Bowe was intoxicated and turned over to a parent. Kessler appeared to be intoxicated and was arrested for DWI. While interviewing the involved parties it was determined that Periard was a level 2 sex offender who was not registered in Saratoga Springs. Periard has been in Saratoga since 04/13/13. Periard was arrested, processed and celled. Morales was allegedly trying to use forged documents to obtain a NYRA track permit and id. Morales was processed and celled.
