Actual as of Sep 2010 Data Fellow was hired. During winter 2010, he helped finalize the school performance framework methodology. The Performance Framework segments schools into five levels based on progress toward meeting the goals/targets defined in the strategic plan (see Appendix). During spring 2010, he organized a refresh of the school climate surveys for students, staff, and families, the results of which were reported in the first annual school reports. During the summer and fall 2010, he participated in CBA negotiations as the district expert on student growth measures. Technology roadmap developed but not implemented. This is due to continuing HR constraints, changes in departmental leadership, and the lack of sufficient personnel to implement due downsizing.

The District contracted with the CTQ for the 2011-12 school year (ending 8/31/12) with the purpose of facilitating the creation of the TAC and guiding it through its first year. In addition to the contract with CTQ, members of the TAC received $1,000 stipends for their participation. Discussed but not built out during this first year. In part this was due to the TAC taking a wait and see approach as to the desires of the new district administration rather than just moving ahead blindly. TAC members proposed a study of what works in Seattle schools in supporting collaborative structures for school improvement. The belief was that this could identify promising practices for more effective Building Leadership Teams upon which the Seattle Education Association (SEA) and SPS could take action.

In September, leadership of the Seattle Public Schools (SPS) and Seattle Education Association (SEA) jointly convened the TAC to explore ways of improving teacher and learning in the District. The Seattle TAC was created to be a safe space in which classroom experts could explore ideas that would have the most impact district wide. The TAC met over eight months and was composed of 21 teachers, teacher librarians and coaches from every school level, serving every type of student population in every region of SPS. The key agreements surround three areas that are key to transforming the culture of teaching and learning in the district: Ensuring that implementation of the Professional Growth & Evaluation (PG&E) system represents a real shift from focusing on compliance with human resources policies to focusing on improving the practice of every Seattle teacher; Building trust throughout the district to enable learning and growth to thrive among teachers, other staff, and ultimately students and the wider community that supports our schools; and Rethinking the way that teachers spend their time, to meet both these needs. A report from the CTQ accompanies this report and includes recommendations from the Seattle TAC and proposals for future work
