SELECTING A MOBILE DEVICE

Introduction Creating a digital learning environment is a multi-step, multi-faceted process that requires identifying the needs of the learners and environment through analysis, designing and developing a plan to meet the needs, and then implementing the plan to achieve the goals and objectives of the plan with thorough on-going evaluation. Todays 21st century learner needs 21st century teachers, 21st century learning spaces, to develop 21st century skills, even in juvenile hall court schools; Crowell, K. (n.d.), Executive Director for the GOAL Academy was quoted, with mobile learning technology and initiatives, we can keep our at-risk kids in school and improve their chances for success in the future. According to Moeller, B. & Reitzes, T. (2011), because technology is both highly customizable and intrinsically motivating to students, it is particularly well-suited to expand the learning experience. The first step in creating a digital learning environment requires determining the needs of the environment and selecting the appropriate mobile device to meet those needs. Different learning environments have different needs, different resources, and different obstacles to overcome when selecting a device that will support the learning objects for that environment. First, an extensive needs-analysis will take place after which a list of appropriate mobile device options will be generated after product review and analysis of a variety of laptops, netbooks, tablets, chrome books, and iPads. As a project for this course, project management (PM) and instructional systems design (ISD) in the form of the Four-Step Combo will be applied to select an appropriate mobile device that if used effectively can enhance learning and increase the engagement of at-risk students in a juvenile hall court school. According to Webster, A. (2013), if you choose the right device, students will be more engaged, attendance improves, and learning is recognizably more independent and more thorough. worse, they will simply stay the same. Project Stakeholders The stakeholders for this project would come from primarily two organizations; Merced County Office of Education (MCOE) and Merced County Probation Department (MCPD) which would include; (1) MCOE a. Students, b. Teachers, c. Parents, d. Principal, e. District Assistant Superintendent, f. District Superintendent, g. Information Technology Department, h. Information Technology Board, and (2) MCPD a. Probation Officers, b. Program Managers, c. Assistant Chief of Probation, d. Chief of Probation, e. Juvenile Justice Judge, and the citizens and communities of Merced County, CA. This list of stakeholders includes thousands of individuals, if more at-risk students can graduate from high school, experience that there are other options and lifestyles, and become more productive citizens in their communities, Merced County will be a better place.
