Triple Murderer In Vatuwaqa Found Guilty

The three assessors in the High Court trial of triple murder suspect Bimlesh Prakash Dayal are expected to deliver their verdict later. Dayal, 33, denied three counts of murder where he is alleged to have killed his wife and two daughters with a meat chopper between October 28 and 29 of 2011. Dayal, who continued giving evidence under oath, told judge Justice Paul Madigan that during his Police interview on November 23 and 24, 2011 he agreed to all 313 questions they asked him and willingly confessed to his familys murder because he did not want to defame their family name. He also said he signed all documents given to him by Police without seeing what it was because all the papers looked the same to him. He went on to describe his relationship with his wife as very good and with his two young daughters as very nice, adding that he had been staying with his wife for over 11 years before the alleged incident. During cross-examination, State prosecutor Madonna Fong asked Dayal if he was lying about his wifes alleged affairs to save himself to which he responded he was not. Ms Fong highlighted that close relatives had given evidence under oath and claimed that they were not aware about any affair Dayals wife was having with their landlords teenage son. Dayal answered saying they were all lying and he was telling the truth because his wife had confessed to him hours before the alleged incident. It was also heard in evidence that Dayal woke up a second time on that fateful night and saw his wife standing beside

him with a chopper with blood all over her hands. Ms Fong refreshed the accuseds memory by telling him that the post mortem report revealed that his wife had multiple deep wounds on the left side of her neck and that medical evidence was inconsistent with

evidence he was giving in court. The accused replied that he swung the chopper at his wife once when she tried to grab it from him and the chopper hit her on her neck however he added that he did not remember much from that night. Ms Fong also told the accused that Police evidence ascertained from

the position of his wifes body when she was found, revealed that she was attacked in her sleep. She further put to the accused that evidence from the crime investigations was inconsistent with what he was telling the court. Dayal responded and said he had agreed with whatever the Police said.

PM Will Resign For Elections Says AG

Fiji Envoy Presents Credentials To Crown Prince Of Qatar


His Excellency Mr Robin Nair presented his credentials as Fijis first Ambassador Extraordinary and Plenipotentiary to the State of Qatar to the Crown Prince of Qatar, Sheikh Tamim bin Hamad bin Khalifa AlThani this week. In his statement, Ambassador Nair conveyed the greetings of President of the Republic of Fiji His Excellency Ratu Epeli Nailatikau to the President and Government of the State of Qatar. He said that Fijis presence in the region, and in particular Qatar, was important to strengthening diplomatic relations and advancing its bilateral relations with the State. Ambassador Nair acknowledged the strength of the Qatari economy and noted the success of its airline industry and the prospect of employment opportunities for Fijian nationals in the progressive economy of the Gulf State. In welcoming Ambassador Nair, Sheikh Tamim recalled the recent visit of Qatars Minister of State for Foreign Affairs, His Excellency Dr Khalid Bin Mohammad Al Attiyah to Fiji to explore the furthering of bilateral relations and opportunities between the two countries. He highlighted that Qatar was ready to assist Fiji in any possible sectors and sought the Embassys efforts to work with the Qatari Foreign Ministry to identify possible needs. He said that he looked forward to the expected visit of the Fijian Minister of Foreign Affairs and International Cooperation soon and this should include discussions on areas of assistance needed by Fiji and to further explore areas of collaboration and cooperation, including in areas of mutual interest in the building global peace and stability. The ceremony was preceded by the playing of the national anthems of both countries by the Qatari Military Band, and an inspection of Military Guard of Honour by Ambassador Nair. He was accompanied by First Secretary Emosi Rakai to Qatar.

Fijis Attorney General Aiyaz SayedKhaiyum has reiterated that everyone is equal under the law including the head of government, Prime Minister Commodore Voreqe Bainimarama. Speaking during the draft Constitution consultation held in Nasinu, SayedKhaiyum said like every other persons holding public office, Bainimarama will have to resign as the Commander of the Republic of Fiji Military Forces (RFMF) to contest the 2014 elections. It is clear under the law that any person holding a public office must resign if he/she will stand for elections and this also goes for the Prime Minister

as everyone is treated equally in this country, said Sayed-Khaiyum. He said that in declaring his interest to contest the elections, Bainimarama knows full well that he would have to resign from his post as Army Commander. Sayed-Khaiyum said Fijis law clearly states that anyone who wants to contest elections are free to contest provided they follow the right procedures. He also said people should focus on getting a new constitution finalised to ensure a better future for everyone. Meanwhile, consultation on the draft document continues in Kadavu.

The Minister for Foreign Affairs and International Co-operation, Ratu Inoke Kubuabola, met with the head of the public affairs of the Institute of Southeast Asian Studies (ISEAS), Tan Keng Jin, in Suva. Calls have been made by the Fiji Islands Council of Trade Unions General Secretary, Attar Singh for the government to put its draft constitution to a national referendum. Fiji Dairy $300,000 Machine In Action

Fiji Dairy Limited has started using its newly acquired milk homogeniser. The $300,000 machine was flown in from Sweden to replace the old equipment. Pouring clumps out of some Rewa Life packets UHT will be a thing of the past. Nathan Hildebrand, Group Marketing Director for CJ Patel Group, said the new equipment will address the problem of milk separation caused by the old equipment inherited when Fiji Dairy was acquired last year.

Homogenisation

Homogenisation refers to the specific process that evenly distributes fat globules in the milk so that there wont be two separate layers of milk and milk fats. Homogenisation is done by a Milk Homogeniser. This process allows fat molecules to get distributed in the milk evenly and there is no separation of two layers.

Increasing production

With this new piece of equipment, this problem of separation is addressed and we can now resume increasing production that we targeted previously, Mr Hildebrand said. The new homogeniser will also improve the quality of our milk. As we

work on increasing our local supply, we can also look to exports as an opportunity to other Pacific markets. Currently, the majority of milk sold in Fiji is imported. This shortage is a result of various factors including Fijis reliance on imports from Australia and New Zealand. Mr Hildebrand said Fiji Diary is working hard to address the need to reduce reliance on imports and build self sustainability. A new chilling station at Yaqara is expected to open this year, following the opening of one in Ba. Talks continue with the Yaqara pastoral board about sub-leasing land to set up the chilling station. With the chilling station in Ba and a second one to open up in Yaqara, we want more Fijians to access the diary industry and consider diary as a viable source of income. We would like to see new farmers, embrace and start using these stations. There is no reason why the West cant be as big as the Central Division, Mr Hildebrand said. Southern Cross Foods will manage the supply and delivery of milk to Fiji Diary Limited.

The 2013 Companies Decree was written to adopt significant reforms, stated institute Queensland state manager, Richard Moore. This updated legislation is complex and it is essential that every director

operating in Fiji be aware of the reforms, Mr Moore said. The briefing will provide the business community with an overview of the new Companies Decree and introduce some of the significant changes which have taken place. And in doing so, Brisbane office of Minter Ellison Chairman Bruce Cowley will address members in Fiji on issues in the decree. Mr Cowley was engaged with Government in 2011 to draft the new Companies Decree. Mr Cowley is member of the Fellowship of Australian Institute of Company Directors. I undertook three separate consultations in Fiji with a view to ensuring that there was significant opportunity for local business input into the drafting of the Decree and that it met local needs, Mr Cowley said. The response to the consultations was overwhelming and the drafting is now complete with the Decree set to be promulgated shortly, Mr Cowley said. Decrease In Visitor Arrivals


FIJI recorded a 7.9 per cent decrease in tourist arrivals for January this year. The Fiji Bureau of Statistics revealed that visitor arrivals for January totaled 46,145 compared to the previous record of 50,107 for the comparable month last year. Government statistician Epeli Waqavonovono said visitor arrivals for Fiji passport holders permanently residing overseas was 1838 compared to 4845 in January last year. He said 24,155 Australians visited Fiji compared to 26,288 for the comparable month last year while 4668 came from New Zealand. Decreases were also noted for Canada at 12 per cent, 19.8 per cent for United Kingdom and 36.4 per cent for visitors from China. "Increases were recorded for visitors from South Korea, Japan and the United States," he said. He said 14,148 residents came to Fiji in January, taking the total number of arrivals to 60,293 a 6.1 per cent decrease from the comparable month last year. "In the moving 12 monthly numbers ending January 2013, the total number of visitors to Fiji decreased by 3 per cent compared with the same period in 2012. "Visitors from the UK decreased by 29.5 per cent, Japan by 22.7 per cent, Continental Europe by 9.4 per cent, Korea by 8 per cent, Canada by 4.4 per cent, Australia by 3 per cent and China by 2.1 per cent." He said increases were recorded for visitors from USA, New Zealand and Pacific islands. The average length of stay for visitors in January was 10.5 days.

Severe Heart Cases In Fiji


Coronary artery disease in Fiji is severe. This was the observation of Dr Nityanand Tukaram Thakur, the visiting consultant cardiac surgeon from Sahyadri Hospital in India. Dr Thakur is visiting Fiji with his eightmember team, currently conducting heart surgeries on local patients at CWM Hospital. "From the cases we have seen, coronary artery disease is very severe in Fiji," Dr Thakur said. On Tuesday, his team operated on Sameet Kumar, a 48-year-old gardener living in Suva. "He had occlusion on all his coronary arteries which was heavily calcified. The block was so hard we didn't have a lumen where we could reduce the flow reserve for oxygenated blood to the heart. "We had to remove the calcium which was blocking his coronary artery in its entirety. Such kinds of cases can only be found in two-three of coronary artery cases. It was pretty severe. We had to do three grafts in a procedure called endarterectomy which rarely happens."

Memories Of Sea Ordeal Resurface As Family Pays Final Respects


Tears flowed as Chandar Deo and his family made an unexpected call at Naduri Village to present their i reguregu to the vanua on the passing of Tui Macuata, Ratu Aisea Cavunailoa Katonivere. The small unexpected delegation will always have a special place in the hearts of Ratu Peni Vulaca and Ratu Vereniki Marawa for Mr Deo rescued the two men after their boat capsized last Friday. Naduri villager Ratu Peni was an emotional man as he retold the story of their attempts to survive during their mishap at sea. "I was down at the other part of the village for the funeral preparations of the late Tui Macuata when I was informed that a delegation was already at home to present their i reguregu," he said. "Upon reaching home, I found a family whom I did not know and upon enquiry, I learnt that they were the family of Mr Deo who had rescued me and my nephew at sea. I couldn't stop my tears as I thought back of our ordeal and the fact that this generous man even took out his time to offer his condolences to me and my people during this sad period." Ratu Peni said even though they were still in mourning, it was a joy to meet Mr Deo and that he owed a lot to him and his family. A teary eyed Mr Deo said that his reunion with the Ratu Peni was special and that his family was glad to have established close relations with the Tui Macuata and his people.

The investors from China presented a business proposal pertaining to the establishment of an immigration consultancy business. The investment seeks to benefit Fiji by generating revenue for the Government through immigration fees. The investors also met with the Director for Immigration to discuss this business venture further.

Fifty employees of RC Manubhai foam factory which was razed by fire in Yalalevu Ba will not lose their jobs says RC Manubhai and Company Limited director Rajesh Patel. Our staff will not lose their jobs however they will be transferred to other factories. Firefighters from Ba, Tavua and Lautoka had to be called in after midnight Wednesday to fight the fire at the factory.

National Fire Authority media officer Ritesh Kumar said their Ba station received the call at around 1:23 am from the factory manager. He said the fire had spread quickly because of the flammable nature of foam and related materials in the factory and fighting the fire was very difficult because of the heat intensity. Mr Patel said the estimated cost of the damage to the factory was around $9 million.

THE Fiji Police Force is urging consumers to buy original DVDs and CDs as it steps up efforts to combat piracy in Fiji. As preparations continue in the lead up to World Intellectual Property Day, police spokesman Inspector Atunaisa Sokomuri said the issue was not on people selling or distributing pirate copies but the demand that came from the consumers. "Consumers are the people that demand for the product. We are always supportive of any initiative that deals with anti-piracy," he said. AUSTRALIAN entertainer, adventurer and pilot Michael Young has scheduled a pit stop in Fiji while conducting a round-the-world flight on his American-built Mooney aircraft. The 56-year-old's Fiji layover is to search for the remains of American aviator Amelia Earhart who disappeared over the Pacific Ocean on July 2, 1937 while attempting to circumnavigate the globe in a Lockheed Electra aircraft. Mine Creates 650 New Jobs


THE country's first black sand miners, Amex Resources Limited, has spent more than $20million so far on studies and infrastructure development at the Ba River delta and the Lautoka port facility. And company consultant Ian Cowden said a further $120 million would be spent over the next year on the construction of specialized barges, dredges and the marine berth and a holding facility at the Queens Wharf. As a result, by September 2014, a total of 650 people will be directly employed by the company in the construction and operational phases. Mr Cowden said the Western Division economy and the economy of the country stood to benefit from the development. "As much as possible, we have used local companies and contractors and even employed villagers at the Ba River delta during the pilot project phase of our operations. We are not looking at ourselves as an Australian company that is establishing itself in Fiji, instead, we view our business as a totally Fijian operation," he said. Amex Resources was granted a license to mine 132 square kilometres at the mouth of the Ba River in 2012. The company intends to mine 220 million tonnes of magnetite from the area over the next two decades. Mr Cowden says once production begins in September 2014, 55,000 tonnes of magnetite will be shipped from the Queens Wharf at Lautoka to China every three weeks.

This was confirmed to the media by the force's head of Human Trafficking Unit, Inspector Aminiasi Cula. He said they suspected the three girls who went missing could have been victims of human trafficking. "We have been receiving a lot of information on the case recently said Insp Cula. He said clauses 111 to 120 of the Crimes Decree, which has provisions for human trafficking-related offences, came into force in 2009, four years after the girls went missing. "Under the Crimes Decree, we now have provisions to investigate human trafficking-related offences and lay charges." Insp Cula urged members of the public with any information on the sisters to visit the police. Vijendra Kumar, the father of the missing girls - Ashika Sherin Lata, 19, Renuka Roshni Lata, 18 and Radhika Roshni Lata, 17, said he never lost hope and was happy with the news. "I am 100 per cent sure that I will meet my daughters one day," Mr Kumar said. He said he and his wife were waiting for their daughters. "Everything is the same here. Solar Grandmothers To Light Up Villages


The training of rural women to become solar engineers is an icon of hope and inspiration for Fijian women to fulfill their dreams despite age and qualification. This was ascertained by the Minister for Social Welfare, Women and Poverty Alleviation, Dr Jiko Luveni at the inauguration of the Workshop for Fijis Solar Engineers and Village Solar Committees. Minister Luveni said the solar panels have arrived last month and the solar grandmothers will be learning skills in financial literacy and management to successfully carry the project to completion and sustainability. The solar grandmothers will return to their villages and set up solar panels lighting up ten villages in Kadavu, Cakaudrove, Macuata, Bua, Ba, and Ra provinces. The grandmothers will develop individual solar installation work plans for the ten villages. The committees are made up of a group of people that the villagers identified as committed, responsible and highly respected for their leadership skills, Dr Luveni said. Meanwhile, Minister Luveni has also announced plans for the development of a Regional Barefoot College in Fiji which is currently in progress through cabinet approval and partnership with Ministry of Youth and Sports. The proposed site for the Regional Barefoot College to serve the Pacific is the Naleba Youth Training Center in Macuata. Indian High Commissioner to Fiji, Mr. Vinod Kumar highlighted that the workshop underscores the importance of adoption of solar energy and the role of women in this endeavour. The commitment of valuable partners the UN Women, UNDP, Global Environment Facility Small Grants Program, the Fiji Locally Managed Marine Network and WESTPAC contributed to the success of the project through financial assistance the transportation of the solar equipment to Fiji. Miriama Moceiwasa (Solar engineer) of Naioti Village in Kadavu thanked the government of the day for this special project. Ms Moceiwasa said the arrival of the long awaited solar equipment has brought hope to villages. We are blessed to be given the equipment and the opportunity to use the skills that we have learnt as engineers and also contribute to the livelihoods of villagers, Ms Moceiwasa said.

Students sat around the entrance of the school building singing hymns where the statue stood firm. The statue was unveiled by chief guest Sister Joan Van de Zyden, general councilor of the Cluny Sisters from Paris. Jenny Seeto, the chair of the school advisory board, said Anne Marie was an inspiration to all. "At the school board advisory level, we remind ourselves from time to time of her vision which we should follow whenever we make policy and decision. "She had virtuous attributes which we should try to instill in the different aspects of our lives and also try and make a difference in the lives of others." A Fijian couple living in Invercargill who face deportation have sold their car to make ends meet while waiting on the Office of the Ombudsmen to intervene. Ashwin Kumar and his wife Atleshni Lata Datt Kumar both lost their jobs after Immigration New Zealand told them their visas had expired and they were in the country unlawfully, despite the couple having renewed their visas each year since they arrived in 2009. A letter postmarked February 12 informed the couple their visa had been declined because the immigration officer was not satisfied there were no New Zealanders available to do Mrs Kumar's job. An interim visa starting on January 9 had already expired and they were now living unlawfully in the country, the letter said. Mr Kumar was employed at the Alliance Group Lorneville plant but the couple's work visas relied on Mrs Kumar's position as a senior caregiver at Peacehaven Village rest home in Invercargill. Her employer has written to Immigration NZ on behalf of the couple, saying Mrs Kumar was an exemplary, fully-committed worker in a sector

The Office of the Ombudsmen was also unable to comment. Mr Kumar said the situation was frustrating and demoralising, as they had been tax-paying employees and were now reduced to living off money that had been put away for a house. Mrs Kumar has said she was shocked her visa was declined and that they had been given so little time to go back to Fiji where there was "nothing for them".

We must no longer allow our people to be subjected to pay enormous prices for goods when sitting here in this room are possible manufacturers and producers for the same goods that we import. We both must stop our reliance on importing goods from Australia and New Zealand. The Prime Minister said both countries had agreed to create opportunities to boost trade, improve infrastructure and provide employment opportunities.

He said that the opportunity for talks provided by the Fiji Trade and Investment Seminar for business representatives should pave the way for more two-way investments. PNG has taken the lead with the success of its LNG project which is now 80 per cent complete and would be able to deliver gas to customers from Japan, China and Taiwan. PNG Minister for Trade, Commerce and Industry, Richard Maru said that this would prove beyond all doubt that the Government of PNG could deliver world class projects. The Prime Minister said it was time that PNG and Fiji be united in getting Australia and New Zealand products out of their way.

200 Join RFMF Training


More than 200 personnel marched into the Republic of Fiji Military Forces training camp at Nasinu to start their 12-week training. This is the start of their military career. Close to 3000 applicants from the Western, Central, Eastern and Northern divisions were received from people wanting to join the Force. They applied for the RFMF Basic Recruit Course. Only 217 applicants were successful and they marched in at the RFMF Force Training Group in Nasinu for their training. The recruits will undergo the Basic Recruits Course which includes theoretical and practical phases of the programme. Further training will be conducted by their respective units in accordance with their unit role while 22 recruits who are successful candidates from the Regimental Officers Selection Board will be earmarked for officer cadet training either locally or abroad. Thirty-eight recruits will return to Home Link Security, 60 will be deployed to RFMF Engineers Trade Training School and 10 to RFMF Naval Division for further unit training. Fifty-seven personnel will be deployed to units according to the fields they are specialised in as stipulated in their credentials while 30 recruits will be posted to the RFMF Territorial Force and await weekend trainings or overseas peacekeeping duties. The training team warrant officer, WO Cl.2 Nemani Yavita said the Basic Recruit Teams aim is to ensure that these recruits successfully achieve the course objective. Our task is to ensure that these recruits are capable of filling any rifleman appointment within a section, for employment in RFMF low level category, WO Cl.2 Yavita said.

Increase In Bank Loans


NEW bank loans to the building and construction sector rose significantly by $14.3million to $18.4m during the first two months of the year compared to the same period last year. According to the Reserve Bank of Fiji's economic review for March 2013, partial indicators for investment pointed to optimism in construction and other investment activities in the medium-term. The central bank said domestic cement sales rose by 84.6 per cent on an annual basis in January and was expected to remain upbeat supported by continuous and planned construction projects this year. "The continuing reconstruction and rehabilitation work post-Cyclone Evan is also expected to further contribute to activity in the construction sector during the year," RBF said. "Total investment lending grew by 85.9 per cent over the same period. Imports of investment goods registered an annual increase of 9.3 per cent in 2012." In terms of monetary and financial conditions, RBF said these continued to improve as net domestic credit rose by 5.4 per cent in February from 4.1 per cent in January. This, the bank said was mainly driven by growth in the private sector credit. "Supporting this credit expansion was the decline in both outstanding and new lending rates over the month to February," the report said. "The outstanding lending rate fell by 13 basis points (bp) to 6.36 per cent while the new weighted average lending rate decreased over the month by 62bp to 5.9 per cent. "Consistent with the increase in net domestic credit growth in broad money was 9.4 per cent in February from 8 per cent in the previous month, attributed mainly to an increase in net foreign assets." Liquidity levels remained high and were around $471.3million at the end of March, RBF said, noting a rise in domestic inflation to 3.3 per cent from 2.4 per cent in February.

APPROXIMATELY 96 per cent of tuna fish caught were from Fiji's Exclusive Economic Zone (EEZ). And this contributed to the $200million earnings of Fiji's tuna fish export to main markets overseas since 2011. World Wildlife Fund (WWF) Fiji offshore fisheries policy officer Seremaia Tuqiri said this trend continued to grow. Speaking at the SeaWeb lecture, Mr Tuqiri said this was one of the largest industries in Fiji after tourism. He said the remaining 4 per cent of tuna were caught in other Pacific islands' EEZ. "Fiji's EEZ area has approximately 1.29million square kilometres and with a land area of approximately 18,333 square kms." With approximately 1500 industrial fishing boats in the Western Central Pacific Ocean (WCPO), he said Fiji had at least 74 recorded fishing vessels. He said the WCPO had accounted for 58 per cent of all global tuna catch which were valued at $US4billion ($F7.16billion). For offshore fisheries, he said skipjack and small yellow fin tuna were mostly caught by pole-and-line gear for canning or producing a dried product. In a global tuna catch, he said 60 per cent were caught by purse seine, 14 per cent longline, 10 per cent pole-and-line and 2 per cent troll. Ministry of Fisheries and Forests permanent secretary Inoke Wainiqolo said earlier the main export countries for Fiji's fish were Australia, New Zealand and the European Union. "When we enter into this market, we expect the value to be more than what we are currently having. "We are value-adding resources such as fresh, frozen and chilled fish," he said. Mr Tuqiri said the Secretariat of the Pacific Community (SPC) played a vital role in providing scientific advice for fisheries associations in the Pacific. Meanwhile, SPC fisheries development officer (economics) Michael Sharp said the boom-bust cycle of harvest was a common phenomenon for sea cucumber fisheries around the world. And it related to the high levels of exploitation the boom followed by low levels of exploitation the bust. "The bust occurs when stocks have been depleted to a point where there are insufficient sea cucumber to continue exploitation, so the fishery is left to the rest while stocks recover," Mr Sharp said.

The proposed Fiji Labour Party has been granted an extra week to respond to allegations that party workers impersonated Government officials during the party registration process in Ba. The Registrar of Elections, Mohammed Saneem, said the proposed FLP has asked for more time to verify the allegations itself and the request has been granted. The original deadline of last Friday, April 19th, has now been extended to midday on Friday April 26th, he said. The Registrar also revealed that officials of the proposed Social Democratic Liberal Party (SODELPA) and the proposed National Federation Party (NFP) have both accepted anomalies in their handling of the registration process. In the case of the proposed SODELPA, the anomalies include members who are registered twice or even three times, members who are also listed as belonging to other proposed parties and names that do not exist of the National Register of Voters. These anomalies have been acknowledged by officials of the proposed party after they were granted access to the National Register of Voters, he said. The Registrar said officials of the proposed NFP had also acknowledged that some of its registered members also belong to other proposed political groups. While theyve denied allegations of impersonating Government officials in Kadavu, they accept that 25 listed members have also registered either as members of the proposed SODELPA or the proposed FLP, Mr Saneem said. The Registrar says no decision will be made on the applications of the various parties until all the particulars are in.

The court then heard that after all this he then decided to take his own life by slitting his throat. Dayal is being represented by lawyer Irshaad Samad and has pleaded not guilty to the killings.

Civil Service Reforms Boost Performance Ratings


The Public Service Commission (PSC) has made significant improvement in its deliverable of activities aligned to the Annual Corporate Plan, since the monitoring by the Strategic Framework for Change and Coordinating Office (SFCCO) began in 2010. The Commissions SFCCO Feedback Report noted PSCs overall performance in 2012 was 77 percent which is the result of average of scores for the four quarters of 2012. PSC permanent secretary Parmesh Chand said that according to the Report, the achievement of close to 85 percent in the fourth quarter alone was an increase of almost 5 percent from the third quarter. If you were to compare this to the corresponding period in 2011, this would have been an increase of almost seven percent which is indicative of good planning and effective internal monitoring system within PSC. In this regard, I must also commend my staff for their performance and hard work, Mr Chand said. The increase in performance is attributed to the achievement of targeted activities under Leadership, Education and Training, Social Justice, Poverty Reduction and Public Sector Reform outcomes. The significant activities to note are the development of the Leadership Training model, recovering bond money owed by former sponsored students, awarding of scholarships to needy students and the commercialization of Government quarters.

A man who pleaded guilty to two counts of rape has been jailed for 12 years. The Labasa man was sentenced by Justice Paul Madigan after he was charged with carnal knowledge of a female under the age of 13 years on the first count and rape of the same female on the second count. On April 11, this year, he agreed to the set of facts relating to the two counts and was convicted. The accused had sexual intercourse with the victim several times in December 2011 and again in January 2012.

As a result, the victim became pregnant, which led to the arrest of the accused. In sentencing the accused Justice Madigan took into consideration the fact the accused was a very young man with a clear record, pleaded guilty at a very early stage, was the sole provider for his disadvantaged family in Labasa and was remorseful and apologetic. In recognition for his early guilty plea Justice Madigan reduced his 18 years sentence by six years. The accused will serve a minimum term of 10 years before being eligible for parole.

Add meat, and marinate at least overnight. Two to three days is ideal although this will keep for up to five days refrigerated. The lamb will absorb a great deal of wine. I stir mine 3 to 4 times a day and add enough wine to maintain a fairly thick marinade. Skewer separately the mushrooms, onion, tomatoes and bell peppers. I do this because they all grill differently. Grill all skewers and remove as each veggie is done to your taste. Grill the lamb tightly packed on skewers over a very hot fire. The secret is charred outside-rare center! You will lose much if you cook the lamb past medium rare! At medium rare the lamb has a very rich silky texture and the flavor is unbelievable! Serve over Rice Pilaf. Another nice touch is to add a few cold, sliced tomatoes, cucumbers and red bell peppers arranged around the plate.

3-6 lb. boneless leg of lamb, trimmed of fat 1/2 sweet red onion, diced fine 1 cup olive oil 1-2 cups Chianti (Wine) 2 Tbls. garlic salt and/or Greek mixed seasoning sprig of fresh thyme 8-10 cloves diced fresh garlic 1 lb. fresh mushrooms 20-30 cherry tomatoes or halved roma tomatoes 1 large sweet red onion 2 yellow or red bell peppers cut in 1-inch squares 1 bunch fresh parsley

Instructions

Cut the lamb into 1 1/2 inch chunks. Mix olive oil, wine, seasonings, diced onion, garlic, thyme and 1/2 bunch chopped parsley.

Prince Harry To Be Deployed With Australian Army

Death Toll Mounts After Major China Quake

The death toll following a devastating earthquake in south-west China has passed 200, with nearly 11,500 people reported to have been injured. Emergency workers are struggling to reach some of the worst-hit parts of Sichuan province following the quake, which hit the region. Long queues of emergency vehicles backed up waiting to get access to devastated towns. For the moment they are being held back in many places for fear of landslides.

In Baoxing, town officials are preparing to parachute in emergency medical teams because it cannot be reached by road. The earthquake has so far killed 203 people and left 11,492 injured. But it is feared there could be many more people dead or trapped under rubble in Baoxing. The town, with a population of 40,000, has food for two days. Elsewhere, firefighters helped by sniffer dogs have pulled 91 people alive from the rubble, according to the country's ministry of public security.

China's new Premier Li Keqiang has rushed to the disaster zone and was shown on state TV eating breakfast in a tent. He told state media "the rescue effort is our first duty", adding the first 24 hours was "the golden time for saving lives". China's new leaders are responding to this disaster five years after a previous Sichuan earthquake left more than 90,000 people dead or missing. More than 1,100 aftershocks have

followed since the latest quake struck the province on Saturday morning (local time). Chinese seismologists registered the tremor at 7.0 magnitude while the US Geological Survey gave it as 6.6. China's Xinhua news agency reported more than 17,000 Chinese soldiers and police have joined the rescue mission and five drones were sent to capture aerial images.

The second man allegedly involved in the brutal rape of a five-year-old girl a week ago was arrested from Bihar in the early hours on Monday even as police are verifying whether the claims made by the first accused are true. Pradeep, who was named by first accused Manoj Kumar, was apprehended from Barahiya village in Bihar's Lakhisarai, Bihar Director General of Police Abhayanand said. A Delhi Police team with the help of Bihar Police Special Task Force arrested Pradeep from his maternal uncle's residence, where he was hiding, the DGP said. He was brought to the national capital after getting a transit remand from Darbhanga court, Delhi Police Commissioner Neeraj Kumar said. Manoj, who was arrested last Saturday from Muzaffarpur in Bihar, had told police during interrogation that one of his friends was also involved in the crime. A central Kansas woman likely won't remember her first circus for the clowns or performances - it'll be the tiger in the bathroom. The big cat had escaped briefly after its turn in the ring at the Isis Shrine Circus in Salina. Staff members blocked off the concourses at the Bicentennial Centennial Centre as the tiger wandered into the bathroom, where one of the doors was blockaded. About that time, Salina resident Jenna Krehbiel decided she needed to use the restroom. An investigation has been opened by the San Francisco City Attorney into an alleged "patient dumping" operation by the Rawson Neal Psychiatric Hospital in Las Vegas. The hospital has reportedly placed 1,500 patients onto Greyhound busses with one-way tickets into California.

At Least 80 Dead, 700 Injured In Bangladesh Building Collapse


"I ran and was hit by something on my head." Home minister Muhiuddin Khan told reporters the building was illegal and violated the country's building code. Prime Minister Sheikh Hasina announced a national day of mourning for Thursday when flags will fly halfmast in memory of the victims. The huge death toll was likely to raise further questions about safety in the garment industry. Bangladesh has the second-biggest clothing industry in the world, supplying to major Western brands, but it is plagued by regular accidents and demonstrations from workers demanding better wages and working conditions. In November, a fire at a garment factory on the outskirts of Dhaka killed 111 workers in the industry's worst accident. Building collapses are common in Bangladesh as developers often flout the official construction code when erecting multi-storey structures. More than 70 people were killed after a multi-storey garment factory collapsed in the Savar area in 2005. Also in November last year at least 13 people were killed after an underconstruction flyover fell down in the port city of Chittagong.

An eight-storey block housing factories and a shopping centre had collapsed on the outskirts of the Bangladeshi capital, killing more than 80 people and injuring hundreds. Only the ground floor of the Rana Plaza in the town of Savar outside Dhaka remained intact when the block imploded about 9am (local time). Armed with concrete cutters and cranes, hundreds of fire service and army rescue workers struggled to find survivors in the mountain of concrete and mangled steel which resembled the aftermath of an earthquake. Corpses and the injured were evacuated from the higher reaches of the pile of flattened floors with makeshift slides made from cloth which just hours earlier was being cut into shirts and trousers for export to Western markets. Hiralal Roy, a senior emergency ward doctor at the nearby Enam hospital where victims are being taken, said the death toll was 82 and at least 700

injured people had been treated at the hospital. "The toll will rise as conditions of some injured were critical " he said. Some workers complained the building had developed cracks on Tuesday evening, triggering an evacuation, but they had been forced back to the production lines by their managers. "The managers forced us to rejoin and just one hour after we entered the factory the building collapsed with a huge noise," said a 24-year-old worker who gave her first name as Mousumi. "I am injured, but I've not found my husband who was working on the fourth floor," she added, estimating that 5,000 people worked inside the building, which also housed apartments, a bank and shops. Sohra Begum, a worker at one of the garment factories, said: "I was at work on the third floor and then suddenly I heard a deafening sound but couldn't understand what was happening.

The widow of a Dunedin millionaire has been ordered by an Australian court to pay his girlfriend more than a quarter of a million dollars. Anthony Francis Bohm, aged 71, died after suffering a heart attack while mowing his girlfriend's lawn in 2010. Police in northern India have arrested a 47-year-old man for selling his newborn grandson to a local businessman in a deal that was struck on Facebook. Feroz Khan, a resident of Ludhiana city in the northern state of Punjab, 300 kilometres from New Delhi, had allegedly kidnapped his grandson shortly after he was born earlier this month. Mr Khan sought help from two temporary employees at a local hospital where his daughter gave birth, who contacted the buyer on Facebook and arranged the deal for 45,000 rupees ($808). "All three people who conspired to sell the child have been arrested and we will be interrogating the businessman who paid the money to buy the baby," said Satish Malhotra, a senior police officer in Ludhiana. Police rescued the baby and returned him to his mother, Noori Khan, a divorcee, who had lodged the complaint against her father. The three accused were charged with kidnapping and they were due before a court on Wednesday. If proven guilty, they could be jailed for seven years. In 2011, the country's federal police admitted in court that there were 815 gangs comprising more than 5,000 members involved in the kidnapping of children for prostitution and begging across India.

The mother of the girl was searching for her in the area when she saw the accused trying to outrage the modesty of her daughter and cried for help.

French Embassy In Libya Bombed

France's embassy in Libya has been hit by what appears to be a car bomb, injuring two guards in the first such attack in the capital Tripoli since the end of the 2011 war that ousted Moamar Gaddafi. Residents living near the embassy compound, in the capital's Hay Andalus area, said they heard two blasts early in the morning around 7am (local time). "We think it was a booby-trapped car," a French embassy official said. "There was a lot of damage and there are two guards wounded." In Paris, foreign minister Laurent Fabius condemned what he called a heinous attack and said everything would be done to find the perpetrators. "I send my solidarity and deepest sympathy to the two injured French guards and my wishes for their recovery," he said in a statement. One resident living less than 100 meters from the embassy said his windows

shook when the first blast occurred. "I think there were two blasts, the first was very loud and then there was a smaller one," another witness said. "There was some black smoke at first, and then it turned white." Diplomatic missions have been targeted in Libya, most notably an attack on the US mission in the eastern city of Benghazi in September that killed the US ambassador and three other Americans. However the latest attack is the first such serious assault on an embassy or foreign mission in Tripoli, where in general security is seen as better than in the east. The father of an eight-week-old baby injured when a speeding car smashed into his bedroom says it's a "miracle" the infant wasn't seriously hurt. Baby George Brown is recovering in hospital after the vehicle lost control and hit the house in Mt Eden in Auckland. Police spotted the vehicle travelling at speed on Dominion Rd in Mt Eden just after 3am. They started chasing the vehicle after it failed to stop when signaled. The pursuit lasted about a minute before the car slammed into the house, landing in a room where a young couple and the baby boy were sleeping. The two finishing touches on the new Port Mann Bridge - a 1964 commemorative plaque from the original bridge and a new plaque to mark the opening of the new crossing - were unveiled in a ceremony on the old bridge. Both plaques will be mounted along the brand new Port Mann Bridge pedestrian and cycling path once the bridge is completed to its full 10-lane width. The new plaque reads: "Dedicated to the thousands of builders, designers and visionaries responsible for the Port Mann / Highway 1 Project - the largest transportation infrastructure project in British Columbia's history; December 2012". The original plaque was recovered from the first Port Mann Bridge where it was installed at the approach to the crossing. Crews are working to dismantle the original span so the new bridge can be completed to its final 10-lane width and the multi-user path for pedestrians and cyclists can be connected from Coquitlam to Surrey. A traffic engineering survey that measured Highway 1 travel times before and after Port Mann Bridge construction was also released. This survey confirmed drivers are experiencing significant time savings, with many commuters cutting their commute times by as much as half. The survey shows drivers travelling between Langley and Vancouver have already eliminated 35 minutes from their overall trip. In fact, drivers during peak morning periods are reaching their final destination before they would have made it across the original five-lane Port Mann Bridge. Drivers travelling between Surrey and Coquitlam on the new Port Mann Bridge are already cutting their commute time by nearly 60 per cent. These time savings are expected to increase even more once additional highway lanes and improvements west of the Brunette Avenue Interchange are finished. Phase two of construction will continue on the Port Mann Bridge and along the Highway 1 corridor through 2013. Crews will keep working to complete the bridge to its full 10-lane capacity and continue highway widening and interchange improvements through Coquitlam, Burnaby and Vancouver. When Phase Two of the project is complete and improvements to Highway 1 from Coquitlam to Vancouver are open to traffic, many drivers will be saving up to an hour a day.

U.S. Eyes Charging Canadians A Visitors Fee

U.S. Department of Homeland Security officials are floating the idea of charging Canadian visitors a fee to visit America. In its 2014 budget the department asks for a feasibility study on enacting the fee. It would only apply to vehicles and pedestrians entering the U.S. at land crossings. The money would be used to bolster security spending, but it's not clear how much would be charged. Canada's snowbird association issued

a press release Monday slamming the idea. "While we appreciate the fiscal challenges faced by our friends in the United States we would prefer the U.S. government focus on ways to reduce obstacles at the border that hinder trade and tourism," association executive director Michael MacKenzie said. According to Statistics Canada, Canadians take more than 20 million trips to the U.S. each year.

Hospital Medication Supplier Has Operated Without Government Oversight For Nearly 30 Years
Baxter Corp.s pharmacy services division has been supplying chemotherapy cocktails and other drugs mixed in bulk to hospitals across Canada since 1986. One of Canadas oldest and largest suppliers of pre-mixed hospital medications has been operating without provincial or federal oversight for nearly 30 years. And it has done so in the very same grey zone that saw more than 1,200 Canadian cancer patients receive diluted drugs from Marchese Hospital Solutions. The medication error, made public earlier this month, left health authorities scrambling to address startling gaps in industry oversight that have gone unaddressed for what now appears to be much longer than officials realized. Baxters Centralized Intravenous Admixture (CIVA) Pharmacy Services, an arm of a multinational, U.S.based pharmaceutical giant, has been supplying chemotherapy cocktails and other drugs mixed in bulk to hospitals across Canada since 1986. To not have any provincial or federal oversight in this area is ludicrous, said Dr. James Gowing, past co-chair of the Cancer Advocacy Coalition. He said he considers Baxter a reliable company but questions the protocols. Just about everything else has some oversight and certainly the drugs themselves have tremendous oversight. If youre diluting drugs, why wouldnt that come under the same oversight? Baxter spokeswoman Alison Drinkwater said the companys drugmixing facility in Mississauga is operated with licensed pharmacists and certified technicians and a quality assurance team that specializes in safe and precise processes. In recent weeks, the reporter exposed a corner of the industry untouched by federal or provincial oversight when it reported that Marchese, which supplied chemo drugs to five hospitals during the past year, was neither an to the recent chemotherapy drug error. A suite of new regulations by federal and provincial bodies will see both Baxter CIVA and Marchese Hospital Solutions placed under the oversight of the Ontario College of Pharmacists. Regular federal or provincial inspections, which have not occurred for these grey-zone companies, would ensure that quality-assurance processes are being carried out, that the products are sterile, that the facilities have been tested for environmental contamination, and that there are checks and balances in the preparation processes, said Julie Greenall, a project director at ISMP Canada, a national non-profit agency that analyzes medical errors. Its not in any way to say that has not been happening, but there has been no one ensuring this has been happening, said Greenall. Errors can occur and they can be difficult to detect, added Sylvia Hyland, ISMP Canadas chief operating officer. Baxter CIVA provides mixing services for the University Health Network, which includes Toronto General Hospital, Toronto Western Hospital, Princess Margaret Hospital and Toronto Rehab. Emily Musing, the University Health Networks director of pharmacy, said shes confident in Baxter CIVAs quality assurance processes. The fact that there hasnt always been a way to regulate everything does not necessarily imply that theres no quality process in place. I think we need to remember that, she said. Diana Ermel, a board member at the Canadian Breast Cancer Network and a breast cancer survivor, said its easy to be anxious not knowing precisely what patient safeguards are in place. Now that we know that things can go wrong . . . we really need to see that there are strict quality controls so that people can have confidence in the system and the treatment theyre receiving.

So far, 137 cancer patients have died since starting their treatments. It is not known what, if any, role the diluted drugs played in their deaths. The hospitals have claimed Marcheses supply of the intravenous cancer drugs cyclophosphamide and gemcitabine contained too much saline, diluting the potency by as much as 20 per cent. Marchese said the problem wasnt how the drugs were prepared but how hospitals administered them. Health Canada has been aware of this grey zone, where drug-mixing companies operate unregulated, since 1997. A recent survey by the Ontario Hospital Association revealed just how widespread the practice of contracting out pharmacy services is. The association reported that Baxter CIVA mixes intravenous cancer drugs and other medications for least 33 hospitals in Ontario alone. The OHA surveyed 129 acute-care hospitals. At least 40 of the 88 hospitals that responded to the survey said they contract out pharmacy services for intravenous medications including chemotherapy, narcotics and epidurals.

Marchese Hospital Solutions supplies 11 of the hospitals. Though Baxter Corp. holds a number of Health Canada licences, none applies to its mixing arm. Health Canada did conduct inspections in Baxters facility that operated under federal jurisdiction of the Controlled Drugs and Substances Act but did not inspect compounding or admixing facilities, as this was deemed an area of provincial jurisdiction, said Steve Outhouse, spokesman for federal Health Minister Leona Aglukkaq. When the reporter asked Ontarios Health ministry how a company was permitted to do business with its hospitals for decades without oversight, it deferred to Health Canada. Baxter has been and continues to be an established Canadian drug manufacturer which has been and continues to be regulated by Health Canada serving patients not just in Ontario, but across the country, said Zita Astravas, spokeswoman for Health Minister Deb Matthews. Families Spend More On Tax Than Necessities: Report


Canadians spend more money on taxes than basic necessities, according to a report by the Fraser Institute. Roughly 43 per cent of an average family's income was spent on taxes last year, compared to 37 per cent on food, shelter and clothing, the report said. "Taxes are far and away the largest and fastest increasing expense in the average household budget," said Charles Lammam, associate director of the Fraser Institute. He noted that the situation has reversed since 1961, when the tax bill for the average family represented only 33 per cent of total income. One reason Canadians pay so much in tax is they don't fully understand their tax bills, says Lammam, who co-authored the Canadian Consumer Tax Index. "It's very difficult, first, to keep track of some of the taxes you pay. Some of the taxes are hidden." Lammam says another part of the problem is budget deficits at all levels of government as taxes don't cover current levels of government spending. "The outlook for taxpayers is bleak, since deficits must one day be paid for by working Canadians unless governments take serious steps to reduce spending," Lammam said.

But the new cash doesn't come without a catch, tickets will now cost $3 per play - a dollar more. "With the new $1 million prize that's guaranteed to be won with every draw, Lotto 6/49 will be creating more millionaires every week," said Greg McKenzie, president of the Interprovincial Lottery Corporation. Dog Dragged Behind Truck Near Alberta Avenue

Edmonton police received reports of a dog being dragged behind a pickup truck near 114th Avenue and 92nd Street just after noon on Tuesday. When they were unable to locate the dog in that area, they visited an Edmonton emergency vet clinic where they learned that two males had recently dropped off a female pit bull bearing injuries consistent with road rash. Clinic staff reported the dog had been dropped off by two males. Witnesses on scene were able to give police the trucks licence plate number. The registered owner of the truck is now being interviewed by the police. Becki Pound is one of the people who saw the whole thing. I saw a dog a pit bull jump out of the back of the truck while it was moving south. He tried to stop, and he ran over his dog, she said, adding that the driver tried to swerve away but was unable. He got out immediately, picked up the dog into his truck and took him to the animal hospital, said Pound.

Although it was a horrible thing to see, Pound says it wasnt the owners fault. That was the dog, that wasnt the owner. Shawna Randolph, a spokesperson for the Edmonton Humane Society, disagrees. Its up to the owner to know whats happening with their animal at all times, said Randolph on Wednesday. There are some people who think its the right thing to chain their pet... tied in the back of a pickup. And it isnt, said Randolph. Its so easy for an animal to fall out and be hanging or be dragged. She recommends pets ride either inside the vehicle with suitable restraints, or are secured in a crate in open-bed vehicles. Its very disturbing that a dog had gone through this whether it is an accident or whether it is intentional said Randolph. Its just horrible for the animal. The dog is now being treated for severe injuries to the pads of her feet, but is expected to recover.

Canadian police say they have arrested two people and charged them with trying to carry out an Al Qaeda-backed terrorist attack against a passenger train. Authorities say Chiheb Esseghaier, 30, of Montreal, and Raed Jaser, 35, of Toronto, were planning to derail a VIA passenger train, which is part of Canada's national rail network. "Had this plot been carried out it would have resulted in innocent people being killed or seriously injured," Royal Canadian Mounted Police official James Malizia told reporters. "At all times during the investigation initiated in August 2012, our primary focus was the safety and protection of the public." US officials said the attack would have targeted a train travelling between New York and Toronto, but Canadian police did not confirm that. Police said the alleged plot was backed by Al Qaeda elements located in Iran and they said there was no indication the planned attack was state-sponsored. "While the RCMP [Royal Canadian Mounted Police] believed that these individuals had the capacity and intent to carry out these criminal acts, there was no imminent threat to the general public, rail employees, train passengers or infrastructure," the Mounties said in a statement. Assistant Commissioner Malizia said the operation to arrest the suspects was coordinated with the US Department of Homeland Security and the FBI. "This is a testament to the strength of our relationships with Canadian and American law enforcement and to be the ability of Canadian government

Staff at the Vancouver Sun and The Province received a four-page memo from their new president detailing the companys financial woes. Gordon Fisher, the new president and publisher of Pacific Newspaper Group, said in the ominous letter that job cuts are inevitable. We must take some immediate steps to stop the bleeding, Fisher wrote, adding that he believes the business model of the publications can be reengineered. Fatalities Due to Child Abuse and Neglect Searching for answers Realizing that child maltreatment fatalities are preventable, communities around the country have begun to look for ways to assist families with young children before circumstances become so overwhelming that child maltreatment results. Many believe that substance abuse by the parent or caregiver has been a leading contributor to the increase in the number of child fatalities. Other factors that contribute to fatalities are those that are typically associated with child maltreatment, including: a crisis in the home, economic stress due to unemployment, unrealistic expectations of the child, social isolation, history of substance abuse, or history of the parents having been abused as children. Reporting Child Abuse and Neglect

Protecting children from abuse and neglect is a community responsibility. Most adults want to help children and their families, but are unsure how to get involved. Often, it can be as simple as helping out a neighbor who needs a break by watching his or her child for a few hours. At other times, you may have more serious worries or suspicions that a child may have already been harmed or neglected. Figuring out next steps can be a difficult and confusing process. What is most important is to not let discomfort and confusion interfere with helping children be safe, even if you must reach out to others for

professional help. Professionals who work with children in any capacity are identified as mandated reporters and are required by law to report suspected child abuse or neglect. No matter where you live, learning the appropriate ways to respond to suspected maltreatment and becoming an informed and involved community member are important first steps toward protecting children. Remember, it is the responsibility of all individuals and community members not just mandated reporters to respond to the suspected maltreatment of any child. Trust your instincts. Just as we all know to call 911 in a medical emergency, we need to have an action plan for times when we suspect children are being abused or neglected. Why Dont Some People Report Child Abuse and Neglect? Among the most frequently identified reasons for not reporting are lack of knowledge about child abuse and neglect and lack of familiarity with state reporting laws. Other reasons people dont report include: Choosing instead to effectively intervene independent of the formal system. Fear or unwillingness to get involved. Fear that a report will make matters worse. Reluctance to risk angering the family. Concern that making a report will negatively impact an existing relationship with the child or others. Belief that someone else will speak up and do something. Although these feelings are understandable and it can be frightening to respond to suspected child abuse and neglect, the consequences of not reporting your worries to child welfare professionals could be seriously detrimental to a childs safety. In some cases, they might even be life threatening. So dont be afraid to call and ask for help. Your call will help child welfare professionals determine the most appropriate response, including whether or not an assessment or investigation of the situation is needed and what further supports may be beneficial or necessary. A trained set of eyes on the situation may be the best response when other efforts have failed or the seriousness of a situation requires it. It is not your responsibility to investigate, it is your responsibility to be involved and contact appropriate professionals when you have heightened concerns. The safety of a child is at stake.

Immediate health effects: Obese youth are more likely to have risk factors for cardiovascular disease, such as high cholesterol or high blood pressure. In a populationbased sample of 5- to 17-year-olds, 70% of obese youth had at least one risk factor for cardiovascular disease.7 Obese adolescents are more likely to have prediabetes, a condition in which blood glucose levels indicate a high risk for development of diabetes.8,9 Children and adolescents who are obese are at greater risk for bone and joint problems, sleep apnea, and social and psychological problems such as stigmatization and poor selfesteem.5,6,10 Long-term health effects: Children and adolescents who are obese are likely to be obese as adults11-14 and are therefore more at risk for adult health problems such as heart disease, type 2 diabetes, stroke, several types of cancer, and osteoarthritis.6 One study showed that children who became obese as early as age 2 were more likely to be obese as adults.12 Overweight and obesity are associated with increased risk for many types of cancer, including cancer of the breast, colon, endometrium, esophagus, kidney, pancreas, gall bladder, thyroid, ovary, cervix, and prostate, as well as multiple myeloma and Hodgkins lymphoma.15 Prevention Healthy lifestyle habits, including healthy eating and physical activity, can lower the risk of becoming obese and developing related diseases.6

The dietary and physical activity behaviors of children and adolescents are influenced by many sectors of society, including families, communities, schools, child care settings, medical care providers, faith-based institutions, government agencies, the media, and the food and beverage industries and entertainment industries. Schools play a particularly critical role by establishing a safe and supportive environment with policies and practices that support healthy behaviors. Schools also provide opportunities for students to learn about and practice healthy eating and physical activity behaviors. Nutrition Facts Healthy eating is associated with reduced risk for many diseases, including several of the leading causes of death: heart disease, cancer, stroke, and diabetes. Healthy eating in childhood and adolescence is important for proper growth and development and can prevent health problems such as obesity, dental caries, iron deficiency, and osteoporosis. The Dietary Guidelines for Americans recommend a diet rich in fruits and vegetables, whole grains, and fat-free and low-fat dairy products for persons aged 2 years and older. The guidelines also recommend that children, adolescents, and adults limit intake of solid fats (major sources of saturated and trans fatty acids), cholesterol, sodium, added sugars, and refined grains.3 Unfortunately, most young people are not following the recommendations set forth in the Dietary Guidelines for Americans. Schools are in a unique position to promote healthy eating and help ensure appropriate food and nutrient intake among students. Schools provide students with opportunities to consume an array of foods and beverages throughout the school day and enable students to learn about and practice healthy eating behaviors. Schools should ensure that only nutritious and appealing foods and beverages are provided in school cafeterias, vending machines, snack bars, school stores, and other venues that offer food and beverages to students. In addition, nutrition education should be part of a comprehensive school health education curriculum. Nutrition and the Health of Young People Benefits of Healthy Eating Proper nutrition promotes the optimal growth and development of children.

Childhood Obesity

Healthy eating helps prevent high cholesterol and high blood pressure and helps reduce the risk of developing chronic diseases such as cardiovascular disease, cancer, and diabetes. Healthy eating helps reduce ones risk for developing obesity, osteoporosis, iron deficiency, and dental caries (cavities). Consequences of a Poor Diet A poor diet can lead to energy imbalance (e.g., eating more calories than one expends through physical activity) and can increase ones risk for overweight and obesity.1,8 A poor diet can increase the risk for lung, esophageal, stomach, colorectal, and prostate cancers.9 Individuals who eat fast food one or more times per week are at increased risk for weight gain, overweight, and obesity.1 Drinking sugar-sweetened beverages can result in weight gain, overweight, and obesity.1 o Providing access to drinking water gives students a healthy alternative to sugar-sweetened beverages. Hunger and food insecurity (i.e., reduced food intake and disrupted eating patterns because a household lacks money and other resources for food) might increase the risk for lower dietary quality and undernutrition. In turn, undernutrition can negatively affect overall health, cognitive development, and school performance. Eating Behaviors of Young People Most youth o Do not meet the recommendations for eating 2 cups to 6 cups* of fruits and vegetables each day o Do not eat the minimum recommended amounts of whole grains (23 ounces* each day) o Eat more than the recommended maximum daily intake of sodium (1,5002,300 mg* each day) . Empty calories from added sugars and solid fats contribute to 40% of daily calories for children and adolescents aged 218 years, affecting the overall quality of their diets. Approximately half of these empty calories come from six sources: soda, fruit drinks, dairy desserts, grain desserts, pizza, and whole milk.5 Adolescents drink more fullcalorie soda per day than milk. Males aged 1219 years drink an average of 22 ounces of full-calorie soda per day, more than twice their intake of fluid milk (10 ounces), and females drink an average of 14 ounces of full-calorie

soda and only 6 ounces of fluid milk. Diet and Academic Performance Eating a healthy breakfast is associated with improved cognitive function (especially memory), reduced absenteeism, and improved mood. Water Access in Schools Ensuring that students have access to safe, free drinking water throughout the school day is one strategy that schools can use to create a school environment that supports health and learning. This strategy is part of the Institute of Medicines report, Nutrition Standards for Foods in Schools. Benefits of Drinking Water Providing access to drinking water gives students a healthy alternative to sugar-sweetened beverages. It helps to increase students overall water consumption, maintain hydration, and reduce energy intake if substituted for sugar-sweetened beverages. Adequate hydration also may improve cognitive function in children and adolescents. Drinking water, if fluoridated, also plays a role in preventing dental caries (cavities). Access to Drinking Water The Healthy, Hunger-Free Kids Act of 2010 requires that schools participating in the National School Lunch Program make free water available to students during lunch meal times in locations where meals are served. In addition to these new requirements, schools should use a variety of strategies to ensure that students have access to free drinking water throughout the entire school day, including Ensuring that water fountains are clean and properly maintained Providing access to water fountains, dispensers, and hydration stations throughout the school Allowing students to have water bottles in class or to go to the water fountain if they need to drink water Tap water is assured through public health standards and regulations to be clean and safe for drinking. In rare cases when tap water may not be safe to drink because of unsafe plumbing systems or contaminated water sources, schools should use alternate methods of providing drinking water to students, including installing filtration systems or purchasing drinking water. Dangers of drinking pop and fruit juices: carbonated drinks such as coca cola, pepsi or such increases weight through the sugar intake and inhibits promotion of drinking water. Juices that have sugar content in them promote obesity and inhibit promotion of drinking water, which is what the body has naturally.

A simple operation which could effectively cure high blood pressure is being tested on patients in Britain. The breakthrough treatment could save thousands of lives each year after the trials showed a substantial and permanent reduction in blood pressure and a decrease in drugs needed. It is hoped the technique will end the need for powerful drugs and help many patients come off daily medication completely. Cardiologists in London and Eastbourne carried out the first halfhour operations using the keyhole process last month and hailed the results as "exciting" after patients experienced an immediate reduction in extremely high blood pressure. Dr Neil Sulke, a cardiologist at Eastbourne General Hospital, said, "This operation holds the promise of a meaningful long-term reduction of high blood pressure in patients whose blood pressure isn`t controlled by their medication." Smoking just a few cigarettes a day can double the chances of a woman to suffer from rheumatoid arthritis, a research has shown. Researchers in Sweden analysed data from 34,101 women aged 54 and 89, out of which 219 suffered from rheumatoid arthritis (RA). RA is an autoimmune disease that is caused by the body`s immune system attacking the joints and differs from osteoarthritis, which is the result of wear and tear and damage from injuries. Compared with never-smokers, women who smoked between one to seven cigarettes a day had a 2.31-fold higher chance of suffering from the disease, as

The study also found the likelihood of suffering rheumatoid arthritis reduced over time after giving up smoking. Lead researcher Daniela Di Giuseppe from the Karolinska Institute in Stockholm said that stopping smoking is important for many health reasons, including the increased risk of RA for smokers.

The first thing you should do is get a calendar and a note book. This will help you remember when you sent your resume and to whom. You will also use this to jot down any follow-up calls and research that you do on the company you are applying with. The second thing you should do is compile a list of companies that interest you, begin to research those companies and write down the information you gather. This information should include things like the type of company, their purpose and general information. Is it a manufacturing company? If so, what does it manufacture? Is this a marketing company? If so, what types of marketing does it consist of? Most companies have a website where you can obtain a lot of your core information on the company. You should be looking over this information and preparing yourself before you send out the actual resume. If you havent researched the company prior to sending your resume, you should do this immediately in case they call you for an interview sooner than you expect. Your resume and cover letter should

The boy equates a step-mother to a daayan (witch) and his young mind plays tricks with him. as this spook-fest unfolds. Woven beautifully between the world of magic, occult and suspense, Ek Thi Daayan, makes for compulsive viewing, providing some spine-chilling thrills at short gaps. The narrative in the first half is almost faultless. There are some nice romantic moments between the lead pair Emraan and Huma and a couple of songs too. But just when you start to relax and flow with the emotions, along comes a scary twist that jolts you back to the edge of your seat. The climax is a bit stereotype of horror/supernatural thrillers but that's a minor hiccup in an otherwise cleverly done film of this genre. Vishal Bharadwal's music and Gulzar's lyricsespecially kaali kaali, yaaram and lautungi main are outstanding. Of the performersKonkana Sen Sharma and Emraan Hashmi are in top form. Huma Qureshi, Kalki Koechlin, Pawan Malhotra and the child actor, Vishesh are very competent. Kannan Iyer makes an impressive debut...and kudos to Ekta Kapoor and Vishal Bharadwaj for allowing him to bring his daayan to life without compromises. This film doesn't play to the galleries nor is it one of those braindead movies that Bollywood churns out as assembly line. Note: You may not like the film if transcendental stuff doesn't move you.

Bollywood actor Sanjay Dutt Monday secured bail from a Mumbai court which had issued a non-bailable arrest warrant against him in a cheating case filed by a movie producer. Andheri Metropolitan court issued the warrant against Dutt in a complaint filed by producer Shakil Noorani, who, among other things, alleged that the actor had failed to complete his movie "Jaan Ki Baazi" in 2002 despite taking the signing amount of Rs.5 million. Noorani, who also alleged threats by mafia at Dutt's behest, sought a refund of the signing amount and the alleged losses of around Rs.2 crore suffered in the project. Dutt appeared before the court Monday afternoon and sought bail, which was granted. The court issued the warrant after Dutt failed to appear before it on two previous occasions. Prior to filing the court case, Noorani

had moved the Indian Motion Pictures Producers Association (IMPPA), which had directed Dutt to pay up Rs.2 crore of losses incurred on the incomplete movie. Later, Noorani moved the Bombay High Court to get the IMPPA order executed and the high court ordered attachment of two of Dutt's properties in Mumbai. Following this, Noorani contended that he started getting threat calls which were traced to Dubai and Karachi, but Dutt's lawyers rubbished the allegations. Last month, the Supreme Court ordered Dutt to return to jail to serve the remaining sentence of three-and-half years in the 1993 Mumbai blasts case. Following a plea by Dutt, the apex court last week granted him four more weeks' time to surrender and complete his pending jail term. Dutt was earlier due to return to jail April 18.

Justin Bieber Ditches Pet Monkey


Singer Justin Bieber has reportedly dropped the idea of rescuing his pet monkey, Mally, from customs officials in Germany and wants a zoo to take care of him. Bieber's manager Scooter Braun has asked the Munich animal centre where Mally is being held in quarantine to recommend places. But Braun was told to contact customs. Bieber had no papers to bring Mally into Germany when he performed there last month, and customs seized the pet monkey.

2013 Chevrolet Spark


These days, more and more automakers are offering small, fuel-sipping cars that are affordable and ideal for urban use. General Motors has entered the game with the all-new 2013 Chevrolet Spark. Built in South Korea, the new Chevy Spark is one of the least expensive cars on the market. It's also one of the smallest. The Spark is 14 inches shorter than the Chevrolet Sonic, the next smallest car in Chevy's lineup. And while the Spark might look peculiar with its relatively big body and small wheels, it packs enough personality and available features to fend off any perception as an econo-pod. As a fun palette of unconventional exterior colors suggests, the Spark is cheap but cheerful. Inside its cabin, the Spark displays a simple, clean design with enough chic sculpting and color flourishes that help you overlook the hard plastic surfaces. And while the base model is somewhat spartan, it comes standard with power windows, air-conditioning and a radio. Higher trim levels offer additional electronics and convenience niceties, although they come at price points that are within striking distance of more desirable hatchbacks. In price and personality, the 2013 Chevrolet Spark is one of the best subcompact choices. The base model costs far less than the Fiat 500 and Scion iQ, and the Spark's fourdoor body style adds a bit of extra practicality. It lacks the Fiat's style and the Scion's parking ease, however. We'd also suggest looking at more traditional hatchbacks, since the Ford Fiesta and Kia Rio are more substantial and appealing to drive. But the 2013 Chevrolet Spark is tops at the bottom line and refined enough to make you proud of your new ride. 1. Place green fruits in a perforated plastic bag. The holes will allow air to circulate while retaining the ethylene gas that fruits produce during ripening. 2. It is better to store cheese in chill tray to keep it good for days. 3. Olive oil oxidizes easily, which results in the loss of its delicate flavors. It should therefore be stored in tinted glass bottles or in tins or cans to protect it from light and air. 4. Excess tomato puree may be frozen in an ice cube tray. Remove frozen cubes and store in a sealable freezer bag, using as and when required. 5. Stuffed veggies like bitter gourds and potatoes, etc. can be stored in freezer bags, and thawed as required. Make sure to thaw completely before proceeding to cook it. Or else it will crumble easily.

6. If fish is to be stored for more than a day, clean it thoroughly, rub it with salt and turmeric powder before freezing. 7. Mix fifteen to twenty cloves with every kilogram of dhal while storing to prevent it from being attacked by insects. The same cloves can be reused. 8. When chilling puddings in the refrigerator, cover the containers with cling film or plastic sheet to protect from water and crystal formation in the dish. 9. Always store aamras and other mango desserts in non-metal containers, because when stored in metal containers they may get discolored. 10. Cut off the roots and pack fresh coriander leaves in two to three sheets of newspaper and refrigerate. In this way they remain fresh up to a week or two.

Schneider To Miss Last Home Game With Canucks

But the coach was not offering any information on the nature of his injury. "He's got the body injury that's day-today," said Vigneault, drawing guffaws. The coach indicated that there was no pre-playoff subterfuge involved in Schneider's absence. "If he was healthy, he'd be practising. Roberto Luongo's long goodbye from the Vancouver Canucks took yet another twist Wednesday as the team revealed Cory Schneider has been sidelined with an undisclosed injury. As a result, Luongo will started Vancouver's final home regular-season game Thursday night against the Anaheim Ducks -- after many fans and media types wondered whether he had already played his last game at Rogers Arena. "Hopefully, he'll be back soon," said Luongo. "And, in the meantime, it's my job to play the way he's been playing." Schneider was long ago anointed as the playoff starter when he displaced Luongo as Vancouver's No. 1 netminder in the 2011-12 post-season. Luongo's start comes as the Canucks are preparing for the playoffs after having clinched the Northwest Division title. The former Canucks captain is expected to leave Vancouver via trade or contract buyout in the off-season. He was expected to be traded last summer after Schneider displaced him as the starter in the playoffs, and the Canucks did not get the deal they wanted at the trading deadline, either. Schneider, a 27-year-old Marblehead, Mass., native played in Vancouver's past two games as the Canucks clinched a playoff spot and then their fifth straight Northwest Division title with wins over Chicago and Detroit. Fiji Football is still to finalise a date for hearings on transfers that have been placed on dispute Football House CEO Bob Kumar said they would like to hold hearings later this week, but this would depend on how soon districts affected come through to justify their claims. At this stage, we have less than 10 transfers confirmed to be on dispute as we have heard from both parties on their claims, Kumar said. But, there are other movements that have been placed on dispute, but the districts concerned have not come back to us to tell us how and why they are on disputes. Kumar said they have given districts time to respond. Among those players whose transfers have been placed on dispute are Poasa Bainivalu and Malakai Lavetias requests to move to Rewa.

Luis Suarez Banned 10 Games For Biting


Liverpool striker Luis Suarez was handed a 10-match ban Wednesday for biting an opponent during a Premier League game, the latest transgression in the Uruguay internationals turbulent career. A disciplinary panel ruled that a regular three-match ban for violent conduct was clearly insufficient and added seven games to the suspension, which rules Suarez out for the rest of the campaign and for the first six matches of next season. Liverpool managing director Ian Ayre said in a statement that Suarez and the club were shocked and disappointed at the decision. Suarez has until Friday to appeal against the extra seven games added to his sanction. In a Premier League match broadcast globally on Sunday, Suarez bit Chelsea defender Branislav Ivanovic on the upper right arm during the 2-2 draw at Anfield. He wasnt sent off because the referee didnt see the incident, which was reviewed retroactively by the English Football Association. Suarez, who has admitted to biting Ivanovic and apologized, was banned for seven matches in 2010 for a similar offence while playing for Ajax against PSV Eindhoven in the Dutch league. That incident earned him the nickname Cannibal of Ajax. Suarez was suspended for eight games in December 2011 for making racist insults toward Manchester United defender Patrice Evra during a match. If he fails in any appeal, Suarez likely wont play another game for Liverpool for five months. We await the written reasons tomorrow before making any further comment, added Ayre, who said Monday that Liverpool had no intention of selling Suarez the Premier Leagues second highest scorer with 23 goals. The FA has come down hard on Suarez, giving him a more severe ban than it handed to him and Chelsea captain John Terry (four matches) for racist abuse last season. It has parallels with a recent judgment in rugby league, when England international James Graham was banned for 12 games for biting an opponent during an Australian league game. Its not as heavy, though, as the 12game ban handed to Joey Barton after he clashed with Manchester City players after his sending-off for Queens Park Rangers on the final day of last season. With his goals and performances this season, Suarez was starting to rehabilitate a reputation that was first damaged when he was sent off for a deliberate handball to prevent Ghana from scoring a late goal in a World Cup quarterfinal match in 2010. Ba defender Avinesh Swamy is doubtful for the Men-in-Blacks return clash with Amicale at Govind Park on Saturday The 27-year-old copped his second yellow card in Bas 2-1 win over the Vanuatu side in their away clash last weekend.
