Terms of Reference To develop a South Asia Regional Document to capture advocacy efforts of Member Associations for past 5 years

(2007-12) 1. Background International Planned Parenthood Federation (IPPF) is the worlds leading service provider and advocate for sexual and reproductive health and rights for all. IPPF emerged out of a volunteer led social movement in 1950s in Mumbai, India and is now operational in 173 countries across the globe through our 151 Member Associations who provide services through over 64, 500 service delivery points. As a Federation of 151 autonomous grassroots organizations, which are country-owned, staffed and governed and are leading NGOs in their countries, IPPF builds the capacity and performance of organizations around the world, thereby making a significant contribution to sustainable local development and reproductive and maternal health on a global scale. The social dimension of reaching out in so many countries through services in the area of sexual and reproductive health rights is widely acknowledged. IPPF commits its resources for the poor, marginalised and socially excluded women and young populations in Southern counties. Nearly 70% of IPPF service provision is to poor, marginalised and/or socially excluded clients in hard to reach areas. In 2009, over 85% of services were delivered through communitybased outlets in hard to reach peri-urban and rural hinterlands. IPPF has its headquarter in London and currently works through six regional offices. The South Asia Regional Office is in New Delhi and supports Member Associations in each of the nine countries of South Asia. IPPF believes that sexual and reproductive rights should be internationally recognized as human rights and therefore guaranteed or everyone. In South Asia, IPPF and its Member Association had been instrumental in ensuring consistent and continuous advocacy to make Sexual Reproductive Health & Rights reality for all. To know more about us, please visit us at http://www.ippfsar.org/en/ .The proposed regional document is an effort to develop a one stop reference & cross learning document to understand the advocacy efforts by IPPF & its MA. 2. Purpose and specific objectives The Year 2012 was celebrated as the 60th Anniversary of existence of IPPF and its consistence efforts towards SRHR as Human Rights for all. The completion of these 60 years brings along the transition & transformation of the SRHR issues in terms of conceptualization of policy makers and the services available for the common person. In recent past the focus of the national governments in South Asia has been towards globalization and developing market economies. In these rigorous process, there had been a lope sided and inconsistent focus on issues such as SRHR. Moreover, the concept of SRHR have expanded from access to Family Planning to approaching Sexuality from Rights perspective where an individual have a right to decide to when to access choices related sexual and reproductive health. The proposed assignment is a link between the ardent and consistent advocacy efforts by the MAs so far and the newly realized priorities in light of changing funding and political climate. The document will be instrumental in developing the Regional Advocacy Strategy especially considerate of the strategies which worked well in the past and the ones which were not able to generate much momentum in the targeted groups. Also, the high attrition and varied team lead advocacy efforts have resulted into absence of one stop information for overall Advocacy Effort 1

by respective MAs and by SARO as a region. The document will therefore serve the purpose of not only a ready referral document but also cross learning for the MAs. Specific Objective: The purpose of this assignment is to document and conduct formative assessment of the effectiveness of the Advocacy Initiatives of IPPF SAR & MAs by assessing the achievements to date (2007 to 2012), strengths and weaknesses, impact, and lessons learned, and make recommendations for improvement. The specific objectives are to: 1) Assess to what extent the advocacy initiatives by the MA met its targets and contributed to policy changes (or initiatives towards policy change), raising the visibility of Sexual Reproductive Health & Rights as a Human Right among the humanitarian community and national & regional bodies. 2) Review the effectiveness and sustainability of the advocacy initiatives by IPPF SAR & MAs 3) Based on the review and lessons learned, draft a strategy and results framework for the coming three years phase, including a list of stakeholders and allies for building new partnerships. 3. Scope and focus This is a documentation of the advocacy initiatives which will also assess how the IPPF SAR and its MAs Advocacy efforts contributed toward a greater realization of SRHR for All in the region. This document will also play a critical role in promoting cross learning from among the MAs and to avoid replication of ineffective strategies of past. Criteria for capturing advocacy efforts: a) Effectiveness: What are the major accomplishments under the advocacy head? Has MA established adequate monitoring and reporting mechanisms for measuring project progress? Has the organisation responded to the changing environment? b) Relevance: Are the messages and actions of the Advocacy Initiatives in line with national SRHR priorities Are objectives and activities relevant and important to policy makers and the population in general? c) Efficiency: Does the team have adequate human and financial resources? d) Cross cutting issues: 2

To what extent do the advocacy strategy of organization takes gender equality and vulnerable & marginalized groups into consideration? Are there foundations for sustainability of impact following withdrawal of external support?

f) Recommendations: What are possible adjustments for the IPPF and MA that would maximize the advocacy efficiency and relevance in the future? What are the possible adjustments for the M&E of the advocacy activities? What is the strategy that should be adopted for future advocacy activities that will best take advantage of achievements so far? 4. Methodology a. General orientations The documentation of the advocacy effort will capture the highlights of the advocacy initiatives in the region. It will employ qualitative and quantitative approaches to data collection and analysis. Information will be collected via desk review, and semi-structured interviews with key informants and groups within IPPF SAR and MAs. These will include Ministry of Health, academia, UN Agencies, international and local NGOs and donor entities. The consultant will be expected to provide a clear explanation of how all information was validated and recommendations constructed. (A more detailed methodology will be proposed by the consultant.) b. Information sources i. Written sources: MA Annual Work Plans and Strategies, Project log frames; Annual Programme Budget Document; Progress reports If available, relevant documentation of third parties (Government and Non Governmental Organizations, UN documents) in relation to the quoted activities. ii. Persons to be interviewed: Current and former representatives of IPPF SAR & MA involved in the programme UN & Other Donor representatives involved in the programme Other participants/beneficiaries of the advocacy projects/initiatives. 5. Role of IPPF, SAR IPPF, SAR office will assist the Consultant by providing all necessary basic documents (proposal, logframe, workplans, budget, annual reports) and by facilitating access to key stakeholders and specific information or expertise needed to complete the document including meetings, transportation and logistics, as well as coordinating field visit (if required). The team at SARO will also review and comment on design and content of the document.

6. Deliverables and Timeframe 3

The assignment should be implemented during a maximum of 6 weeks in July August 2012, including a maximum of two weeks field work within 9 MA Countries in South Asia (if necessary). a) Draft Document: Upon completion of desk review and field work (if any), the consultant will submit a draft document in English to the team at IPPF, SAR. The report should be submitted in the agreed format. The draft will be distributed to the SAR team for comments. Comments will be communicated back to the consultant within 10 days. The evaluator will document all comments in a tabular format (including who sent them, location in the draft report, whether they were accepted or not, and, if not, why). b) Final Document: The final document will be submitted within 10 days after considering the feedback from the team at IPPF, SAR. The report should be a maximum of 50 pages, excluding annexes, presented in a way that makes the information accessible and comprehensible with evidence-based findings, conclusions, lessons and action-based recommendations, use a consistent and conventional system for footnotes and references in the text, and should be structured in the following manner:

Asses- Relevance, Effectiveness, Efficiency, M&E & Sustainability of the Advocacy efforts (It may also include less effective or no impact advocacy efforts) Record of the MA level networks and partnerships for Advocacy along with the list of future target partners/networks.

c) Presentation: The consultant will prepare a PowerPoint presentation outlining the evaluation process, main findings and recommendations, and present to IPPF SAR at an arranged time.

A. Requirements and qualifications The proposed team should consist of 2-3 consultants with good knowledge and previous consultancy experience in the area of Sexual and Reproductive Health & Rights. The team requirements must include: Team Leader: Experience in conducting and leading health/advocacy assessments Minimum of 7 years work experience in humanitarian affairs, development and in fragile settings. Team members: In-depth knowledge of sexual and reproductive health and rights advocacy (expert in Health / gender equality/Human Rights is added value). Demonstrated capacity for strategic thinking and ability to work collaboratively with multiple stakeholders (experience of support to UN agencies, Government and civil society) Good knowledge in capacity development Very good knowledge of the political and social situation in South Asia, including health situation. Fluency in English (oral and written) B. Criteria for evaluating proposals The proposals will be evaluated sequentially with proportion of technical and financially evaluation as 70:30. The technical proposals followed by financial proposal will be evaluated on the basis of the following three criteria: Proven and relevant track-record in the countries to be covered: Evaluation / Research experience in area of SRH, HIV, youth and safe motherhood including abortion. Preference will be given to agency/ consultant having knowledge of advocacy under SRH/HIV/Health and experience of developing regional learning documents specific to Advocacy Projects. Rigor of overall approach and methodology including the work plan and qualityassurance-quality-control procedures Details on and exposition of logistics including scheduling, staffing, communication, and overall management IPPF SARO will only review financial proposals from agencies/consultant whose technical proposals meet minimum 70% score.

Deadline for submission of proposal

Responses to this Request for Proposals should be received by courier or e-mail with subject; Regional Advocacy Document no later than June 04, 2013. Proposals delivered and/or received after this deadline will not be considered and will be marked as disqualified. Technical and financial proposals should be prepared as per the given proposal format (Appendix 1). IPPF SARO reserves the copyright of the report and the agency/ consultant cannot publish the full or part or the report without taking prior written approval from IPPF SARO. Also IPPF SARO reserves the right to inspect/study the work in progress at any time during the assignmnet period. Inspection by IPPF SARO will be performed in such a manner, which will not interfere with the procedure and time schedule.

Please provide descriptions of up to 10 relevant projects carried out in the last five years that best illustrate qualifications and capability of your agency/ consultant to conduct the proposed evaluation. 3. Comments and Suggestions

Please clearly identify input required from IPPF SARO on the proposed scope of work and on the data, services, facilities or other inputs. 4. Workplan (technical content)

This section should include your response to the given tasks identified under the scope of work section of this TOR. Details of the methodology for each task must be provided along with description of any additional research that may be needed to complete the task. A detailed methodology for ensuring Quality Assurance and Quality Control (QAQC) Measures for conducting the data collection, recording, and analyzing the data should be provided. It would be helpful to describe your plan in terms of your experiences on all these issues. * Please see that the consultant/agency is not required to visit the 9 IPPF SARs Member Association countries for data collection. However, if required IPPF may organize a visit to the select MAs. 5. Key Personnel and Staffing

Please provide a list of key personnel who will lead your organizations work on this project and specify their current workloads (on-going projects) and expected time devoted to this evaluation. Resumes of key personnel (up to three) should be provided along with the format (not exceeding 2 pages). In addition, please provide a detailed management and staffing plan, particularly as it relates to the QAQC procedures described above. Please provide any additional information on the field staff that will implement the evaluation such as their educational qualifications, relevant experience, tenure with the organization, and other relevant information. 6. Timeline and Deliverables

The agency/ consultant needs to submit a timeline for each deliverable within the broad time frame for this project.

FINANCIAL PROPOSAL FORMAT IPPF SARO requests that the financial proposal shows detailed breakdown of costs in terms of personnel and non-personnel expenses for each of the tasks (listed under scope of work) for the evaluation. Financial proposal should explicitly discuss fee rates of outside consultants or subcontracting firms, expenses for materials/equipment/supplies, travel cost, any other fee, and other direct/indirect costs. The cost estimates should be in US Dollars. For Indian agency/ consultant, kindly also provide your local currency equivalent.
