As the recently appointed Minister with responsibility for the MAPPA, I am pleased to introduce this, the second,
annual MAPPA report. It is clear that in the last year (2002/3) the multi-agency public protection arrangements (the
MAPPA) continued to play an important role in what remains one of this Government’s highest priorities – the
protection of the public from dangerous offenders.
As someone with many years experience of working in the field of child protection, I am particularly impressed by
the important contribution the MAPPA are making to strengthen collaboration between agencies at a local level
where the focus is on the dangerous offender. These improvements must, however, impact on the protection of
children. As the tragic death of Victoria Climbie showed, an effective multi-agency partnership is crucial and the
MAPPA are an important element.
To ensure greater consistency in the MAPPA across the 42 Areas of England and Wales, and to prepare for the
implementation of measures contained in the Criminal Justice Bill, we published the MAPPA Guidance in April.
Building on good practice, that Guidance clarified the structure of the operational arrangements as well as the
importance of formal review and monitoring – of which this annual report is a vital part. The Criminal Justice Bill will
strengthen the MAPPA in two ways. First, it will make the involvement of other agencies part of the statutory
framework. Second, it will introduce the involvement of lay people – those unconnected with day-to-day operation of
the MAPPA – in reviewing and monitoring the MAPPA. Annual reports and this new lay involvement show the
Government’s commitment to explaining how the often sensitive and complex work of public protection is
undertaken.
The Government is also strengthening the protection of the public with other measures in the Criminal Justice Bill.
They include new sentences for dangerous offenders to prevent their release if they continue to be dangerous.
Additionally, the Sexual Offences Bill will tighten up sex offender registration, introduce a new offence of ‘grooming’,
and enable sex offender orders to be imposed on violent offenders who pose a risk of causing serious sexual harm
– thereby extending sex offender registration to them.
I commend this report to you and congratulate all the agencies and individuals who have contributed to the
achievement of the MAPPA locally in your local Area.

As a result of her positive dealings with the Victim Liaison Officer and others she is now confident enough to
attend the Freedom Programme, run by the Probation Service to empower women who have been victims of
Domestic Violence.

Yn sgîl fy mhenodiad diweddar fel y Gweinidog gyda chyfrifoldeb am MAPPA, mae’n bleser gennyf gyflwyno ail
adroddiad blynyddol MAPPA. Mae’n amlwg bod y trefniadau diogelu’r cyhoedd amlasiantaethol (MAPPA) wedi
parhau i chwarae rhan bwysig yn un o flaenoriaethau pennaf y llywodraeth yma yn ystod y flwyddyn a aeth heibio
(2002/3) sef diogelu’r cyhoedd rhag troseddwyr pergylus.
Fel rhywun sydd â blynyddoedd o brofiad o weithio ym maes amddiffyn plant, mae’r cyfraniad pwysig y mae MAPPA
yn ei wneud i’r gwaith o gryfhau cydweithrediad rhwng asiantaethau lleol lle y canolbwyntir ar y troseddwr peryglus
wedi gwneud argraff arbennig o dda arnaf. Ond, rhaid i’r gwelliannau hyn hefyd ddylanwadu ar amddiffyn plant. Fel
y dangosodd marwolaeth trist Victoria Climbie, mae cael partneriaeth amlasiantaethol effeithiol yn hanfodol bwysig
ac mae MAPPA yn elfen bwysig o’r bartneriaeth honno.
Er mwyn sicrhau gwell cysondeb yn y MAPPA yn y 42 ardal yng Nghymru a Lloegr, ac i baratoi ar gyfer gweithredu
camau a nodwyd yn y Mesur Cyfiawnder Troseddol, cyhoeddwyd Canllawiau MAPPA ym mis Ebrill. Gan adeiladu
ar arfer da, mae’r canllawiau hynny wedi amlygu strwythur y trefniadau gweithrediadol yn ogystal â phwysigrwydd
adolygu a monitro ffurfiol – ac mae’r adroddiad blynyddol yma yn rhan hanfodol o hynny. Bydd y Mesur Cyfiawnder
Troseddol yn cryfhau’r MAPPA mewn dwy ffordd. Yn gyntaf, bydd yn gwneud cysylltiad asiantaethau eraill yn rhan
o’r fframwaith statudol. Yn ail, bydd pobl gyffredin – pobl nad oes ag unrhyw gysylltiad â rhedeg y MAPPA o ddydd
i ddydd - a rhan i’w chwarae yn y gwaith o adolygu a monitro MAPPA. Mae’r adroddiadau blynyddol a’r cysylltiad
lleyg newydd yma yn dangos ymrwymiad y Llywodraeth i egluro sut yr ymgymerir â’r gwaith o ddiogelu’r cyhoedd -
gwaith sy’n aml yn sensitif ac yn gymhleth.
Mae’r Llywodraeth hefyd yn cryfhau diogelwch y cyhoedd gyda chamau eraill yn y Mesur Cyfiawnder Troseddol.
Mae hyn yn cynnwys dedfrydau newydd ar gyfer troseddwyr peryglus i’w hatal rhag cael eu rhyddhau os ydynt yn
parhau i fod yn beryglus. Yn ychwanegol bydd y Mesur Troseddau Rhyw yn tynhau systemau cofrestru troseddwyr
rhyw, yn cyflwyno trosedd newydd o ‘paratoi dioddefwr’ ac yn galluogi gorfodi gorchmynion troseddwr rhyw ar
droseddwyr treisgar sy’n fygythiad o safbwynt achosi niwed rhywiol difrifol a thrwy hynny estyn cofrestru troseddwyr
rhyw i’w cynnwys hwy.
Rwy’n cymeradwyo’r adroddiad hwn i chi ac yn llongyfarch yr holl asiantaethau ac unigolion sydd wedi cyfrannu at

1 Beth sy’n digwydd yng Ngogledd Cymru?
Mae Heddlu Gogledd Cymru a’r ym mis Gorffennaf 1997 cyn gyda’i gilydd gan ystyried:

Yn hwyrach ymlaen, torrodd y ddau droseddwr delerau eu gorchmynion. Cawsant eu harestio a’u dedfrydu i
gyfnod o 5 a 2 flynedd yn y carchar.
Trwy gydol y cyfnod hwn, bu’r Swyddog Cyswllt Dioddefwyr yn asesu’r perygl o safbwynt Mrs Jones yn dioddef
trosedd yr un fath eto a pha mor agored i niwed yr ydoedd. Ysgrifennodd lythyr yn cefnogi dymuniad Mrs Jones
i symud i gyfeiriad newydd. Cyn rhyddhau’r troseddwr, trafodwyd yr achos dan drefniant MAPPP. O ganlyniad
i hyn, bu’r heddlu yn cynorthwyo drwy ddarparu llinell ffôn, cloeon newydd a thrwy osod botwm oedd wedi’i
gysylltu yn uniongyrchol â’r orsaf heddlu y gallai Mrs Jones ei ddefnyddio i gael ymateb cyflym ganddynt pe bai
angen.
Hefyd, llwyddodd Swyddogion Atal Trosedd yr Heddlu i drwsio ffenestr oedd wedi torri gan wneud y t ŷ yn fwy
diogel. Bu’r Swyddog Cyswllt Dioddefwyr yn cynorthwyo Mrs Jones gyda’i thrafodaethau gyda’i Chyfreithiwr
ynglŷn â’i hawliau mewn perthynas â gwaharddeb a’i hawliau fel rhiant.
Ar ben hyn, trwy ei chyfeirio at y gwasanaeth Cymorth i Ferched, llwyddodd y mudiad i gael dodrefn iddi er mwyn
ei helpu i ailddodrefnu ei th ŷ gan fod y troseddwr wedi difethaf yr holl eiddo oedd ganddi o’r blaen. Mae’r
Gwasanaethau Cymdeithasol wedi cynnig cymorth a chyngor.
Mae’r holl bethau uchod wedi ei galluogi i roi cartref diogel iddi hi a’i phlant.
Yn sgîl ei chysylltiad cadarnhaol â’r Swyddog Cyswllt Dioddefwyr ac eraill, mae hi bellach yn teimlo’n ddigon
hyderus i fynychu’r Rhaglen Rhyddid sy’n cael ei threfnu gan y Gwasanaeth Prawf ar gyfer merched sydd wedi
