TACLOBAN CITY Leopoldo Dominico Dominic Petilla was proclaimed by the provincial board of canvassers as the new governor of Leyte. He ran unopposed. The 48-year old new governor was proclaimed at 10 p.m.Thursday by the board of canvassers, chaired by Leyte elections supervisor Richard Alvin Japzon, after the town of Calubian was able to transmit their result at 8:10 p.m. Petilla garnered 394,243 votes while his vice governor, outgoing board member Carlo Loreto, obtained 315,528 votes. The new governor of the province is the younger brother of former governor Carlos Jericho Petilla who is now the Secretary of the Department of Energy. I would like to focus on economy of the province to compliment the projects that my brother did during his term, Petilla said when asked what would be his priority programs. He added that if he focuses on development and improving more the economy of the province, this would mean better relationship with its neighboring local government units that include Tacloban City. The provincial government has a hostile relationship with the government of Tacloban, a highly urbanized city (HUC) which is administratively independent from the former. Even if you are now an HUC, you still need the help of other local government units to compliment your economy; the city needs people from the province and the province needs Tacloban to grow. In that sense we both need each other to grow and both of us needs to grow, Petilla said. Restaurant Management (HRM) courses. All courses are now CHED recognized courses. There are 300 working studentsscholars in SJC. The aftermath of the 2013 Elections

ays after the 2013 midterm elections, Filipinos generally were surprised by the results that mostly brought back to power political families and incumbents. While some people were yearning for change and freshness in the political scene, somehow things have altered the voters minds before the actual moment. Majority did not want to gamble with their votes; they wanted to be sure that their votes will go to the right candidates who will continue to make a difference, leaders who are better choices. Even the Presidents endorsement was not an assurance of winning. The President from the start of his term has campaigned of ridding the government of corruption; his fight for matuwid na daan became a gauge in selecting candidates. The amount of money given did not mat-

ter to voters anymore. They accepted from all candidates regardless of their party affiliation or support. With allegations of massive and rampant vote -buying and selling, people were asked why they took the money given to them by both camps, most of those who were interviewed shared that it is only during election time that they are able to get back some of the taxes they paid to government. For those who are non-taxpayers, they claimed that election time is sharing time of wealth possessed by a few in society. With allegations of all sorts of election-related shenanigans before and even during Election Day, no amount of political tactics could change the reality that people have become

On survival and victory

Two quotes strike my mind whenever I think of the 2013 Election Day. Harry Crews, an American novelist once said: Survival is Triumph enough. Another famous American essayist and poet, Ralph Waldo Emerson also declared, Wherever work is done, victory is attained. These are beautiful quotations that brought to mind my experiences of the recent elections and my own analysis of its results. It is quite a sweet feeling to relish the outcome of the electoral exercise especially that I was on the thick of interactions in the social media network, the super and inexorable Facebook. Almost everymoney and machinery; it was a tactical battle quite difficult to win, or triumph. One did not know where to expect the bullets to come from. With money being waged and used to buy influence, it was seemingly hard for a candidate to fight back. the First Letter of St. Paul to the Corinthians which says, There is diversity of gifts, but the Spirit is the same. There is the diversity of ministries, but the Lord is the same. There is diversity of works, but the same God works in all. Although in recent times, accounts about the physical presence of this so-called cloven tongues of fire actually pouring down upon the faithful are nil, there are parallel chronicles of the shrouding of the Holy Spirit upon the believers. These tongues of fire, believed to be imagery of the Holy Spirit, come upon the faithful and inspire them with various gifts. In the Catechism of the Catholic Church, it is told that the gifts of the Holy Spirit are permanent disposition which make us docile in following divine inspirations, which are wisdom, understanding, counsel, fortitude, knowledge, piety and fear of the Lord. The Holy Spirit is also said manifested by the fruits that faithful bear in himself, namely charity, joy, peace, patience, kindness, goodness, generosity,

THE BELOVED DISCIPLES

As Peter followed Jesus, he turned around and noticed that the disciple whom Jesus loved was following (the one who had leaned against Jesus chest during the supper and said, Lord, which one will hand you over?). Seeing him, Peter was prompted to ask Jesus, But Lord, what about him? Suppose I want him to stay until I come, Jesus replied, how does that concern you? Your business is to follow me. This is how the report spread among the brothers that this disciple was not going to die. Jesus never told him, as a matter of fact, that the disciple was not going to die; all he said was, Suppose I want him to stay until I come. (How does that concern you)? It is this same disciple who is the witness to these things; it is he who wrote them down and his testimony, we know, is true. There are still many other things that Jesus did, yet if they were written about in detail, I doubt there would be room enough in the entire world to hold the books to record them.

IT IS OUR TURN
Has any of us known a secret Christian? No. Because, if it had been a secret, how come you or me know it? There can be no Secret Christian. If you are a husband, you will never be content until you have told your wife and family about Jesus Christ. And if you are a parent, I am sure you will be eager to make the Gospel known to your children. It is a great and holy fire that will burn and not smoulder. The story about Jesus Christ will be told until the end of time by his witnesses. St. Paul, though a prisoner in Rome for two years before his execution, welcomed all who came to him, preaching the kingdom of God and teaching about the Lord Jesus Christ (Acts 28:30-31). John the Evangelist ends his Gospel saying that, This is the disciple who is bearing witness to these things, and who has written these things; and we know that his testimony is true (Jn 21:24). It is now our turn to witness to Christ in our own time. For we too live the same risen life as the first Christians did, and we live by the same Spirit of Jesus. We have kept the memoirs and letters of the Apostles as an eternal reminder of that early and fresh faith, which spread like wildfire throughout the known world. We too are carriers of that fire. It is a great privilege to bear witness to the living Christ, a privilege not given to angels in heaven because they cannot bear witness to Christs saving power. They have no experience of salvation because they were never sinners, but we who were once sinners, have been saved by Jesus, and therefore we have the exalted privilege of witnessing to Christ the Saviour, both in word and deed. Philippine elections is a sham, it does not reflect the true will and sentiment of the people but it is the value of money that makes the candidate win. To solve this problem, let us abolish the PDAF of Congressmen and Senators. Lets see if the candidates will still buy votes. Hence, the installation of reclosers as means of protection of these parts is called for. 16. During simulations, it showed that at some secondary lines and at specic hours, the power quality delivered to the system is low. No issues were found for primary lines. Several considerations included in the development plan were proposed for the correction of these voltage problems. 17. Likewise, reliability is a main concern in all the feeders covered by the utility. There are no reclosers installed along midstream of the feeder lines. Moreover, the distance from NGCP substation and the length of these lines is a cause of the delay of the response to line faults. LEYECO II substations are strategically located along the length of the 69KV lines of NGCP, and acquisition of such sub-transmission line, pursuant to Sec. 8, parag.3, R.A. 9136, will be a major asset for the utility in addressing the power outages. 18. LEYECO II has consistently been within the system loss cap. For several years, it has beneted from a low systems loss. These proposed improvements under the herein attached Capital Expenditures Projects will try to improve further the systems performance by achieving a single digit systems loss. SALIENT FEATURES OF CAPITAL EXPENDITURE PROJECTS OF LEYECO IIs DISTRIBUTION DEVELOPMENT PLAN 2016 19. From the present state of LEYECO IIs distribution system, as exposed during evaluation through simulation process, Applicant has sets its target of improvements laid down in LEYECO IIs proposed Capital Expenditure (CAPEX) Projects of its Distribution Development Plan 2011-2015 and is extended in this CAPEX 2016 (please see Annex E). LEYECO IIs Distribution Development Plan (DDP) aims to meet the performance standard criteria required under Philippine Distribution Code (PDC) and the safety standards of the Philippine Electrical Code (PDC) up to the year 2016, to wit: a. Capacity: It aims to maintain the 70% loading of the maximum rated capacity of its substations, lines and distribution transformers; b. Safety: its aims to provide adequate protection for all parts of the system. Installation of protective devices to sense maximum and minimum fault currents in the entire system; c. Power Quality: It aims to maintain long duration voltage variations within 0.9 to 1.1 of the nominal voltage. Voltage unbalance should have a maximum of 2.5% of the net of the unbalance caused by the transmission system; d. Reliability: It aims to limit its SAIDI at maximum of 45 hours/ customer-year, and SAIFI at maximum of 20 customer-interruptions/ customer-year; e. Efciency: It aims not to exceed the 13% system loss cap, and even lower its systems loss to a single digit mark. 20. To achieve the above enumerated target improvements up to 2016, Applicant LEYECO II is proposing Network Projects under this DDP 2016, amounting to Php65,485,853.00, to wit: a. Load Growth/Capacity Requirement: CAP-001: CAPEX for Distribution Transformer b. System Reliability: SRC-002: Primary Distribution Line Installation, Extension, and refurbishment SRC-003: Secondary Line Installation and Extension SRC-004: Requisition of Secondary Service Drops and Metering Equipment for New Customers 21. With the implementation of aforementioned network CAPEX projects for 2016, the Applicant is expecting the following outcome: a. Sustained the systems performance level within or even above that of standard criteria under Phil. Distribution Code and safety standard of the Phil. Electrical code, up the year 2016; b. Capacity Project CAP-001 will improve the power exibility, provide additional capacity, and relieve existing overloaded distribution transformers. It will also provide sufcient and reliable power supply in the whole coverage area of LEYECO II and will serve as additional capacity for future development up to 2016; c. System Reliability Project SRC-002 will install, extend and refurbish Primary Distribution Lines in the LEYECO II coverage area, in anticipation of foreseen/forecasted developments (at about 3.5% load growth) within the LEYECO II franchise area. This project will answer the needs for the growth required in the coverage area up to the year 2016; d. System Reliability Project SRC-003 will install, extend and refurbish Second Distribution Lines in the LEYECO II coverage area, in anticipation of growing number of customers applying for electrical power connections yearly (3.5% load growth) up to the year 2016. This project will provide more reliable and sufcient power supply throughout the coverage area of LEYECO II and will be used for future development; e. System Reliability Project SRC-004 will acquire and install Secondary Service Drops, Metering Equipment and accessories within the system in anticipation of yearly increasing number of new consumers applying for new electrical power connections, up to the year 2016. 22. On the other hand, managing the day-to-day operations of distribution utility at required standards of capacity, safety, quality, reliability and efciency would certainly entail costs. Thus, the nancial aspect of this Distribution Development Plan 2016, hopes to convey a balance between overall good and efcient service, and least cost effective rate. Thus, with Total CAPEX Plan Project Cost of Php65,485,853.00, the cash ow, computed RFSC and rate impact analysis are explained herein. 25. CASH FLOW WITH ERC APPROVED RFSC. A calculation of the Revenue from the RFSC using the current ERC approved RFSC of 0.1518 per kWh reects a gross cash outow or decit of P40.2M (Table 6.3.1) for the year 2016, after considering its annual amortizations of loans arising from the CAPEX Plan of 2011 to 2015 and of 2016, and the CAPEX Plan approval fee of 75% for every P100 of the projects cost. Please note that the approval fee is based only on the annual amortization cost and not on the total project cost. APPLICATION COMES NOW, applicant LEYTE II ELECTRIC COOPERATIVE, INC. hereinafter referred to as LEYECO II for brevity, through the undersigned counsel, and unto this Honorable Commission, most respectfully les this application for the approval of Capital Expenditure (CAPEX) Projects under its Distribution Development Plan for the year 2016, and in support thereof states as follows: THE APPLICANT: 1. The applicant, LEYECO II is a non-stock, non-prot Electric Cooperative duly organized and existing under and by virtue of the Presidential Decree 269, as amended, with capacity to sue and be sued, represented in this instance by its Ofcer-in-Charge, Ma. Rosario Cumpio-Avestruz, whose authority emanates from the LEYECO II Board Resolution No. 323-12-2012 and duly conrmed by the National Electrication Administration (NEA), copy of said resolution and conrmation are hereto attached as Annex A and B. 2. Applicants principal ofce address is at LEYECO II Building, Real Street, Sagkahan District, Tacloban City, Leyte, where it may be served with summons and other legal processes. 3. Applicants representative, Ofcer-in-Charge, Ma. Rosario Cumpio-Avestruz, has been authorized to le this application per Board Resolution No. 111-03-2013 copy of which is hereto attached as Annex C. 4. Herein applicant is the exclusive franchise holder issued by the National Electrication Administration (NEA) to operate an electric light and power services in the cities/municipalities of the Province of Leyte, namely: Tacloban City, Palo and Babatngon. A copy of LEYECO IIs Certicate of Franchise is hereto attached as Annex D. NATURE AND LEGAL BASIS OF APPLICATION: 5. Under Section 43 (f) (v) of Republic Act No. 9136 known as the Electric Power Industry Reform Act of 2001 provides that -Any signicant operating costs or project investments of the TRANSCO and distribution utility which shall become part of the rate base shall be subject to verication by the ERC to ensure that the contracting and procurement of the equipment, assets and services have been subjected to transparent and accepted industry procurement and purchasing practices to protect the public interest. 6. With the mandate under EPIRA Law, the Honorable ERC promulgated Resolution No. 13, series of 2009, adopting the Guidelines to Govern the Submission, Evaluation, and Approval of Electric Capital Projects. 7. Pursuant to the foregoing ERC guideline, and function of Distribution Utilities to provide distribution services and connections to its system for any end-user within its franchise area consistent with the distribution code, as spelled-out in Section 23, (parag.1), of R.A. no. 9136, herein applicant LEYECO II had previously led a Five Year (2011-2015) Capital Expenditure under its Distribution Development Plan, which the same is now pending at ERC for approval. 8. The Honorable ERC through its Resolution No. 20, Series of 2011 had revise the timelines for the ling of multi-year (2011-2016 for 1st entrant group) CAPEX applications under the amended CAPEX Rules to coincide with the timelines for the ling of applications under the Tariff Glide Path (TGP) Rules. 9. This CAPEX ling is intended to complete the Six Years Capital Expenditure (CAPEX) from 2011-2015 & to 2016. 10. To coincide with the timelines for the ling of applications under the Tariff Glide Path (TGP) Rules, herein Applicant LEYECO II is respectfully ling for approval by the Honorable Commission its Capital Expenditure Projects (CAPEX) under Distribution Development Plan 2016 with Total Cost of Sixty Five Million Four Hundred Eighty Five Thousand Eight Hundred Fifty Three Pesos (Php65,485,853.00), copy of which is hereto attached as Annex E. STATEMENT OF FACTS OF LEYECO IIs DISTRIBUTION SYSTEM 11. From the very start of its founding, LEYECO II had three (3) coverage or franchise areas, namely: City of Tacloban, Municipality of Palo, and Municipality of Babatngon, Leyte, with a total of 5,840 members and 7,830 active connections. 12. Five years after LEYECO IIs founding, its total number of consumers increased by 243% or 14, 193 consumers, while active connections grew by 213% or a total of 16, 671. Potential number of households for connection was estimated at 32,500. A total of 39 barrios were served by 106.496 km primary lines and 148.656 km secondary lines which were already in place and energized at that time. 13. In 2009, a total of 10.2 km lines were installed to ensure electricity will be available to the populace within the franchise area. Presently, the total circuit km length is 1,338.85 km with 791.67 km of primary lines and 546.58 km of secondary lines. LEYECO II has three (3) substations located at: Sagkahan with 2-10MVA power transformers serving feeders 1,2 & 5; Campetic with 10 MVA power transformer serving 7, 8 & 9; and Abucay with 20 MVA power transformer serving feeders 3,4, & 6. However, due to increasing load of Campetic substation, feeder 7 was moved to Abucay substation and tapped to feeder 6. 14. Evaluation of existing distribution system of applicant, LEYECO II showed that, from the 24-year capacity analysis made, the total capacity of the its distribution system will be 70.4% by the year 2013 to 183.74% by the year 2034, which means that the performance criteria pegged at 70% of the maximum rated capacity will be breached by the year 2013, hence, the need to increase capacity. 15. Considering that there is only one year for rate impact analysis the method used to simplify presentation using the Microsoft Excel application is the What-if Analysis Goal seek. Result of this analysis is shown in Table 6.4.1. This method allows computing a rate that will result to a zero cash ow at the end of year 2016 using the given 2016 data such as the forecasted sales in kWhr, current RFSC rate of P0.1518, and the loan amortizations from CAPEX Plan 2011-2015 and 2016. DILG chief to meet members of problematic councils

TACLOBAN CITY Department of Interior and Local Government (DILG) Regional Director Pedro Noval Jr., said that he would personally talk with newly elected members of the council of this city and that of Samar province. These two councils were the most controversial as most of the members failed to attend their respective regular sessions, Noval said adding that this resulted to the non-passage of important measures like the annual budget of Samar. I want to ensure a harmonious relationship this time between the executive and legislative branches of the two LGUs.So after their inauguration, I will visit them to personally talk with them on what should be done to ensure that the service of the local government will not be affected, Noval said. Samar, according to the DILG-8 director, is his most concern considering that majority of the new members of its provincial board belongs to the Liberal Party. Its presiding officer, Vice Governor Stephen James Tan as well as Governor Sharee Ann Tan, belong to the National Peoples Coalition (NPC). Noval said that he would not like to see again what had happened in the past wherein majority members of the Samar provincial board had several collisions with governor which resulted to the non-passage of important measures like the annual provincial budget. If they continue to block the programs of the government, what kind of development the people would get? Noval asked. He added that he would do the same thing with the members of the Tacloban legislative council as six of its new members belong to the opposition. The city council has ten regular members with two exofficio members, the federation presidents of the Sangguniang Kabataan and barangay chairpersons respectively. Still, Noval expressed his high hopes that the present set of city council members would have a better relationship with the executive branch compare in the past.
