Eastern Visayas needs 1,848 more classrooms

BY SARWELL Q. MENIANO

PALO, Leyte Eastern Visayas needs 1,848 more classrooms to accommodate over one million students that will troop next week to public elementary and secondary schools.

A better relationship between city, provl governments looms

TACLOBAN CITY- A better relationship between the city and the provincial governments is looming with Tacloban reelected mayor, Alfred Romualdez, heaping praises with Leytes incoming governor, Leopoldo Dominico Petilla. Romualdez, who is on his way of serving his third and last term, said that he is looking forward in working with Petilla who belongs to the family considered to be the main political rival of the formers family. I know Dominic. I think I can better work with him, let us see, Romualdez said. The Tacloban city mayor stood as a wedding sponsor of the new Leyte governor whose family has supplanted the Romualdez dominance in the province. The relationship between the city and provincial governments appear to be thorny due to a number of reasons which include ownership issue on various real properties located in Tacloban. Both are claiming ownership on these properties like a portion of the Magsaysay Boulevard and the RTR Plaza which even reached to the courts. to page 2

Despite the high classroom shortage, Department of Education (DepEd) Assistant Regional Director Rebecca Ragrag assured that no classes will be held under a tree or outside a building on Monday. If there are academic classrooms that are being used as principals office, canteens and libraries, they should vacate those in favor of classrooms. Holding of classes under a tree will not happen again, she told Leyte Samar Daily Express. to page 2

Remains of Marine slain by ASG in Sulu to be brought to Gen. MacArthur town

TACLOBAN CITY The remains of one of the seven Philippine Marines slain in an encounter with Abu Sayyaf bandits in Sulu last Saturday will be brought to his hometown in General MacArthur, Eastern Samar on Wednesday. Jessa Sabejon, wife of slain Private First Class (Pfc.) Dominador Sabejon, Jr. said the remains of her husband is still at the Philippine Marines headquarters in Fort Bonifacio in Taguig but will be flown to Tacloban and later to General MacArthur. Its heart-breaking. I hope justice will be served to my husband and his comrades, Jessa said in a mobile phone interview. Jessa said she learned of her husbands death through a phone call from his comrade in Sulu. I am proud of my husband for fighting against the lawless elements in Sulu but his death is something that is hard to accept. He was a devoted father to our two-yearold son and we will both miss him terribly, she said. Pfc Sabejon, along with fellow Marines 2Lt. Alfredo Lorin IV, Corporal Jay Alasain, Pfc Andres Bogwana, Pfc Rene Gare, Pfc Jayson Durante and Pfc Roxane Pizzaro, all part of Force Reconnaissance Class-18, figured in a firefight last Saturday with members of the al-Qaeda-linked extremists while tracking them down due to the latest kidnappings in Patikul, Sulu. longing to the same group were seriously wounded in the encounter. Conflicting reports however turned up with the actual mission of the slain Marines. The soldiers killed were reportedly students who were on a test mission to basically gather data and that they were not to engage with the enemies. The AFP, meanwhile, said the soldiers were in a mission to chase after the Abu Sayyaf group. (REYAN

Incoming Gov. Petilla, meantime, said that he is also looking forward in working with the city government under Mayor Romualdez. That is a positive (sign). Well see in due time, Petilla said. According to the newlyelected governor, it is not good for the two not to be in good relation considering that each needs each other. Tacloban needs Leyte and Leyte also needs Tacloban. Whatever happens in Tacloban has an impact to Leyte and that is vice versa,

Petilla said. You cannot put a wall between Leyte and Tacloban even if its now a highly urbanized city. The two cannot be separated and you cannot put a boundary, the incoming Leyte governor added, referring to the city classification of Tacloban. As a highly urbanized city, Tacloban is no longer under the administrative control of the provincial government. Its people also no longer elects for any provincial officials like governor. Petilla said that whatever development programs

that he will undertake for Leyte, Tacloban is sure not to be far behind considering that it is the provincial and regional capital. He particularly mentioned the area of tourism saying that tourists first see Tacloban before they go to other tourist spots of the province. (Also) Economically, Tacloban needs Leyte and Leyte also needs Tacloban. If something goes wrong in Tacloban, Leyte is also affected, the new Leyte governor said.(JOEY A.

TACLOBAN CITY - The Department of Public Works and Highways (DPWH) Second Leyte Engineering District (2nd LED) is working double time to construct one-classroom school buildings in time for school opening on Monday. District Engineer Margarita Junia said they are eyeing to finish all the 37 one-classroom buildings by June, two classroom buildings by August, and three-classroom buildings before the end of 2013. These are realistic targets since one-classroom buildings can be

completed within 45 days, Junia said. Junia asked project engineers to step up inspection of ongoing classroom projects to fast track completions. The district implements school building program in 66 elementary and secondary schools. These projects, funded by the Department of Education and channeled through DPWH, will comprise 128 classrooms that will benefit thousands of basic education students in 12 municipalities of Leytes second district. All projects are ongoing except for two, due to realignment. The district engineering office is also working to complete road improvement and preventive maintenance activities before the opening of classes to ensure safety of pupils and students. Junia said clearing of sidewalks will ensure the safety of the students walking to and from their schools. The students have no option but to walk on the road pavement, which is very risky for them especially in areas with high traffic volume. (SARWELL Q.

Ragrag admitted that classroom shortage problem is recurring every opening of a new academic year but this has been gradually addressed every year. KABLAS: A Glimpse on the Quality and Competency of Education in a remote Community

By Dean Ernest Paul R. Hermano Two years ago, a team of seven students from the Eastern Samar National Comprehensive High School (ESNCHS) of Eastern Samar Division made an admission to the DepEd-SMART Schools Program sponsored National Contest DOON PO SA AMIN (DPSA) aimed for students to make a documentary on extra-ordinaries in their community through webpage form or multimedia. The title of the entry is KABLAS or impoverished which intends to tell a story of a 13 year old boy and his struggle to get a good education studying in ESNCHS coming from a far-flung sitio. The boy, in his first year high school, would travel to and from home for four hours every Monday and Friday. One can imagine why he chose to pursue those trek torments when he can instead enroll in a barangay high school very close to where his home is. This situation baffled me as a coach to the team so I silently examined separately from facilitating the team project. I asked why he opted to study in ESNCHS with all the adversities attached to it and he gave me a bundle of reasons but of which, two wedged my attention: that ESNCHS is right at the very heart of the city where basic student necessities are found and teachers are far more competitive than the ones in their nearby school. Fact: teachers teaching in outlying barangays are mostly from the city center. We asked permission from the chief of the village for us to stay overnight and we were warmheartedly offered to sleep in one of the three elementary classrooms. The next day we were given the opportunity as well to witness the teacher-pupil-classroom scenario. Typical prayers to start the day off then proceeded with the lessons. Along the course, we were stunned to witness a very inappropriate, very uncalled for, very bungling unskilled and ineffectual teacher lecturing pupils about the DIFFERENT REGIONS IN LUZON: Rehiyon I ILOCOS Rehiyon II LAMBAK CAGAYAN, Rehiyon III GITNANG LUZON, Rehiyon IV - CALABARZON, Rehiyon V MIMAROPA, Rehiyon VI REHIYON NG BIKOL, Rehiyon VII CORDILLERA ADMINISTRATIVE REGION, Rehiyon VIII NATIONAL CAPITAL REGION. I literally was held numb, thunderstruck and motionless for minutes and I didnt recognize how I guided myself out of the classroom refusing to perceive more of the painful and grim reality that was happening. As a teacher myself, my weak heart was bleeding for the children. Not because they are from the poorest of the poor but because they were deprived, to its deepest sense, of what they deserve as provided for by our constitution on education adopted 15 October 1986, amended 1987 under Section 1 - The State shall protect and promote the right of all citizens to quality education at all levels, and shall take appropriate steps to make such education accessible to all. Is the teacher a product of a highly competitive ranking system for hiring teacher-professionals or a political appointee so I heard of the term? Was the district supervisor SUPERVISING at all? Was she the primary reason why the boy opted to do contemptible sacrifices just to get a quality education he earns at ESNCHS? Are we heading into a right direction or into a reprehensible future? There is still hope. Im not an indifferent person more so an indifferent teacher. Borongan City has its new DepEd City Division Office with very proficient supervisors installed on it. I am counting on them and I look forward to a better tomorrow for our country.

the Archbishop. In all these major events, the Diamond Jubilee theme This is the Will of God, your Holiness (1 Thess. 4:3) was the focal point. This holiness does not only presuppose an active involvement in church undertakings or church services, but endeavoring such sanctification while one is in the conduct of his usual grind, like in the case of media practitioners, in proclaiming the truth to humanity. Archbishop Du has several times underscored the virtuous pursuit of proclaiming truth even at the expense of ones life, or fortitude as a gift of the Holy Spirit. While the chief priest in the Archdiocese of Palo accepts the truth that media usually are in professional rivalry, he expressed admiration on the mediamen in Tacloban who keep their camaraderie especially in activities orgato page 5

he Jubilee of Mass Media observed in the whole month of May, which is among the multifarious events calendared for the year-long Diamond Jubilee of the Diocese of Palo, has culminated last Sunday in a very momentous way a Holy Retreat and bonding with Archbishop John Forrosuelo Du, DD. Before that, however, other activities were conducted commencing with a novena mass at the Sto. Nio Church in Tacloban daily themes of which were moored on the theme of the World Communications Day which was Social Networks: Portals of Truth and Faith; New Spaces of Evangelization. Media practitioners, which informally named themselves as Media for Christ, also had the grace-filled opportunity to participate in a highly spiritual Pentecost Vigil on May 18 that ended in a Pentecost Sunday early dawn mass presided by

Humility liberates
OFTEN understood as a lowly and useless virtue, humility actually enhances our humanity. It is what keeps our dignity as persons and as children of God in a realistic way. Many times, we fall victim to our own illusions and delusions about ourselves, and the many other ways and forms, very subtle at that, that pride can blind and mislead us. For example, we always like to get our own way, or to make ourselves the hero in a particular situation while diminishing the role of the others, or we can even speak badly about ourselves, so that the others may form a good opinion of us, etc. Conceit grips us. We have to be keenly aware of the deceptive ways and tricks of pride. Humility clears our vision, showing both our wretchedness and our greatour spiritual life. We become easy prey to our weaknesses and the temptations around. To persist in developing other virtues and to wage continuing ascetical struggle would hold no charm to us. We have to understand though that humility is a function of our self-knowledge that in turn is a function of our knowledge and love for God. Its he who knows us objectively. After all, he is our Creator and Father. And he intervenes in our life all the time. He is never far nor indifferent to us. We should disabuse ourselves to gain selfknowledge by simply relying on some self-analysis using human sciences, like philosophy, psychology or sociology, etc., that are not

ness. Thus it is indispensable in our life. Without humility, nothing of real value would develop in our life. Without humility, we cannot obey properly, we cannot understand things and love others, we cannot find meaning in our adversities nor the real blessing in our successes and victories. Without humility, we cannot be fair, we tend to be self-righteous, we cannot appreciate well the views of the others, we tend to complicate matters as we

sort out and resolve our differences and conflicts. Without humility, we cannot truly know ourselves. We become blind as we lock ourselves up in our self-centeredness, selfsufficiency, self-absorption, self-justification, self-assertion and self-satisfaction. We cannot escape from our own world. We will always think we are better than others. Without humility, there is no way we can persevere in our efforts to do good, and much less, to grow in

nized by the Mother Church. As he said in an open forum during his bonding with the local newsmen, even if involved in career, you can still be holy. He added, We are living in a community as family, so we are not independent by ourselves, we are not alone, pertaining to ones responsibility to another as member of society. This is the breadth of insight that the retreat master retired priest Fr. Oscar Lorenzo has imparted to media practitioners during the Holy Retreat on May 26 at the Chancery of the Archdiocese of Palo in Palo, Leyte. He stressed holiness is everybodys concern not just the clergy and the religious, expounding that what you are in can make you holy or bring you to heaven. To achieve this, though, is a heft task zeroing on the challenge of not dichotomizing ones entire being, separating the secular from the religious life. One has to be conscious that God is watching all the time, illustrating it in a form of jest that life should be likened to a cellular phone, that is, when one is about to commit sin, the phone will alarm. In telling the truth and truth alone, the media practitioners, according to spiritual advisers, do not only help themselves to become holy but can also be instruments for other people to be holy. As Rev. Fr. Amadeo Alvero, the media coordinator of the Archdiocese of Palo, said, The journalists can become instruments of holiness if they exercise their duty as proclaimers of truth and goodness to all. He added, It is the duty of the media

to tell the truth, but the truth the builds and that unites, echoing the message of Archbishop Du to the media in his homily following the Holy Retreat. This is certainly true these days, not necessarily limited within the confines of Tacloban, but across the nation, where politics has greatly influenced the media industry and triggered professional animosity. Good that there is

committing the mortal sin of failing to attend Holy Mass on Sundays merely because there is no priest. Another goodness of the program is that members of the community are now able to identify felt needs and pressing problems affecting individuals, couples and families. Pinpointing people that needs spiritual nourishment and encouraging them to be active members of the Catholic Church becomes a light obligation of every person. Those needing to receive the sacraments are easily traced and guided so that they can receive the grace of God. Couples for instance who had been living together without receiving the sacrament of marriage are easily identified, counseled and guided to receive saving grace of the sacrament of matrimony. So also are sick persons who need to receive Holy Communion where lay ministers can serve readily. Comments to alellema@yahoo.com ity. St. Peter has something to say about this. He said: Each one of you has received a special grace, so, like good stewards responsible for all these different graces of God, put yourselves at the service of others. If you are a speaker, speak in words which seem to come from God. If you are a helper, help as though every action was done in Gods orders. So that in everything God may receive the glory, through Jesus Christ, since to him alone belong all the glory and power forever and ever. (1 Pt 4,10-11) Our problem is that we always tend to grab the credit for ourselves even if we know that everything comes from God. We like to flaunt the good things we have, and we become extremely embarrassed when our weaknesses and mistakes get known. We should realize that humility involves some kind of abandonment of our own selves, unafraid of being known as we are. When we commit mistakes, we, like the prodigal son, should go back to God whose delight it is to forgive and to strengthen us. Yes, humility is what leads us to ask for forgiveness when we fall. Humility liberates us from own foolishness.

Departing from being a priest-centered religion, the lay ministry is gaining acceptance among the faithful. Big parishes in urban areas had long commissioned laymen to assist in the giving of host during communions. This was the most conspicuous role of laymen in the church. Some people could hardly accept laymen and still look up at and for the priest when receiving Holy Communion. Others appears doubting but are forced to receive the host from laymen anyway for practical reasons like being situated afar from the cue leading to the priest. Over the years though, laymen are being given more active and significant role in the Catholic Church. More than being called to assist in the distribution of host in the Holy Eucharist, laymen are now being trained to also spread the Word of God as well. This allows a complete community celebration of the liturgies, both of the Word and the Eucharist with the lay minister as leader of the community prayer. The celebration is done in the absence or unavailability of a priest to celebrate Holy Mass. Instead of mere old folks reciting the Holy Rosary and novenas in church during Sundays, the entire community now has the opportunity to celebrate the Word and Eucharist even without a priest. The lay minister is granted authority to proclaim the Word and share some reflections then give communion to the faithful. The celebration is akin to the Holy Mass minus the part on the consecration as the hosts are already consecrated for the community prayer.

Without this innovation, people in rural areas and remote places that cannot be reached by the priest are deprived of hearing the Word and receiving Holy Communion. This makes the Basic Ecclesial Communities a responsive thrust of the Catholic Church to the spiritual needs of the faithful. Because of this new program, Catholics will now have the opportunity to fulfill their Christian obligations, especially that of attending Holy Mass on Sundays. We now have no excuse of failing to attend Holy Mass as there is now an equivalent substitute. This will save the faithful from

the church that constantly remind rivals to set aside bitterness and division caused by political conflicts within their turf. This is a concern that goes beyond telling the truth especially that some people contend that truth is relative, depending on whose side of fence one seats. Biblically, there is only one truth, according to spiritual leaders the truth that is based on the fear of God.

AMBITION OF ZEBEDEES SONS

Jesus and his disciples were on the way, going up to Jerusalem, and Jesus went ahead of them. They were amazed, and those who followed were afraid. Taking the Twelve aside again, he began to tell them what was going to happen to him. Behold, we are going up to Jerusalem, and the Son of Man will be handed over to the chief priests and the scribes, and they will condemn him to death and hand over to the Gentiles who will mock him, spit upon him, scourge him, and put him to death, but after three days he will rise. Then James and John, the sons of Zebedee, came to him and said to him, Teacher, we want you to do for us whatever we ask of you. He replied, What do wish (me) to do for you? They answered him, Grant that in your glory we may sit one at your right and the other at your left. Jesus said to them, You do not know what you are asking. Can you drink the cup that I drink or be baptized with the baptism with which I am baptized? They said to him, We can. Jesus said to them, The cup that I drink, you will drink, and with the baptism with which I am baptized, you will be baptized; but to sit at my right or at my left is not mine to give but is for those for whom it has been prepared. When the ten heard this, they became indignant at James and John. Jesus summoned them and said to them, You know that those who are recognized as rulers over the Gentiles lord it over them, and their great ones make their authority over them felt. But it shall not be so among you. Rather, whoever wishes to be great among you will be the slave of all. For the Son of Man did not come to be served but to serve and to give his life as a ransom for many.

inspired by our effort to know God better. That approach can only produce fantasies and bloated, distorted ideas about ourselves. St. Augustine expressed this truth well. Let me know you, O you who know me. Then shall I know even as I am known. How important therefore to have a running conversation with God! Otherwise, we would be out on a limb. Lets understand that humility can only develop in us if we pray, if we wage an abiding interior struggledeveloping virtues and battling temptations and sinsif we do sincere examination of conscience regularly and conscientiously, if we always rectify our intention. Without these means, we can never have dominion over the notorious enemies of our soul and of God. These are our concupiscence of the eyes, concupiscence of the flesh, and the pride of life. TO GIVE HIS LIFE AS A RANSOM FOR MANY

Marks Gospel is well-known for its portrayal of the Twelve as very far from understanding the true nature of Jesus mission. Todays Gospel is a very clear sample of this. James and John, with Peter, had formed a trio to whom Jesus gave special prominence on several occasions. May one speculate that they could have felt their family ambitions threatened by Peters apparent priority. St. Matthew seems to cloak their indiscretion by bringing in their mother to make their request. What is more important for us is to note the gentleness with which Jesus answers them. He doesnt upbraid them for thinking in terms of presiding in glory when he has already foretold the disaster ahead for himself. When they airily say they are prepared to share his cup (that is, of suffering) he predicts that in fact they will. But, as always, he defers to his Fathers will for the question of rewards. And from there, as he sees the rest of the Twelve are just as uncomprehending of his mission, he gives the enduring Christian blueprint of humility and service for all leaders in his kingdom. REGISTER OF DEEDS, ORMOC CITY AND CITY ASSESSOR, ORMOC CITY, Defendants, CASE NO. R-ORM-13-00021-CV For: CONSOLIDATION OF OWNERSHIP AND CANCELLATION OF TITLE x- - - - - - - - - - - - -x SUMMONS
and other process of this Honorable Court at their respective officers in the City Hall, Building, Ormoc City. 3. Individual defendants (defendants) are single, Filipinos and residents of Ormoc city as per entries in Original Certificate of Title No. 0-592 issued by the Register of Deeds, Ormoc City for Lot No. 689. However, said defendants have never been in Ormoc City. If not, they have long left Ormoc City before the second World War and their present whereabouts are not known. 4. Defendants appeared in OCT No. 0-592 as the owners of the following parcel of land: A parcel of land, designated as Cadastral Lot No. 689, situated at corner Burgos and Mabini Streets, Ormoc City. Bounded on the North by Mabini Street and Lot No. 687; on the South by Burgos Street; on the east by Lot No. 691 and on the West by Mabini Street; Containing an area of THREE HUNDRED THIRTY EIGHT (338) square meters, more or less, covered under Tax Declaration No. 01003-00019 R-10 and covered by Original Certificate of Title No. 0-592 issued by National land Titles and Deeds Registration Administration and the registered of Deeds of Ormoc City the declared under the name of Segundo Garcia. A copy of the title is hereto attached as Annex A. 5. Originally, the owner of the aforesaid land was the late Segundo Garcia Fernandez (Segundo). 6. In 1928, due to illness, Segundo left for Spain and has not returned up to the present. While in Spain, he left two (2) administrators for the subject land who both died in 1931. After the death of his administrators, Segundo abandoned the subject land. 7. Segundo allegedly had three (3) children, the defendants herein, who were Spanish citizens and were all the time residing in Spain. 8. As shown in the decision of the Supreme Court dated February 29, 1988 in a case docketed as G.R. No. 60443 emanating from the cadastral proceedings involving the subject land and other records from the cadastral proceedings, more than fifty years ago, in 1932, the Director of Lands filed with

NOTICES
the Court of First Instance of Leyte a petition for the settlement and adjudication of titles over certain lands in the Ormoc Cadastre. One of the lands included in the proceeding was Lot No. 689 located in the town (now city) or Ormoc, containing an area of 338 square meters, more or less. For several years, no one laid claim to this Lot No. 689 despite notice having been given in accordance with law. In 1932, the cadastral court ordered all claimants to file their claims for the subject lot on February 4, 1933. Despite several extensions granted by the Court motu propio, nobody filed a claim on the said lot. So, an order of general default was issued and the dismissal of the cadastral proceeding as regards said lot was ultimately entered. 9. On July 22, 1940, defendants who stated that they were the legitimate children and only heirs of the deceased spouses, Segundo Garcia Fernandez and Eulogia Alvarez, filed a petition with the Court of Appeals to lift the order of default based on Section 513 of the old Code of Civil Procedure which was however dismissed on technical grounds by decision rendered on September 27, 1940. 10. In 1940, after receiving the adverse resolution of the Court of Appeals, defendants abandoned the land believing that they could no longer claim any right over the land since their petition was dismissed. 11. Defendants were never citizens of the Philippines; they were never in actual, open, continuous, exclusive and adverse possession of the land in the concept as owner. Defendants were all the time living in Spain as they were residents and citizens of Spain. In fact, defendants are not in possession of the title of the land. In addition, during the cadastral proceedings and the proceedings before the Court of Appeals and Supreme Court, defendants never appeared in person. In fact, in his letter-reply to Atty. Teoduro T. Carvajal, the Spanish consul to the Philippines stated that as per letter of the Mayor of Langreo, Asturias, Spain, there is no record in the Municipality of Langreo, Asturias, Spain that defendants were residing thereat from 1981 up to 1988. A copy of the letter is hereto attached as Annex B. 12. Lot No. 689 is a private property. However, having been abandoned by the original owner, the land is one without an owner; and as such, it pertains to the state as part of the patrimonial property under the principle that lands without an owner belong to the state. While the same cannot be acquired by occupation under Article 714 of the New Civil Code, it can be acquired by the law on acquisition prescription as provided in Article 1113 of the New Civil Code. Said Article 1113 provides thus: All things which are within the commerce of man are susceptible of prescription, unless otherwise provided. Property of the state or of any of its subdivisions not patrimonial in character shall not be object of prescription. 13. Plaintiffs have been in open, continuous, adverse and peaceful possession in concept of an owner of the subject parcel of land (Lot 689 located in Burgos St., Ormoc City) for more than fifty (50) years. 14. Plaintiffs have paid the taxes due thereon. 15. Plaintiffs have not been sued over the subject lot as they never received judicial summons involving the subject lot. 16. As such, plaintiffs have acquired ownership over the land by virtue of the law on acquisitive prescription as provided in Art. 1137 of the New Civil Code which provides thus: Art. 1137. Ownership and other real rights over immovables also prescribe through uninterrupted adverse possession thereof for thirty years, without need of title for of good faith (1959a) 17. Original Certificate of Title No. 0-592 for Lot 689 is null and void inasmuch as defendants were never citizens of the Philippines; they were never in actual, open, continuous, exclusive and adverse possession of the land in the concept as owner. Defendants were all the time residents and citizens of Spain. In fact, defendants are not in possession of the title of the land. In addition, there is no showing that during the cadastral proceedings and the proceedings before the Court of Appeals

and Supreme Court, defendants were still living. In fact, in his letter, the Spanish consul to the Philippines stated that per letter of the Mayor of Langreo, Asturias, Spain, there is no record in the of Municipality of Langreo, Asturias, Spain that defendants had been residing thereat from 1981 up to 1988. 18. The assessed value of Lot No. 689 is P220,780.00 as shown in the tax declaration hereto attached as Annex C. WHEREFORE, premises considered, it is respectfully prayed of this Honorable Court that judgment be rendered as follows: 1. Declaring Lot No. 689 as an abandoned land and plaintiffs as owners of Lot No. 689 by the law on acquisitive prescription; 2. Declaring OCT No. 0-592 as null and void. 3. Ordering the defendant Register of Deeds to cancel OCT No. O-592 and issue a new Transfer Certificate of Title in the name of the plaintiffs. 4. Ordering defendant City Assessor, Ormoc City to cancel tax declarations in the name of Segundo and/or defendants for Lot No. 689 and issue a new one in the name of plaintiffs. Other reliefs as are just are likewise prayed for. 2. We caused the preparation of the foregoing complaint. 3. We have read and fully understood all its contents and the same are true and correct to the best of our own personal knowledge and based on authentic documents. 4. We furthermore certify that we have not commenced any other action or proceeding involving the same parties and issues with the Supreme Court, Court of Appeals or any other agency or tribunal. 5. To the best of our knowledge, no such action involving the same issues in which we are a party except Civil No. R-ORM-10-00099CV pending before RTC 12, Ormoc City, is pending before aforesaid courts or tribunal and if we would subsequently learn that one has been filed or pending before the aforementioned court or tribunal, we hereby undertake to report the said fact before this court within five (5) days. IN WITNESS WHEREOF, we have hereunto set our hands this ____ day of February 2013 at Ormoc City, Philippines.

Pending for resolution is the instant Motion To Serve Summons By Publication dated 15 April 2013 filed by plaintiffs, through counsel, praying for leave of court to serve summons upon the defendants by publication in any local newspaper of general circulation in such place and time as the court may order under both Sections, 14 and 15 of the Rules of Court. After a judicious review of the records and the applicable provisions, in the Rules, the Court finds the instant motion to be impressed with merit, hence, it is GRANTED. ACCORDINGLY, pursuant to Sections 14 and 15 of the Rules of Court, leave is hereby granted to plaintiffs to serve summons to defendants by publication in any local newspaper of general circulation duly accredited by this Court to publish judicial notices in Ormoc City and in the Province of Leyte, once for three (3) consecutive weeks, specifically requiring therein all the defendants to file their answer within fifteen (15) days from notice. Also, let a copy of the summons, complaint and order be sent by the plaintiffs by registered mail to the defendants at their last known address as indicated in the title at Lot No. 689 corner Burgos and Mabini Streets, Ormoc City. SO ORDERED. In Chambers Hall of Justice, Ormoc City, 30 April 2013.

Quick look at the Holy Retreat for the Media held at the Archdiocese of Palo Chancery in Palo, Leyte on May 26, 2013.

Local media practitioners, together with Rev. Fr. Amadeo Alvero and Sr. Gemma de la Cruz of the Archdiocese of Palo Social Communications Commission, pose for souvenir photo before the start of the Holy Retreat for the Media on May 26, which is part of the month-long Jubilee of the Mass Media held in celebration of Diamond Jubilee of the Diocese of Palo in Leyte.

Fr. Alvero(left photo) warmly welcomed the members of the fourth estate, who are collectively named Media for Christ and introduced the retreat master (Ret.) Rev. Fr. Oscar Lorenzo (center), who vividly explained how media practitioners could attain holiness while being in the practice of information dissemination. Sr. Gemma (right) added few inputs worth the note.

Among those who gave their reaction to (Ret.) Rev. Fr. Oscars discussion were Francisca Babes Custodio, manager of DyVL; publisher Nestor Abrematea; LSDE columnist Al Ellema; RTV-12 and DVBR program host/reporter Roger Tilana; information officer Mercy Caboboy; and veteran journalist Felipe Vertudes.

LSDE publisher and Express It At The Park chairman Dalmacio Massey Grafil (upper left photo) as well as LSDE columnist Ellema (second photo from left) at the lectern for the readings at the Holy Mass presided by Archbishop Du (third photo from left) seen here while giving his homily. Fr. Alvero reads the Holy Gospel (lower photo), while Rev. Fr. John Paul Pedrera (extreme right), secretary of Archbishop Du assisted in the Holy Mass held after the Holy Retreat on May 26, Solemnity of the Holy Trinity. The media practitioners later proceeded to the Palo Cathedral, a pilgrimage site and passed through the Porta Sancta (Jubilee Door) to complete their Holy Retreat.

At the open forum facilitated by LSDE columnist Eileen Ballesteros, veteran journalist Rollie Montilla, LSDE staffwriter/editor Joey Gabieta and other newsmen had the chance to get the words right from Archbishop John Dus lips on matters related to the recently concluded elections, the plans and programs of the Archdiocese of Palo, the Archdiocese reaction to scandal that a priest allegedly got entangled in and the RCAPs claim over some properties in Palo and Tacloban, including the Rizal Park located across the Sto. Nio Church in Tacloban.
