PURPOSE OF ASSIGNMENT (Attach background documents if necessary): The specific purpose of this assignment is to assist UNICEF in providing support to the National AIDS Control Organisation for the: 1) Implementation and co-ordination of the in-school HIV preventive education As a follow-up to the PPO, the National Workshop on School AIDS Education and the PPAworkplan 2003, NACO had specifically requested UNICEF support for implementing the in-school HIV preventive education for young people especially given that the Unicef offices in the low and concentrated prevalence states have yet to initiate HIV/AIDS programming at the State level. The consultant will support NACO and the Department of Education in expanding, strengthening and sustaining the School AIDS Education Programme to in the low and concentrated prevalence states (Please see attached letter from NACO)

-------------------------------------------------------------------------------------------------------------------6. MAJOR TASKS TO BE ACCOMPLISHED:

Technical support to the states: Providing technical support in the implementation of HIV prevention education in concentrated and low prevalence states. Specifically, the consultant will support low and concentrated prevalence States in: Planning and advocacy for SAEP Undertaking TOT for Trainers Development of SCERT/DIET capacity Curriculum adaptation & integration in Teacher training curriculum (in-service and pre service) In-school Curriculum adaptation (NCERT and SCERT) Technical Support at the National Level: Specifically Support NACO in: Establishing a Core group of Resource persons/Institutes for implementing SAEP Establishing a State specific Network of NGOs for technical inputs into SAEP and YFHS linkages Developing and implementing a Plan of Action for Mainstreaming SAEP with the Department of Education Implementing the Monitoring and Evaluation Framework developed by NACO for SAEP. In addition support NACO in developing a framework for measuring the outcomes of SAEP: Behavioral Changes/Skills Reinforcement in young people Preparing an annual report for documenting lessons learned and constraints in in-school and HIV prevention education Consultant shall not be Unicef based (will work out of home) and would support NACO/SACS as requested.

DoE supported scaled up implementation of SAEP in Low prevalence states of MP, UP, Rajashthan, Uttaranchal, Bihar, Orrisa, Punjab, Haryana etc and Concentrated Prevalence states of Gujurat and West Bengal. 2. State profiles on Status of SAEP - updated on a quarterly basis. + Analytical reports on support to states - strengths, opportunities, constraints 3. Prototypes of HIV prevention education material for integrating in the Curriculum at State level (developed in collaboration with NCERT and SCERT) 4. Database on the Core network of resource persons (identified and trained) for implementing HIV preventive education in schools for low and concentrated prevalence states 5. Annual report documenting lessons learned and constraints in in-school and out of school HIV prevention education As consultant would be directly supporting NACO it is recommended monthly invoices be signed off by a NACO representative.

10.ESTIMATED COST OF CONSULTANCY: US$ 14,000.00 (Indian Rupees: 639,000) Professional fee: 40,000 Rupees/month (440,000) Additional Costs incurred - payment will be based on actuals Local Travel within Delhi: (~ 5000 Rupees/month travel within Delhi is expected to coordinate activities, ensure effective implementation and liase with Partners); Computer and internet costs (as consultant will be home based/ or at NACO) - (this will include paper, printer cartridges, internet costs) 2

--------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------12.QUALIFICATIONS OR SPECIALIZED KNOWLEDGE, EXPERIENCE REQUIRED: Post graduate degree & Minimum of 5 years experience in the social sector preferably in a national level project Experience in designing, implementing, monitoring and evaluation of interventions in education/health sectors with the Government/UN/NGOs Experience in HIV/AIDS issues/public health education/youth programming an asset Experience in Gender and Rights issues & Good managerial skills Good analytical skills and ability to draw lessons learned and apply them to take corrective steps in project implementation when required Excellent writing and computer skills; excellent spoken and written English and Hindi and interpersonal skills

Telephone costs (~600 / month) - as consultant will be calling states to coordinate implementation of SAEP Travel to States = 276,000 (~ 12 trips to the states (~6 days/trip:- DSA: 2500/day = 180,000) Travel cost = 96,000)

May 29, 2002 NOTE FOR THE RECORD As indicated in the Terms of Reference, the consultant will be employed to support NACO in Unicef staff in: Providing technical support in the implementation of HIV prevention education in concentrated and low prevalence states Developing a Training strategy for training teachers, students on HIV preventive education in low prevalence and concentrated prevalence states Establishing a Functional network of Life Skills professionals for HIV prevention education (will include NGOs and programmers working with adolescents using the LS approach) This position is specifically for capacity building of NACO & SACS . Rationale for selecting Ms.Randeep Kaur: The position was advertised on the internet, newspaper and in several newsgroups. Following which 200-300 CVs were received, reviewed and 12 CVs shortlisted for further interviews based on:
Academic qualifications Minimum of 5 years experience in the social sector preferably in a national level project Experience in designing, implementing, monitoring and evaluation of interventions in education/health sectors with the Government/UN/NGOs Experience in HIV/AIDS issues/public health education/youth programming an asset Experience in Gender and Rights issues

The short-listed candidates were interviewed by a joint panel comprising of NACO staff (Ms. Sadhana Rout & Ms. Veera Mendonca) via phone and in person. The interview reviewed the knowledge of the HIV/AIDS programme, understanding on issues regarding young people and HIV/AIDS, communication and interpersonal skills of each individual. Following the interviews the following candidates were selected: 1. Mr. Shumon Sengupta 2. Ms. Randeep Kaur 3. Ms. Vandana Nair Mr. Shumon Sengupta however the first choice - did not accept the consultancy due to financial remuneration (His current salary is higher than the salary offered for this position) Ms. Randeep Kaur the second choice candidate was then notified & she has accepted the position. The start date of Aug 1 had to be renegotiated to Aug 07 as Ms. Kaur was shifting base from Guwhati to New Delhi.
