The hotel: past and present


Village explains history behind development

MC KILLEN MANAGING EDITOR Menomonee Falls Village Manager Mark Fitzgerald provided the most thorough explanation of the village's actions regarding the development of the Radisson Hotel during a presentation at the May 6 Village Board meeting. The village provided financing for the construction of the hotel through the approval of $17.65 million in general obligation bonds in April 2010. To date, $1.2 million of that has been paid. The hotel opened in May 2011 but went into receivership in November 2011. The village is currently in litigation against the remaining owner of the Lodging Investors of Menomonee Falls group. The village is seeking to foreclose on the property and force a sale. Fitzgerald emphasized that tax increment, the value of the hotel and the operating revenue there-on would support this hotel and it would never be burden or an impact to the general property taxpayer through the general levy. Fitzgerald started by explaining that when he started as village manager in March 2007, the Village Board made it clear to him that redevelopment of the Main Street area around Hwy. 41/45 was your number one priority. Mai Fest returns to Germantown May 17-19, continuing its mix contemporary music with traditional German heritage performances. Mai Fest will be held on Squire Drive just north of Mequon Road. The following report was taken from records at the Menomonee Falls Police Department. Battery A 43-year-old man was arrested for battery-domestic violence at 6 p.m. April 29 following a physical altercation with his wife at their residence in the W15000 block of Cleveland Avenue. Possession of drug paraphernalia A male subject was cited for possession of drug paraphernalia at 2:29 a.m. May 1 during a field interrogation in the parking lot of Woodmans Food Market, W124 N8145 Highway 145. A male subject was cited for possession of drug paraphernalia at 2:45 p.m. April 30 after a drug pipe was found in the glove box of his vehicle during a traffic stop at Main Street and Old Orchard Road. Retail theft Two 18-year-old women were arrested for retail theft at Kohls Department Store, N95 W18000 Appleton Avenue, at 2:58 p.m. May 5. The women were observed concealing merchandise in their purses. One of the womenwho stole $775 worth of itemswas booked on felony charges while the other was issued a citation. A 44-year-old man and a 53-year-old woman were arrested for retail theft at 1:54 p.m. May 4 at Kohls Department Store after shoplifting $232 worth of merchandise. The womanwho had a prior offense on her recordwas charged with retail theft while the man was issued a citation. A male subject fled Pilgrim Petro, N48 W15636 Lisbon Rd., without paying for seven bottles of liquor at 11:47 a.m. April 26. Theft A rear license plate was removed from an employees vehicle at Ernie von Schledorn, N88 W14167 Main St., during the overnight hours of May 2 and 3. A Giant Iguana mountain bicycle was removed from an open garage in the N5000 block of Memorial Drive during the overnight hours of April 28-29. Eight solar-powered garden lamps were removed from the front yard of a residence in the W17000 block of Autumn Lane during the overnight hours of April 26-27. Warrant A 22-year-old Milwaukee man was taken into custody on a Glendale warrant at 12:29 p.m. May 3 following a traffic stop at Appleton Avenue and Good Hope Road.

Roosevelt Drive and west of Pilgrim Road were closed. Fitzgerald noted that a hotel that loses a national franchise loses 30 to 50 percent of its value, which is what happened to the Falls Inn by spring 2007. Those corridors, frankly, were ripe with blight and disinvestment, Fitzgerald said. The vacancy levels were high and, frankly, for a community like Menomonee Falls, the area was in sorry shape. Fitzgerald believed the blight was chronic in those areas, which is why it was priority to reclaim that area. While the village had an overall plan it created in 2006, it later decided to focus on redeveloping the hotel and the grocery store site. In addition, the industrial properties north of Roosevelt Drive were split off into a separate tax incremental finance district for development. Fitzgerald explained that in April 2008 the village entered into an agreement with a five-member hotel ownership group for the hotel to renovate the site, and a tax incremental finance district was approved for the area. However, a nationwide banking crisis in the fall of 2008 made it difficult for the hotel ownership group to secure private financing. Fitzgerald said the failure to secure financing was not based on the project or the village role in it, it was really based on the recession and the almost complete banking collapse that we remember very well. In the meantime, the hotel owners had started to deconstruct the hotel, so that is was labeled by residents as the "Baghdad Hotel." It was an eyesore, it was an embarrassment, he said. Fitzgerald said the village was left with a deconstructed hotel and banks that werent lending during the worst banking crisis since the Great Depression. By the fall of 2008, it became clear that to village officials that private financing wasnt going to be provided. The village came to the conclusion after 16 months of working the hotel ownership group in attempting to seek financing. Fitzgerald said that discussions occurred within the village regarding the next option. I will tell you this: The idea of the village being the financial lender for the hotel was a last resort, not a first resort. That decision was made perhaps, and all of you (the Village Board) could answer this yourself, with as much trepidation, as much concern, as much gnawing at the gut of probably any decision that you made while you served as trustees of the village, Fitzgerald said. Fitzgerald said that the board faced the prospect that if the hotel property wasnt redeveloped, the redevelopment of the rest of the Main Street area wasnt likely to occur. Additionally, Fitzgerald said that there was always the fallback that if the village did the loan and for some reason things didnt work out quite the way it would, it could always revert back to a tax increment finance deal and be supported through that mechanism. Those factors are what prompted the village to issue general obligation notes for the construction of the hotel on behalf of a fivemember hotel group that had a certified net worth at the time of $25 million. Village President Randy Newman, relaying a comment he has heard from people in the community, asked why the village didnt decide to knock down the remaining hotel skeleton. Fitzgerald said that government agencies have to pay a highest and best use for properties through the condemnation process. Public acquisition is sort of a last resort because we will pay more than what the market will bear because we have to pay, by statutory authority, an appraised value that is based on the highest and best use, Fitzgerald said. Fitzgerald said it would have cost $8 million to raze the remaining skeleton of the old hotel with a $1 million deconstruction value. The numbers never worked. That never makes any sense, Fitzgerald said. Fitzgerald then added: We believe and still believe, and the market study believes, I think the data takes us there: That can be a successful, long term hotel. Fitzgerald cited figures showing that the previous hotel was valued at $1.8 million in 2006 whereas the current facility is valued just under $9 million. The current facility is projected to bring in $2,999,136 of tax increment. The present The village and the ownership group agreed to enter into receivership by November 2011 to protect the value of the hotel. Since then, the village initiated action against the hotel ownership group. Fitzgerald said the space in the story is due to litigation issues. Fitzgerald said the village is proceeding with the foreclosure, but the owner can repay the debt and retain ownership of the facility. The owners own it, they have a right to pay off the debt, Fitzgerald said. During questioning, Fitzgerald addressed complaints by contractors and subcontractors that they have not been paid. Fitzgerald said there were 53 contractors and subcontractors for the construction, and they have been paid in varying amounts. He said the Village Board has remained committed to seeking a process through which the contractors and subcontractor can be paid. That is not a simple issue, he said. Fitzgerald said the village attempted voluntarily negotiations last summer which did not result in a resolution. He said the Village Board, as a matter of policy, wants to see if there is a legal means possible to pay the subcontractors in a way that also creates a full and free release to the ultimate sale of the hotel. Fitzgerald said the village controls the construction fund of the hotel, which was drawn down for proof of work. There are still funds in the account and it is the villages plan to use the funds to pay liabilities of the hotel as necessary through the point of foreclosure and redemption. It is our strong belief there is enough funds to do that and never have this be a liability on the general levy of the general taxes of the village. When asked, Fitzgerald said that village payments for such things a payroll came from that account, which is segregated from other village accounts. He later said the village made a payment on the franchise fee to protect the value of the hotel. Fitzgerald said that once the hotel is sold, the village will use principal reduction payments, sale proceeds to pay off the hotel and tie down the debt. In response, Newman recalled what the Main Street area near Hwy. 41/45 looked like several years prior to the redevelopment efforts. I dont think thats arguable, that the area looks a lot better, and it has greater prospects that it has had in the probably the last 20 years, Newman said. During additional questioning, Fitzgerald indicated that the village has been limited in its responses to comments about the issue since there is ongoing litigation. I think we need to start shouting back, tonight maybe starts that shouting back, Fitzgerald said. I think we have been wrongfully silent because of the litigation. Fitzgerald added when the day is done we have a hotel that I believe is an asset. Not convinced Steve Welcenbach, president of the Menomonee Falls Taxpayers Association, was at the Village Board meeting for the presentation. Afterward, Welcenbach was less than convinced by the villages approach to redevelopment in the area. Youre saying theres no other way it could have been done? Welcenbach asked. Im saying there could have been a better way that would not have put (the village) at risk. Welcenbach said he would have preferred if the village razed the old hotel and sold the property to a developer. Let the entrepreneur provide the vision. Hes putting money up there, hes pretty sure that whats he going to do is going to work, Welcenbach said The day to day management The presentation began with representatives from the management firm currently overseeing the day to day operations of the facility. Joe Maitrejean, director of operations for Kinseth Hospitality Companies, explained the company has been in business for approximately 50 years and owns or manages approximately 90 properties, mostly in the midwest.

Planet Fitness proposed at Colonial Plaza


A new fitness facility at the Colonial Plaza in Menomonee Falls will be the first step in a redevelopment of the mall, according to information presented at the May 7 Menomonee Falls Plan Commission meeting. The mall is located along Appleton Avenue just south of Roosevelt Drive. Somerstone LLC, which recently entered into a contract to purchase the mall, has requested a conditional use permit to allow for a 24-hour fitness facility at the mall. During the Plan Commission meeting, Director of Community Development Matt Carran disclosed that a Planet Fitness is proposed for the space currently used by the Salvation Army store. The Salvation Army would relocate to an adjacent space in the mall. In addition to Planet Fitness, Somerstone has indicated its intent to revamp the mall over a two-stage process, with the first step involving the new fitness center and the move of a Salvation Army to other space. Carran said the second phase involves approximately an 23,000 square feet section at the south end of the mall. Carran said Somerstone officials are reviewing options for that portion of the mall. Carran, citing information provided by Somerstone, added that it would likely require 18 to 36 months to completely redevelop and re-tenant the property. A public hearing will be held at the Plan Commission on the conditional use permit request. Carran said Planet Fitness has a timeframe for when it wants to be in the facility, which is prompting that part of the development to move ahead at this time. I think its exciting what you guys are doing there, Village President Randy Newman said to a Somerstone official about the proposal. In another matter, the commission received the initial request from the McDonalds restaurant at the intersection of Pilgrim Road and Appleton Avenue to be open 24 hours. Newman asked Maitrejean how he handles concerns from potential customers about hotel properties in receivership. Maitrejean said he stresses that were there to manage the hotel, and weve been in business a long time. Were looking out for the best interest of the property owner. During additional questioning, Maitrejean said the Menomonee Falls Radisson facility is in excellent condition. Gaab has been involved with the Radisson from its construction phase and was involved in the hiring of staff and getting the hotel open. Gaab noted that the hotel has been open two years. I would like to thank the Village Board of trustees, the village of Menomonee and its citizens for their support of the Radisson hotel we have a beautiful property, Gaab said. Gaab cited industry figures showing the Menomonee Radisson ranked seventh in one rating that includes 38 Radisson hotels while another rating has the Menomonee Falls Radisson ranked 22nd among 138 Radisson hotels. Gaab noted the rankings are based on overall guest satisfaction, service and product performance and are the result of direct responses from guests sent back to independent survey agencies. Gaab said he was also pleased that Kinseth Hospitality took management of the facility. Newman later asked about staff morale and how they feel about Kinseth taking over management. Kinseth has helped stabilize things from a staff morale standpoint, Gaab said, noting the companys experience in managing facilities. Its kind of good to get that in front of us and the other behind us. Gaab added that morale does take a dip when media reports describe the history and ongoing legal situation surrounding the hotel. Weve been very focused on keeping everybody positive. The best way to answer that is to do the best job we can do, Gaab said. Village Trustee Dennis Farrell noted the hotel recently took a wedding party to the Mill Pond Park and thanked him for that. We feel it is very, very important for us to be a good community citizen, Gaab said. Another hotel representative said 17 weddings have been booked with a local bus company for off-site weddings.

Girls soccer: Falls undefeated in Greater Metro


The Menomonee Falls girls soccer team improved its record to 7-0-2 following a 1-0 win over Hamilton May 7. The lone goal came from Leanne Hawk on a assist by Jessie Barczak at the 22nd minute. Hamilton fell to 5-4-1 overall and 1-3 in the Greater Metro Conference. Hawk and Tessa Estock scored for Falls in its previous match, a 2-1 win at Mukwonago May 4. Menomonee Falls started last week ranked third in the state coaches soccer poll while Germantown was ranked ninth. The Warhawks beat Port Washington 7-1 May 7. Jamie Karch scored five goals while Paige Blankenheim and Shannon Gasper also scored for Germantown.

Kids Fishing Derby in Falls May 11


The Kids Fishing Derby sponsored by the Optimist Club of Menomonee Falls will be held at the Mill Pond Shelter Saturday, May 11 from 9 a.m. to 1 p.m. Free registration will take place from 9 to 10 a.m. This will include a T-shirt and chance to win a door prize. The Menomonee Falls boys track team placed third while Germantown placed fourth and Hamilton placed 10th at the Ron Burling Invitational May 8. Top finishes from Menomonee Falls included a third place finish by Christian Almonte in the 100 meter dash (11.49), a fourth place finish by Benjamin Maas in the 1600 meter run (4:39.36), a fourth place finish by Zack Pogorzelski in the pole vault (13-0), a third place finish by John DeWalt in the discus (125-9) and a third place finish by Adriaan Roscher in the high jump (5-10) The 4x800 meter relay team of Adam Vechart, Jake McMahon, Jacob Newman and Kaleb Becker finished second in the event with a time of 8:21.12. Germantown was led by Everett Wood, who finished third in the 110 meter hurdles (15.43) and 300 meter hurdles (41.75). Bryan McMichael tied for third in the high jump, crossing the bar at 5-10. Nick Dunlap finished fourth for Germantown in the discus with a toss of 121-08. Germantowns 4x100 meter relay team of Clay Knapp, Kam Lau, Quin Fliss and Nick Holcomb finished second in the event with a time of 44.23. Hamilton was led by Drew Patterson, who finished second in the 100 meter dash with a time of 11.46. He also finished fifth in the long jump by covering a distance of 2011.5 Robby Little placed third for Hamilton in the 3200 meter run, finishing the event with a time of 10:16.5. In the high jump, Ashley Buddenhagen finished third by crossing the bar at 4-10 while teammate Haley Precia followed in fourth place by crossing the bar at 4-8. The Falls 4-x400 meter relay team finished fourth in the event with a time of 4?16.84. Hamiltons top finish came from Ashlyn Paulson, who finished third in the 800 meter run with a time of 2:26.19. Softball: Falls leads Greater Metro, Germantown first in North Shore


Menomonee Falls remained on top of the Greater Metro Conference standings after winning three games at the start of last week. Menomonee Falls started the week with a 10-3 win over Hamilton May 7, beat West Allis Central 10-0 May 8 and crushed Central the next day 22-0. After the West Allis Central contest Menomonee Falls had a conference record of 10-1. After the loss to Menomonee Falls, Hamilton lost to Divine Savior Holy Angels 15-1 May 8 but won the second game of the day over the Dashers 5-2. Hamilton then lost to West Allis Hale May 9, 7-6. Hamilton was fifth in the Greater Metro with a 6-6 record and 8-6 overall mark. Germantown stayed on top of the North Shore Conference with three victories to start last week. The Warhawks beat Port Washington 11-0 May 7, and then beat Grafton 2-1 May 8 and Whitefish Bay later in the day 1-0. Afterward, Germantown was first in the conference with a 10-0 record.
