Colwyn Bay Waterfront, Town Link & Town Centre Artistic Curator / Producer Brief

Conwy County Borough Council (CCBC) wishes to contract an Artistic Curator / Producer to work closely with the Bay Life team and CCBC Arts Officer so as to establish and oversee the implementation of a Public Art Framework for Colwyn Bay town and in particular the Colwyn Bay Waterfront including links to the Town Centre. The latter is a major public realm enhancement project within a broader regeneration programme; Bay Life+ is aiming to transform the image and nature of Colwyn Bay. Regeneration of the Waterfront is a key driver to the towns regeneration. A maximum of 10,000 is available to cover all associated costs: (duration 10 weeks). It should be noted that there is potential to undertake additional activities following the successful implementation of this phase, however these would be subject to the availability of future funding streams and possible further tender processes. Outcomes: 1. Establish a dynamic and innovative Public Art Framework for Colwyn Bay town centre, Colwyn Bay Waterfront and linkages from it to the town centre. 2. The immediate priority is to work alongside the CCBC Waterfront Design team to highlight art led interventions and opportunities to ensure the maximum impact for the final design of the next phase of this project, which includes a link to the town centre and designed to encourage the free movement of people around the town and waterfront. This will be an intensive 4-5 week period of activity for the contracted Artistic Curator / Producer (Please note that there are specific dates for this activity and the successful applicant MUST be available during this time 24 June September 2013) 3. The art led interventions and opportunities highlighted for the next phase of Waterfront Design meetings must be transformed into briefs and ultimately public art commissions 4 To assist CCBC in preparing and submitting funding applications to assist with the interpretation of the commissions referenced in 3 above. 5. Outside of this period the contracted Artistic Curator / Producer must: review existing public art works and proposals; undertake familiarisation visits; meet with Bay Life Regeneration Officers and other stakeholders. prepare a concise framework (in Microsoft Word or Publisher) to include - proposals on the wider opportunities for art input into the regeneration of Colwyn Bay including the opportunity for art in the public realm and identify optimum locations. - Consult with the community and relevant stakeholders across all ages to establish a theme, or range of themes, for potential art work to be integrated

into the fabric of the enhancements to improve their attractiveness, strengthen the towns heritage, and add value to the aspirations for the town. - advise on whether a lead artist should be appointed or a range of separate commissions. - advise on and recommends a funding strategy to implement the framework, including making use of section 106 funding for off site public art - prioritise the opportunities and provide a recommended implementation programme with timescales Present the review of the draft framework to Bay life Management Board and officer groups

It is emphasised that the outcomes within this brief are time sensitive and must be completed by September 2013

Instructions for Consultants Please send a detailed report outlining your experience and suitability to undertake this work, in an unmarked envelope addressed to Public Art Curator / Producer Bay Life+ Office 28 Wynnstay Road Colwyn Bay LL29-8NB By 12.00 noon on 07/06/13. Please confirm that you are able to undertake this work within the agreed timeframe. Conwy County Borough Council reserves the right not to accept the lowest or any quote/tender and will not assign any reason for the rejection of the tender. In addition, the Council has no liability whatsoever to meet any costs which arise to the tenderers in the preparation and submission of their quote/ tender. The Client The client for this project is Conwy County Borough Council. The project contract will be managed by Colwyn Bay Public Art Public Art Steering Group which will include CCBC officers: Hywel Jones, Colwyn Bay Waterfront Project Manager; Sian Hughes, Arts Development Officer; Ingrid Lewis, Town Centre Manager and Rob Dix, Bay Life+ Programme Manager.
