbour area for 30 days. The vessel fee may be reduced or the duty-bound may be released completely from payment for a special reason. Vessels which hold the Port of Kemi as their base (trawlers, tugs, water buses, domestic traffic passenger ships etc.) are charged the vessel fee according to the Port of Kemi small vessel tariff. disposal tariff which has been passed separately. 2.9 Gargo vessels Gargo vessels Minimum charge 2.10 Passenger ships Passenger and cruise ships Minimum charge 2.11 Tugs A tug which enters the harbour area occasionally In the case of a tug-barge combination, as intended in the decree on pilotage 29 , 2nd subsection, the vessel fee shall be paid for the barge according to its net ton. 2.12 Stripped vessels The vessel fee for vessels which have been stripped down and are used as space, shall be negotiated separately between the shipping company and the Port of Kemi. A fee according to the port duty tariff will be charged for tugs assisting vessels within the harbour area. A mooring fee will also be charged for hauling. A mooring and unmooring fee will be charged for transferring from one pier to another.
If the port authority orders the transfer, or the transfer must be made for reasons not depending on the vessel or the cargo, the fee for the transfer is not charged.

Supplemental labour The tariff for mooring and unmooring includes the help of two employees. In the event extra employees are needed, in addition to the two harbour guards on duty, for docking or embarking, then this will be charged separately. A fee for waste disposal will not be collected from vessels which take care of their
own waste, and which have made an agreement concerning this with the Port of Kemi. Hazardous waste from a vessel is charged according to the actual costs.

Waste containing oil from vessels If the shipping company / vessel is not exempted from the obligation to leave waste containing oil, and thus the fee for such waste The fee for waste containing oil If the amount of waste containing oil to be left is more than 20 t, the exceeding part shall be charged according to actual costs. If the vessel has been released from the obligation to leave the waste containing oil, and yet leaves waste containing oil in the harbour, the port shall collect the actual costs for the handling and transportation of the waste. / nt 0,25

Cleaning fee The Port of Kemi is responsible for cleaning up after vessels that carry filling agents for paper and other bulk products, and each vessel will be charged 370 for the cleaning. People specialised in a particular liquid substance are responsible for cleaning up that substance is necessary. The fee charged for possible clean-ups carried out by the Port of Kemi are equivalent to the actual fees accrued for a particular clean-up.

The time is calculated starting from the time the tug leaves its base to the time it returns there. Assistance in Tornio harbour will be charged according to the tariff settled in the agreement with Outokumpu Oy. Fee for selling water with a tug is 4.00 EUR / m3 + the tugs expences, case by case. Towing conditions: All operations are performed according to the towing conditions of the Nordic Tug Owners Association. Other tasks, such as occasional assistance, towing, and special tasks shall be agreed upon separately, case by case, with the Port of Kemi.
