Q4. I would now like to describe to you the immigration reform bill being considered by the U.S.
Senate. This bill would stop deportations for those who came to the United States before 2012
and register with the federal government. It creates a path to citizenship, generally over a
thirteen year period for these applicants provided they pay fines, remain employed, and remain
out of trouble. Those brought to the United States as young children may apply for citizenship
under an eight-year citizenship path without fines, if they complete two years of college or
military service. It allows for low-skilled guest workers with an independent department to
calculate labor needs and determine the number of work visas to issue, and additional visas for
high-skilled workers. It calls for stricter verification from all employers, hard to forge
documentation, and increases border security funding up to six point five billion dollars.

Q10. A visa program for low-skilled guest workers, called the W-visa program has been
proposed. A new W visa would allow up to two hundred thousand low-skilled workers a year
into the country for jobs in construction, long-term care, hospitality and other industries. It
creates an independent department to study labor markets and assess the impact of
immigration on labor markets. The visas are valid for up to three years, allow workers to work
for registered employers, and must not be unemployed for over sixty days. Now, knowing this
