Taboso sacked as Taclobans top cop


TACLOBAN CITYBarely two days before the conduct of the May 13, 2013 elections, the police director of this city was sacked from his post, an act that surprised residents of this city. Police Senior Superintendent Romulo Cleve Taboso was removed from his post and was transferred to the Regional Personnel Holding and Accounting Unit (RPHAU) of the regional Philippine National Police (PNP) headquarters. Taboso, who has been the police director of Tacloban for more than two years now, has been rumored to be relieved from his post since last week. Taboso was allegedly relieved from his post as a result of a complaint from presidential sister Kris Aquino that she was not given police escorts when she came to Tacloban last May 3. Aquino was in the city to personally campaign opposition candidate Florencio Bem Noel, who is running as an independent against reelectionist Mayor Alfred Romualdez. But Inspector Romuel Nacar, spokesperson of the PNP-8, said that Taboso was relieved from his post as city police director as he was shown to have displayed partisan politics. Nacar, however, declined to provide details except to say that police personnel are strictly prohibited to engage, directly or indirectly, to any partisan activities except to vote. Taboso was replaced, in an ocer-in-charge capacity, by S/Supt.Teodoro Basa, who is currently the deputy director for operations at the PNP-8.

TACLOBAN CITYWhile employees in public and private oces are largely on a vacation today to utilize the ample time to cast their votes, judges and clerks of courts in lower courts and all public attorneys and sta of Public Attorneys Oce across the archipelago are duty-bound to serve not in the polling precincts but in their respective courts and oces. In separate circulars issued by Court Administrator Jose Midas Marquez and Chief Public Attorney Persida Rueda-Acosta on April 25, 2013 and April 29, 2013 respectively, both stated the need to ensure that free legal assistance will be provided to public school teachers who may be harassed while in the performance of their election duties. Marquez in OCA Circular Number 56-2013 cited the interest of an ecient administration of justice and speedy disposition of election related cases and the resolution of the same with utmost caution and dispatch as bases. The executive judge or in his absence the vice executive judge or any of the presiding judges in multisala courts and the judges in case of single salas, and clerks of courts of the regional trial courts, metropolitan trial courts and municipal trial courts in cities are mandated to hold duty on Election Day, May 13. The Clerk of Court in the Oce of the Clerk of Court shall maintain a skeletal force in the oce to attend to the collection of court fees, stated the circular, which is for strict compliance. Rueda-Acosta, in the Office Order Number 057-2013 she issued, underscored the necessity to provide free legal assistance to public school teachers who may be harassed by complaining adverse parties during the performance of their election duties. She however stressed that the directive is issued only for the purpose of ensuring the availability of legal assistance to said teachers during the election period subject to merit and indigency test. PAO Oce Order Number 137 series of 2010 describes an indigent as one whose net monthly pay is P14,000 or less in Metro Manila, 12,000 in cities and 12,000 in towns after deduction of the GSIS, SSS, PagIbig and Philhealth premium contributions and mandatory deductions which are loan payments to government institutions. PAO OO No. 057-2013 mandates that in order to ensure that all PAO oces will be properly manned, all PAO employees shall be at their respective poll precinct before its opening time to cast their votes early, after which all shall report for oce duty from 8:00 AM to 6:00 PM at the nearest PAO regional or district oce. The Regional Oce Monitoring Team is likewise mandated to do the random on-the-spot-inspection in their nearby district oces. Fire caught regional prison facility


TACLOBAN CITYA big fire that lasted for about three hours hit the regional penal colony in Abuyog town, Leyte Thursday early morning. The chief of the arson investigation of the Abuyog Fire Station says that a short circuit problem that developed at one of the prison buildings appeared to be the cause of the fire. Senior Fire Ocer 1 Arnold Tesado, arson investigation ocer, said that the fire at the Leyte Regional Prison started at 12:15 early morning last Thursday with their oce receiving a fire call 15 minutes after the blaze started. The fire was controlled at 3:30 a.m. At least six buildings were burned down, namely, the facilitys infirmary, chapel, visiting hall and Building I which was divided into three prison cells (A, B and C). It was at Building I-B where the fire was said to have originated. It is in this building were inmates serving maximum sentences are detained. Only one out of the more than 1,000 inmates at the Leyte Regional Prison was injured due to the blaze. The inmate, who was not identified by Tesado, was said to be physically weak and was sleeping at the time of the incident reason why it took sometimes for some of his inmates to get him out from the cell. He was at Building I-B. At the time the fire started, the inmates were outside their cells for the mandatory headcount. It was good thing that they were outside their cells. Otherwise, many could have been trapped and killed due to the fire incident, Tesado, reached on the phone, said. The Leyte Regional Prison is about 18 kilometers away from our station and it took us about 30 minutes to arrive there. And when we arrived in the area, except for its infirmary, all of the buildings were already burned down, Tesado added. He also said that some of the inmates confined at the colonys infirmary were rescued by their coinmates and jail ocers on duty at that time. The fire ocial, however, could not provide as to how many inmates were confined at that time but said not all of them were accounted for. Tesado said that the fire spread so fast to the other buildings as these were old buildings and made of light materials. He also said that several combustible materials inside the prison building like bed foams and worn clothes owned by the inmates could have ignited further the fire. The damage was placed at more than P1 million by the fire investigators. The Leyte Regional Prison was established January 16, 1973 during the time of former President Ferdinand Marcos and sit at more than 10 hectares located in between the villages of Cagbulo and Mahagna. However, he accepted these trials in union with Christ, and his loving submission to sufferings led to glory for him, as it did for Christ. As long as we are in this world as followers of Jesus Christ, we have joys and sorrows. The bee not only gathers honey; to serve a particular purpose, it also carries a sting. It is not without reason that beautiful fragrant roses are accompanied by thorns. Is Kris reason of Tabosos ouster ?


Tacloban City Persistent talks circulating this city blames presidential sister Kris Aquino as the reason behind the sudden relief of Tacloban City chief of police Sr. Supt. Romulo Clave Taboso four days before the midterm election. According to reports, Taboso failed to give ample security cover when Ms. Aquino came to Tacloban City last Friday, May 3, 2013 to endorse the candidacy as mayor of out-going An Waray Rep. Florencio Bem Noel. Taboso caught the ire of Kris because she was not satisfied with the security arraignment of Tacloban City PNP and somebody whispered to her that Taboso was supporting Mayor Alfred Romualdez, hence, his sudden relief, a police ocial, who asked not to be named, said. But the PNP Regional Oce 8 belied the report and said that Taboso was relieved of his post because of complaints that he is partial to a certain candidate. Sr. Ins. Romuel Nacar, spokesperson of PNP Regional Oce 8 (PRO8), in an interview, said that several complaints were received by their oce accusing Taboso of favoring incumbent Mayor Alfred Romualdez. To preserve the integrity of the PNP organization we have to recall Taboso to the regional oce so that the upcoming election would not be tainted with accusation of irregularity. Nacar said. But Nacar, in an interview with PRTV 12, a local TV station here, last Monday, May 6, 2013, said that there is no truth to the rumor that Taboso was ousted as police chief of Tacloban City. As of now and as far as I know, there is no order coming from this office relieving Sr. Supt. Clave Taboso as chief of Police of Tacloban, the spokesperson of PNP Regional Oce said during that interview. Four days after, Taboso was transferred to PNP Human Resource and Holding Oce 8 in Camp Ruperto Kangleon, Campetik, Palo, Leyte.
