Release of vets pension to be delayed

TACLOBAN CITY Pension for veterans will be delayed this June, according to the Philippine Veterans Affairs Office (PVAO) here in the region. Paul Liborio, in-charge of PVAO-8 eld extension service, said the glitch is mainly due to the Department of Budget and Managements (DBM) delay in issuing the notice of cash allocations (NCA). The NCA is the instrument that authorizes the transfer of cash for PVAO to be able to remit pensions to the authorized servicing banks and Armed Forces of the Philippines (AFP) financial institutions, Lobrigo said. National high school soon to rise at V&G Subdivision

TACLOBAN CITY -- Another national high school in the city is now undergoing construction particularly at Phase 2B in V & G Subdivision, Brgy.109A, following the approval of a Republic Act creating the same. Ivory is known to have disappeared from a number of government-held stockpiles worldwide, so it is vital that proper protocols are established, said Colman O Criodain from the World Wide Fund for Nature. The US Agency for International Development and the anti-wildlife trafficking Freeland Foundation said they were assisting the Philippine government in conducting DNA analysis of elephant tusks at the Center for Conservation Biology of the University of Washington so that law enforcement agencies will have information on the origin and transit points of the smuggled ivory. It will also help to dismantle criminal syndicates responsible for poaching in Africa. This not only sends a message to wildlife traffickers that the Philippine government is taking firm action against the illegal ivory trade, but also takes a stand against corruption by burning their ivory stockpile so it cannot be stolen then sold into the black market, said Steven Galster, director of Bangkok-based Freeland Foundation. The Southeast Asian nation has been used as a transit route between Africa and the rest of Asia. Ivory can fetch up to $2,000 per kilogram ($910 per pound) on the black market and more than $50,000 for an entire tusk. The Elephant Trade Information System, which tracks the illegal trade on behalf of the 1989 Convention on International Trade in Endangered Species, said the Philippines is among nine countries and territories identified as being most heavily implicated in the illegal trade. The others are Kenya, Tanzania, South Africa, Malaysia, Vietnam, Hong Kong, China and Thailand. The Philippines is a transit point but also is known for its carving industry producing religious sculptures and artifacts. Last year, National Geographic magazine featured an ivory collection allegedly belonging to a Roman Catholic priest, Monsignor Cristobal Garcia of Cebu, who was suspended in 2012 by the Vatican because of a sex abuse case. The Philippines National Bureau of Investigation has said it would question Garcia over the origin of the ivory icons. Officer Sixto Comia said Friday he had not received any reports on the result of the investigation. (AP)

MANILA -- Government workers used a backhoe and an incinerator Friday to crush and burn more than five tons of smuggled elephant tusks worth an estimated $10 million (P430 million) in the biggest known destruction of trafficked ivory outside Africa. The government said the destruction of the stockpile, gathered from seizures since 2009, demonstrates its commitment to fighting the illegal ivory trade. It also eliminates any opportunity for corrupt officials to resell the ivory, as was the case in 2006 when the largest single shipment of 3.7 tones vanished from the inventory, according to an international network that tracks the illegal trade.

AS TOURISM stakeholders gathered for the Tourism Congress yesterday, Cebu Chamber of Commerce and Industry (CCCI) president Lito Maderazo urged those in the business to put more emphasis on culture and heritage when developing tourism products. Maderazo, during the opening ceremonies, also asked those in government to do something about infrastructure, citing problems like traffic congestion and flooding as becoming frequent problems. Maderazo said it is culture and heritage that makes a destination unique for tourists. He urged stakeholders to sell the Cebu experience and do away with the usual tours and con-

ventional establishments and stores. Daily Cebu life Tourists, he said, should be immersed in the daily life of Cebuanos. They need to experience what we ourselves enjoy in Cebu. He noted that tourists should be introduced to street food, markets, jeepney rides and the creative things that are being made here. Along with this, he said local and national government units should work to improve cleanliness and peace and order, bringing the message down to market vendors and jeepney drivers. During the conference, the idea of offering clearer home-stay arrangements was brought up. Governor-elect Hilario Davide III acknowledged the importance of tourism for Cebus development and assured that his administration will support local government units in developing their own tourism programs. He urged local leaders to highlight heritage in their own towns and support sustainable local economic enterprises. As an example, he said owners of historical homes can be encouraged to turn their houses into home-stay accommodations or cafs. He urged Cebuanos to work hard to get the coveted chance to host the principal event of the Asia Pacific Economic Cooperation (Apec) Summit in 2015. With the Apec Summit meetings and the World Eucharistic Congress to be held in Cebu in 2016, Davide said Ce-

buanos should grab the chance to take Cebu tourism to a new level. Cebu Vice Gov. Agnes Magpale, who gave the keynote message, credited the CCCI for coming up with the Suroy-Suroy Sugbo, saying it was a core group that first brought it up during the Balik Cebu Program, which welcomed balikbayans arriving to attend the Sinulog Festival. Send sex-pervert diplomats to the real Gates of Hell.in Hell!

here is uproar of hate and condemnation all over the land led by Representative Walden Bello of Akbayan party- list expose on alleged sexual exploitation of women Overseas Filipino Workers (OFWs) who took temporary shelter and sought assistance from embassy ofcials of Jordan, Kuwait and Syria. These hapless women OFWs dared travel abroad to seek greener pastures. In time however, some of the OFWs were discovered to have been victims of illegal recruitment, while some left their jobs because of alleged abusive employees. They sought shelter and assistance in our embassies only to be victims of prostitution and sex exploitation initiated by some alleged sex perverted Philippine diplomats in these embassies.

We wonder how these diplomats got hired. Needless for us to say that our embassies are supposed to be to a great measure be the spitting image of the Philippine nation. Diplomats are supposed to possess the highest integrity and morality level in both their public and private lives. These diplomats have successfully stained the clean image of our country. They were ordered to come home though, to explain their side in the Bello expose. There is neither rhyme nor reason for the investigation to be conducted in closed doors. It should be open to the public. If found guilty beyond reasonable doubt they should spend the rest of their lives behind bars.

SC must reconsider its ruling on party-list system

represent the group as Party list Representative) must undergo scrutiny. Hiding in the structure are family members who are not the right personalities to represent the sector. Most of them are related by blood or afnity. If found to be relatives of sitting representatives, these clan members who are under the guise of party list nominees must be prohibited or the party list group they represent must be disqualied. Clearly, as members of political clans or political parties they are not marginalized and cannot represent a marginalized group. The worst scenario is the possibility that the party- list system evolved as need or scapegoat of political wannabes that are too weak to run right away as district representatives. Or, they could be derivatives of political parties. They could have been organized to become machinery groups of those running in the presidential elections in 2016 and beyond. They use these groups for nancing and campaigns. The Supreme Court decision prior to the May 13 elections that ruled that non-marginalized groups and political parties can take part in party-list elections must be reconsidered. It is complicating the political system in the country. It is being used as vehicle for circumventing the law.

We deserve our stones

I keep meeting a lot of acquaintances that are either, unemployed or underemployed. Once I met a childhood friend who graduated in college and is now working for a famous clothing line. Ive learned from our conversation that his co-workers are undergrads. Instead of lamenting, he went for the easy-go-lucky remark: Cge la nabubuhi man gihap. I further learned that he resigned from a previous job, which had a better compensation package, because he did not like his uniform. What a lousy excuse. Ive known a lot of high school batch mates who spent fat matriculations in college. Some of them lavishly spent for more than what was required (as aunted in social networking sites). I come across them only to learn how much they are enduring the volunteer and contractual life of a laborer. The beerand-skittles of their life, perhaps, came in rst and had been exhausted in college, compromising practicality and wisdom over trend and social receipt. People across the country keep on complaining on how little employment there is for a bulky group of graduates. Year after year universities and schools let their students out theoretically groomed up and ready for what the real world offers. To stiffen the competition, previous graduates who have failed to nd employment, squeeze in with the freshies. The government is addressing the problem by broadening the list of jobs through overseas involvement. Pointless to say, its obviously not adequate. However, I feel we are biased. We actually have jobs. We actually have places to generate revenue. We have been unidirectional all this time and we have been casting our stones to

Kidding Aside
PAUL JAMES ANCAO our authorities only. For a fact, we also deserve our stones. We need to acquire perseverance and satisfaction and we need a nudge in the rear when we make our choices. The opportunity is in plain sight but we refuse to grab it because we choose to go for something which can fuel our wants. More often than not, some choose to dwell with the sex, drugs and rock and roll lifestyle rather than to put all potentials into good use. Some do not go for their dreams; they go for what their wallets can materialize and what others dream and accept about them. The administration has lapses; and yes the educational system can address

There must be a cleanup of our party- list system and it should be done sooner. Such move would eliminate groups that are unnecessary and are only there to take advantage of the loopholes of the political-electoral system in the country. Paramount consideration is to prevent families and clans from entering into the system where other members are already entrench as district representatives. So much for redundant positions and waste of funds. It will be noted that before the 2013 election, there was clamor by no less than COMELEC Chairman Sixto Brillantes to consider removing certain groups that do not represent marginalized sectors. It was noted that numerous party- list groups do not actually represent basic sectors, those that remain voiceless in our society. One of these party -lists that became controversial recently due to what happened to its rst nominee, Jude Acidre,

is the An Waray party -list. Congressman Bem Noel nished his three terms, only to be succeeded by his sister if the results of the elections would warrant. There are other partylists that are represented by families and political parties whose members are already district representatives. It is one ploy of political families to perpetuate themselves in power. Ugly as it may seem, it is as if these families have found means to expand their opportunities to be in power. Clearly, political families nd ways to run and get elected in various positions all at the same time which a UP social scientist terms as horizontal dynasties. The party- list system has to undergo a transparent and honest cleaning operation. Only legitimate groups that really represent the basic sectors must be allowed to register as party list. Even the membership of the organizations especially those that are listed as nominees (who would later

BIRTH OF JOHN
When the time arrived for Elizabeth to have her child she gave birth to a son. Her neighbors and relatives heard that the Lord had shown his great mercy toward her, and they rejoiced with her. When they came on the eight day to circumcise the child, they were going to call him Zechariah after his father, but his mother said in reply No. He will be called John. But they answered her, There is no one among your relatives who has this name. So they made signs, asking his father what he wished him to be called. He asked for a tablet and wrote, John is his name, and all were amazed. Immediately his mouth was opened, and his tongue freed, and he spoke blessing God. Then fear came upon all their neighbors, all these matters were discussed throughout the hill country of Judea. All who heard these things took them to heart saying What, then, will this child be? For surely the hand of the Lord was with him. The child grew and became strong in spirit, and he was in the desert until the day of his manifestation to Israel. BIRTH OF JOHN THE BAPTIST The greatness of John can be seen in the announcement of his birth and the event itself, similar to the same occurrences in the life of Jesus. John attracted countless people to the banks of the Jordan and some people thought he was the Messiah. But he constantly deferred to Jesus, even to the point of sending away some of his followers to become the rst disciples of Jesus. John the Baptist spoke for those who were suffering. He pointed out the faults, especially of those in power, those who were in a position to improve and alter things. So genuine was the man that people went to him in crowds. When they listened they were cut to the heart. They went down into the Jordan to be cleansed of their sins and to renew their lives in this world. The Lord himself joined them and was baptized. John called the people to justice as the basic foundation for good and peaceful world. The voices of many modern day followers of John the Baptist call out today. News reporters and aid workers continue the work of the Baptist, calling us to turn our hearts in compassion towards each other. (His Word is Life by Vima Dasan, S.J., published by Paulines. A copy of the said TCT No. 122-2011000326 is hereto attached as ANNEX A, The said property is now covered by Tax Declaration No. 01513231 and has a market value of P60,280.00. A copy of said tax declaration is hereto attached as ANNEX B; 5. That plaintiff acquired the said propety through donation from his aunt, Florentina Basiano, a sister of his mother, per Deed of Donation dated January 26, 2011, a copy of which is hereto attached as ANNEX C; 6. That the said Florentina Basianos title over the said lot was TCT No. T-52133, and by virtue of the donation, it was cancelled and in lieu thereof, the afore-mentioned TCT No. 122-2011000326 was issued in favor of plaintiff. A copy of the said TCT No. T-52133 is hereto attached as ANNEX D; 7. That Florentina Basiano acquired the lot from her father, the late Luis Basiano, through donation as evidenced by a Deed of Donation dated Oct. 26, 1998, a copy of which is hereto attached as ANNEX E; 8. That shortly after Florentina Basiano was able to obtain a title over the property, defendant Angelina Esperas Garcia caused the registration of an AFFIDAVIT OF ADVERSE CLAIM dated Oct. 2, 2000 over TCT No. T-52133 and said defendant claims that she has hereditary rights over the property covered by it, a copy of said Afdavit of Adverse Claim is hereto atatched as ANNEX F; 9. That the claim of said defendant is baseless and unfounded, the fact being that she is not in anyway related to the late spouses Mariano Basiano and Rogelia Pretencio, predecessors-in-interest of the late Luis Basiano, in regard to my above-described property; as in fact, the latter, per his documents properly registered before the defendant Registry of Deeds of Tacloban City was the true and legal direct heir of said spouses; 11. That additionally, said Adverse Claim is inrm and should not have deserved registration with the ofce of defendant Register of Deeds as defendant did not allege any muniments of title and neither did she present proof of her being an heir; 12. That clear proof of said adverse claim being one designed to harass plaintiff or whosoever may own the property is the fact that defendant Garcia has not led any complaint before a court of law to enforce her alleged hereditary rights even up to this time; 13. That a continued annotation of said adverse claim of defendant Garcia on the title of plaintiff albeit the same is baseless and unfounded certainly works to the great detriment and prejudice of plaintiff; hence, the same must be cancelled and rendered of no further legal force and effect. 14. That because of the baseless and whimsical act of ling said adverse claim by defendant Garcia, plaintiff was compelled to hire services of counsel for which he spent P20,000.00 as Acceptance Fee and shall spend the sum of P1,500.00 as per Court Appearance Fee.

ism Assistant Secretary Benito Bengzon admitted that this issue has been raised all over the country. While he feels asking for dive fees is acceptable, he said the fees collected should translate to better services dedicated to preserving the waters such as coastal patrols. Both he and Magpale said these need to be regulated. The Tourism Congress is an annual event arranged by the CCCI to advocate tourism thrusts of the organization. During the program, they conferred on Ambassador Francisco Benedicto the Tourism Man of the Year award for services given to the tourism industry while exercising his duties as Philippine ambassador to foreign countries. They also conferred on ABSCBN journalist Karen Davila honorary ambassadress of goodwill of CCCI for her role as CCCIs partner in promoting Cebu as a tourism and trade hub. (SUNNEX)

Magpale believes the idea of bringing tourism to the countryside is what Cebuanos want. Magpale assured that the Provincial Government is open to hear suggestions on how to improve it and provide support for infrastructure development. Davide made a similar call, asking stakeholders, the academe and students present at the congress to make realistic and acknowledgeable suggestions to the CCCI so that the CCCI can forward these to him, whether these are long, medium or short term measures. During the open forum, a dive shop manager lamented that local governments were asking for exorbitant fees for diving in unprotected areas. Pascale Meyner, manager of Sea Explorers Philippines, said LGUs required divers to pay as much as P400 for diving in unprotected areas and asking foreigners for much more. Additional fees are also reportedly being asked for those who will be using cameras. Need for regulation Meyner found this unnecessary, as divers in general want to to protect the beauty of reefs so they can better appreciate their dives. Department of Tour-
