LATEST UPDATE BY SRI LOKNATH MISHRA (PRESIDENT OF AIACEGEO) AS ON 14.04.2013 1.

Existing cadre strength of total GR-A posts (Organised) in CBEC is at present 2485. FM proposed for 6104, thus there is an increase of total 3619 posts. 2. FM accepted the cuts made by DOPT in respect of JC/ADC, Commissioner +/ CC+. 3. But in respect of AC/DC (initially Board proposed for 4896, DOPT suggested for 3600) FM proposed for 4668, thus there is an increase of 3118 posts. 4. The most important issue is during the next 5 years is the number of direct recruitee IRS officers is to be restricted to 150 maximum. (2. 5 % of the total cadre strength). 5. This is applicable to new posts to be created and vacancies within 5 years of implementation of CR. This is possible due to calling of agitations continuously, deferring these in last movement in a game plan etc.

UPDATE BY SRI RAVI MALIK (SG-AIACEGEO) AS ON 13.04.2013 Dear friends, Good morning. Now, all should have been aware of the approval of the cadre restructuring proposal by the FM yesterday on 12.04.13 in the evening. The problem on the issue was the requirement of the functional justification for the posts/vacancies above the level of 3600 (AC+DC) (in r/o our case) after the agreement of 01.03.12 between the then FM and DOPT Minister. The change in the scenario of functional requirement after 01.03.12 was to be depicted in emphatic manner. As a result, it is being listened that the approval for the following numbers has been doneLevel Pr CC CC Commr (Higher Grade) Commr ADC+JC DC+AC No 16 38 110 340 932 4418(+250 reserved)

It is also being listened that the direct recruitment of IRS would be limited to only 150 (maximum) for 5 years and rest of the vacancies arises on account of the retirements would go to promotee officers.

Now, it is expected that the file would go to the cadre review committee (committee of Secretaries). Love, Ravi.

MEETING WITH D.G. HRD


1. DG HRD, CBEC held a meeting at New Delhi with AICEIA office bearers on the issue of disparities in inter -cadre and intra-cadre disparities in promotion of Inspectors of Central Excise and other feeder cadres to the next higher Gr B Gazetted cadre. 2. ADG (HRM), DGHRD, CBEC was also present during the meeting. 3. AICEIA was represented in the meeting by the President, Secretary General, Liaison Secretary, Organising Secretary and Vice President (East). President of AICEIA Chandigarh Circle and Secretary of AICEIA West Bengal Circle were also present. 4. Detailed submissions, written and oral were made by the AICEIA seeking time bound up gradation of Inspectors to resolve the inequities of stagnation and disparities plaguing the cadre. 5. The suggestions put forward by the Association were received very positively by the DG HRD, who also appreciated our concerns on addressing the issue urgently to prevent more distortions creeping into the Seniority positions in the Gr B Gazetted cadre, and disparities further widening.

6. Another meeting of DG HRD with AICEIA office bearers in continuation to today's meeting has been scheduled for 29.04.2013. 7. It has also been informed that the Finance Minister has called for clarifications on a few minor issues on the Cadre Restructuring proposals of the CBEC on 31st March'13, and the Board has already replied to the same 8. It is expected that the CR proposal will receive the FM's approval very soon, after which it has to take the route through DoP&T, Committee of Secretaries, Group of Ministers, before being placed before the Union Cabinet for final approval.
