1. INDIRA GANDHI NATIONAL OPEN UNIVERSITY


1.1 Introduction
The Indira Gandhi National Open University, established by an Act of Parliament in 1985, has emerged as the largest mega University in the democratic world. It began by offering two academic programmes in 1987, i.e., Diploma in Management and Diploma in Distance Education, with strength of 4528 students. Today, it serves the educational aspirations of over two million students which is over 15% of university students population in India and 33 other countries through the 21 Schools of Study and a network of 60 regional centres, more than 2373 Learner Support Centres, collaborations with 47 foreign institutes and around 52 overseas centres. The University offers 310 Certificate, Diploma, Degree and Doctoral programmes, comprising around 3500 courses, with strength of 380 faculty members and academic staff at Headquarters and Regional Centres and about 37,000 counsellors from conventional institutions of higher learning, professionals from various organisations, among others. The mandate of the University is to: Provide access to higher education to all segments of society; Offer high quality, innovative and need based programmes at different levels, to all those who require them; Reach out to the disadvantaged by offering programmes in all parts of the country at affordable costs; and Promote, coordinate and regulate the standards of education offered through open and distance learning in the country. To achieve the objective of widening access for all sections of society and providing continual professional development and training to all sections of the economy, the University uses a variety of media and latest technology in imparting education. IGNOU has reformulated its vision keeping its objectives in focus.

1.2

Vision of the University

Indira Gandhi National Open University, the National Resource Centre for Open and Distance Learning with international recognition and presence, shall provide seamless access to sustainable and learner centric quality education, skill up gradation and training to all by using innovative technologies and methodologies and ensuring convergence of existing systems for massive human resource required for promoting integrated national development and global understanding. The University has, in a relatively short time, contributed significantly to higher education, community education and continual professional development. As a world leader in distance education, it was conferred the Centre of Excellence Award in Distance Education in 1999 by the Commonwealth of Learning (COL), Canada. The University is committed to quality in teaching, research, training and extension activities, and acts as a national resource centre for expertise and infrastructure in the ODL system. The University has established the Centre for Extension Education, National Centre for Disability Studies and National Centre for Innovation in Distance Education, to focus on specific learner groups and enrich the distance learning system. The Distance Education Council of the University helps in regulating and maintaining the ODL system in the country. With the launch of EduSat (a satellite dedicated only to education) on 20th September, 2004, and the establishment of the Inter University Consortium, the University ushered in a new era of technologyenabled education in the country. Today, there are 134 active two way video conferencing centres; all Regional Centres, Sub Regional Centres and high enrolment Study Centres have been connected, and it has become possible to transact interactive digital content. Emphasis is laid on developing interactive

multi media and online learning and adding value to the traditional distance education delivery mode with modern technology enabled education within the framework of blended learning.

Emergence of IGNOU as the largest Open University in the World. Recognition as Centre of Excellence in Distance Education by the Commonwealth of Learning (1993). Taking IGNOU programmes to African and West Asian countries including Maldives, Mauritius, Nepal and Seychelles in all to 35 countries. Award of Excellence for Distance Education Materials by Commonwealth of Learning (1999). Launch of a series of 24 hour Educational Channels Gyan Darshan. IGNOU is the nodal agency for these channels and regular transmissions are done from the studio at EMPC, IGNOU. Launch of Edusat videoconferencing channel (2 way video, 2 way audio) Launch of Gyan Vani and other dedicated educational FM channels.

1.5 The Schools of Studies


With a view to develop interdisciplinary studies, the University operates through its Schools of Studies. Each School is headed by a Director who arranges to plan, supervise, develop and organize its academic programmes and courses in coordination with the School staff and different academic, administrative and service wings of the University. The emphasis is on providing a wide choice of courses at different levels. 1.6 Academic Programmes


The University offers both short-term and long-term programmes leading to Certificates, Diplomas and Degrees, which are conventional as well as innovative. Most of these programmes have been developed after an initial survey of the demand for such Programmes. They are launched with a view to fulfill the learners needs for: Certification, Improvement of skills, Acquisition of professional qualifications, Continuing education and professional development at work place, Self-enrichment, Empowerment.

2. ABOUT THE SCHOOL OF PERFORMING AND VISUAL ARTS


Earlier, a career in an art form was considered merely as hobby or part time work. But today, it is considered a full-fledged job like any other career involving its own set of challenges and hard work. With the rising demand for artists in both professional and academic areas, avenues of their employability grow day by day in art and art related areas as Indian art industry is emerging parallel to the mainstream industries. The Indira Gandhi National Open University (IGNOU) is a front runner in identifying opportunities and designing suitable programmes for the benefit of the variety of demands of the student community. The idea of establishing a school catering Performing and Visual Arts at IGNOU was initiated in 2007 which finally took shape in February 2009 when the school began to be fully-functional with the newly inducted faculty. The School of Performing and Visual Arts works with the objective to provide opportunities by promoting art as a learning process in professional and academic arena appealing the senses or emotions.

Art encompasses a diverse range of human activities, creations, and modes of expression, including music, painting and literature. The meaning of art is explored in a branch of philosophy known as aesthetics. Education in arts in educational institutes with formal programmes provides opportunities to enhance ones talent. Traditionally, the term art was used to refer to any skill or mastery. This conception changed during the Romantic period, when art came to be seen as a special faculty of the human mind to be classified with religion and science. Generally, art is made with the intention of stimulating thoughts and emotions. The arts are a broad subdivision of culture, composed of many expressive disciplines. It is a broader term than art, which as a description of a field usually means only the visual arts majorly comprises fine arts, decorative art, architecture, and crafts. The arts encompasses visual arts, literature, the performing arts, including music, dance, drama, film, related media, and by some definitions, other areas such as fashion. The purpose of works of art is to communicate ideas, such as in socially, mythological, politically, spiritually or philosophically-motivated art; to create a sense of beauty to explore the nature of perception; for pleasure; or to generate strong emotions. The purpose may also be seemingly nonexistent. A precise definition of the arts can be contentious, but the following areas of activity usually are included in Performing arts as Drama, Theatre, Acting, Dance, Music, Puppetry, Martial Arts, Opera and in Visual arts as Fine arts, Drawing, Painting, Sculpture, Poetry, Graphic arts, Photography, Plastic arts, Architecture, Calligraphy, Conceptual Art, Crafts, Design, Fashion, digital art etc. Performing art is art in which the action of an individual or of a group at a particular place and time constitute the work in front of an audience. It can happen anywhere, at any time, or for any length of time. Performance can be any situation that involves four basic elements: time, space, the performers body and a relationship between performer and audience. It is different to visual art where an object constitutes the work. The arts created primarily for visual perception as drawing, painting, graphics, sculpture etc are known as Visual arts.

3. POST GRADUATE PROGRAMMES OF SOPVA (ON CAMPUS FULL TIME COURSE)


In tune with the mission and vision of the University, School of Performing and Visual Arts offers Master Degree programmes in following four disciplines in conventional face to face mode from July 2009. Master of Performing Art Hindustani Classical Music 80 Credits Master of Performing Art Bharatanatyam - 72 Credits Master of Performing Art Theatre Arts 72 Credits Master of Visual Art Painting 64 Credits The classes will be conducted in a venue selected by IGNOU by the faculty members and eminent academicians/experts in the respective fields.

3.1 Master of Performing Art Hindustani Classical Music (MPA HVM)


Introduction Master of Performing Arts -Hindustani Classical Music aims to provide higher education to the Classical Music students and to produce well trained practitioners of Hindustani Music. This is a course where students have a choice of taking up a particular style of singing i.e. either Dhrupad or Dhamar. Students will also study a paper on Management of Music Events and a paper on Sound and Acoustics which will facilitate the students to take up a career related to Music.

General Guidelines Course Duration Two Years Fee: Rs. 5,000/- per semester, per student Eligibility Candidates securing 50% marks in BA (Hons.) in Hindustani music from any recognized university, / BA (Pass) examination of recognized university with 60% marks in the subject (music) as one of the elective subject / BA (Hons.) in music from Indira Kala Sangeet Viswavidyalaya, Khairagarh, / graduation in any subject along with 60% marks in diploma in music viz. Sangeet Visharad from Gandharva Mahavidyala of Pune, / Kovid & Vid from Indira Kala Sangeet Viswavidyalaya, Khairagarh, / Prabhakar from Prayag Sangeet Samiti, Allahabad will be eligible to get admission in the course. Mode of Selection: Students will have to appear in an entrance test and audition for admission in the course. Evaluation The Examination in Hindustani Vocal Music will be held in two parts(i) M.P.A. Previous and (ii) M.P.A. Final. There shall be 16 Papers in all. Each semester will consist of two Theory Papers of 3 Hours duration each and two Practical papers. Each candidate will be required to pass separately in Theory as well as in Practical. The ratio of Practical and Theory will be 60:40 Minimum 5 students are required to conduct classes for an optional paper. Distribution of Credits 1. Theory 32 Credits/ 96 Study Hours/ 800 Marks 2. Practical 48 Credits/ 144 Study Hours/ 1200 Marks

3.2 Master of Performaning ArtDance (Bharatnatyam) (MPA DB)


Introduction: MPA-Dance (specialization in Bharatanatyam) is aimed at molding professionals and academicians in the area of dance. The curriculum is developed in a manner in which its focus on four major areas vis--vis Performance, Choreography, Technical production aspects and Writing Dance and Research provides a holistic approach towards preparing a student to excel both academically and professionally. Some of the main theory courses offered deal with Dance aesthetics, Historiography of Indian dances, World dances, Performance works and Choreographies, Writing dance, Research approaches and methodologies. Apart from the regular studio courses, Practicals will also include independent student productions and a production under the direction of a well known outside expert. Other practical oriented courses are Dance pedagogy and production with a target group, Elements of the Theatre in Dancers training and performance, and a course on Music traditions. Students will also be given hands on experience and training on technical matters of stage production. As the programme is a rigorous two year full time course, it will also have value added workshops by experts. The courses are designed in such a manner that it furthers the scope of the students gaining employability in various sectors associated with dance and its allied areas. Duration: 2 years- 4 semesters consisting of 72 credits Eligibility: Graduate in Bharatanatyam or Any graduate with a Govt. recognized Diploma in Dance (Bharatanatyam) Admission: Admission to the programme will be through an entrance test conducted at Delhi IGNOU main campus where the practical as well as theoretical aptitude of every student will be put to test. Theory- through a written test and Practical- through a viva-voce Students Intake: A minimum of 6 and a maximum of 15 students may be admitted Programme fees: Fees of Rs.3000 per semester Evaluation: Apart from the semester end exams which will have a weightage of 60%, there will be continuous assessment of 40% in the form of three assignments/tests (20 marks each) out of which the best of two can be used for evaluation.

3.3 Master of Performing ArtTheatre Arts (MPA-TA)


Introduction Master of Performing Arts Theatre Arts aims to provide both practical and theoretical aspects of theatre to students. This course offers specialization in Direction, Design and Children theatre to facilitate the students to take up a career related to these areas. General Guidelines Course Duration Two Years Fee: Rs. 2,500/- per semester, per student (Rs.10, 000/- for TWO years) Eligibility: Any graduate with Diploma in Acting/theatre arts or any graduate with five years of practical experience in theatre. Objectives MPA (Theatre Arts) aims at producing well trained practitioners of theatre. The course imparts training

in acting, direction, and technical theatre. In order to equip the student the course is designed to provide training in media along with latest theatre research methodologies along with theatre histories. The course also offers specializations in Design, Direction and Children Theatre to provide expertise in these subjects with latest innovative theories and practices. The Examination in Theatre Arts will be conducted semester wise. Each semester has six subjects of total 18 credits. The ratio of Practical and Theory will be 70:30 Total credits-72/2160 study hours/1800 marks.

3.4 Master of Visual ArtPainting (MVA-P)


General Guidelines Two years (4 semesters) full time programme. Intake: 10-15 students. Two year course culminating into 64 credits. The credits for the programme are as follows: Theory - 30% (Credits-20/500 Marks) Practical - 70% (Credits-44/1100 Marks) Objectives To provide opportunities to students in identifying and developing their own style and medium at advanced level to become a professional Artist. To create professionals and creative researchers in the field of Fine Arts. To critically study various styles and modes of art expressions from different periods: both historical and contemporary. To provide basic knowledge of Art management and marketing. Eligibility A candidate seeking admission to the course must have passed the bachelor degree of four years duration (after 10+2) offered by a recognized university. At qualifying examination applicant must have minimum 50 % marks or equivalent grades. Portfolio evaluation will be done by the panel of five members (Three internal and two external experts). Criteria: Presentation and Articulation, Professionalism, Creativity and Originality.

4. UNIVERSITY RULES
The University reserves the right to change the rules from time to time. However, latest rules will be applicable to all the students irrespective of the year of registration.

4.1 Educational Qualifications Awarded by Private Institutions


Any educational qualification awarded by the Private Universities established under the provisions of the Chhattisgarh Niji Kshetra Vishwavidyalaya (Sathapane Aur Viniyaman), Adhiniyam, 2002 are non-existent and cannot be made the basis of admission to higher studies with IGNOU.

4.2 Incomplete and Late Applications


Incomplete application forms, received after due date or having wrong options of courses or electives or false information, will be summarily rejected without any intimation to the learners. The learners are, therefore, advised to fill the relevant columns carefully and enclose the copies of all the required certificates duly attested by a Gazetted Officer.

4.3 Validity of Admission


Learners offered admission have to join on or before the due dates specified by the University. In case they want to seek admission for the next session, they have to apply afresh and go through the admission process again.

4.4 Reservation
The University provides reservation of seats for Scheduled Castes, Scheduled Tribes, non-creamy layer of OBC, War Widows, Kashmiri Migrants and Physically Handicapped learners, as per the Government of India rules, for admission to its various programmes.

4.5 Scholarships and Reimbursement of Fee


The learners belonging to reserved Categories, viz. Scheduled Castes, Scheduled Tribes and Physically Handicapped have to pay the full fee at the time of admission to the University along with other general category candidates. SC/ST learners have to collect and subsequently submit their scholarship forms to the respective States Directorate of Social Welfare or Office of the Social Welfare Officer, through the Director School of Gender and Development Studies, IGNOU for reimbursement of programme fee. Similarly, Physically Handicapped learners admitted to IGNOU Programmes are eligible for Government of India scholarships. They are advised to collect scholarship forms from the respective State Government Directorate of Social Welfare or Office of the Social Welfare Officer and submit the filled-in forms to them through the Director, School of Gender and Development Studies, IGNOU. Scholarship scheme of National Centre for Promotion of Employment of Disabled People (NCPEDP) for Post Graduate level programmes is applicable to the students of this University also. Such students are advised to apply to awarding authority.

4.6 Refund of Fee


Fee once paid will not be refunded under any circumstances. It is also not adjustable against any other programme of this University. However, in cases where University denies admission, the programme fee will be refunded after deduction of registration fee through A/c Payee Cheque only through Director, School of Gender and Development Studies, IGNOU.

4.7 Official Transcripts


The University provides the facility of official transcripts on request made by the learners on plain paper addressed to Registrar (SRE), IGNOU, Maidan Garhi, New Delhi110 068. A fee of Rs.100/- per transcript payable through DD in favour of IGNOU is charged for this purpose. The students are required to pay Rs.250/- in case of request for sending transcript outside India.

4.8 Disputes on Admission & other University matters


The place of jurisdiction of filing of suit, if necessary, will be only New Delhi/Delhi.

4.9 Recognition
IGNOU Degrees/Diplomas/Certificates are recognized by all member Universities of Association of Indian Universities (AIU) and are at par with Degrees/Diplomas/Certificates of all Indian Universities/ Institutions, as per UGC Circular letter no. F.1-52/ 2000(CPP-II) dated 5th May, 2004, AIU Circular No. EV/11(449/94/ 176915-177115 dated January 14, 1994 & AICTE Circular No. AICTE/Academic/ MOU-DEC/2005 dated May 13, 2005 (See Annexure - I, II & III).

5. PREVENTION OF MALPRACTICE/NOTICE FOR GENERAL PUBLIC


Students seeking admission to various academic programmes of Indira Gandhi National Open University are advised to directly contact IGNOU headquarters at New Delhi. Students interacting with intermediaries shall do so at their own risk and cost. As per directions of Honble Supreme Court of India ragging is prohibited. If any incident of ragging comes to the notice of the authority the concerned student shall be given liberty to explain and if his/her explanation is not found satisfactory, the authority would expel him/her from the University.

The Open Universities have been established in the country by an Act of Parliament of State Legislature in accordance with the provisions contained in Section 2(F) of the UGC Act, 1956. These universities are, therefore, empowered to award degrees in terms of Section 22(1) of the UGC Act, 1956. A circular was earlier issued vide UGC letter N.F. 1-8/92(CPP) dated February, 1992 mentioning that the Certificates, Diplomas and Degrees awarded by Indira Gandhi National Open University are to be treated equivalent to the corresponding awards of the Universities in the country. Attention is further invited to UGC circular No. F1-25/93(CPP-II) dated 28th July, 1993(copy enclosed) for recognition of degrees and diplomas as well as transfer of credit for courses successfully completed by students between the two types of Universities so that the mobility of students from Open University stream to traditional Universities is ensured without any difficulty. The UGC has specified the nomenclature of degrees under Section 22(3) of the UGC Act, 1956 to ensure mandatory requirements viz. minimum essential academic inputs required for awarding such degrees. A copy of Gazette Notification regarding specification of degrees issued vide No. 1-52/97(CPP-II) dated 31st January 2004 is enclosed. Instructions for Filling the Application form for the Entrance Test Form-1
A) General Instructions 1. Please read these instructions before filling up Form 1. 2. You are responsible for the accuracy of information and indicating the information in the desired manner. You should ensure that you fulfil the admission criteria as prescribed by the University as on the last date for submission of Application form for Admission to Master Degree Programme in Performing and Visual Arts (on campus full time). 3. Admission is open only to candidates residing in India. Please send your Application Form for Entrance Test by Registered/Speed Post at the following address: Registrar Student Evaluation Division, Block 12, IGNOU Maidan Garhi, New Delhi - 110 068 4. The last date for receiving Application form for entrance test is August 20, 2009. Applications received after the due date will not be accepted. 5. Do not send any certificate/document with the Entrance Form. These are required to be submitted with the Admission Form, in case you qualify in the Entrance Test. 6. There would be some relaxation in qualifying standards to SC/ST/non creamy layers of OBC/PH category candidates. 7. Entrance test will be held on August 24-25, 2009 at New Delhi only. 8. No fee is to be sent with ENTRANCE TEST APPLICATION Form, except in case where the form has been downloaded from the website. In case the form has been downloaded from the website, a demand draft of Rs.550/- drawn in favour of IGNOU, payable at New Delhi has to be sent alongwith ENTRANCE TEST APPLICATION form. Prospectus will be sent to such candidates after receipt of the form along with the demand draft. B) Non-Receipt of Hall Ticket 1. On the basis of the information indicated in the Application Form for entrance examination the hall ticket for the Entrance Test will be sent to you. In case you do not receive the hall ticket one week before the test date you should contact the Registrar (Student Evaluation Division). The Hall Ticket can also be downloaded from the IGNOU website www.ignou.ac.in 2. You should retain photocopy of filled-in Application Form for Entrance Test. 3. Duplicate Hall Ticket will be issued only to those candidates who have not received the Hall Ticket but their name appears in the finalised list. If your name does not appear in the list, you will not be issued duplicate Hall Ticket. Your record may not be included in the finalised list for any of the reasons like non-receipt of Application Form, or delay in receiving the Form, or not indicating the information correctly on the Form. 4. When you come for enquiry for issue of duplicate Hall Ticket you should bring a photocopy of the form. D) Reporting of Test Results All the candidates who appear for the Entrance Test shall be sent the result cards indicating their status as regards marks scored and rank in the merit list. The University shall send a separate communication to the candidates in order of merit. Admission of such candidates will be finalized based on the scrutiny of admission application form, relevant documents and programme fee. In case you do not receive your result card within 15 days, you may contact the Registrar, Student Evaluation Division, IGNOU, Maidan Garhi. No request for duplicate result card will be entertained after the last date for Submission of Admission Form. The qualified candidates can also download the result card from IGNOU website.
