APPENDIX 4 (LIAISON PROCEDURES) TO ANNEX C (COMMAND AND CONTROL) TO XVIII AIRBORNE CORPS FIELD SOP 1. General.

This appendix prescribes the requirements and procedures for the exchange of liaison officers by this headquarters. Liaison will be established between Corps and supporting units, adjacent units, subordinate, and higher headquarters. 2. Operational Liaison Procedures. a. Corps provides liaison to adjacent and higher commands. (1) Corps will provide liaison to the Battlefield Coordination Detachment (BCD). The purpose of the LNO is to ensure the BCD is fully cognizant of the ground tactical in order for the BCD to synchronize and coordinate air support for the ARFOR. The LNO reports to the BCD Director at the Joint Force Air Component Commander's (JFACC) Air Operations Center (AOC). The LNO will bring all C4I required equipment. (2) Airborne missions, Corps will effect initial liaison with troop carrier units and ensure continuance of liaison as required. During other than Corps missions, the major headquarters concerned will effect this liaison. (3) Corps will assign liaison officers to operate at departure airfields with the senior troop carrier unit. In the event the air movement and marshalling plan permit Decentralization, the responsibility for providing these liaison officers is delegated to the major subordinate units utilizing the airfield. b. Corps receives liaison officers from all major tactical units, service support and logistical commands, and units operating under Corps control. c. If Special Operations Forces (SOF) are operating in the Corps area, Corps will receive liaison (normally in the form of a Special Operations Command and Control Element (SOCCE) from USASOC. The SOCCE will bring all C4I required equipment and organic transportation. Requirements beyond these capabilities will be provided by the CMAIN. d. Liaison within the scope of this SOP excludes artillery and attached gunfire support liaison. e. Liaison officer instructions will be included in Corps Operations order.

C-4-1 APPENDIX 4 (LIAISON PROCEDURES) TO ANNEX C (COMMAND AND CONTROL) TO XVIII AIRBORNE CORPS FIELD SOP 3. Logistical Liaison Procedures.

a. The ACofS, G4, will coordinate the activities of liaison officers from service support and logistical units. The ACofS, G3, will coordinate the activities of liaison officers from all other commands and units. b. The Headquarters Commandant is responsible for coordinating billet space and required services for liaison officers. 4. Corps liaison responsibilities to higher or adjacent units. a. Prior to departure for the gaining headquarters: (1) The LNO will be thoroughly briefed on: (a) The current situation of his unit.

(b) Commander's intent; including details of the concept of operations (e.g., unit locations and combat readiness factors such as personnel strength and logistics considerations, a map with overlays). (c) The current status and missions of the unit to which he/she is being sent. (d) OPSEC, applicable to the mission.

(2) Obtain specific information and/or liaison requirements from each staff section. (3) Understand clearly his mission and responsibilities.

(4) Ensure arrangements for communication and transportation meet mission requirements (check radios, SOI, etc). (5) Obtain necessary credentials for identification and appropriate security clearances. (6) If conducting liaison with an allied unit, check language and interpreter requirements. (7) Become familiar with the potential issues,

capabilities, employment doctrine, and operational procedures of his/her unit and, to the extent possible, those of the unit to which he/she is being sent. C-4-2 APPENDIX 4 (LIAISON PROCEDURES) TO ANNEX C (COMMAND AND CONTROL) TO XVIII AIRBORNE CORPS FIELD SOP (8) Draw one copy of this SOP from the AG prior to departure from this headquarters for his personal use. If the headquarters to which he is assigned is not on the distribution list (ANNEX U, this FSOP), a second copy will be drawn and presented to the headquarters to which the officer is assigned. (9) Make contact with the headquarters with which he will operate prior to departure from this headquarters to determine any special requirements for which he must be prepared. b. Arrival at gaining headquarters, the LNO will:

(1) Report to the commander or his representative (G-3, or Chief of Staff) stating his mission and exhibiting his directive or credentials, if in writing, and be prepared to brief them on his/her unit situation. (2) Establish communications with parent unit and exchange updated information, as required. (3) Offer assistance to the commander.

(4) Visit each staff section, provide information as required, and obtain all information required to be transmitted to his unit. (5) Ensure that his liaison location at the headquarters is known at all times (e.g., inform the operations duty officer of daily activities). c. Liaison tour of duty, the LNO will: (1) Accomplish the liaison mission without interfering with the operations of the headquarters to which he/she is sent. (2) Keep informed of the situation of his own unit and make that information available to the commander and staff of the unit to which he is sent. Such action is of special importance to LNOs of attached or supporting units. (3) Keep an appropriate record of all reports

submitted/received. (4) Report only on those matters within the scope of the mission at hand. (5) If requested inform the visited unit commander of the content of reports dispatched to the LNO's parent headquarters. C-4-3 APPENDIX 4 (LIAISON PROCEDURES) TO ANNEX C (COMMAND AND CONTROL) TO XVIII AIRBORNE CORPS FIELD SOP (6) Report promptly to his own headquarters if he is unable to accomplish his liaison mission. (7) Report his departure to the visited unit commander at the completion of his mission. (8) about: (a) Significant problems being experienced by the LNO's parent unit that could affect operations of other commands and vice versa. (b) LNO suggestions to enhance the effective employment of his parent command. (c) LNO recommendations concerning improved procedures for maximizing the effectiveness of the LNO's parent command. 5. Liaison officer responsibilities to Corps Headquarters. Inform the appropriate staff officer or commander

a. Conduct prior coordination with Corps counterpart prior to departure from home station. Upon arrival at Corps Headquarters, report initially to the Secretary of the General Staff (SGS), thereafter to the ACofS, G3, G4, or G5, as appropriate. Upon each subsequent departure or arrival at the CP, the liaison officer will habitually check with the SGS to make known his presence or absence. b. Liaison officers will serve as a courier between this headquarters and parent unit. LNOs will be knowledgeable on: (1) The current situation of his unit.

(2) Commander's intent; including details of the concept of operations (e.g., unit locations and combat readiness factors such as personnel strength and logistics considerations, a

map with overlays). (3) The current status and missions of the unit to which he/she is being sent. (4) OPSEC, applicable to the mission.

(5) Obtain specific information and/or liaison requirements from each staff section. (10) Become familiar with the potential issues, capabilities, employment doctrine, and operational procedures of his/her unit and, to the extent possible, those of the unit to which he/she is being sent. 6. A liaison officer from a unit in Corps reserve will:

a. Be informed on the operational status of the unit (strengths, vehicle status, and transportation assets). b. Be familiar with and brief unit plans, movement plans, and movement times to critical locations. c. Assist his unit commander and Corps ACofS, G6 to establish and maintain communications. 7. Liaison officers assigned to the Corps Headquarters will provide an operational update to the Command Group in conjunction with the morning and evening update. 8. Ground Liaison Officer (GLO) liaison responsibilities when the XVIII Airborne Corps is the ARFOR.

a. Ground Liaison Officers (GLO's) are located at the various Tactical Air Force Wing Operations Centers (WOC's) and at the Numbered Air Force Level. GLOs are normally under the operational control of the BCD Director. The duties of the GLO are not limited to, but as a minimum include all of the following: (1) Advising air commanders on Army organization, operations tactics, and equipment. (2) Assisting in preparation of base defense plans and taking an active part in defense of the installation in combat situations. C-4-5 APPENDIX 4 (LIAISON PROCEDURES) TO ANNEX C (COMMAND AND CONTROL) TO XVIII AIRBORNE CORPS FIELD SOP (3) Assisting the Air Commander in unit training on matters pertaining to support of ground forces; arranging for liaison visits of Air Force personnel to Army posts and units; coordinating visits of Army personnel to Air Force bases. (4) Assisting in the planning of joint training exercises/unit evaluations. (5) Performing the ground liaison officer duties specified in AR 611-101, under MOS code 54A50, during joint training exercises. Additionally, GLO's assigned to the Numbered Air Force Headquarters may function as members of the Land Component Commander's (LCC) Battlefield Coordination Element (BCE) located at the Joint Force Air Component Commander's (JFACC) Air Operations Center (AOC). (6) Examining continuously air/ground procedures of particular interest to aircrews such as briefing and debriefing, target designation and identification of friendly troops, employment of attack/reconnaissance options, and recommending improvements where appropriate. (7) Performing duties specified in FM 100-26, 30-35, and 30-20 as applicable. (8) Coordinating requests for waivers for dangerous/hazardous aircraft cargo (AMC GLO). (9) Administering the Army portion of the AMC Affiliation Program (AMC GLO). (10) GLO's may assist the Air Force unit commander a

member of the Wing Director of Operations or Operations Group Staff. In this connection, care should be taken to ensure that tasks assigned are within the capabilities of the Army officer and that he execution of the additional duties does not affect he performance of the primary mission of the GLO. GLO's will fly in and become familiar with host unit primary mission aircraft where possible. Where appropriate, required physiological indoctrination training will be the responsibility of the host unit.
