2 2.1

Intent This specification covers the design, engineering, manufacture, inspection, performance testing at vendors works and properly packed Safety / Relief Valves in accordance with the ASME Boiler and Pressure Vessel Code, Section 1, Rules for the Construction of Power Boilers (1998 edition & latest amendments) and IBR with latest amendments. Reference Documents The design, engineering, materials, fabrication, inspection, performance testing and installation of Safety/Relief Valves shall be as per stipulation of one or more of the following codes and standards : Wherever IBR doesnt have specific provision for design, material, manufacture testing and certification, guidelines of ASME Section I for Power Boilers and other accepted codes as listed here shall be followed ANSI B31.1 : (1995) ANSI B16.5 : (1988) ANSI B16.25 : (1986) ANSI B16.34 : (1988) ASME Sec-IIA : (1992) ASME Sec-V : (1992) ASME Sec-VIII : Div. 1 (1992) ASME Sec-IX : (1992) API 520 Part-I & II : (1992) API 527 (1991) : Code for Power Piping. Dimensional Standard for Steel Pipe Flanges and Flanged Fittings. Dimensional Standard for Butt Welding Ends. Standard for Butt Welded and Flanged ends Steel Valves. Recommended Practice for Design and Installation of Pressure Relieving System. Commercial Seat Tightness of Safety Relief Valves with Metal Enclosures IBR : Indian Boiler regulation with latest amendments In case of any contradiction between the standard and the stipulation as per this technical specification, the stipulation of the specification shall prevail. DESIGN REQUIREMENTS Design and construction of valves shall be as indicated in the Data Sheets (Annexure II). Minimum mechanical requirement for safety relief valve and its components shall be as per ASME Sect I PG-73.1and IBR All materials selection shall conform to ASME standards (PG-11.1.1) and PG-73.1, PG-73.2 and IBR Safety valves are selected according to the applicable regulations for material, quantity, set point and capacity. type, workshop tested and set. 4 4.1 4.2 4.3 TESTS AND INSPECTION Testing by manufacturer & assemblers shall be as per ASME Sect I PG73.4 and IBR The manufacturer & assemblers shall conduct inspection strictly as per ASME Sect I PG-73.3 and IBR The inspection shall be carried out in a manner satisfactory to, and shall be subject to the approval by, the purchaser. Detailed quality assurance plan shall be submitted for Purchaser's approval. All work covered by this specification shall be subject to quality surveillance by the purchaser or his authorized representative. Inspection & Testing of Materials & Components shall be as per the approved QA plan. Material Selection for various components shall be as per ASME Sect I PG73.2 and IBR. Material test certificates for the following shall be made available: a) Body, bonnet & nozzles b) Trim parts and other internals, e. g., spring. 4.6 Valves shall be radio-graphically tested for critical areas of nozzle and body as per ASME Sect I PG-11.3.3 and IBR. Chemicals composition, mechanical properties, test results indicating tensile strength, elongation test and bend test shall be furnished. Magnetic particle test shall be carried out for complete surface of the stem as per ASME Sec-V/ANSI B16.34. Quality assurance plan shall be submitted along with BID. Hydro-testing of pressure parts and leak-tightness of the seat at required pressure as per data sheet shall be done and certificates shall be furnished. Leakage test shall be as per API 527. Certification of capacity shall be as per ASME Sect I PG-69 and IBR. Pop test of the valve shall be conducted on air/water for each valve. All inspection and certification shall be as per ASME Sect. I & IBR. Bolts and nuts shall be tested as per the provision of relevant material specification. SPECIAL CLEANING, PROTECTION AND PAINTING All the valves shall be thoroughly cleaned by blast cleaning to white metal cleanliness, removal of all visible rust, mill scale by blast cleaning with nozzle using sands grit or shot. film thickness of 75 micron. Finish Coat: One coat of Aluminium Silicon having min. dry-film thickness of 25 microns. 5.3 All the ends to be welded shall be properly cleaned and treated with a suitable rust preventing material other than grease, and securely fitted with metal caps to protect the ends from damage. Please refer minimum functional requirements for Surface preparation, Painting and colour code. PERFORMANCE GUARANTEE All valves shall be guaranteed to meet the performance required by the specification, i. e., - Relieving Capacity. - Set Pressure. - Accumulated Pressure. - Blow-down Pressure. as mentioned for each valve in the Valve Data Sheet. The supplier shall guarantee that each part of equipment and accessories furnished shall be suitable for the service indicated, shall conform to the requirements of all applicable codes & standards and specification and more specific to IBR requirements. 7 7.1 QUALITY ASSURANCE PLAN To ensure that the items under the scope of this specification are manufactured in accordance with this specification and the applicable codes & standards, the approved quality assurance plan outlining the procedure of proposed tests shall be followed. Vendor shall submit his QA plan for approval to L&T along with the offer. All test records shall be made available to Purchaser. The contractor shall furnish, the mill test report showing the mechanical tests and the chemical analysis, to the purchaser. DRAWINGS AND DATA SUBMISSION Following drawings/documents shall be submitted by the Supplier after placement of order (10 copies of each): 1. Material test certificates for all critical components such as body, bonnet/ cover, nozzle, disc etc. reflecting the chemical/ mechanical & heat transfer details. 2. Manufactures' data Report Forms for Safety valves shall comply as per ASME Sect. I PG-112 and IBR. Form P-7 shall be used to record safety valves. 3. Capacity test certificate.

4. Pressure test certificates for all the valves. 5. Final Quality assurance /Quality control plan. 6. General arrangement and cross-sectional drawings showing all the necessary dimensions and identifying all the parts with its material of construction (12 copies). 7. Operation and maintenance manuals for the valves. 8. Final calculation for sizing. 9. Test certificates for radiography, MP/DP tests. 10. 9 9.1 Reaction force for all the valves.

SPARES Recommended spares for Three (3) year operation shall be quoted along with the bid clearly identifying the parts nos. with recommended quantities Each Safety Valve must have minimum 3 numbers of valve gaskets as spares. All spares shall be warranted for full actual or equivalent operating life of such spare part. Upon failure of any spare part within warranty period, the same will be replaced at no additional cost. SHIPMENT AND DELIVERY All the valves shall be packed in such a way that no damage occurs in transit during transportation, and that it can be unloaded without any problem. All welded ends shall be capped with pushed plastic/metal caps to protect it from damage.
