Order of Australia Act (02/09)

Parliament of eAustralia
Definitions: The following definitions defined below relate to this Act specifically:

OA: Order of Australia


AK/D: Order of Australia Knight/Dame
AG: Order of Australia Grand Officer
AC: Order of Australia Commander
AO: Order of Australia Officer
AM: Order of Australia Member
PM: Prime Minister
OAAC: Order of Australia Assessment Council

Purpose: The purpose of the OA is to formally recognise Australians who have made contributions to the
progress of Australia and/or eRepublik in general.

Levels and Criteria for Selection:

Knight/Dame: (AK / AD)

Awarded to those individuals who are already a Grand Officer (AG) of the Order for eminent ongoing
achievement and merit of the highest degree in service to eAustralia or eHumanity at large. It is eAustralia’s
greatest civic honour. Recipients of the AK / AD in eAustralia are from many fields of endeavour and all walks
of life.

Criteria:

1. MUST already be a Grand Officer (AG) of the order. This shall also ensure the individual nominated for
recognition has provided long term contribution to eAustralia and the broader eRepublik community.
2. There must be 100% consensus of the OAAC that this individual be recommended for the highest accolade
available in eAustralia.
3. The exception to point 1 above, is where the OAAC and the PM, and the Senate of eAustralia as duly elected
representatives of the eAustralian people unanimously agree an individual should be given the AK / AD level
based on multiple achievements of such high significance, their contribution shall continue well in to the future of
the nation.

Grand Officer: (AG)


Awarded to those individuals who are already members of the order, and are upgraded to this level through
distinguished service of a high degree to eAustralia or eHumanity at large. Recipients of the AG have given a
high degree of consistent, sustained and long-term dedicated service to the people of eAustralia and eRepublik as
a whole.

Criteria:

1. MUST already be a member of the order (ie, AC, AO, AM). This shall ensure the individual nominated for
recognition has provided ongoing contribution to eAustralia and the broader eRepublik community.
2. There must be 100% consensus of the OAAC that this individual be recommended to be upgraded to this
accolade level.
3. The exception to point 1 above, is where the OAAC and the PM, and the Senate of eAustralia as duly elected
representatives of the eAustralian people unanimously agree an individual should be given the AG level based on
a number of achievements of such high significance, their contribution shall continue well in to the future of the
nation.

Commander: AC

Awarded to those individuals who are already members of the order, and are upgraded to this level through a
single or number of distinguished services that have achieved the betterment of eAustralia or eHumanity at large.

1. MUST already be a member of the order (ie, AO, AM). This shall ensure the individual individual nominated
for recognition has been previously recognised for their contribution to eAustralia and the broader eRepublik
community, and befit recognition at the third highest level of the order in eAustralia.
2. There must be 100% consensus of the OAAC that this individual be recommended to be upgraded to this
accolade level.
3. The exception to point 1 above, is where the OAAC and the PM, and the Senate of eAustralia as duly elected
representatives of the eAustralian people unanimously agree an individual should be given the AG level based on
a single or number of achievements of such significance, their contribution shall continue well in to the future of
the nation.

Officer: (AO)

Awarded to members of the eAustralian community who have demonstrated an ongoing commitment to the
betterment of eAustralia or eHumanity at large.

1. IS NOT REQUIRED to already be a member of the order.


2. The OAAC must me satisfied that the individual recommended for this level has provided service above and
beyond that expected of a public or government role, contributing in all walks of eRepublik life and directly
demonstrated commitment to the values of the broader eAustralian community on an ongoing basis.
3. The OAAC may recommend an individual through a majority of 4/5 deciding members.

Member: (AM)

An "honor-roll" of members of the eAustralian community who have demonstrated through a distinguished
service that has bettered eAustralia or the broader eCommunity at large. These individuals should have
consistently demonstrated a commitment to eAustralia and the broader eRepublik community at large.

1. IS NOT REQUIRED to already be a member of the order.


2. The OAAC must be satisfied, then recommending this individual that they have provided a high level of
commitment to the eAustralian people through serving the interests of the eAustralian people and demonstrating
a commitment to the values of the broader eAustralian community on a regular basis.
3. This individual may be recommended by a majority of deciding members.
Quota:
There will be a quota on how many medals can be given out each Prime Ministerial Term. The following is the
quota for each grade.

AK/D: 1 medal per term


AG: 1 medal per term
AC: 1 medal per term
AO: 1 medal per term
AM: 2 medals per term

It is NOT a requirement that a medal be awarded for ANY LEVEL in a term.

Process for Appointment:

The Prime Minister shall, at the commencement of his term (and, no later than the 10th day of a given month, 5
days after his appointment):

- Make an open call in the eRepublik news and on forum for nominations to be put forward by the eAustralian
people for Medal Recipients for the given term. These shall be forwarded, or posted, to a thread on the
eAustralian forums that is titled "Order of eAustralia Nominations <month/year>". Nominations shall remain
open for 7 days (1 week) after posting.
- Appoint FIVE members to serve on the OAAC. The OAAC shall assess nominees and make recommendations
to the PM on individuals whom they recommend receive a Medal, at which level, and the reasons behind such a
recommendation. The OAAC may also recommend existing recipients be upgraded to a higher level of the
Order, with or without a nomination from the general public having been received.

OAAC and recommendation to PM/Senate

Members of the OAAC should be appointed in the principles of fairness and transparency, and should be
reflective of the diversity of political parties and views that exist in eAustralia. At least one member should be a
prior recipient of the Order of Australia where this is possible (and does not conflict with the other rules outlined
above). A member should also be appointed either with (or demonstrated ability to obtain) any historical or
background information that can be used by the OAAC in supporting it\'s decision making.

That it consists of the top 5 party presidents and current AK/Ds (under this option, the total number of the OAAC
would very according to size, and availability/activeness of AK/D members)

The OAAC will deliver it\'s report to the PM within 7 days of the nominations closing. Following this, the PM
shall table the report to the Senate, with the recommendations outlined by the OAAC. The report shall be tabled
for 48 hours, following which unless objection is formally raised, and compelling circumstances given, the
appointments shall be automatically accepted and the PM may issue the medals accordingly.

If a recommendation requires unanimous support from the Senate (such as where an individual is recommended
for direct admission to AK, AG or AC) this shall proceed to Senate vote accordingly.

Formal Appointment

Providing the above process is correctly carried out in line with the provisions of this Act, the PM may formally
issue the medals and make announcements on the recipients of the Award for that term.

Removal: For a OA to be downgraded or removed it must be proposed by the current PM and be voted on my the
current Senate.
-The Senate will discuss the nomination for 2 days, as per normal procedure.
-Once the 2 days period has passed a vote will be held. This vote will only contain the options, yes: no and
abstain.
-For a vote to pass 2/3 of the votes must be yes. If this occurs the PM can announce the removal as successful.
-Removals count towards the quota of medals.
