1 General
With its Radio Network Design and Optimization services, Nokia Siemens Networks offers a flexible approach to get the maximum performances out of the swap of existing radio access network, as well as integration of new network elements while maintaining or improving the network quality. This document aims to describe the technical aspects and main process milestones of the Optimization service offered by Nokia Siemens Networks as well as project prerequisites, deliverables and share of responsibilities (SoR). Detailed processes of each step for the Optimization of new 2G/3G sites will be worked out later together with France Telecom, based on the agreed scope of work.

2 Proposed services for the Optimization of new 2G/3G sites


The services proposed in this document cover the Optimization for new 2G/3G sites activity for the 3 different model scenarios. The services for Optimization for new 2G/3G sites is presented in this document in order to provide a better clarity on the separation of the Network Design and Planning for new sites, Optimization and Performance Management services as requested in the RFQ. This document provides a proposal for Optimization of new 2G/3G sites services and will be adapted to fit the needs and requirements from France Telecom in the following rounds of negotiations.

2.1 Network Optimization (new 2G/3G sites)


2.1.1 Scope of the Network Optimization
The main scope of the service covers the Optimization activities of new 2G/3G sites for the different model scenarios as described in the RFQ. The project scope includes the following detailed activities: Cluster identification and documentation Drive test route preparation and documentation Cluster preparation activities (as described in the following chapters) Drive testing (if it is going to be provided by Nokia Siemens Networks) Drive test analysis and report preparation o RF and antenna optimization o Neighbor list optimization (3G<->3G, 3G<->2G) o Call failure analysis o GERAN & UTRAN parameter optimization Implementation of the agreed network configuration changes Network quality verification, KPI reporting based on an agreed list.

The scope does not include the following activities: Background noise analysis => no external interferences in the area

2.1.2 Inputs

2.1.3 Deliverables
As the result of the project, Nokia Siemens Networks will deliver a radio access network that is optimized to the highest possible quality and ready to carry live traffic in the network of France Telecom. Documentation and reports delivered during the project: Regular progress reports will be provided by the project manager Cluster analysis report o Performance Indicators before and after the optimization o List of implemented changes o List of recommendation to be implemented by the Operator (tilts for instance)

3 Headcount and organization for the Optimization


3.1 Proposed organization for the Optimization
The proposed organization for the Optimization can be found on Figure 1:

Nokia Siemens Networks engineers will work in close cooperation with France Telecom engineers. Additionally if the scope of the Optimization Project is further extended Rollout Projects, a common setup will be proposed, where Nokia Siemens Networks engineers for Rollout and Optimization activities will be reorganized under the same Project Organization. In this case a revision of the offer will be made in order to optimize both headcount and financial budget.

3.2 The planned headcount for the Optimization


There will be at least a Planning manager and x Radio engineers from Nokia Siemens Networks working on the project, depending on the volume of sites and/or localization. The Field drive test measurements will be locally subcontracted.

4 Tools
The tools described in the following chapters are proposed by Nokia Siemens Networks for the optimization project. Other tools can also be used depending on the requirements of France Telecom.

4.1 Drive test tools


Nokia Siemens Networks proposes to use the following equipment: UMTS scanner for measuring the radio environment, radio related KPIs and for neighbor analysis GSM 900/1800/UMTS scanner for neighbor analysis UMTS/GSM UES (Nokia 6330 and Samsung Z107) for in call KPIs and optimization All the necessary additional GPS, Laptop, Power Supply etc. components

Drive test equipment is mounted and operated on the same and agreed way through the whole project to give possibility for benchmarking. Pricing for the drive test resources include the aforementioned drive test equipment.

4.2 Drive test analysis tools


The analysis tool is not part of the pricing as it could be country specific/ Nevertheless, Nokia Siemens Networks proposes to use Actix analyzer for drive test analysis and report preparation.

4.3 Network Configuration tools


Nokia Siemens Networks will use the existing network configuration management tools provided by France Telecom for all parameter and neighbor configuration changes. Depending of the possibility of remote access, Orange affiliate will have to give access to Nokia Siemens Network engineer to these tools remotely or in Orange premises.

4.4 Network Statistics


Nokia Siemens Networks engineers will use existing tools for counter and KPI analysis in the GERAN/UTRAN network of France Telecom. Depending of the possibility of remote access, Orange affiliate will have to give access to Nokia Siemens Network engineer to these tools remotely or in Orange premises.

4.5 Others
MapInfo tool for visualizing drive routes and geographical data could be provided by Nokia Siemens Networks on demand. Additionally, other services proposals, which are out of the scope of this optimization service, could be provided to France Telecom for specific optimization services, which includes the use of tools other tools like NetAct Optimizer.

Radio network planning tool and access to this tool is provided by France Telecom. Map data in electronic format is provided by France Telecom. All site database information should be provided to Nokia Siemens Networks and be up to date.

5 KPI Definition
During the drive test analysis the following KPIs will be measured:

5.1 GERAN/UTRAN Coverage KPIs


Coverage KPIs are measured based on drive test data. The following initial steps will be done before evaluating coverage KPIs: 1. The raw scanner data will be binned with grid binning. The binned results are called measurement samples below. 2. Poor coverage areas due to planned but delayed sites will be found in many clusters. These areas must be defined by polygons based on the scanner measurements. Exclusion of the samples within these areas must be approved by Pannon for the KPI calculation. These areas are still considered for neighbor analysis as well as RF optimization! The list of KPI is to be mutually agreed between Nokia Siemens Networks and France Telecom local affiliates. Please note that Nokia Siemens Networks cannot commit on absolute coverage and interference levels if Nokia Siemens Networks is not responsible for the Nominal Network Design. Exclusion areas might be required in order to commit to the specified.

5.2 In call KPIs, UTRAN


These KPIs are measured based on drive test data and should be mutually agreed between Nokia Siemens Networks and France Telecom local affiliates. Please find below a non exhaustive list of such KPIs: o Call Setup Success Rate

KPI measured through mobile originated calls which are terminated on a test number. The call length is 120s.

o Voice Dropped Call Rate

KPI measured through mobile originated calls which are terminated on a test number. The call length is 120s.
DCR [%] =100 Number of dropped calls Number of successful call attempts

Dropped call: Call is terminated (cause: normal) at the end of the test call.
o Call setup Time

Call setup time is measured using the successful calls. Call setup time is the time measured between the initial Connection request (Or the call attempt time recorded by the measurement system) and the Connect Acknowledge message.

6 Optimization Process
In this chapter the high level process and main assumptions for the Optimization are described. The time and financial budget of the project was determined based on these factors. Nokia Siemens Networks proposes to use cluster based optimization in all areas were new 2G/3G sites are rollout. Cluster based optimization would enable small optimization areas where drive test routes cover the sensitive areas affected by the new site(s), it would enable quick drive test turnaround times and faster optimization cycles. The optimization contains the following main steps:

6.1 Cluster identification


Clusters are defined in agreement with France Telecom engineers for a single or for several new sites depending on the rollout schedule. Clusters are defined using predicted dominance plots from the network planning tool, where not only dominance areas, but also sensitive areas for frequency/pilot pollution or overshooting can be detected. One cluster usually contains around 15-20 sites which are providing contiguous coverage and are found in the same geographic area. Clusters usually identified by the border polygon, all sites within this polygon are part of the cluster.

6.2 Optimization schedule definition


Cluster optimization can start after integrating a single or multiple new sites in a cluster. Scheduling the work is needed when: there are different priorities between sites of the optimization area, the site rollout will bring peaks of sites/clusters on air in very short period of time, so prioritization is needed between clusters to allocate limited resources effectively, several sites which are close to each other, are expected to be integrated in a few days or weeks time, therefore it could be worth waiting for all of them before starting the optimization cycle, the Requester want to see progress reports, other UTRAN rollout or GSM network related works need to be synchronized with the optimization, the schedule can be used to communicate which clusters/sites are being tested and which areas need to be frozen,

The cluster schedule is prepared and maintained by the project manager nominated by Nokia Siemens Networks. The project manager will keep this schedule update during the entire project and will use the schedule for reporting and project tracking purposes.

6.3 Drive test route definition


The drive test route fulfils the following basic criteria: The defined drive test route should enable the optimization team to verify each and every cell within the cluster with sufficient samples of in call and coverage data. It enables checking the adjacency relationships (including ISHO adjacencies in some cases.) The drive test route enables the optimization team to collect sufficient amount of samples for statistical in call and coverage KPI analysis. Drive test routes are kept in reasonable length, i.e. one cluster drive can be finished in one day. During the optimization cycles, the same drive test route is driven using the same call sequences (and preferably the same equipment) to provide reliable comparison of measured KPIs. The drive test route and its presentation enable the drive test team to drive the route safely.

6.3.1 Baseline drive


The performance indicators collected during this drive test will provide the baseline for further analysis of the optimization performance. This drive test happens after identifying the optimization area and drive test route, but before bringing the new site(s) on air in the area. Right after this drive the cluster will have additional site(s) on air, so this drive can give very limited (if any) help in optimization, it is mainly used for KPI calculation.

6.3.2 Cluster preparation


Cluster preparation is a series of steps which will ensure that the cluster is ready for optimization before the initial drive test starts. After completing these steps, the optimization team will be able to focus on optimization problems rather than troubleshooting.

These include: Alarm verification and Counter/KPI verification ensures that all sites in the cluster will function as expected, Neighbor verification includes manual (visual) check of the neighbor relationships for the new sites, it includes automatic neighbor consistency checks, Parameter consistency check if needed,

6.4 Optimization drive test


The optimization drive test is used to provide data for the in call and RF optimization. Tested services and call sequences are in line with the KPI definition chapter. Drive test itself is provided by Nokia Siemens Networks. In any case, agreed lead times will have to make sure that the project plan can be kept. The agreed lead times will be taken into account during the detailed project plan definition.

6.5 Drive test analysis


The drive test analysis contains the following main steps: Coverage analysis is identifying and fixing frequency/pilot pollution or coverage problems. The outcome of this step can be recommended antenna configuration changes, identified coverage holes, pilot pollution areas etc. Antenna configuration changes are modeled in the network planning tool in order to define their exact parameters and to present them to France Telecom engineers. Neighbor optimization is using scanner data and searching for missing adjacencies. These adjacencies are evaluated by the optimization engineer one by one; the evaluation also considers the recommended antenna configuration changes. In call analysis identifies and analyses call failures, explain their route causes. The result of this step can be troubleshooting activities, parameter changes or antenna configuration changes. Report preparation summarizes the completed actions and findings of the analysis process.

6.6 Change implementation


During the drive test analysis process, several changes are recommended. If the recommended changes affect the existing GSM/UMTS antenna settings or BSS/UTRAN parameters, Nokia Siemens Networks engineers will consult France Telecom optimization engineers before implementation. The verification drive can start only if all changes are implemented and the implementation is confirmed. Depending on the type of the change, agreed lead-times have to make sure that the originally planned schedule can be followed. Changes can be implemented remotely (soft changes) like parameter, neighbor etc, and changes can be implemented by installation teams (hard changes) like antenna configuration, tilt or azimuth changes.

6.7 Report preparation


Drive tests verify if the implemented changes improved the cluster performance as it was expected. When the measured performance reaches the level required by France Telecom, Nokia Siemens Networks will prepare an optimization report and will submit that to France Telecom. The report contains: General information about the cluster and the drive tests (time of optimization, route etc.) Baseline performance Final performance Summary of recommended and implemented changes Further recommendations (e.g. identified coverage holes) Comments

7 Share of Responsibilities (SoR)
