ARMM HRIS T R A I N I N G S Y S T E M

A. The HRIS Training System The capacity building on HRIS in ARMM will be utilizing the cascade approach, where training is provided first to ARMM level trainers and department regional coordinators who will in turn act as the in-house trainers of their department, providing training to other regional staff and to provincial office coordinators. This training system is further described as follows:
ARMM Level : Training of Trainers (TOT) and Superadministrators

Department Level: Training of Trainers (TOT) and In-House Training

Office Level: In-House Training

The HIU will conduct regular assessment of HRIS-related training and technical support needs of implementers and formulate the Annual HRIS Training Plan that will be framework for capability building on HRIS in ARMM The objective of the plan is to facilitate and support the development and strengthening of HRIS-related capacities of implementers for effective and sustainable implementation of the ARMM HRIS. ARMM Level training activities, including materials development and distribution and other related activities, will be implemented using the HRIS funds to be provided by the ORG. Department and office level training and related activities will make use of department resources. A pool of trainers will be organized from among the trained and qualified HRIS Coordinators as a common resource and as a means of providing quality training to all departments The Technical Education and Skills Development Authority (TESDA) ARMM will also be utilized as the main partner for capability-building in HRIS. As such, the ORG will establish a partnership with the TESDA and will task the HIU to directly coordinate with them for specific HRIS training activities. Implementation of this training system is guided by the IRR on HRIS implementation further detailed in the ARMM HRIS Administration and Maintenance Manual

B. The HRIS Training Plan The required basic training courses per level of implementers are presented in the following table: Implementer Level
