PREFACE
This paper has been prepared to clearly document my testimony regarding my

incarceration at Elgin Middlesex Detention Center in London Ontario Canada, and the
human rights abuses that were carried out against me, both prior to and during my
incarceration from 4 November 2008 to 17 December 2008. Included is pertinent
background information pertaining to the possible motivation behind these abuses. I have
also included relevant research information to support the existence and capabilities of
these electromagnetic field and neurological based weapon technologies, which I have
documented after being released from incarceration.
My hope is that this combination will afford the reader clarity in scope when
trying to understand my case, and the larger national and international human rights
issues this case clearly encompasses, specifically relating to the right to “Cognitive
Liberties”- ‘new ground’ for inalienable human rights in the 21st century.
Along with this paper, I am including in PDF and Word Doc. format a collection
of research material I have collected so far in my effort to shed some light on this
seemingly ‘dark’ subject. I am also including personal online publications or ‘blogs’ to
provide the reader with a better scope of this case and its background information. Find a
complete listing of all publications and sources I have utilized in my research that pertain
in whole or in part to these matters under the references section.
For this paper, the primary source of information has come from the tireless
investigative research of a number of people. The first is Peter Phillips, a Sociology
Professor from Sonoma State University and head of a group called ‘Project
Censored’ www.projectcensored.org . Project Censored is a media research group
consisting of over 200 people based at Sonoma State University. They accept
independent media publication submissions and compile an annual list of 25 news stories
that have been under reported or censored by the nations mass media outlets. Noam
Chomsky has previously sat on a review panel of judges for Project Censored.
The second is Cheryl Welsh, founder and director of www.mindjustice.org - the

preeminent online source for documented news sources and publications on this subject.
Cheryl is listed as one of six International Experts on Non-Lethal Weapons in the
World by UNIDIR. (United Nations Institute for Disarmament Research in Geneva)
The research material and publications she lists on www.mindjustice.org has been my
primary source for documented information on these technologies. What I’m sure has
been her tireless efforts over the years has provided a quick and concise education for me
on EMF and neurological based technologies. Her research is truly remarkable and I
thank her.

Brief Background & Events Prior to Incarceration Date:
I guess it might be beneficial to provide a little background on myself and my

activities over the last few years. I am an active recording artist and internet Facebook
“blogger”. I studied Media Information in Technology and Culture for 2 years at the
University of Western Ontario. I have a degree in Recording Engineering at Fanshawe
College in London Ontario Canada. A multiple award winner during my time at
Fanshawe College, I graduated in 2002 and have recorded four albums since that time,
entitled “The Sixth Trumpet”, “Phaedrus the Wolf”, “Early Old Man” and my most
recent album “Baby Boom Bang & Bust”.
My music and lyrics provide an outlet for me, an exhaust of sorts. They can be at
times very personal, emotionally sleeved, politically and historically motivated by my
unique perspective and interpretation of worldly events. Admittedly, it’s not your ‘run of
the mill’ pop top forty stuff that will be netting me the big label contracts or radio play,
but I have released material to some positive feedback and underground success. Mostly I
have given copies to friends through CD or emailed them MP3’s. I tend to write what I’m
passionate about, and given the political and social events of the last seven years or so,
I’ve had a myriad of sources to take influence from.
That being said, I have also been in the practice of posting blogs and important
news stories on my Facebook page within the last two years or so. It is my experience
that modern day media can often prove to be a ‘minefield’ while attempting to discern the
‘real story’ or truth behind any given journalistic publication. Depending on the political
affiliation of the media outlet, along with many other factors, it is increasingly hard to
navigate the often deep and murky waters of media dissemination. My journalistic
endeavours are an attempt to sift through the mass media propaganda and try and provide
(through my own eyes and personal opinions albeit) what might be the ‘underlying
truths’ to a particular story.
I guess what I’m really trying to convey to you is that I have some pretty
passionate political views about this strange and beautiful world we live in, and am very
concerned about our future as a species. The propagation of fundamental democratic
ideals and their evolution through civic discourse, transparency within
governments, human rights enforcement and their continuing progressive
advancement, environmental awareness and action protection are all issues I hold
very close.
Unfortunately, it seems my passion and zealousness for these ideals has also been
a cause of concern for some politically motivated, unidentified powerful few who have
decided to exert their realm of influence onto me in a number of various methods.
I am writing this today in an attempt to convey to you accurately my testimony

regarding these acts/events, and to shed some light on this dark and disturbing reality
which, in my opinion necessitates a wide scale civilian discourse regarding the

technological capabilities of our elected governments and their covert departments and
agencies, private corporations and crime syndicates, and the subsequent emerging human
rights responsibilities that the use and propagation of these technologies present to their
respective populations cognitive liberties and freedoms.
INVASIVE COGNITIVE ENGINEERING:
Electromagnetic Field [EMF] & Neurological Based Technologies
The human brain is the most advanced and complex electrical system that
mankind has ever known. “Brainwave” can be defined as rapid fluctuations of voltage
between parts of the cerebral cortex. These fluctuations are detectable with an
electroencephalograph. (EEG) The electrical ‘map’ of billions of neurons firing within
the human brain can be monitored and recorded through the use of EEG and then
represented graphically by an EEG signal.
Some important quotes to frame the subject matter:
Today, after more than a century of electric technology, we have extended our central
nervous system itself in a global embrace, abolishing both space and time as far as our
planet is concerned. Rapidly, we approach the final phase of the extensions of man- the
technological simulation of consciousness, when the creative process of knowing will be
collectively and corporately extended to the whole of human society, much as we have
largely extended to the whole of human society, much as we have largely extended our
senses and our nerves by the various media.

After being released from EMDC (Elgin Middlesex Detention Center) on 17

December 2008 I began researching the field of EMF (Electromagnetic Field) technology
and its uses and applications. I managed to dig up a very thoroughly researched paper by
Peter Phillips, Lew Brown and Bridget Thornton called US Electromagnetic Weapons
and Human Rights (USEWHR) out of Sonoma State University in the United States.

As I mentioned previous, Peter Phillips is a Professor of Sociology at Sonoma

State University and the Director of a group called ‘Project Censored’. The report was
completed in December of 2006 and describes wireless directed Electromagnetic
Weapons as having the ability to manipulate a human beings mind including but not
limited to:
1.) influence human emotion, disrupt thought (USEWHR pg.3)

2.) sleep disruption and deprivation, behaviour changes, production of anxiety, fear
or compliance (USEWHR pg.28)
3.) monitor a person’s brain function and send anticipatory commands to the person
being monitored AND manipulate and control a person’s senses, memory and
neural output (USEWHR pg.30)
4.) create depression and a feeling of overwhelming hopelessness AND create
synthetic images, holograms, confuse an individual’s visual sense, sound, tastes
touch or smell (USEWHR pg.33)
5.) destabilize the brain, generate feelings of violence or apathy, present excruciating
pain by causing the extreme heating of one’s epidermal layer (USEWHR pg.34)
Lt. Colonel John B. Alexander worked at the Los Alamos labs in the United States of
America on non-lethal weapons. He is a member of the U.S. Army and holds a Ph.D. He
is considered to be an army expert on non-lethal weapons and a proponent of non-lethal
weapons systems. ‘Military Review’ is an official publication of the United States Army
Command & General Staff College. In the issue entitled “The New Mental Battlefield”
he describes the capabilities of EMF/non-lethal weapons as outlined above. His
comments are clearly contextualized to frame the perceived threat of the then Soviet
Union, and to outline the inherent dangers presented to Americans and the American
military of these non-lethal weapons. (No doubt the Americans at this time concurrently
had similar development programs for Non-Lethal weapons- an outline of those
programs is to follow.) To corroborate the capabilities of these EMF weapons as
previously listed, here is Lt. Colonel Alexander in an excerpt from ‘Military Review’:
(Soviet) mind-altering techniques, designed to impact on an opponent are well-advanced.

The procedures employed include manipulation of human behavior through the use of
psychological weapons effecting sight, sound, smell, temperature, electromagnetic
energy, or sensory deprivation. Soviet researchers, studying controlled behavior, have
also examined the effects of electromagnetic radiation on humans and have applied these
techniques against the U.S. Embassy in Moscow. Researchers suggest that certain low-
frequency (ELF) emissions possess psychoactive characteristics. These transmissions can
be used to induce depression or irritability in a target population. The application of
large-scale ELF behavior modification could have horrendous impact.

Peter Phillips documents in USEWHR the history of research in the area of EMF
technologies in the United States Military, Industrial Complex and other state covert
agencies. He references ‘black projects’ such as COINTELPRO, MKULTRA, PROJECT
NICK, HAARP (High Altitude Auroral Research Project) DARPA (Defense Advanced
Research Projects Agency), PANDORA, BIZARRE, SOCOM (US Special Operations
Command) and numerous DOD (Department of Defense) contractors. He even references
major commercial retailers like McDonalds and Wal Mart as being interested in the
technology for potential new marketing territories and strategies.
The United States has certainly been allocating public research funds to the study and
enhancement of non-lethal EMF weapons, most notably through the black programs
listed above. Why then the reluctance for overt discourse or acknowledgement of said
technologies and capabilities? Does the public not have a right to know where their tax
dollars are going, and moreover, to what ends these technologies are being utilized? What
are the means that Canadians can access our own government’s stance on these issues? I
intend to probe this very question, and hopefully this paper is part of it. From the “US
News & World Report: Wonder Weapons” July 7,1997, pg.38:
Scores of new contracts have been let, and scientists, aided by government research on
the "bioeffects" of beamed energy, are searching the electromagnetic and sonic spectrums
for wavelengths that can affect human behavior. That's because the human body is
essentially an electrochemical system, and devices that disrupt the electrical impulses of
the nervous system can affect behavior and body functions. But these programs-
particularly those involving antipersonnel research-are so well guarded that details are
scarce. People [in the military] go silent on this issue…more than any other issue.
People just do not want to talk about this.

In Cheryl Welsh’s paper “International Campaign to end Human Rights Violations

involving Classified Weapons of Mass Destruction: Electromagnetic & Neurological
Technologies (2000)” she documents a NASA abstract report (AD-A090426) that one
Margo Cherney received from Brooks Air Force base on 25/01/2000 under the United
States ‘Freedom of Information Act’. The excerpt below is from a paper entitled
“Communicating Through the Microwave Auditory Effect”. The request was awarded by
the Department of Defense SBIR with a statement contained within: “The requested
information is fully denied under 5 U.S.C 552(b)1.”
A decoy and deception concept presently being considered is to remotely create

the perception of noise in the heads of personnel by exposing them to low
power, pulsed microwave. When people are illuminated with properly
modulated low power microwaves the sensation is reported as a buzzing,
clicking, or hissing which seems to originate (regardless of the person’s
position in the field) within or just behind the head. The phenomena occurs at
average power densities as low as microwatts per square centimeter with
carrier frequencies from 0.4 to 3.0 GHz. By proper choice of pulse
characteristics, intelligible speech may be created. Before this technique may

be extended and used for military applications, an understanding of the basic
principles must be developed. Such an understanding is not only required to
optimize the use of the concept for camouflage, decoy and deception operations
but is required to properly assess safety factors of such microwave exposure.

Given the nature and power of these covert technologies, and the possibility for
International Human Rights abuses at the hands of an elite few, where will our civilian
oversight come from? As they say, ‘Who watches the watchers’? Is it not a basic tenant
of human rights to have freedom of thought? Are all humans not governed under the
Universal Declaration of Human Rights? (United Nations 1948) Is invasion of someone’s
thoughts or mental processes, or manipulation of those processes not a gross violation of
human rights? Can it be said to be akin to someone physically invading or manipulating
your body without consent?
Given the levels of ongoing EMF Technology research today, and the recent retroactive
approval of torture approved by the Bush administrations Military Commissions Act, it
may be that human testing is occurring under post 9/11 national security protocols.

Michael Vickers, senior adviser to the Secretary of Defense in the United States of
America and principal strategist for the largest covert action program in the Central
Intelligence Agency:
US Special Operations Command’s (SOCOM) emphasis after 9/11 has been to make
white Special Operations Forces (SOF) more gray and black SOF more black. It is
imperative, however, that white and black SOF be integrated fully from a strategic
perspective.

Beyond targeting and employing this technology for military usage, it can and most
likely has been used to target members of the civilian population who may be deemed by
the President, or individuals under him with the means and power, to be engaging in
political or ideological activities that the state deems to be ‘offensive’. Find below a
quote by Dr. Christopher Lamb of the Pentagon’s Special Operations & Low Intensity
Conflict department contained within a Draft Department of Defense Directive from
01/01/1995. This quote is found under the heading of ‘Deployment & Specific Case Use
of Non-Lethal Weapons Systems’:
The term ‘adversary’ is used above in its broadest sense, including those who are not
declared enemies [of the state] but who are engaged in activities we wish to stop.

The possibility is quite real that these technologies have found their way into the
hands of crime syndicates, private firms and corporations. The idea that this technology is
limited to covert military special operations forces may be an incorrect one. Part of this
may be attributed to the leaking of one of the KGB’s programs existence after the fall of
the Berlin Wall in 1989. This also provides a possible explanation as to why the
Russian’s went public with the existence of this technology and its capabilities, and
subsequently banned the use and development of it. (See Russian Federal Law “About
Weapons” below, to follow.)
Barbara Opall in Defense News, Jan 11-17, 1993, "U.S. Explores Russian Mind-
Control Technology" pg.29 reports that a former KGB General George Kotov, now
serving in a senior government ministry post, noted that the technology associated with
Russian psycho-correction (mind reading and control/influencing techniques) can be
procured for as little as $80,000 USD. Imagine how this power, if properly integrated
into a collective or corporate entity could transform the way a crime syndicate operates,
or the way a financial based corporation approaches free market capitalism. Is this very
topic a possible business ethics/ethos course of a University department’s near future? It
certainly makes one wonder. This from Glasgow’s ‘The Herald’ 26 May, 1995: (no

A TOP-SECRET project in the former Soviet Union in the 1970s turned soldiers and
security agents into programmable 'human weapons' and is now being exploited by
mobsters and private firms. The psychological weapons project relied on hypnosis and
high-frequency radio waves to turn members of the Soviet security forces and military
into fearless, conscienceless fighting machines, said a program on German television.
The Psychotronic Influence System relied on passwords and numbers to activate its
subjects. After the KBG project's existence was made public, hundreds of former Soviet
soldiers, police, and KGB members have sought health damages. However the program
said some special Russian police units still use the system today, and that it has found its
way on to the free market, where mobs and private security firms are using it.

Back within the realm of military usage, the US Department of Defense

eventually conceived a subliminal carrier technology for their mind controlling/altering
functions: “The Silent Spread Sound System” (SSSS) or “S-Squad”. A patent for this
technology was granted to one Dr. Oliver Lowery of Norcross Georgia (US Patent #
5,159,703) on October 27th 1992. The abstract from the patent reads as follows:
A silent communications system in which non-aural carriers, in the very low or very high
audio-frequency range or in the adjacent ultrasonic frequency spectrum are amplitude- or

frequency-modulated with the desired intelligence and propagated acoustically or
vibrationally, for inducement into the brain, typically through the use of loudspeakers,
earphones, or piezoelectric transducers. The modulated carriers may be transmitted
directly in real time or may be conveniently recorded and stored on mechanical,
magnetic, or optical media for delayed or repeated transmission to the listener.

As a Canadian citizen, I will be extremely interested to research and probe our own
government through MP’s and Ombudsman’s to determine the Canadian Governments
official stance on these matters. I suspect it will be ‘tough digging’ so to speak, given the
secrecy surrounding this technology, its capabilities, and the lack of public knowledge or
mass media dissemination of the subject.
One thing for certain however is the United States Governments position on the
matter. The Bush administrations signing of the Military Commissions Act (2006) has
negated one of the fundamental ideological pillars of Western Law for centuries, Habeas
Corpus, and removed due process rights for anyone the President has deemed a threat to
the national security of the United States of America. Phillips argues in USEWHR that
this act “is the overt denial of the inalienable human rights of human beings
propagated in our Declaration of Independence (1776).” (USEWHR pg.3)
H. Jack Geiger MD is a professor of community medicine at City University of New

York Medical School, National President of Physicians for Human Rights and founding
member of Physicians for Social Responsibility. On 01/25/94 he testified at a hearing
before the Committee on Governmental Affairs United States Senate entitled "Human
Radiation and Other Scientific Experiments: The Federal Government’s Role."
An excerpt of his testimony below forewarns of the very circumstance the United States
of America has found herself in after the events of September 11th/2001 and the
subsequent signing of the Bush administrations controversial Military Commissions Act
mentioned above:
What concerns me is the likelihood, the possibility, that we will have some other intense
national security scare of the kind that we had in the 1940’s and 1950’s; that we will have
some other development of a new category of weapon or potential weapon, whether
chemical, biological, radiological, electronic, or other, and that there will be the same
desperate urgency, invoking national security and secrecy, to discover the parameters of
this threat, the parameters of the potential usefulness of this agent, and therefore to
conduct experiments independently and without public knowledge or scrutiny of the kind
that have drawn our attention to these.

INTERNATIONAL RECOGNITION OF EMF TECHNOLOGIES
Attempts at Prohibition Through Legal Framework
USSR/Russia, The European Union & The United Nations
The reality and gravity of the current state of technology in EMF, particularly within
clandestine organizations of the United States government has prompted countries and
International bodies to enact legislation to guard against the possibilities of its
demonstrable misuse. In this section below you will find evidence that Western countries,
namely the United States of America, have actively dissuaded and/or been uncooperative
in attempts at prohibition or information sharing proposed by other countries and
international bodies.
In 2001, United States Rep. Dennis Kucinich (D-OH) introduced a bill into the House
of Representatives that dealt primarily with the banning of weapons in space. Language
contained within the bill made specific reference to clandestine EMF and neurological
based weaponry. His ban included “Psychotronic Devices” that are "directed at
individual persons or targeted populations for the purpose of ... mood management, or

This is the only instance (in my research) where an American public official has
demonstrated the foresight and willingness to tackle an issue of this magnitude.
Unfortunately Mr. Kucinich succumbed to pressure from hard line right wing politicians
and subsequently dropped the ‘telling language’ from his bill.
Perhaps the most relevant, realistic, yet horrifying comment made to an International
body to date was from Grattan Healy BE Mech MBA, in a report prepared for the Green
Group in the European Parliament as adviser to the group on Energy & Research:
Unless this (US Informational War Technology) development is stopped, we are entering an
Orwellian '1984' type scenario, which could potentially permanently transfer enormous
power to those in control of the technology. It must also be seen in the wider context of the
one-sided arms race currently underway, where the US is re-arming, by continuing with 'Star
Wars', and is aiming to be totally dominant in 'Space Power' by 2020. Electromagnetic
weapons play a key role here, alongside ABMs, lasers and particle beam weapons. We are of
course totally opposed to the development and deployment of these weapons. We regard the
unsuccessful attempts in the '70s of the former Soviet Union to have these weapons
controlled by a UN Convention as having been a major missed opportunity, which has
now led to a new arms race in this field. We have sought to renew the attempt to have a
Convention to outlaw these weapons and the research that leads to them, primarily that
concerning external manipulation of the human central nervous system.

In USEWHR Phillips explains that the Russians banned the use of EMF technologies
in 2001 after experiments on humans became public knowledge and were exposed.

Prior to the Russians banning the use of this technology, a defense publication,
‘Defense News’ published an article in 1993 foreshadowing the possibility that an
‘electromagnetic information race’ could occur between the United States and the
Russians. It hints at the possibility of bringing this, as Welsh refers to it, ‘earth-
shattering’ revelation of mind control capabilities to political officials. (Perhaps more
accurately put, the topic of mind control capabilities would be accepted public political
discourse.)
Why did this ‘Bilateral Center for Psychotechnologies’ (see quote below) never
materialize? Why was this information never reported in the mainstream media? Barbara
Opall of Defense News:
Known as acoustic psycho-correction, the capability to control minds and alter behavior
of civilians and soldiers may soon be shared with U.S. military, medical and political
officials, according to U.S. and Russian sources. Therefore, the Russian authors have
proposed a bilateral Center for Psychotechnologies where U.S. and Russian authorities
could monitor and restrict the emerging capabilities.

Although my research hasn’t produced a full list of countries around the world that
have signed treaties banning the use and further development of EMF and neurological
based weapon technologies, apparently countries around the world have passed laws
concerning this very subject. (USEWHR pg.25)
Dr. Nick Begich is the publisher and co-owner of Earthpulse Press and Executive
Director of the Lay Institute of Technology Inc., a Texas non-profit organization. He has
served as an expert witness before the European Parliament on EMF technologies and
their human rights implications. What follows is an excerpt from his summary analysis
contained in Phillips paper USEWHR:
In February 1998, I testified before the European Union parliament for an hour and a
half and convinced them of the detrimental effects of non lethal weapons on humans,
their behavior and their minds. The EU was convinced and passed a resolution banning
the use of weapons that can manipulate a person (see Parliament Resolution A4-005/99
entitled "Resolution on the Environment, Security, and Foreign Policy" passed on
January 29, 1999). During the hearings, the US representative and NATO representatives

sat in the back and declined to participate when asked. In the US, there is no such
resolution or anything remotely close to being considered by any member of Congress.
There is no concern for it in the US because no one knows about them. (EMF

The European Parliament Resolution specifically calls "for an international

convention introducing a global ban on all developments and deployments of weapons
which might enable any form of manipulation of human beings". I suspect that the
thought behind this being that the only way to provide assurance that no state would be
left at a potential security/military disadvantage, was if all nations were to participate in
the ban.
The United Nations Committee on Disarmament has been a forum for the
International Community to come together and voice concerns about EMF weapons and
their emergence on the world stage since the mid 1970’s. In 1975, at the initiative of the
Soviet Union, the agenda of the United Nations General Assembly included a draft
international agreement which called for the prohibition of specific technologies
concerning weapons of mass destruction.
An excerpt from pages 114-116 of The United Nations and Disarmament: 1945-1985
by the UN Department for Disarmament Affairs (1985) New York, UN Publication Sales
No. E.85.IX.6 calls for specific types of weapons and their development to be banned,
citing that it is always more difficult to ban weapons after their development rather than
prior:
a. Radiological weapons (using radioactive materials) which could produce harmful

radiation effects similar to effect of a nuclear explosion;
b. Particle-beam weapons based on the use of charged or neutral particles to affect

biological targets. Sufficiently powerful bundles of particles could be produced in
accelerators used for research; in some operating accelerators, the energy of accelerated
particles attained hundreds of millions of electron volts. Reduction of the size and weight
of accelerator systems and power sources could permit their use as weapons;
c. Infrasonic "acoustic radiation" weapons. they would utilize harmful effects of infrasonic
oscillations on biocurrents of the brain and nervous system;
d. Electromagnetic weapons operating at certain radio-frequency radiations, which could

have injurious effects on human organs. Within a few years, devices capable of
directional transmission of electromagnetic radiation of enormous power over distances
of several hundred kilometres might be developed, and radiation density in excess of
safety standards could be produced over areas measuring dozens of square kilometres.

The report is particularly damning of the Western State members of the United
Nations Committee for Disarmament, citing their reluctance for support in voting as a
roadblock for the advancement of this Soviet proposed prohibition:
Every year since 1979, the General Assembly, on the initiative of Eastern European and
non-aligned States, has adopted resolutions on the issue which, in the light of the
different positions held, have not received the support of Western States in the voting.
In its resolutions, the Assembly, among other things, has requested the negotiating body
in Geneva to conduct negotiations, with the assistance of qualified government experts,
with a view to preparing a draft comprehensive agreement on the prohibition of the
development and manufacture of new types of weapons of mass destruction and new
systems of such weapons and, where necessary, specific agreements on particular types
of such weapons. Since 1981, the General Assembly has further called upon the
permanent members of the Security Council and other militarily important States to make
declarations renouncing the creating of new types and systems of weapons of mass
destruction, to be subsequently approved by the Security council.

After this initial proposal of prohibition by the Soviets at the UN in 1975, another
draft version appeared in 1977 to further provide scope and specifics to the weapons of
mass destruction in question. It is interesting to note the specific reference to “electronic
radiation to affect biological target” under heading (4). Given that this documentation
exists within the International framework that is the United Nations, how can these
weapons and technologies possibly be refuted? This excerpt from the United Nations
draft “The prohibition of the development and manufacture of new types of weapons of
mass destruction and new systems of such weapons” to Committee on Disarmament in
August 1977 (CCD/511/Rev.1):
In order to make it easier to arrive at a generally-acceptable solution to the question of the

scope of the prohibition, the Soviet Union considered that it would be useful for the
agreement to contain both a general definition of the new types of weapons of mass
destruction to be prohibited and a list of the specific type and systems of such weapons.
This approach is reflected in the expanded draft agreement, the annex to which contains
an approximate list of types and systems of weapons of mass destruction, including:
1. Radiological means acting with the aid of radioactive materials;
2. Technical means of inflicting radiation injury based on the use of charged or neutral
particles to affect biological targets;
3. Infrasonic means using acoustic radiation to affect biological targets;
4. Means using electromagnetic radiation to affect biological target.

In order to accommodate the views of members of the Committee on Disarmament, the
Soviet side had the expanded draft agreement provide for the possibility, should the need
arise, of prohibiting specific new types and systems of weapons of mass destruction on the
basis of separate agreements.
Thus, the proposals of the USSR on the scope and subject of the prohibition provide for:
a. The conclusion of a comprehensive agreement on the prohibition of the development and

manufacture of new types and systems of weapons of mass destruction, with a list of
specific types of weapons to be prohibited;
b. The possibility of supplementing the list of prohibited new types of weapons of mass
destruction in the future; and
c. the possibility of concluding separate agreements on specific new types of weapons of

mass destruction.

The final excerpt from the UN draft in 1978 suggests the possibility for “positive”
capabilities of EMF technologies; an area I have (so far) neglected to focus my attention
on within this paper. The potential for peaceful applications of EMF technology,
specifically through advancement in medical and physiological applications relating to
disease and disability cannot be underestimated. It hints at a potential way forward more
than 30 years ago for an emerging (yet highly dangerous, if used for nefarious and
immoral means) technology that unfortunately seems not to have been heeded nor
followed. (More to follow on the positive potentials of EMF in the “Future Medical
Based EMF” section.)
Paragraph 39 of the Final Document adopted by the specific session of the United
Nations General Assembly in 1978:
Qualitative and quantitative disarmament measures are both important for halting the
arms race. Efforts to that end must include negotiations on the limitation and cessation of
the qualitative improvement of armaments, especially weapons of mass destruction and
the development of new means of warfare so that ultimately scientific and technological
achievements may be used solely for peaceful purposes.

If we are to avoid a macabre new ‘arms race’ through the development of

‘Informational Warfare’ systems that utilize EMF and neurological based weapon
technologies, it seems absolutely crucial we have a global conference on the matter to
achieve the main goals of:

1.) Discussing these covert technologies within the realm of public international
forums and brining these technologies and their existence to the forefront through
mass media dissemination
2.) Champion the ban of nonconsensual use of these technologies because of their
innate nature of violating inalienable human rights, more specifically our right to
freedom of thought and cognitive liberty
Russia & the European Union seem to be leading the way on a human rights front
internationally, but are these bans being policed effectively? Given the nature of these
technologies, how do we approach the difficulties the issue of enforcement presents
and necessitates?
During my research I have come across numerous quotes from people within the
military, mainly Russian and American, who believe whoever commands the FM waves
and EMF battlefield will have a distinct advantage in any major future engagement or
conflict. The following is a statement from Emmett Paige Jr., Assistant Secretary of
Defense for Command and Control Communications & Intelligence:
Well over a decade ago, a Soviet general reportedly said something like ‘to prevail in the
next conflict, one must control the electromagnetic spectrum.’ That statement proved true
in the Bacca Valley and on deserts in Iraq. The Department of Defense is committed to
ensuring that “in the next conflict it is we who will control the spectrum. We know
its value”.(1996)

A particularly troubling instance of this “electromagnetic spectrum’s value” is

reported in the Nexus New Times V5.I6 Oct./Nov. 1998 issue. They describe a US
Operation in Haiti in the 1990’s called, rather shockingly, Operation “Uphold
Democracy”. The article suggests that the Americans were swaying the general
population of Haiti (who at the outset of the violent ‘upheaval’ supported Aristide’s
potential ouster in massive numbers) through the use of Lockheed Martin EC-130’s. EC-
130’s are planes that are massively electronic laden C-130’s with a 100$ million price tag
and a self described main objective of “psychological operations and civil affairs
broadcast missions in the standard AM, FM, HF, TV and military communications
bands. Missions are flown at maximum altitudes possible to ensure optimum
propagation patterns…” according to a Lockheed Martin fact sheet.

We were not at war with the citizens of Haiti, yet the U.S. Government directed military
weapons against this friendly, or at least neutral, civilian population. The U.S.
Government sanction the "rigging" of the Haitian election by mental control of the
people, programming them to cast their votes for the Americans' favored candidate. And
they had the nerve to call it "Operation Uphold Democracy". Some sense of humor!
Stalin would have loved it. Hitler would have loved it. Why is the U.S. Government
doing this? Who is behind this flagrant violation of civil liberties? Is it the U.S. Central
Intelligence Agency (CIA) which has a long history of interfering in foreign government
politics? Or has this become standard military procedure? The rationale is always the
same: "to make the world safe for democracy". Yet what is democracy if not freedom?
Freedom to think your own thoughts; freedom to express your own opinions; freedom to
vote for the candidate of your own choice.
PLAUSIBLE/ACTIVE DENIABILITY
“You believe that someone you can’t see is attacking you mentally? Where is your
proof? This person is mentally ill.”
Complete rejection of reports of a remote mind reading capability is just as

presumptuous, in the face of complaints, as has been the dismissal of remote voice
transmission capacity. Special operations officials consider procurement of a similar
remote capacity to that of which many victims complain. Though victims will regard
their experience to affirm such a thought reading capability, professional prejudice
classifies such complaints as within Schneiderian symptoms [Schizophrenia]
defining psychiatric condition. The certain fact is that these claims have had no
adequate investigation, and the available evidence questions the routinely egregious
denial of civil rights to such individuals. Complaints involving mind reading must at
least receive rational investigation rather than ignorant professional dismissal
convenient to practice with lucrative livelihood benefit.

John J. McMurtrey, M. S. has a number of papers available on the website

www.slavery.org.uk . They are a group who describe themselves as “Christians Against
Mental Slavery”. Their mission statement is to “have regarded as a crime against
humanity worldwide for anyone to monitor or to influence human thought
technologically without continuing, informed consent.”
The Committee of the 5th European Symposium on Non-Lethal Weapons has

invited a member of the Christians Against Mental Slavery to give a presentation at a
discussion forum on the social implications of non-lethal weapons.
In a paper entitled “Microwave Bioeffect Congruence with Schizophrenia” (find it

here http://www.slavery.org.uk/MicrowaveCongruenceSchiz.htm) McMurtrey presents a
very compelling scientific argument for the unusually high rates of corresponding data
between diagnosed schizophrenia patient symptoms and symptoms of EMF targeted

individuals. The kind of research he is proposing could no doubt abruptly revolutionize a
significant portion of how modern psychosis is diagnosed. (Perhaps the reluctance of the
greater medical community to pursue said goals?) What follows is the abstract from his
paper “Microwave Bioeffect Congruence with Schizophrenia” in its entirety:
The substantiation for microwave voice transmission development, which can be isolated
to an individual, prompts review of the correlation between microwave bioeffects and
schizophrenia. These correlations are extensive. Studies of both conditions report short-
term and spatial memory deficit, time estimation changes, deficits in sequencing,
coordination deficit, numerous electrophysiologic changes, startle decrease,
neurotransmitter changes, hormone alterations, immune alterations, mitochondria
deficits, lipid phosphorylation decrease, lipid peroxidation, deleterious histologic change
in disease reduced brain areas, activation of hallucination involved brain areas, and ocular
disease. Schizophrenia findings correlate with microwave bioeffects so extensively
as to indicate a congruence, and appear to implicate a microwave involvement with
enough patients to be remarkable in study results. The development of methods to
exclude microwave means in psychosis is imperative, and research is proposed.

EMF technology has and continues to be used against the civilian populace on a
group and/or individual basis. An example of this technology being used on a group of
people en masse that serves to corroborate the claims of the Nexus New Times article
regarding the US Militaries covert actions in Haiti:
…women protesters at their peace camp at Greenham Commons military base in England
were targeted with radiation and antipersonnel weapons in 1985 as reported in The Nation,
vol. 244, March 14, 1987.p 313. They were protesting against cruise missiles at the U.S. Air
Force base in southern England. Their reported symptoms matched "microwave sickness."
Dr. Rosalie Berrell, Kim Besley, a former radar engineer and members of Electronics For
Peace, all took measurements at Greenham and there were strong electromagnetic radiation
levels, up to 100 times higher than adjacent areas. This was reported in the publication, Peace
and Freedom, Jan./Feb 1989 p 24.

EMF technology is currently being used by the Americans and Israeli’s for the
purpose of crowd control and dispersion. It is my contention that certain individual’s who
might pose a ‘state perceived’ threat to a particular wing of political state interests could
also be targeted and singled out for manipulation. Numerous documented cases exist of

standing members of a community (i.e. law abiding citizens and professionals) claiming
that they are the target of electronic radiation. In many of these cases they are reporting
sleep deprivation and hallucinations, among other EMF related symptoms.
In decades past, people who have claimed non consensual experimentation and EMF
related abuses have been labeled as “crazies” and been diagnosed with schizophrenia or
some other mental disorder. There is evidence however that in recent years the medical
profession is realizing that the technology that these people claim to be victims of
actually exists, and do not necessarily discount their claims so readily, especially if there
is no prior history of mental illness. Here is a case example of point, with testimony
from a registered MD and former Reserve Colonel United States Air Force:
On November 24, 1997 in the Spotlight, Dr. Byron T. Weeks, MD and retired reserve
colonel USAF, MC wrote in support of Shirley Allen, the Illinois woman who was under
a six week siege by state police. Her relatives wanted her to go for a mental health exam
and she refused. Mrs. Allen, a 51 year old widow and nurse "... is a citizen with an
exemplary record, who has never committed a crime against society....She has not been a
demonstrable threat to her neighbors, and is almost universally respected as an
upstanding citizen." She was deprived of water, plumbing, electricity and heat by
authorities until the siege ended by force. Widespread criticism of police was reported at
the national level according to the Illinois Sun-Times Oct. 31, 1997. Mrs. Allen claimed
someone was "directing radar waves" at her. Dr. Weeks stated "This may not be as
irrational as it sounds, in view of the reported use of Extra-Low Frequency (ELF)
electromagnetic waves, attuned to the human brain waves, that can induce visual and
auditory hallucinations."

In a twisted, dark sense, it really is the ideal weapon for silent and deniable torture
techniques to be administered and carried out; a ‘clean’ way to actively dissuade certain
individuals from pursuing interests and activities that some individual or group has
deemed as being against state interests. Hence this technology is sometimes referred to as
“Active Denial” or “Plausible Denial” technology. There is no trace and no ‘smoking
gun’ as they say. In Phillips paper USEWHR, Dr. Nick Begich:
Without oversight, these weapons will a government to have absolute control. These
weapons are most certainly in the hands of most industrialized countries. (USEWHR
pg.35)
It is my belief that some of these technologies are being used right now in Ontario
and throughout Canada. My experiences at EMDC during the time I was incarcerated was
a definite ‘wake up call’ for me to the possibilities of civilian testing and non consensual
cognitive invasion that the prison system can potentially afford to governments, large
contractors and purveyors of these technologies. An excerpt from the ‘Sacramento Bee’
newspaper alluding to the possibilities of this technology being present in prison systems
and detention centers:

“California prisoner suits cost millions, clog court systems” the Sacramento Bee reported.
Lawsuits filed by California prison inmates cost taxpayers more than $25 million, and
Attorney General Dan Lungren is backing legislation to stem the flow. According to this
article Kevin Howard, on death row "thought his thoughts were being broadcast on prison
loudspeakers". Several prisoners have described this symptom. The counterargument is
how can this prisoner prove that sophisticated signals are being used? He has no money.
He has no proof. Victims are made out to sound crazy, but what is happening to them
may be a product of the cold war- a bureaucracy that needs dismantling.

Although this EMF/Neuroscience technology originated within the realm of

military ‘black’ projects, documentation does exist that proves the technology has found
its way into other areas of the public domain, such as law enforcement and prison
systems as mentioned above. An article appeared in ‘The Progressive’ January 1996
(pg.22) that detailed the very bureaucratic overlapping of jurisdictions I am referring to.
In a memorandum of understanding on ‘Operations Other Than War’ between then
Deputy Secretary of Defense John Deutch and Attorney General Janet Reno, the
connection between military and civilian enforcement agencies is made. The Progressive
reports:
The agencies agreed to joint development of "advanced technologies and systems" that
can be applied to both military operations and civilian law enforcement. (This
memorandum gave rise to the program now managed in large part by the Advanced
Research Projects Agency.) This is an alliance that will expedite the entanglement of the
military in domestic law enforcement.

Are the unfortunate and destitute homeless people of our major urban centers
providing these dark military agencies with the human ‘fodder’ they require for the
advancement of their research projects? A homeless person that has no family or loved
ones to notice his absence presents a unique and opportune ‘test subject’. Are nefarious
practices and experiments on humans being carried out at civilian detention centers that
are supported and funded by public tax dollars? Do these people, although they have
committed crimes, deserve to be abandoned and subjected to psychotropic
invasion/testing through drugging or EMF manipulation, and denied inalienable human
rights?
Peter Phillips seems to agree that this type of testing might be occurring within
public/government systems as well:
Despite Clinton’s reforms on human testing, the government, military and the
corporations will undoubtedly want to test these weapons on humans whenever possible.

Easiest to test would be prisoners in undisclosed CIA detention centers, civilians in war
torn regions, and even US citizens in protest crowds or civilian jails. In addition to the
rubber bullets and pepper spray, which are common in many police forces, new concept
weapons are also in use. Perhaps soon Americans will learn firsthand, the effects of

Note: These are notes compiled from memory and written journals I was able to keep and record
when I was afforded a pencil and paper by the staff of EMDC.
All of my testimony pertaining to events prior to and during my incarceration at EMDC is

accurate and truthful. I am more than willing to submit for polygraph to support that claim.
Two weeks Prior to Incarceration: 22 October 2008 to 3 November 2008

The April 10, 1988 San Francisco Chronicle reported ‘Secret Agent for the Feds Now
Lives in Fear of Them’. Rex Niles was an FBI whistleblower and his "unprecedented
cooperation" led to the conviction of 19 industry buyers and supervisors on fraud, tax
evasion and kickback charges. Government officials estimate that Niles had handed over
millions in under-the-table payments of leading electronics contractors. He participated in
the Federal Witness Protection Program and now he is suing the government. He reported
"an assault of microwaves and x-rays" and had documented proof of high levels of
radiation. He was harassed in many ways, including lack of sleep. He described a noise
campaign which included "aggravating my conscious as well as my subconscious mind."

It began around 22 October 2008 with an entire night of sleeplessness. I will be

thirty one years old on 21 June 2009 and have never had trouble sleeping at any point in
my life. I have been on Eltroxin .2mg since I was diagnosed with Graves disease when I
was 16 years old. Not at any time in the last fourteen years have I had trouble sleeping-
whether I was taking my medication religiously, or if I had missed a few days of
medication here and there, which occurred periodically. I even recall a recent
conversation with my doctor, Terry Paul, commenting on the levels she had detected in
my blood after I had given a sample for testing. She asked if I felt tired and sluggish
throughout the day, and I told her no. She made a comment to me that most patients with
the levels she was detecting in my blood would be extremely tired and have no energy. I
explained to her that I work hard everyday and that I am always full of energy. In fact,

despite my illness, I’ve maintained with my doctors throughout the years that the only
real symptom I’ve noticed day to day is the irregularity of my bowel movements.
After the first night of sleeplessness I figured that the next night would be a
welcome, relaxing full nights sleep. Again, I went the entire night tossing and turning, not
achieving one bit of sleep. This trend continued for approximately a week and a half
leading up to my incarceration. I knew after the second night that something was wrong.
At the time, my thoughts and feelings were that I was under some kind of ‘attack’, but
wasn’t sure of the nature/origin of the ‘attacks’. Before I began my research into EMF
Field technology and its capabilities after my release on 17 December 2008 from EMDC,
I had surmised it had to be based in, for lack of a better term, the ‘Dark Arts’.
Although I was not sleeping I continued to perform my daily duties, albeit

requiring more concentration and effort, and went to work everyday. Again, night after
night I would lay down, absolutely exhausted, and not be able to fall asleep. I began to
notice signs after a few nights of how my body was changing when I laid down to sleep.
(These were symptoms I wasn’t feeling while I was performing my daily activities.) My
heart felt like it was racing. My skull and the top of my head felt different- I could feel
my whole body changing as I shifted from being awake to attempting to lie down, turn
off the lights and go into my routine of pre-sleep.
A mild buzzing was present at the base of my skull that seemed to be the source
of the ‘excess energy’ (for lack of a better term) that was preventing me from relaxing
and falling asleep. I had an overwhelming feeling that something wasn’t right- I felt
convinced that somehow, someway, someone was influencing negatively my sleep
patterns. I felt strongly that someone was deliberately trying to deprive me of precious
REM sleep.
I have always been very healthy and very strong- very attune of my own body and
its functions. Throughout my life I have learned from and listened to my inner feelings-
some people refer to this phenomenon as ones ‘gut feelings’. I will not negate the small
possibility that these processes/symptoms were a result of inner physiology, but
everything in my ‘gut’ and very essence was telling me otherwise. After reading Peter
Phillips’ paper on EMF technologies & capabilities, and probing some other sources, I
began to realize that I was potentially being targeted for sleep deprivation torture
techniques, perhaps because of my political and ideological proclivities.
Sleep deprivation and the consequent lack of REM sleep can have devastating
effects on humans:
Some researchers argue that the perpetuation of a complex brain process such as REM
sleep indicates that it serves an important function for the survival of mammalian and
avian species. It fulfills important physiological needs vital for survival to the extent that
prolonged REM sleep deprivation leads to death in experimental animals. In both
humans and experimental animals, REM sleep loss leads to several behavioral and
physiological abnormalities. Loss of REM sleep has been noticed during various natural
and experimental infections. Survivability of the experimental animals decreases when

REM sleep is totally attenuated during infection; this leads to the possibility that the
quality and quantity of REM sleep is generally essential for normal body physiology.

In addition to sleep deprivation from 22 October 2008 to 3 November 2008, I also

experienced phenomena that cannot easily be explained. A few days prior to 4 November
2008 I saw images in my field of vision that should not have been there. I also experieced
smells that should not have been present, and most likely were not, given by the
responses of my queries to other individuals who were present and did not smell
anything. I will not further elaborate on these particular phenomena at this point- only to
acknowledge they were in fact occuring and that they seemed to somehow be related to
the sleep deprivation, both in time of occurrence and source.
First week of Incarceration at EMDC- 4 November 2008 to 12

November 2008
During my first week of incarceration at EMDC is when I was subjected to

powerful electromagnetic fields. During this period I was in the ‘segregation’ wing of
EMDC and was allowed out of my cell once every few days for a 10 minute shower.
For a period of 2-3 days I went completely without food. When I tried to raise the
attention of the guards they acted like they couldn’t see or hear me most times- other
guards were kinder and were the ones who let me out for a shower or tried to track down
some food for me.
The physical experience of being subjected to electromagnetic ‘radiation’ was not

a pleasant one. My hands and my feet became swollen and extremely stiff- almost to the
point of not being able to use them. I could feel the electromagnetic ‘waves’ in the air as
they passed through my chest and my head. My tendons and muscles felt like they could
severely tear or snap if I was to exert myself. The electromagnetic ‘waves’ also made it
impossible to sleep, as it felt literally like magnetic waves were penetrating and traveling
through my entire body.
The most noticeable physical symptom was the outer layer of my skin on my arms
turned pink/red and the outer/upper layer of my epidermis was peeling, almost like a sun
burn.
During this time in segregation my field of vision was being manipulated and I
was seeing images, sounds and smells that were not there. (Although at the time they

seemed very real to me.) Again, at this time I will not further elaborate on who or what
those images were, only to recognize that they were occurring at this time.
It is my personal belief that during this period in segregation, I was being

influenced by EMF and/or neurological based technologies. I believe myself to be of
sound mind and body- never in my life have I experienced these kind of ‘events’. To be
honest, the entire period within segregation at EMDC from 4 November to 12 November
is somewhat ‘foggy’ in my memory (due to the EMF/psychotropic influences) but I do
remember quite vividly certain events and exchanges with the guards and staff of EMDC.
I believe myself to be very strong willed and possess a sound mind and body. I
can very well imagine someone of lesser volition being, for lack of a better term,
driven ‘crazy’ by the events and circumstances I was subjected to over this period of
time.
I do recall quite clearly Dr. Norris and Lori St. Pierre (who I learned later was a
controlling officer/warden of another block) coming by my cell a few days into my time
in segregation, perhaps approximately 9 November 2008. Lori St. Pierre was dressed in a
white overcoat and was accompanied by Dr. Norris.
At this point in my incarceration, I suspected certain staff at EMDC were privy to

my situation and what I was experiencing, and possibly partners in the injustices that
were being carried out against me. Naturally, I had a deep suspicion about their intentions
towards me.
This was the first time I had been offered medication since I had arrived at
EMDC. As I stated above, it was Lori St. Pierre (wearing a white overcoat) who handed
me a cup filled with three pills. Dr. Norris was standing directly behind her. I told her that
the only medication I was currently taking was for my Graves disease, and that
specifically it was .2mg of Eltroxin. I asked her what the other pills were, and what they
were for.
She explained to me that they would make me feel better, and that I was to take
them. I told her I wasn’t aware that I had been diagnosed with anything else, and I wasn’t
willing to take the drugs. She nodded to Dr. Norris behind her and said that I would soon
be meeting with him. Again she tried to get me to take the pills. I denied her and
reminded her it was against the law to forcibly administer treatment/drugs on a patient
that isn’t sick or hadn’t been diagnosed with anything. I took the Eltroxin .2mg and
handed back to her the cup with the other pills in it.
It wasn’t until I was transferred to a different wing that I realized Lori St. Pierre
was an officer/warden of a cell block, and that she didn’t have anything to do with
medicine. She was the controlling officer of the mental health wing I found myself
detained within.

Although I was already aware of what was going on in segregation relating to my
experiences (EMF Fields, certain guards behaviour, etc.) it was extremely shocking to see
the clear lack of rules or regulations that some of these ‘professionals’ were operating
under. Furthermore, I couldn’t shake the idea that citizen’s tax money was paying these
people to carry out the human rights violations that were clearly occurring in this
particular wing/section of Elgin Middlesex Detention Center.
Furthermore, I wasn’t allowed or afforded a phone call until November 14th/2008.

Even then the phone calls could only be collect calls- I had no way to contact my
employer, and as a result I have since lost my position at work. My workplace apparently
does not accept collect calls. They had to hire another person as they were unaware of my
situation or when to expect me back.
Again, it is my testimony that all of these events/occurrences that I have described

are truthful and did in fact take place as I have depicted them. I would be more than
willing to volunteer for polygraph tests to confirm the validity of these statements.
Wednesday 12 November 2008 – Dr. Norris Meeting
It was on this date I had my first session with Dr. Norris, who I believe is a
resident doctor of EMDC. Because of my initial dealings with Dr. Norris and Lori St.
Pierre (who at this time I still believed was actually medical staff of EMDC- I hadn’t
been transferred to the other wing as of this date) I was very hesitant to cooperate with
him and extremely skeptical about the nature of his intentions. How can a Doctor who
tries to coerce patients into taking medication without a proper diagnosis be one to regard
or trust?
I began to tell him about my experiences in segregation. Knowing that he had

attempted to administer medication to me for which I hadn’t been prescribed, I should not
have trusted him to share some of my experiences with. I told him about the magnetic
fields, the skin burning and the images in my field of vision. I told him I felt I was being
manipulated by some outside source. For 5 minutes I attempted to convey personal
experiences from my time in segregation.
After 5 minutes had passed, he looked at me and told me I was ‘clearly

schizophrenic’. As I was talking to him over the 5-10 minutes, he had been taking
extensive notes. He made that ‘professional diagnosis’ in five minutes. I asked him if I
could look at his notes. He had not recorded a single, legible note or sentence in all that
time. I asked him why this was and he simply replied “I didn’t really need to- they were
just ramblings.”
Wednesday 19 November 2008 – London Court Date
I was ordered by the courts to have an interview/mental assessment with a Dr.

Kohmer. (Presumably to determine whether I met the court conditions to be ‘fit for trial’)
I met with Dr. Kohmer on 17 November 2008 and he informed me that my participation

in the interview/assessment was optional. Given my experiences to this point at EMDC, I
wasn’t too keen on volunteering for this. I informed him that I was going to exercise my
option at this time not to participate. He understood and he left. The meeting took place
in a small room by the visitation block.
The Crown prosecutor told the judge in court on 19 November 2008 that I had
informed the staff of EMDC that I could not leave my cell to meet with Dr. Kohmer
because there was, in her own words, a ‘force-field’ around my cell preventing me from
leaving. I never spoke these words and had wondered where the Crown prosecutor got
this story from. I did in fact meet with Dr. Kohmer as I indicated above.
Sunday 23 November – EMDC 3pm
I met with Dr. Kohmer a second time at EMDC on this date after being explicitly
ordered by the judge to cooperate with the assessment. I informed Dr. Kohmer that I was
willing to cooperate with him if I had some written ‘assurances’. He asked me what they
were, and I explained them to him. I wanted three specific assurances:
1.) The test was a standardized test for determining mental fitness
2.) The test would be transcribed and recorded to assure clarity and un-biasness
3.) The procedure, transcription and process would be open and available for peer
and/or public review
I had prepared a written contract that I asked him to sign, outlining the points I have
stated above. I also explained to him why I was being so cautious- I told him I had had
some experiences with the staff of EMDC, and that I wasn’t in a position to trust anyone
completely.
I explained to him my concerns about being potentially misdiagnosed with a

mental illness, and its adverse effects on the rest of my life, including personal
relationships, potential future business relationships, and even wills & codicils that I
have prepared. I also told him about the misinformation the Crown had relayed to the
court judge on 19 November 2008 regarding the circumstances of our first meeting.
Again, he said he understood and he left without performing the assessment.
Wednesday 26 November 2008
As a result of my request for certain ‘assurances’ regarding the examination to

determine my mental fitness and capacity to stand trial, a judge ordered a 30 day mental
assessment to take place in St. Thomas. Even after my defense lawyer put me on the
stand to demonstrate my fitness to the court (which I successfully did, obviously not to
the satisfaction of the sitting judge however) the judge ruled that he viewed my concerns
regarding the request for assurances as, to use his own words, ‘paranoid behaviour’.
I explained to the court this day while on stand that a potential ruling on my
mental health could have consequences for the rest of my life- personal relationships,

business relationships, codicils, etc. could all be affected. I continued to tell the court that
I wasn’t willing to put my future in the hands of one doctor’s diagnosis.
On this date in court (November 26/08) Sue Jalbert, a registered nurse for St.
Joseph’s Mental Health Court Division testified for the Crown. She told the court she had
met with me briefly for approximately 5 minutes. She told the Judge and the court that in
this meeting I had told her, to use her own words, that the ‘Mother-ship’ was coming.
Before I met Sue Jalbert in the courtroom that day, I had never seen this woman
before in my life. I hadn’t met with her briefly or conversed with her at all in any manner
whatsoever. I couldn’t fathom how a “professional” could take the stand, swear on the
bible and spout falsities so readily.
Wednesday 17 December 2008
I was released on bail this day pending my cooperation with the instructions of
Sue Jalbert who is a registered nurse for the Mental Court Diversion program at the
London Ontario Court House. I met with Sue on 19 January 2009 for an hour and a half
long interview. Outside of the courtroom she was a completely different person. (Despite
her testimony, this meeting was the first opportunity I had had to speak in any manner
whatsoever with her.) We got along amiably and had a nice conversation.
She asked me about my employment history and my school records. I told her I
had attended the University of Western Ontario on a small scholarship and graduated
from College, and that I had graduated from Secondary Education with the highest
average (87% O.A.C avg.) in Middlesex County from Strathroy District Collegiate
Institute.
I made clear to her that I was fully willing to participate in an “evaluation” of

my mental fitness. I also made clear to her that I believed that there was, for lack of
a better term, a “smear campaign” that certain individuals had been involved in
ever since my incarceration to discredit and slander my person, more than likely as
a result of my political beliefs and ideologies, as I eluded to previous. I made clear that
I was skeptical of any mental diagnosis to be placed upon me given my experiences of
the last 2-3 months, and that I believed myself to be fully sound of mind and body, and
willing to demonstrate that fact. Part of my motivation to prepare this report/testimony is
to in fact demonstrate that claim.
She did inform me that the Mental Court Diversion program was voluntary. This
was news to me. Upon review of the mental court diversion pamphlet I was given, it
clearly states that participation in the program “requires a note of mental disorder from a
doctor” and that the program is for “persons with a severe mental disability.” It is my
strongest contention that I do not have a “severe mental disability.”
My case is ongoing and the next court date is 25 February 2009.

FUTURE MEDICAL BASED EMF TECHNOLOGIES
Does the suppression of this technology introduce a moral/ethics argument into the
realm of humans with disabilities such as blind and deaf persons?
Alan H. Frey is an American neuroscientist known for his work during the Cold
War on the microwave audio effect:
The intent of this paper is to bring a new phenomena to the attention of physiologists.
Using extremely low average power densities of electromagnetic energy, the perception
of sounds was induced in normal and deaf humans. The effect was induced several
hundred feet from the antenna the instant the transmitter was turned on, and is a function
of carrier frequency and modulation. Attempts were made to match the sounds induced
by electromagnetic energy and acoustic energy.

Perhaps I haven’t yet adequately covered the possibilities within the realm of
positives that can potentially be realized by the mass media propagation and
dissemination of these technologies and their capabilities. It is my belief that the
suppression of these technologies from the broad based international medical community
raises numerous moral and ethical issues concerning individuals with recognized
disabilities or deficiencies, such as blind and deaf persons. Seen in this light, could the
suppression of this technology be analogous to the suppression of a cure for cancer from
a terminal patient? Under the Universal Declaration of Human Rights (Article 27) of
the United Nations it is illegal. (See Summary section.)
Imagine being able to allow a human who was born blind to visualize a beautiful
sunset. Try and fathom the feeling for a deaf person to hear a voice or listen to Mozart for
the first time. These are real possibilities for the technology we as a human race possess
today, and yet these technologies are being withheld from the public for clandestine
security reasons. Try explaining that to someone who has waited their whole life to see,
hear or smell.
The possible applications for this technology go beyond blind and deaf persons;
people who experience developmental learning disabilities could be assisted by these
technologies in the learning process. This excerpt (the date is particularly shocking) from

Another very recent excerpt from an article by Sheryl Ubelacker of the Canadian
Press that appeared in an online version of the February 10th/09 Toronto Star. The
headline read “Mind Reading Scan Aimed at Helping Disabled Kids” :
…thousands of children and youth afflicted with conditions like severe cerebral palsy
[that] have robbed them of movement and speech – and one that Canadian researchers are
working to change. Scientists at Bloorview Kids Rehab in Toronto have developed a
prototype device that allows a kind of mind-reading, using near-infrared light to decipher
the brain's response…

This Toronto Star article may even suggest that public/mainstream researchers
and medicine may be stumbling upon technology now that governments and militaries
have been working on and developing in secrecy over the last 50 years.
A prominent researcher and “founding father” of cybernetics Norbert Weiner

makes an observation about the existence of electrical brainwaves and what it could mean
to the future of physiology in medicine:
This existence of sharp frequencies in brain waves and the theories which I gave to
explain how they are originated, what they can do, and what medical use may be made of
them represent in my mind an important and new breakthrough in physiology.
Similar ideas can be used in many other places in physiology and can make a real
contribution to the study of the fundamentals of life phenomena.

Entertainment giant Sony has applied for and received a patent for a device which
communicates directly with the human brain. It utilizes ultrasound technology to
manipulate the firing patterns of one’s brain, thus producing unique sensory input.
Humans interacting with this device will have the opportunity to experience sight, sounds
and smells that aren’t really there. An excerpt from the story which appeared in the April
7, 2005, New Scientist, “Sony patent takes first step towards real-life Matrix” by Jenny
Hogan and Barry Fox:
The technique suggested in the patent is entirely non-invasive. It describes a device that
fires pulses of ultrasound at the head to modify firing patterns in targeted parts of the
brain, creating "sensory experiences" ranging from moving images to tastes and sounds.
This could give blind or deaf people the chance to see or hear, the patent claims. Sony
first submitted a patent application for the ultrasound method in 2000, which was granted
in March 2003. Since then Sony has filed a series of continuations, most recently in
December 2004 (US 2004/267118).

We’ve identified three groups of people who could no doubt yield extreme
benefits from acknowledgement and declassification of the advanced EMF and
neurological based technology that the G7/G20 governments of the world possess. These
being persons who are deaf, persons who are blind and persons who have some kind of
developmental barriers or disorders.
It has also been suggested by scientists that persons with chronic pain could have
positive benefits from EMF technologies. For example, this could include patients with
severe arthritis or fibromyelgia. Researchers have studied “nociceptors”- nerve clusters
that serve to relay the message of pain in the body, to better understand and develop new
treatment methods for patients with chronic pain.
The double edged sword of this technology is a sharp one. How can such a
technology have such a tremendous potential for positive ends, such as the ones listed
above, yet only exist currently within the realm of shadow projects and
government/military secrecy? Unfortunately our governments seem to place security and
war over the betterment of their citizens and their medical communities- over morals and
ethics. An editorial reported that the US government was working on a “Pulsed Energy
Projectile” directed energy weapon. A shocking excerpt from this editorial published in
the March 2005 New Scientist:
There is something chilling about turning research intended to ease suffering into a
weapon that can be used to hurt people. Nociceptors, nerve cells that convey pain in
the body, have been studied by researchers trying to relieve chronic pain. It emerged this
week that a group working for the Pentagon is using that knowledge to turn the tables: to
maximize the pain caused by a non-lethal weapon called PEP. So it is no surprise that
pain researchers have reacted in horror to the plan.

SUMMARY & HUMAN RIGHTS
“We shall not lay hand upon thee”. This was the promise made in the Magna Carta – to
respect the body in its entirety: Habeas Corpus. This promise has survived technological
developments. Each intervention on the body, each processing operation concerning
individual data is to be regarded as related to the body as a whole, to an individual that
has to be respected in its physical and mental integrity. This is a new all-round
concept of individual, and its translation into the real world entails the right to full respect
for a body that is nowadays both physical and electronic. In this new world, data
protection fulfils the task of ensuring the “habeas data” required by the changed
circumstances – and thereby becomes an inalienable component of civilization, as has
been the history for habeas corpus.

The flagrant abuse of human rights in experimenting on unsuspecting persons was based
on the supposition that the veracity of experiments would be compromised if a subject
knew that he was participating in an experiment. In the case of mind-control technology,
this supposition might very well be true. But that does not justify its use -- or so said
the Nuremburg Code, the tenets of which were used as a legal basis to prosecute
Nazi scientists for war crimes. However the US seems to have excused its own military
and scientific community from adhering to that code.
It is clear that one of the distinct challenges of the human rights movement of the
early 21st century will be that of defining an individual’s inalienable right to his/her own
thoughts i.e. “Cognitive Liberties”. Invasive cognitive engineering is a technological
capability and, when done without consent, can be seen as a perverse intrusion of an
individual’s very essence and being.
The nation of Canada, which I am a citizen of, is a signatory member of the

United Nations and thus is obligated by contractual treaty to uphold the Universal
Declaration of Human Rights, and to respond accordingly to human rights violations
within their own internal human rights framework. This concept forms a major
component of “Customary International Law”. This framework includes the Canadian
Human Rights Act and the Canadian Charter of Human Rights and Freedoms. For
myself, as a resident of Ontario, it would also include the Ontario Human Rights Code.
Given that the United Nations Charter is the ultimate International Declaration
and Code of Human Rights, I will frame what I believe are the relevant sections
pertaining to Invasive Cognitive Engineering through EMF and neurological based
weapons around the UN Charter. Presumably it will serve to test the ability and aptitude
of the Canadian framework to respond appropriately to violations of cognitive liberty.

The following are excerpts from The United Nations Universal Declaration of
Human Rights ratified on 10 December 1948. Significant contributors to the text include
John Peters Humphrey (Canada), Rene Cassin (France), P.C. Chang (China), Charles
Malik (Lebanon), Eleanor Roosevelt (USA), among others.
This charter is widely regarded as one of the most important texts ever conceived
in human history and is praised for its simple language. I will not quote verbatim entire
Articles of the Declaration, only the text I believe to be relevant within the context of
EMF and neurological based weapons, and a humans inalienable right to his/her own
“Cognitive Liberties”:
Article 3 – “Right to liberty and security of person”
Article 6 – “Everyone has the right to recognition everywhere as a person before

the law”
Article 7 – “Equal protection against any discrimination in violation of this

Declaration”
Article 8 – “Right to effective remedy by the competent national tribunals”
Article 12 – “No one is to be subjected to arbitrary interference with privacy, or

attacks upon honour and reputation. Everyone has the right to the
protection of the law against such interference or attacks”
Article 18 – “Everyone has the right to freedom of thought and conscience”
Article 27 – “Right to share in scientific advancement and its benefits”
Article 28 – “Right to a social order where freedoms of this declaration can be

fully realized”
Article 29 – “In the exercise of his rights and freedoms, everyone shall be subject
only to such limitations as are determined by law solely for
the purpose of securing due recognition and respect for the rights and freedoms of
others and of meeting the just requirements of morality, public order and the
general welfare in a democratic society.”
Within the Canadian framework, “Cognitive Liberty” could be interpreted to

reside under the more general guarantee of “liberty and security of the person” under
Section (7) Part (I) of the Canadian Charter of Human Rights and Freedoms. Further
relevant text would include the right to “freedom of conscience” under Section (2) Part (I)
of the Charter.

Furthermore, under the Canadian Human Rights Act, “Powers, Duties &
Functions” (27) (b) government is obligated to “undertake research programs relating to
duty and function under this act” and (e) “consider human rights and freedoms received
from any source”.
It is abundantly clear that the technological advancements of the human race

concerning human thought and emotion- even DNA manipulation and programming, is
reaching a level of previously unimaginable proportions.
I think it would be fair to say that humans not only have a tight grip on the lid
of Pandora’s Box, we are in the midst of pulling it wide open, for better or for worse.
As with any other monumental paradigm shift in human technological

advancement, the possible application of this knowledge has equal amounts positive and
negative. Without strict international human rights laws to govern and address the
expanding scope of cognitive influence and control, this technology used nefariously
can will a person or group to absolute control.
Humans have evolved to a point in our internal governance and international laws
of developed nations to be accountable for our actions. Are we to be accountable for our
thoughts in the near future? What kind of inherent problems does the covert use and
manipulation of this technology present to individuals and groups in the near future? I
would suggest that “near future” is the present you and I are living in today.
As I suggested previous, this technology has the potential for infinite good and
infinite evils. Prominent experts and scientists who have devoted their entire lives to the
study and development of these technologies have stated unequivocally that the founding
and refining of EMF and neurological technologies, and their related future scientific
offspring, has the potential to influence human civilization comparable to the
splitting of the atom.
Dr. Michael Persinger, Professor of Psychology and Neuroscience at Laurentian

University in Ontario, Canada offers a horrifying glimpse of a potential ‘brave new
world’ that the misuse and lack of adequate moral/human rights based oversight
concerning the propagation of these technologies might afford our children’s generation:
Within the last two decades a potential has emerged which was improbable, but which is
now marginally feasible. This potential is the technical capability to influence directly
the major portion of the approximately six billion brains of the human species, without
mediation through classical sensory modalities, by generating neural information within a
physical medium within which all members of the species are immersed. The historical
emergence of such possibilities, which have ranged from gunpowder to atomic fission,
have resulted in major changes in the social evolution that occurred inordinately quickly
after the implementation. Reduction of the risk of the inappropriate application of these
technologies requires the continued and open discussion of their realistic feasibility and
implications within the scientific and public domain.

Council on Foreign Relations” prepared for the United States Government, chaired in

A notable member of this task force is Richard Perle, a close associate of the tight
knit group of neo-cons (Dick Cheney, George W. Bush, Paul Wolfowitz, Donald
Rumsfeld, etc.) that occupied the White House from 2000-2008.
I can do nothing more than to reiterate the gravity of situation the civilian
population of this planet find ourselves embroiled within:
In summary, vigorous exploration of non-lethal technologies is politically, militarily,

and morally appropriate, and affordable as well. "Once in a while a door opens, and
lets the future in," wrote Graham Greene. With respect to non-lethal conflict, such
a door may now be opening.
