REQUEST FOR EXPRESSION OF INTEREST FOR CONSULTING SERVICES

The Government of Nepal has received financial support from the German Development Bank (kfw) for implementation of various infrastructure investment/development projects in all the municipalities and the emerging towns of Nepal under Town Development Program: Phase II and III. These programs aim to support the TDFs objectives of providing technical and financial assistance to the municipalities of Nepal as well as strengthening of their technical, managerial and financial capabilities. The TDF intends to prepare a roster of qualified consulting firms at two sub-categories namely (i) Prefeasibility, feasibility study and detail engineering works, and (ii) Supervision of construction works, for various infrastructure development projects to be designed and implemented as per municipalitys request under the kfws TDF II and III phases. Such roster shall be prepared separately for the design/study work and the supervision of the construction work in the five specialized sectors as follows. (a) (b) (c) (d) (e) Roads, Transport and Surface Drainage; Water Supply, Sewerage/Drainage, Sanitation and Solid Waste Management; Buildings, Market Centres, Housing and Land Development; Urban Design, Heritage Conservation and Public Parks; and Electrification and Energy.

Interested consultants (i.e., consulting firms) are requested to submit their Expression of Interest (EOI) with relevant information: general and sector specific. Submission for general information must contain (a) copies of currently valid firm registration, tax clearance up to the latest FY, VAT registration certificates, legally binding JV agreement (if applicable) and nomination of authorized representative with Power of Attorney demonstrating their eligibility, (b) overall experience of the firms, organizational capacity, major logistic resources and financial status. For the sector specific information, relevant documents demonstrating the availability of the skilled human resources and logistic support, similar work experiences in the past, etc. must be submitted. For the supervision of construction works, the interested consultants, in addition to above mentioned general information must provide sector specific information indicating that they are qualified to perform the services: past experience in working similar (or relevant) projects, availability of human resources and logistic supports, etc. Interested consultants may also associate with another firm to enhance their qualifications. One consultant may apply for more than one sector but needs to submit the documents in separate package. Those consultants included in the TDFs roster in the past must also submit their EOI to qualify for the new roster, which automatically replaces the earlier one. The EOIs received will be evaluated on the basis of the following: (a) General experience of the consulting firm(s) (Min. 5 years); (b) Experience of the firm (s) in the specialized sector (Min. 3 years); (c) Availability of appropriate human resources (key permanent staffs with managerial capabilities and sector wise expert to handle similar nature or larger projects); (d) Availability of major logistical resources; and (e) Audited financial report for the last 3 years. The consultants will be selected in accordance with the TDFs procurement guidelines. The Fund reserves the right to accept or reject any or all EoIs received without assigning any reason thereof. Expressions of interest must be delivered to the address below by 30th day of the first day of publication of this notice. In case deadline for submission of EoI falls on a Government holiday, the deadline shall be extended automatically to the next working day.
