THE PCOS SYSTEMS

Precinct Count Optical Scanner (PCOS) is a ballot counting machine used with ballot box. The system is designed to scan marked paper ballots, interpret the voter marks, tabulate each vote, generate reports, transmit the results and store each ballot image.

1. Screw the antenna into the right side of the PCOS modem. 2. For best performance, align the antenna to point straight up.

3. Insert the provided SIM card to the SIM card slot of the PCOS modem. When inserting the SIM car d, the logo should be on top and t he cut -off corner should come in first

4. Connect the PCOS modem cable to the PCOS modem transmission port.

5. Open the cover of the PCOS transmission port. 6. Connect the other end of the PCOS modem cable to the PCOS machine transmission port.

Installing the BGAN:


1. Unpack the BGAN and other accessories From the box. Connect the 2 -pin power cord to the AC /DC power Adaptor 2. Connect the 2 -pin cord to an AC wall Outlet.

3. Connect the other end of the AC /DC power Adaptor to t he BGAN power Socket

4. Connect the other end of the network cable (UTP cable ) to t he BGAN Ether net port .

5. Connect the other end of the network cable (UTP cable ) to the PCOS Modem Ether net port .

6. Connect the PCOS modem cable to the PCOS modem Data port.

7. Connect the other end of the PCOS modem cable to the PCOS machine Ether net port .

16. BGAN is now in Antenna Pointing state . Point the antenna on the given direction and elevation by using the compass . Example : Direction 1 2 1 ESE Elevation: 6 0 By using the compass, face yourself to North then turn clockwise to 1 2 1 going to East Southeast (ESE) . Point the antenna on that direction and elevate (tilt) at 6 0 . For an accept able signal to start, mini mum signal strength of 4 5 dBHz is required. 17. Press the Enter key when the maximum signal strength is obtained.

18. BGAN will start registration with the network.

19. When registration is successful, the service provider name will be displayed.

PCOS ERROR/PROBLEM
1. Unable to power-up /Defective power adaptor/ Defective power supply

The BEI shall refer the matter to the PCOS Technical Support assigned in the Polling Center who shall in turn inform the EO or his representative who will ensure that the

contingency is delivered to the polling center. The BEI shall refer the matter to the PCOS Technical Support who shall in turn inform the EO or his representative who will ensure that the contingency is delivered to the polling center and will perform diagnostic test.

3. LCD unable to calibrate

4. Thermal Printer Failed (4200)/Unreadable

The PCOS Technical Support shall in turn inform the EO or his representative who will ensure that the contingency battery is delivered to the polling center. Verify that the cable is securely connected to the battery and that the red cable is connected to the positive terminal and the black cable is connected to the negative terminal. Unplug the cable from the PCOS and reconnect. If the problem persists, contact the PCOS Technical Support for assistance

7. Peripherals of PCOS machine, official thermal paper, Backup Memory Card, PCOS power cable, Marking pens Any of the peripherals and consumables was lost, stolen, used up or defective. The BEI shall notify the PCOS Technical Support who in turn coordinates with the EO or his representative and National Support Center (NSC) to augment or replace the peripheral items. If available, consumables and accessories must be retrieved from the contingency kit. IMPORTANT: Make sure that the machine is turned off before changing the memory card. 9. Ballot box Damaged or dented If The ballot box is usable, make a note of the problem and continue using the normal procedures. Replace PCOS, refer to letter E, Contingency Procedures Applicable to the PCOS System, Resolution No. 9635

11. Election File Loading Error on startup There is a problem with the primary memory card. a. Power down the unit b. Remove and reinstall memory cards make sure the primary and secondary cards are in the correct slots c. Restart unit d. If error persists, contact PCOS Technical Support for assistance. Replace PCOS, refer to letter E, Contingency Procedures Applicable to the PCOS System, Resolution No. 9635 a. Press the blue release button on the thermal printer to release the pressure roller. b. Turn the paper roll around and reinstall correctly. If LCD does not shut off after a few minutes, disconnect AC power and backup battery from PCOS.

12. Memory card ejectors broken/not functional

Cards cannot be easily removed once inserted into memory slot if the ejectors are broken. Hardware failure. Printer paper installed backwards.

13. Paper advancing through thermal printer, but no text appears on report.

14. PCOS fails to shut down

When shutting down the PCOS using the Power Down option in the Admin Menu, the LCD screen says 'Please Disconnect Power' indefinitely instead of turning off. LCD Touch Panel unresponsive

15. LCD Touch Panel defective

Power down the unit and wait 10 seconds. Hold down the "CAST" and "RETURN" buttons simultaneously and power up. Release the buttons and touch the top left diamond shaped button first followed by the bottom right diamond-shaped button on the touch panel. If the touch panel fails to

respond to your touch, or if the problem persists even after re-calibrating, visually inspect the touch panel. A wavy effect on the touch panel indicates a damaged touch panel. Record your findings and call PCOS Technical Support for a possible replacement unit, refer to letter E, Contingency Procedures Applicable to the PCOS System, Resolution No. 9635 16. LCD display scrambled Vertical lines appear on LCD and screen has faint yellow shade at power up Power down the unit and wait 10 seconds. Hold down the "CAST" and "RETURN" buttons simultaneously and power up. Release the buttons and touch the top left diamond shaped button first followed by the bottom right diamond-shaped button on the touch panel. 17. Dark or White LCD display No data on scanner display at power up Check the LCD closely to verify whether the COMELEC logo appears on startup. If it does, then you need to set the contrast. To do this, first power down the unit and wait 10 seconds. Hold the "CAST" and "RETURN" buttons simultaneously and power up. Release the buttons, and before calibrating, press the CAST OR RETURN button depending on whether you want to increase or decrease contrast, respectively. If no data/message appears on the LCD after attempting to calibrate, contact PCOS Technical Support for a possible replacement unit, refer to letter E, Contingency Procedures Applicable to the PCOS System, Resolution No. 9635 If the screen has indistinguishable characters, attempt to recalibrate the LCD and set the contrast as described above.
