OBJECTIVE The purpose of the establishment of the technical committee is to help CIDB to identify, prepare and develop the Construction Industry Standard (CIS), guidelines manual, technical reports, training modules and other materials associated with green technology in the construction industry. All of the taken initiates and conducted programmes proved CIDBs strong commitment in improving and strengthening best green technology practices in the construction industry in Malaysia. 3. PROGRAMMES HELD AND CONDUCTED BY CIDB IN GREEN TECHNOLOGY 3.1 Research and Development Projects funded by CIDB 2000 - Waste Minimisation and Recycling Potential of Non- Renewable Construction Materials (UKM) 2004 - Environmental Management Plan in the Contract Tender Document of Construction Projects (USM) 2004 - Achieving Sustainability of the Construction Industry via International Environmental Management System Standard, ISO 14001 (USM) 2006 - Materials Security and Waste Management for IBS: Towards Sustainable Construction (USM) Bill of Quantities (BQ) for the Environmental Protection Works (EPW) which was adopted by JKR
ii) Promote environment-friendly practices. - For this next proposal, CIDB has proposed to industry authorities to explore and use material known as Green Building Material or Bahan Binaan Hijau.

3.3 Training Module 2007 - Developed training module on Good Practices of Waste Management in Construction 3.4 Construction Industry Master Plan (CIMP) CIMP was launched by CIDB in the late 2006. Within CIMP, seven (7) main strategic cores have been fore fronted where one focuses on issues related to environment under the third (3) strategic core. In this strategy, there are two (2) related strategic proposals : i) Encourage external accreditation in quality and environmental management. - In this proposal, CIDB has been promoting and encouraging contractors to obtain ISO 14001:2004 certification
The implementation of green contractor accreditation is to make it easier for building owners or clients to choose qualified contractors in order to build buildings with green technology concept.
2. OBJECTIVE The purpose of the programme is to support index or green building evaluation system together with green procurement. Besides that, it also encourages manufacturers or suppliers of construction materials to improve and develop more green oriented products. 3. GREEN LABELLING CONCEPT The green labelling concept applies to construction materials which comply to criterias as per below : material manufactured with the lowest amount of energy consumption; recyclable; manufactured from renewable source of material; potential to produce minimal environmental impact; provide good indoor air quality and increases inner building capability; To begin green labelling programme, CIDB has made some adaptation and had referred to various international standards currently available in the market. However, it was adjusted to be compatible with the Climatic Change in Malaysia. To complete the other requirement of green labelling for construction materials programme, Construction Research Institute of Malaysia (CREAM) a subsidiary of CIDB, has provided a structure testing facility for product or these green construction materials at Makmal Kerja Raya Malaysia located in Jalan Chan Sow Lin, Cheras.

towards international standard, CIDB have introduced certification guidance scheme for ISO 14001 Environmental Management System (EMS) and CIDB EMS Certification Programme to contractors. By obtaining the certification, local contractors can now compete and stand on par with other contractors at international level. 2. OBJECTIVE This scheme is developed with the purpose to better aid contractors in undertaking a more organised and effective environmental management practice as a sign of support to preserve and conserve our environment. It also helps to provide information on other contractors whom has given strong and good commitment regarding environmental management to related bodies like Jabatan Kerja Raya (JKR), housing developers and local authorities. Furthermore, it is an effective means for CIDB to monitor and report on practices and awareness levels amongst Malaysian contractors concerning environmental management as a whole. 3. CIDB D.I.Y ENVIRONMENTAL MANAGEMENT SYSTEM (EMS) SCHEME
The development standard aids the industry in conducting selfassessment towards the buildings effect on the surrounding environment. Furthermore, the development standard can be used as a completing addition to the Construction Industry Standard (CIS) for Quality Assessment System in Construction and Safety Assessment System in Construction, which are also developed by CIDB. As a whole, assessment made based on the Construction Industry Standard (CIS) Green Assessment System in Construction is capable of evaluating and calculating the actual impact and quantity of Green House Gasses released by the building into the environment.
As a whole, CIDB D.I.Y Scheme is providing Malaysian contractors with a subsidised and cost effective programme to help increase accomplishment and performance in line with other developing countries. In addition to that, the programme also offers the means for the contractors to improve their performance in environmental management through two (2) allocated D.I.Y certification programmes. The programmes are: ISO 14001 EMS Certificate D.I.Y Programme CIDB EMS Certificate D.I.Y Programme For the two D.I.Y certification programmes above, registered contractors will receive training and guidence from CIDB appointed EMS facilitator to develop, execute and be better prepared for EMS independent auditors accreditation. CIDB will appoint and bear the cost of the EMS auditor for CIDB EMS Certificate D.I.Y Programme. As for the ISO 14001 EMS Certificate D.I.Y Programme, contractors will be responsible for the cost of EMS audit works, which will be conducted by EMS certification body accredited by Jabatan Standard Malaysia.

OBJEKTIF Penubuhan jawatankuasa teknikal ini adalah bertujuan untuk membantu CIDB dalam mengenalpasti, menyediakan dan membangunkan Standard Industri Pembinaan (CIS), manual, garis panduan, laporan teknikal, modul latihan dan sebagainya yang berkaitan dengan teknologi hijau dalam industri pembinaan. Dengan segala inisiatif yang telah diambil dan semua program-program yang dijalankan telah membuktikan bahawa CIDB amat komited dalam mempertingkat dan mengukuhkan amalan baik teknologi hijau dalam industri pembinaan di Malaysia. 3. 3.2 Penerbitan Standard, Garis Panduan, Manual dan sebagainya 2007 Strategic Recommendations for Improving Environmental Practices in Construction Industry
Di dalam strategik ini, terdapat dua (2) cadangan strategik yang berkaitan iaitu: i)Encourage external accreditation in quality and environmental management. - Di bawah cadangan ini, CIDB telah mempromosikan serta mendorong para kontraktor untuk mendapatkan pensijilan ISO 14001:2004 ii)Promote environment-friendly practices. - Di bawah cadangan ini pula, CIDB mencadangkan kepada pihak industri supaya meneroka dan menggunakan bahan yang dikenali sebagai Green Building Materials atau Bahan Binaan Hijau.

Sebagai permulaan bagi program Pelabelan Hijau ini, CIDB telah mengadaptasikan dan membuat rujukan terhadap standard-standard antarabangsa yang telah sedia ada di pasaran. Namun, ia telah disesuaikan dengan perubahan cuaca (Climatic Change) di Malaysia. Bagi melengkapkan lagi keperluan program Pelabelan Hijau bagi bahan binaan ini, pihak Construction Research Institute of Malaysia (CREAM)
telah menjalankan usaha bersepadu dan mengambil inisiatif untuk menggalakkan syarikat-syarikat pembinaan mendapatkan pensijilan ISO 14001. Mengambil kira kepentingannya ke arah standard antarabangsa, CIDB telah memperkenalkan skim bimbingan bagi pensijilan ISO 14001 Environmental Management System (EMS) dan CIDB EMS Certifcation Program kepada kontraktor. Dengan adanya pensijilan ini, para kontraktor tempatan boleh bersaing setanding dengan kontraktor-kontraktor yang lain di peringkat antarabangsa. 2. OBJEKTIF Skim ini dibangunkan dengan tujuan bagi membantu para kontraktor untuk menjalankan pengurusan alam sekitar yang tersusun dan berkesan sebagai tanda sokongan terhadap pemeliharaan dan pemuliharaan alam sekitar. Ia juga bertujuan untuk menyediakan maklumat berkenaan kontraktor yang telah menunjukkan serta memberikan komitmen yang tinggi dan baik dalam pengurusan alam persekitaran kepada pihak-pihak yang berkenaan seperti Jabatan Kerja Raya (JKR), pemaju-pemaju perumahan dan pihak berkuasa tempatan. Selain itu, ia juga menjadi salah satu cara untuk CIDB memantau dan melaporkan secara keseluruhan berkenaan amalan dan kesedaran kontraktor di Malaysia terhadap pengurusan alam sekitar. 3. SKIM CIDB D.I.Y ENVIRONMENTAL MANAGEMENT SYSTEM (EMS) Secara keseluruhannya, Skim D.I.Y CIDB ini adalah untuk menyediakan kontraktor Malaysia dengan program yang bersubsidi dan kos yang efektif dalam mempertingkatkan pencapaian dan prestasi selaras dan setanding dengan negara-negara membangun yang lain. Selain itu, program ini juga menyediakan kemudahan kepada para kontraktor untuk meningkatkan tahap prestasi mereka dalam pengurusan alam sekitar menerusi peruntukan dua (2) pensijilan program D.I.Y ini. Program tersebut adalah : ISO 14001 EMS Certificate D.I.Y Program CIDB EMS Certificate D.I.Y Program Bagi dua pensijilan Program D.I.Y di atas, CIDB akan melantik pihak perunding EMS untuk melatih dan memberi tunjuk ajar kepada kontraktor yang berdaftar dalam pembangunan dan pelaksanaan di dalam EMS masing-masing supaya para kontraktor akan bersedia untuk ditauliahkan oleh auditor bebas EMS. CIDB akan melantik dan menanggung kos untuk
auditor EMS bagi CIDB EMS Certificate D.I.Y Program. Manakala, untuk ISO 14001 EMS Certificate D.I.Y Program, kontraktor bertanggungjawab untuk memilih dan menanggung sendiri kos untuk kerja-kerja audit EMS yang akan dijalankan oleh badan pensijilan EMS yang telah ditauliahkan oleh Jabatan Standards Malaysia.
MEWUJUDKAN PUSAT MAKLUMAT SETEMPAT BAGI TEKNOLOGI HIJAU DALAM INDUSTRI PEMBINAAN
CIDB akan membangunkan pusat maklumat setempat yang berkaitan dengan teknologi hijau dalam industri pembinaan dimana kontraktor dan komuniti yang terlibat dalam industri pembinaan boleh mendapatkan maklumat asas mengenai teknologi hijau, mengikuti perlaksanaan aktiviti-aktiviti berkaitan teknologi hijau, berita-berita terkini mengenai teknologi hijau, informasi teknikal dan sebagainya.
