1 Introduction
1.1 Assignment Brief
IL&FS Infrastructure Development Corporation Ltd (IL&FS IDC) appointed as the National Level
Consultant (NLC) by Ministry of Tourism, is in the process of identifying tourism circuits across all
the States and UTs (except North-East). These circuits are proposed to be developed during the 12
th

Plan, in an integrated manner with Central Financial Assistance and appropriate involvement of State
Governments and private sector. For the first phase, the process has been started with the selection of
existing/new tourist circuits (4 in each state and 2 in Union Territories). These circuits have been
structured considering the length, duration and connectivity.
After the identification and prioritisation of these circuits in Phase I, the next step is to identify the
basic and tourism related infrastructural and promotional needs of the identified circuits, which are to
be implemented on priority basis, along with the tentative cost estimates. These projects should be
related to development of basic as well as tourism related infrastructure. Thereafter, Detailed Project
Reports (DPRs) will be prepared by the State Level Consultant for the projects identified along with
their financial projections.
1.2 Objectives of the Study
The objectives of the present study are:
1) To identify the potential tourist circuits/destinations in the State of Chhattisgarh.
2) To analyse the potential and carrying capacity of the identified tourist circuits/destinations and
prioritise the same.
3) Assess the existing infrastructure basic and tourism related - for the circuits/destinations.
4) To assess the interventions for improving the quantity and quality of basic and tourism
infrastructure for prioritized circuits/destinations.
5) Identify infrastructural projects to be initiated by Centre/State/Private sector.
1.3 Approach and Methodology
Figure 1 presents a flow diagram of the approach and methodology used for the present study. Based
on primary and secondary sources, literature search and discussions with key stake holders (State
Govt and local tour & travel industry), the existing tourists flow and orientation were studied. The
existing and future potential and connectivity of the destinations were studied for an initial screening
of the tourist circuits / destinations.

After the initial screening, the circuits identified were discussed with the State Government
(Department of Tourism), representatives of Travel & Tourism Industry and other stakeholders. On
the basis of these consultations, tourism circuits have been shortlisted. In order to understand existing
capacity of the shortlisted circuits as well as destinations, a detailed carrying capacity assessment has
been done. This assessment is, primarily, based on the residential and tourist population densities of
the town/cities.

Based on above exercise, four circuits have been identified and prioritized. The circuits have been
prioritized after consultations with the stakeholders and based on the popularity, tourists flow pattern

and perceived need for improvements/investments to basic and tourism infrastructure. In the present
study, the circuit with the highest priority has been taken up for detailed examination.
Thereafter, detailed infrastructure assessment of the priority circuit is undertaken. The objective of the
said assessment is to understand the significance of the mentioned sites from a tourist perspective and
to map the availability of basic and tourism related-infrastructure. Typical infrastructure being
demanded includes facilities at entry-exit points, accommodation, way-side amenities, physical &
social infrastructure, public utilities as well as health & security. This assessment is based on
reconnaissance survey done along the route, wayside and on site of the priority circuit. Following
infrastructure has been examined to assess the requirements and deficiencies:
1) Modes of Transport- airways, roadways and railways and access thereto
2) Road network
3) Utilities-power, water facility, etc
4) Accommodation
5) Way side amenities
6) Maintenance and management of built heritage/tourist attractions
On the basis of reconnaissance survey, discussions with local community and other stakeholders, gaps
have been identified. Based on these gaps as well as site potential, sustainable projects have been
proposed along with the indicative block costs. These projects proposed are intended achieve the
following two objectives:
1) Products and activities proposed will attract the tourist inflow and will hold the tourists in the
circuits which will provide socio-economic benefits at a larger level.
2) Sustainable projects will attract different investors and private players to participate in
infrastructure development which will benefit both, Government as well as private sector.
The key findings of the study conducted along the priority circuits are listed below:
1. Raipur to Arang
The road from Raipur to Arang is a 4 lane highway. The internal roads of Arang are very poor
and needs improvement. The state transport needs to enhance its services to facilitate more
number of tourists. Arang lacks in terms of accommodation. As one travels from Raipur to
Arang there are limited facilities available for restaurants and snacks bars. There is no public
conveniences enoute. There are direction signages by Chhattisgarh Tourism Board but these
needs to be enhanced.

2. Arang to Sirpur
The road from Arang to Tumgaon is 2 lanes and is of poor condition and riding quality. The
internal roads need improvement. There is a need of good tourist accommodation in Sirpur.
Sirpur lacks in terms of restaurants and snacks bar. There are no enoute and onsite public
conveniences available. There are direction signages installed by Chhattisgarh Tourism Board
but they are not sufficient.
3. Sirpur to Barnawapara WLS
The road condition after Laxman Temple in Sirpur to Barbaspur road is of very poor quality.
The internal roads need improvement. The solid waste management needs to be enhanced.
There is a requirement of direction signages.
4. Barnawapara WLS to Sheorinarayan
The road condition from Barnawapar WLS to Sheorinarayan is not of good quality and need
enhancement. There is a requirement of solid waste management and public conveniences
enroute and onsite. Barnawapara WLS lacks in terms of restaurants and snacks bar.
5. Bilaspur to Malhar
The road condition is good till Masturi, but after Masturi till Malhar, the road condition needs
to be enhanced. The service of state transport needs to be improved. There is facility of public
conveniences at Mata Dindeshwari Temple .There is requirement of Street lighting between
the internal roads connecting the monument.
6. Bilaspur to Tala
The approach road needs to be improved. Insufficient enroute and non availability of onsite
restaurants and snacks bar is a challenge faced by tourists. No direction signages for Tala
from Raipur and Bilaspur are available. The existing monument is in dilapidated condition.
7. Bilaspur to Ratanpur
The road condition from Bilaspur to Ratanpur is of fair condition but needs resurfacing.
Ratanpur is a well established tourist destination and needs enhancement of tourist
infrastructure like public conveniences, restaurants and snacks bar. Information and direction
signages need to be installed.

2 Brief on the State
2.1 Introduction
Chhattisgarh is located in central India covering an area of 136034 sqm. It has a population of
20,833,803 based on 2001 census data. It shares its boundary with Maharashtra and Madhya Pradesh
in the west, Orissa and Jharkhand in the east and Uttar Pradesh in the north. Raipur is the capital city
of Chhattisgarh.

2.2 Tourism in the State
2.2.1 Background
As per 2009 statistics of Ministry of Tourism, Chhattisgarh was ranked at the bottom rung of 35
States in terms of tourist arrivals. Ranked 26

Arrivals (FTA), Chhattisgarh saw mixed growth rates-while domestic tourists grew by 15.5% and 7%
in the last 3 years, it had (negative) 2.8% and 6% growth in terms of FTA.

Since Chhattisgarh is a relatively new State that was formed only as late as 2000, it would take some
time before it is able to capitalize the opportunities in tourism as a sector.
2.2.2 Trends in Tourist Arrival
As per the tourism survey undertaken by Market Research Division of Ministry of Tourism, for the
year 2005:
1. Share of domestic tourist among total tourist arrivals in Chhattisgarh was 99.8%, indicating
almost no foreign tourist presence.
2. Total number of visits of all tourist (domestic and foreign combined) was maximum in
Raipur, followed by Durg and Bilaspur.
3. Number of day visitors per 100 domestic tourists is 221.
2.2.3 Available Destination
Chhattisgarh is endowed with rich cultural heritage and attractive natural diversity. The types of
tourism that Chhattisgarh offers are as follows:
2.2.3.1 Eco Tourism
Eco Tourism entails sustainable preservation of naturally gifted area or region. This is becoming more
and more significant for the ecological development of all regions that have tourist value.
Chhattisgarh consists of 12% of Indias forest cover. The major attractions are 3 national parks & 11
wildlife sanctuaries. There are several virgin attractions in areas namely Kanger valley national parks,
Barnawapara, Sitanadi, Udanti & Achanakumar sanctuaries. The destinations which are being
promoted for nature and wildlife tourism are:
Mainpat: Mainpat is a small village in Sarguja district. It is a famous hill station and is
known for Tiger Point Water Park.
Keshkal Valley: Keshkal Valley is in Kanker district. Its nearest airport is Raipur and
railway station is at Jagdalpur. It is a scenic spot and offers a spectacular view of the
valley.

Chaiturgarh: Chaiturgarh is situated in Bilaspur district. It is located 80 kms from
Bilaspur city. It is one of the 36 forts of Chhattisgarh and is situated at a height of 360
feet on the hill top. It was constructed by Raja Prithvidev I of Ratanpur on one of the hills
of Maikal range. It is protected by strong walls and is considered as one of the strongest
natural forts.
Bagicha: Bagicha is situated in Jashpur district. It is a reserved forest.
Kutumsar Caves: Kutumsar Caves are housed within the premises of the jungle-clad
Kanger Valley National Park. It has a narrow spiral staircase that descends about 40 feet.

Kailash Caves: Kailash Caves are housed within Kanger Valley National Park. It has
most spectacular formation of Stalactites (limestone pillars hanging down the roof) and
Stalagmite (pillars rising from the ground). It is in a deep hill, 200 meters long, 35 meters
wide and 55 meters deep.
Tirathgarh falls: Tirathgarh falls located around 40 kms from Jadalpur in Bastar district.
It is a fall on Kanger River, where this river makes a cascade and drops about 100 feet as
a series of steps.
Chitrakot falls: Chitrakot falls is located near Jagdalpur in Bastar district on Indravati
River. Given its tremendous height (95 feet), the Chitrakot Falls draws parallels with the
the Niagara Falls.
2.2.3.2 Heritage Tourism
Heritage Tourism is oriented towards the built heritage and natural heritage of the location where
tourism is prevalent. The destinations for heritage tourism area in Chhattisgarh include:
Ratanpur: Ratanpur is located in Bilaspur district. This town is a popular religion centre
and has temples like Mahamaya Temple, Buddha Mahadev and Ramtekri.

Malhar: Malhar is situated in Bilaspur district and located 40 km from Bilaspur. It is
famous for its archeological importance. This place has many ancient temples such as
Pataleshwar Temple, Devi Temple and Dindeshweri Temple. This place has a four
handed idol of Lord Vishnu.

Raigarh: Raigarh is situated in Raigarh district and has number of attractions such as
Ram Jheena, Gomada Reserve Forest and Chakardhar Samraoh, a Lord Ganesh festival
spread over ten days.
Siganpur Caves: Singhanpur caves are situated in Raigarh district. This place has famous
pre historic paintings on rocks.
Ramgarh: Ramgarh is situated in Sarguja district. Lord Ram is believed to have stayed
here during his 14 years exile.
Raipur: Raipur is the capital of Chhattisgarh. It was founded by the Kalchuri King Ram
Chandra of Raipur. All important towns of the region like Bhilai, Jagdalpur, Durg,
Bilaspur, Rajnandgaon, Jabalpur and Bhopal are connected with Raipur by road.
Durg: Durg is situated in Durg district. The places of interest in and around Durg are
Devbaloda, Baloda and Nagpur.
Bhoramdeo: Bhoramdeo is situated in Kawardha district. Located here is the Bhoramdeo
Temple, built by King Ramchandra of the Nag Dynasty. This temple has resemblance
with the Khajuraho temple, and therefore it is also called Khajuraho of Chhattisgarh. The
temple has a Shivlinga which is beautifully carved.
Jagdalpur: Jagdalpur is situated in Bastar district. This place has a 70 year old Bastar
palace. The Ganga Munda and Dalpat Sagar lakes are on the river Indravati which passes
through Jagdalpur. While driving on NH 16 to the west of Jagdalpur, one can observe the

Maria Manhirs, monumental stones erected for dead.
2.2.3.3 Pilgrim Tourism
Some prime destinations of pilgrim tourism are:
Bilaspur: Bilaspur city is situated in Bilaspur district. The places of pilgrimage are:
a) Mallhar (Sarvanpur): It is 14 kms from Bilaspur. This place has many temples,
such as Pataleshwar Kedar temple which has Gomukhi Shivling as main
attraction, Dideneswari Temple and Deor Temple.
b) Belpan: It is known for its Kund and Samadhi.
c) Kabir Chabutra: It is located 41 kms from Bilaspur. This place is known for great
saint Kabir.
Sheorinarayan: It is situated 70 kms from Bilaspur city. It is a prominent religious place
for the people of Chhattisgarh and Orissa. Sheorinarayan has been legendarily named
after Shabri, a tribal woman who had served Lord Ram when he passed through this place
during his 14 year exile. Three rivers Mahanadi, Shivnath and Jonk meet at this place.
Among the prominent temples here are Nar Narayan, Keshav Narayan and Lakhanshwar
Temple.
Ambikapur: Ambikapur is situated in Sarguja district. It is termed as temple town of
Chhattisgarh. There are many pilgrimage destinations in Ambikapur such as Shivpur
Temple, Buddha Temple, Kailash Caves and Ramgarh & Sita Benger.
Rajim: Rajim is a small town located 35 kms from Raipur. It is famous for its rich
cultural heritage and the beautiful ancient temples. It is also called Prayag of
Chhattisgarh because it is a meeting point of three rivers Mahanadi, Pairy & Sondhu.
The prime attraction of Rajim is the Rajivlochana Temple, dedicated to Lord Vishnu.
Champaran: Champaran is a village in Raipur district located 60 kms from Raipur. It is
the birthplace of Saint Vallabhacharya. An annual fair is also held every year, in the
month of Magh (January February).

Sirpur: Sirpur is located on the beautiful banks of the river Mahanadi, about 50 kms from
Raipur, in the Mahasamund district. This place has a famous Laxman Temple. The
excavation of Sirpur has led to discovery of diverse sites and objects such as 12 Buddha
Viharas, Jain Viharas, monolithic statue of Lord Buddha and Mahavir Jain, 22 Shiv
Temple, 5 Vishnu Temple, stone & copper inscriptions and hundreds of statues.
Dongargarh: Dongargarh is a city in the Rajnandgaon district. It is about 40 kms from
Rajnandgaon and 67 kms from Durg. The famous temple at Dongargarh is Maa
Bambleshwari, located on a hilltop of 1600 feet. The nearest airport to Dongargarh is
Raipur which is 110 kms away and nearest railway station is Dongargarh railway station.
Lakhs of people from in and around Chhattisgarh flock the shrine during Navaratris of
Kaver (during Dashera) and Chaitra (during Ramnavmi).
Dantewada: Located in the Dantewada district, Dantewada is named after the presiding
deity of the town Maa Danteshwari. Dantewada is believed to be one among the 52
sacred Shakti Pithas of the Hindu mythology.
Girodpuri: Girodhpuri is a pilgrim center in Raipur district. It is located 135 kms from
Raipur. It is famed as the birth place of Satnami saint Ghasidas, who fought against social
evils and advocated social equality and development.

2.2.3.4 Culture Tourism
Culture tourism promotes states rich cultural image and developing ethnic elements. Cultural
destination in Chhattisgarh includes:
Kondagaon: Kondagaon is situated in Bastar district and located 71 kms north of
Jagdalpur. The nearest airport is Raipur and railway station is Jagdalpur. It is a
manufacturing centre of handicrafts that are sold throughout India under the name of
Bastar Art.

Narayanpur: Narayanpur district is famous for its handicraft of Terracotta, Bronze, and
Jute.
2.3 Infrastructure and Connectivity
Tourism infrastructure in Chhattisgarh has been evaluated by considering the transport connectivity
such as railways, roads & airports and accommodation.
2.3.1 Roads
Major cities and towns of Chhattisgarh are connected to other parts of the country through NH 6, NH
16 and NH 43.

Chhattisgarh has 2228 kilometers of National Highway that accounts for 6% of the total road
infrastructure in the state; there are 3213 Kilometers (9 %) of State highway, 4814 kilometers (13%)
of major district roads and 25811 kilometers (72%) of other district village roads in the state

To meet states growing requirements, the National Highway Authority of India (NHAI) is planning to
develop five national highway projects aggregating 450 km through private sector participation.
2.3.2 Railways
The total rail network in Chhattisgarh is 1180 kilometer; of this almost 861 kilometer is electrified
track. Recognizing the potential for mining and metal industry related traffic in the state, the Indian
Railway has established a new zone named South-East Central Railway with its headquarters in
Bilaspur. Indian Railways is also implementing projects for new railway lines in the state aggregating
235 kilometers at a cost of approximately USD 80 million

2.3.3 Airports
Chhattisgarh has one airport in Raipur, the state capital. Raipur is connected by air to New Delhi,
Mumbai, and Kolkata etc. The state does have smaller airports/airstrips at Sarangarh, Jagdalpur,
Bhilai etc.

The observations from the above data are as under:
1. The maximum numbers of hotels are in the 3-star category.
2. Chhattisgarh does not have any hotels in the high-end categories such as 5-star Deluxe and 5-
star.
3. Major towns such as Bilaspur, Ambikapur, Jagdalpur etc. that have a number of places of
tourist interest, do not have any accommodation facilities.

3 Initial Screening of the Circuit
3.1 Based on Preliminary Research
On the basis of informal interaction with the local members of tour and industry and through
secondary research, following circuits were identified:

3.2 Key Parameters
In line with the above discussion, further research has been done to identify and prioritise the circuits.
Realising the need, the study narrowed down to derive few key parameters on the basis of which
circuits have been put on priority basis. These key parameters have been listed below:
1) Tourist Profile
Type of tourists visiting a destination depends on the nature of the destination. They can be
broadly categorized into domestic and international tourists. This further affects the physical and
socio-economic development of a destination as spending patterns determines the related
multiplier effects. It also governs the type and scale of infrastructure required.
Of the total number of tourists who visited Chhattisgarh in 2006, the share of domestic tourist was
99.8%.Total number of visits of all tourist (domestic and foreign combined) was maximum in
Raipur, followed by Durg and Bilaspur. Number of day visitors per 100 domestic tourists is 221.
Among domestic tourists who stayed in accommodation units, 70% stayed in unstarred
accommodation units. Around 4% stayed in starred accommodation units and 12% stayed in

Dharamshalas. Among foreign tourists, 44% stayed in unstarred accommodation units, 43%
stayed in guest house or tourist bungalow and 9% stayed in starred accommodation units

2) Capacity & Sustainability
The carrying capacity

assessment and sustainability of tourism in the circuits identified is an
important component of the study as it will form the basis for resource allocation and future
development.
The carrying capacity assessment has been done separately for the circuits, based on city
population (resident), population density and tourist population and density (floating population).
The estimation has been done by comparing the total density with the city density norms for
small, medium and large town / cities set by Urban Development Plan Formulation and
Implementation Guidelines (UDPFI). Only such places have been considered that can offer a
sustainable value proposition to the tourists such that when tourism products are offered in those
places, they can be maintained as well.
3) Travel and Tour
Generally, tour operators organize trips in such a way that only popular sites can be covered in a
given period of time. This practice creates more pressure on such destinations. Therefore, while
selecting the circuits, attempts have been made to promote the sites situated around these
popular/saturated destinations which are relatively less developed.
4) Safety
Tourist safety has been considered and attempts have been made not to incorporate any such
destination which is already adversely affected in terms of law and order.

4 Stakeholder Consultations and selection of Tourist Circuit
4.1 State Government and the other concerned Stakeholders
In case of Chhattisgarh state, after the initial screening, the circuits have been discussed with
representatives of Chhattisgarh Tourism Board (CTB), which has further suggested the modifications.
These circuits are vetted through the concerned stakeholder in the stakeholder meet that included
representatives from the State Department of culture, forest etc and representatives from private trade
operating in the state. Based on the discussions, following circuits and projects have been identified
which can be considered for further assessment:

4.2 National Level Stakeholder consultation
Further, the above mentioned circuits were presented by NLC in a Stakeholder Consultation meeting
organized and hosted by Ministry of Tourism (MoT), in the presence of representatives of Hotel
Association, Tour operators and representatives from MoT on the 19
th
Oct, 2011. The detailed list of
personnel consulted during the National level consultation process is detailed in Table 5.
4.3 Ranked list of Circuit
The National level Stakeholder consultation conducted by the Ministry of Tourism led to the
recommendation of the following circuits to be developed;

4.4 Carrying Capacity Analysis
Tourism carrying capacity is defined as the maximum number of people that may visit the tourist
destination without causing destruction of the physical, economic and socio cultural environment and
an unacceptable decrease in the quality of visitors satisfaction. (Alvin Chandy, 2009)
Assessment of TCC is based on three major indicators: Physical-Ecological, Socio-Demographic and
Political- Economic.
Physical and Ecological Indicators are based on fixed components (ecological capacity, assimilative
capacity) and flexible components (infrastructure systems like water supply, electricity,
transportation, etc).

Socio-demographic Indicators refer to social and demographic issues and importance to local
communities, as they relate to the presence and growth of tourism. Some of these can be expressed in
quantitative terms but most require suitable socio- psychological research.
Political-economic Indicators refer to the impacts of tourism on local economic structures, activities,
etc. including competition to other sectors.
The objective of the interventions intended by the Ministry of Tourism, Government of India is to
improve the quality and quantity of tourism infrastructure at tourist destinations/circuits in a
sustainable manner. Hence, for the purposes of this report the primary focus would be on the Physical
and Ecological Indicators. It is expected that improvement in physical infrastructure at
destinations/circuits would translate into improvements in the socio-demographic and political-
economic conditions of these places.

The densities suggested by the UDPFI guidelines as shown in Table 7 are for the standard cases.
Tourist towns which vary from highly eco-sensitive sanctuaries to highly dense pilgrimage places
have specific characteristics and carrying capacities. Thus, UDPFI densities need to be adjusted to
account for these factors, which is done with the help of Normalizing Density ()

Normalizing density is evaluated as follows:
i. Sites were evaluated on a normalizing index (Ni) of range -10 to +10

Negative Indices were adopted for sites where densities were to be allowed on a conservative
scale (i.e. for example places which are ecologically sensitive). Positive Indices were adopted
for sites where densities were to be allowed at higher values than prevailing such as
pilgrimage towns etc.

ii. The values of the indices were evaluated based on a qualitative assessment with respect to the

index.

sustainable densities for tourist towns of the relevant categories. To establish the lower limit,
reference was made to the capacity norms cited by World Tourism Organization WTO (Inskeep,

The Normalizing index (Ni) was evaluated as follows: Each of the applicable indicators for the
corresponding thematic area (to which the tourist destination/circuits belong) were ranked on a scale

4.4.1 Methodology adopted for estimating the Tourist Load in 2020
The load in 2020 has two components domestic tourist load and foreign tourist load. The
methodology for evaluation of tourist load in 2020 is as follows:

Step 1: Estimation of Domestic Tourist Load in 2020:
The Ministry of Tourism Government of India aims at maintaining the annual domestic tourist growth
rate of 12.16% for the next five years (Source: Letter DO No. 8(12)/2011- MRD, issued by Ministry of
Tourism, Government of India to Secretary Tourism of all States).For calculating the domestic tourist
load in 2020 the base year figures of 2010 were thus projected using a CAGR of 12.16%.

Step 2: Estimation of Foreign Tourist Load in 2020:
The Ministry of Tourism Government of India aims at increasing the countrys share of World Tourist
Arrivals from 0.6% to 1% for the next five years (Source: Letter DO No. 8(12)/2011- MRD, issued by
Ministry of Tourism, Government of India to Secretary Tourism of all States).Using these figures a
CAGR of 10.76% was calculated. Thus For calculating the foreign tourist load in 2020 the base year
figures of 2010 were thus projected using a CAGR of 10.76%.

Step 3: Estimation of Tourist Load in 2020:
The sum of Domestic Tourist Load (2020) and Foreign Tourist Load (2020) was arrived at to estimate
the Tourist Load in 2020.
4.4.2 Town wise Carrying Capacity Analysis of Chhattisgarh Priority Circuit
Using the above methodology the carrying capacity of the Chhattisgarh Priority Circuit was analyzed.
The results of the analysis are summarized in the Table 12.

As evident from Table 11 above, all the Tourist towns of the priority circuit of Chhattisgarh have
ample capacity to accommodate the tourist inflow until 2020. According to the figures shown in Table
11, following observations can be drawn:
a.) Arang town which has Bhand Deul and Bhag Deul Temple has enough capacity to hold
people and it could be developed as a good stopover destination.
b.) Sirpur is being recently explored and has been visited by people who are aware about its

4.4.3 Destination wise Carrying capacity of Chhattisgarh Priority Circuit
4.4.3.1 Methodology for estimating the existing tourist loads at destinations
For calculating the existing load at destinations the following sources were used. Data from Log
books at Destinations, surveys carried out by IL&FS IDC team at destinations, consultations with
local officials, tour guides approved by the State tourism department, local tour and travel operators.
The existing load was collected under the heads of domestic tourists and foreign tourist. The sum of
domestic tourist loads and foreign tourist load were taken to arrive at the current loads (2011) at
destinations. For estimation the loads at destinations in 2020 the domestic tourist load was projected
using a CAGR of 12.16 % and the foreign tourist load was projected using a CAGR of 10.76%.

The destinations of the circuit have capacity to accommodate tourist in 2010 and 2020 except
Mahamaya Temple in Ratanpur, which will exceed its capacity in 2020. This can be addressed by
initiating better crowd managing policies such as restricting the dwell time in the temple premises to 1
hour. By doing this additional capacity can be achieved in 2020.

5 Existing Infrastructure Status
5.1 Introduction to the Priority Circuit
The priority circuit of Chhattisgarh is Raipur Bilaspur circuit consisting of enroute destinations
between Raipur and Bilaspur and the other nearby destination taking Raipur and Bilaspur as a hub.
This circuit is further extended to Raigarh and Ambikapur covering the enroute destinations between
them taking Raipur and Bilaspur as entry and exit point.

Sirpur is a small village located on the right bank of Mahanadi 83 kms to the north-east of Raipur. It
has archeological remains associated with Shaiva, Vaishnava, Buddhist and Jain faiths. Among the
numerous temples Buddhist monasteries (viharas), the most remarkable are the Lakshman Temple,
Gandheswara Temple, Anandprabhu Kutir Vihara and Swastika Vihara.
It is well known for its rich background of traditional cultural heritage and architecture. It dates back
to the period ranging between fifth and the eighth century AD. It is also an important centre of
Buddhist religion from the sixth and tenth century AD. Excavation in and around the villages have
thrown up temple sites constructed of brick, stone pillars and sculptures.

Sheorinarayan is 65 kms south-east of Bilaspur in Janjgir Champa. Situated at the holy confluence of
three rivers, Mahanadi, Sheonath and Jonk, It is said that this was the home of Shabri, a disciple of

It was once the capital of ancient Chhattisgarh. At this place, remains of the period from approximate
1000 BC to Kalchuri regime have been found. Pataleshwar kedar temple is a temple in Malhar where
Gomukhi shivling is the main attraction. The Disneshwari temple of Kalchuri regime is also found.
Malhar is located 32 km south west of Bilaspur Sheorinarayan route.

Talagram is located 27 kms from Bilaspur. It is famous for Devrani Jathani temple. There is a

5.2.7 Ratanpur
Ratanpur is located 25 km from Bilaspur. There is an old fort (Hawa Mahal) which is in demolished
condition. The local favourite is the temple of Goddess Mahamaya. In its surrounding, there are
different old temples and ponds. At the place of Ramtekri there is a temple of Ram Panchayat. There
is temple of Baba Bairavnath which has an idol of nine feet height.

century, Nagvanshi Shiv Temple with beautiful stone carvings. It has
