3. RESUMO DO PROJECTO
The professional exchange project entitled "Insular Museums" had as major goals, in a strategy of
non formal learning, to know, to compare and to find common points between the Portuguese insular
museums of the Azores Autonomic Region and the British insular museums of the Isle of Wight,
particularly in the domains of the museological management, the studies concerning the museum
publics and the community involvement.
The work program was prepared by the receiving organization, the Isle of Wight Council Museum
Service (MS), for a period of equivalent daily time to the local working hour (9h00-17h00), trying to
answer to the above referred objectives. In that sense, the beneficiaries visited official services,
museums, private and public buildings of heritage interest, having participated even in work internal
meetings (Isle Dinosaur Museum).
All the visits were accompanied of an encounter with the responsible, which demonstrate always the
same kindness in answering to the questions put by the beneficiaries.
The responsible of the receiving organization, Dr. Mike Bishop, accompanied the beneficiaries
tirelessly, answering to all the questions and requests, being made available for additional
explanations whenever it was revealed necessary. The receiving organization still had the care of
proceeding to the divulgation of the exchange in the local media.
Consequently, besides the accomplishment of the proposed objectives, it constituted the largest
increased value for the beneficiaries' professional training the insert, during a certain period, in the
reality of an organization that coordinates four public museums (also rendering technical support to
twenty-five other entities of museological character) and whose work is recognized as important for
its Island - community social and economic welfare. Among the aspects of larger innovation
observed, there are the following ones:
Articulation between the public and the private sector in the museums management - the
cooperation among the different administrative instances - local authorities, as the Isle of Wight
Council, regional organizations (in this case, the South East Museum, Library and Archive,
Council) and national organisations (English Heritage) - and private entities - usually trusts -,
being translated in technical and financial support, contributes decisively to the quality
improvement of the services provided to the public and to the museums divulgation/visibility. In
this context, the joint committees represent considerable advantages for the balance among
the different interests, public and private. They are regulated by a contract – “Service level
agreement” - that defines each partner's competences strictly. The execution of these
contracts is controlled according to a monitoring system.
Publics’ studies – the surveys are accomplished by questionnaire, with annual periodicity. The
results of those inquiries are treated statistically, in agreement with the BVPI 170 (Best Value
Performance Indicator) norm and they constitute performance indicators requested by the
national Government to all the English local authorities. The detail and monitoring of the
collection of data is overseen by the Audit Commission, who work with bodies such
Resource/MLA (National Council for the Museums, Files and Libraries) when new performance
measures are considered. Currently, museums within local authorities are only obliged to
collect data for three performance indicators - BVPI 170a (the number of visits to/usages of
museums per 1000 population); BVPI 170b (the number of those visits that were in person per
1000 population; and BVPI 170c (the number of pupils visiting museums and galleries in
organized school groups). During the exchange, it was given to the beneficiaries an analysis of
the surveys accomplished in the four public museums depending from MS (Dinosaur Isle
Museum, Museum of Island History, Newport Roman Villa and Cowes Maritime Museum),
“Museum Best Value 2002”, and a detailed report presenting the results of the “Dinosaur Isle
Visitor Survey 2004”, systematically compared with the data of the previous year.
Community involvement - it is long and rich the experience of the United Kingdom in this field.

4. IMPLEMENTAÇÃO DO PROJECTO
Ambos os parceiros facultaram informações detalhadas, quer em suporte papel quer através
da Internet, sobre o País e a entidade de acolhimento, os locais a visitar, etc., na própria
língua de acolhimento (Inglês).
Os três beneficiários prepararam uma explanação, devidamente completada com imagens,
sobre a realidade da Região Autónoma dos Açores e dos respectivos serviços, em especial
no contexto dos temas a tratar e dos objectivos do projecto, a qual foi apresentada na
primeira reunião mantida com os responsáveis do Isle of Wight Museum Service - Dr. Mike
Bishop, Museums Officer, e Astrid Davies, Libraries, Museums and Archives Manager -, em
12.9.2005, (Guildhall, Newport).
A entidade de acolhimento, na pessoa do Dr. Mike Bishop, mostrou-se incansável no sentido
de propiciar uma integração cultural e profissional o mais satisfatória possível.
Este aspecto foi diligenciado pela entidade promotora/de envio, tendo sido os
seguros de viagem integrados no pacote fornecido pela agência de viagens, com
a colaboração da entidade de acolhimento no que se referiu à cobertura do
período de estada na Ilha de Wight.
• Verificação do alojamento -
Descreva também a metodologia utilizada para a avaliação contínua do projecto, assim como as
medidas levadas a cabo para assegurar a sua sustentabilidade.
A avaliação do projecto foi feita segundo os métodos da gestão integrada e por objectivos. Assim,
no primeiro dia de intercâmbio (12.9.2005) teve lugar a reunião de trabalho inicial, a que já
aludimos, entre os beneficiários e a tutoria, tendo havido posteriormente dois momentos de
avaliação geridos pelas duas partes – um a meio da semana de trabalho e o outro no final
(17.9.2005).
5. IDENTIFICAÇÃO DE RESULTADOS

Os países envolvidos neste projecto foram: - Portugal / Região Autónoma dos Açores e
Reino Unido / Isle of Wight. As entidades parceiras: Associação Portuguesa de
Museologia e Isle of Wight Council Museum Service.
O programa das actividades realizadas durante o intercâmbio consistiu, essencialmente,
em visitas a instalações oficiais, museus e edifícios de interesse patrimonial, privados e
públicos, encontros entre museólogos/gestores do património cultural, divulgação das
respectivas realidades culturais e profissionais e partilha de experiências. Face às
necessidades identificadas no ponto 2.1 da candidatura, o intercâmbio contribuiu de
forma decisiva para melhorar e actualizar as competências dos profissionais envolvidos,
estimulando a criatividade e fomentando o trabalho de equipa no sentido da
concepção/implementação de um modelo de gestão museológica e patrimonial mais
abrangente (incluindo, além do património material, os saberes tradicionais e a
paisagem) e inovador, quer sob o prisma organizacional, quer tecnológico, quer até da
sustentabilidade económica. No âmbito desta renovação, deseja-se atingir e captar
novos públicos e incrementar a participação privada na cultura, como forma de
cidadania responsável e solidária, através da proposta de actividades de voluntariado
exequíveis e adaptadas à realidade arquipelágica açoriana.
Segundo consta no certificado-relatório da entidade de acolhimento, anexo ao presente
Relatório Final, «Although ancillary to the main objectives of the exchange, delegates
were also able to discuss collections management issues with other museum
professionals on the IOW, including resource and procurement problems».
