Electric coop told to hold public hearing on planned power rate hike
TACLOBAN CITY There was a plan to increase power rates in certain areas of the first and second districts, reason why the Committee on Energy chairperson of the Sanguniang Panlalawigan of Leyte, Second District Board Member Anlie Apostol, has opposed to the granting of certification to the Don Orestes Romualdez Electric Cooperative (Dorelco when they asked for it from provincial council. Upon perusing the documents, I saw that it was not only the receipt that they are asking from the Sanggunian before the month through Asia United Bank (AUB), Land Bank of the Philippines (LBP), Maybank Philippines, Inc., and United Coconut Planters Bank (UCPB) will receive their pension on June 28. The Food and Nutrition Research Institute revealed that the region ranks second with very high percentage of 5 to 10 years old children with stunted growth at 41% of the total population, just next to Zambonga Peninsulas 43.4%. The situation of stunting children is alarming because all the six provinces except Southern Leyte have high magnitude. You can just imagine that in every inch of stunting, that would cause P4,000 decrease of their wage when they turn adults, Dilao explained.

from the second district stressed that they will favor the electric cooperative on their request for the issuance of receipt however they must wait first for their decision after members of the Sanggunian after they conduct a public hearing. It was learned from Apostol that the electric cooperative did not conduct public hearing in relation to the power increase which is why she asked for the presence of Dorelco officials and other government officials to be at the legislative building of Sanggunian Panlalawigan this Tuesday afternoon (June 25). I just hope that all municipal mayors concerned should attend, if not their representatives and electric consumers of the affected towns must be there so we can get their position and we

If the people are in favor of the increase then we will give the receipt but if the people say they are against the increase we will still give Dorelco the receipt but we will include there our comment based on what people had said, Apostol stressed. Affected towns of said increase are Tanauan and Tolosa in the first district of Leyte and Dagami, Tabontabon, Dulag, Julita, Burauen, Mahaplag, McArthur, Javier and Julita. (ROEL T. AMAZONA)

Ivory is known to have disappeared from a number of government-held stockpiles worldwide, so it is vital that proper protocols are established, said Colman O Criodain from the World Wide Fund for Nature. The US Agency for International Development and the anti-wildlife trafficking Freeland Foundation said they were assisting the Philippine government in conducting DNA analysis of elephant tusks at the Center for Conservation Biology of the University of Washington so that law enforcement agencies will have information on the origin and transit points of the smuggled ivory. It will also help to dismantle criminal syndicates responsible for poaching in Africa. This not only sends a message to wildlife traffickers that the Philippine government is taking firm action against the illegal ivory trade, but also takes a stand against corruption by burning their ivory stockpile so it cannot be stolen then sold into the black market, said Steven Galster, director of Bangkok-based Freeland Foundation. The Southeast Asian nation has been used as a transit route between Africa and the rest of Asia. Ivory can fetch up to $2,000 per kilogram ($910 per pound) on the black market and more than $50,000 for an entire tusk. The Elephant Trade Information System, which tracks the illegal trade on behalf of the 1989 Convention on International Trade in Endangered Species, said the Philippines is among nine countries and territories identified as being most heavily implicated in the illegal trade. The others are Kenya, Tanzania, South Africa, Malaysia, Vietnam, Hong Kong, China and Thailand. The Philippines is a transit point but also is known for its carving industry producing religious sculptures and artifacts. Last year, National Geographic magazine featured an ivory collection allegedly belonging to a Roman Catholic priest, Monsignor Cristobal Garcia of Cebu, who was suspended in 2012 by the Vatican because of a sex abuse case. The Philippines National Bureau of Investigation has said it would question Garcia over the origin of the ivory icons. Officer Sixto Comia said Friday he had not received any reports on the result of the investigation. (AP)
MANILA -- Government workers used a backhoe and an incinerator Friday to crush and burn more than five tons of smuggled elephant tusks worth an estimated $10 million (P430 million) in the biggest known destruction of trafficked ivory outside Africa. The government said the destruction of the stockpile, gathered from seizures since 2009, demonstrates its commitment to fighting the illegal ivory trade. It also eliminates any opportunity for corrupt officials to resell the ivory, as was the case in 2006 when the largest single shipment of 3.7 tones vanished from the inventory, according to an international network that tracks the illegal trade.

AS TOURISM stakeholders gathered for the Tourism Congress yesterday, Cebu Chamber of Commerce and Industry (CCCI) president Lito Maderazo urged those in the business to put more emphasis on culture and heritage when developing tourism products. Maderazo, during the opening ceremonies, also asked those in government to do something about infrastructure, citing problems like traffic congestion and flooding as becoming frequent problems. Maderazo said it is culture and heritage that makes a destination unique for tourists. He urged stakeholders to sell the Cebu experience and do away with the usual tours and con-
buanos should grab the chance to take Cebu tourism to a new level. Cebu Vice Gov. Agnes Magpale, who gave the keynote message, credited the CCCI for coming up with the Suroy-Suroy Sugbo, saying it was a core group that first brought it up during the Balik Cebu Program, which welcomed balikbayans arriving to attend the Sinulog Festival. Need tweaking Magpale felt the CCCI has not been acknowledged sufficiently for the success of the program, although she admitted the Suroy-Suroy Sugbo still needs tweaking to become a perfect tourism vehicle to introduce the countryside. We hope to get reports on the BuB (bottom-up budgeting) implementation status for agencies to see the problem and make appropriate actions, Uy said. The Bottom-up budgeting is an approach in preparing the budget proposals of agencies taking into consideration the development needs of poor

The DILG is the chair of the Regional Poverty Reduction Action Teams the group tasked to provide support and guidance to local government units throughout the BuB process and monitor the implementation of the BuB projects. DILG regional planning center manager Lilian Madjus said their office is still consolidating reports from 11 concerned government offices in the region. She pointed out that the task of making monitoring reports is not just confined to DILG functions. here is uproar of hate and condemnation all over the land led by Representative Walden Bello of Akbayan party- list expose on alleged sexual exploitation of women Overseas Filipino Workers (OFWs) who took temporary shelter and sought assistance from embassy ofcials of Jordan, Kuwait and Syria. These hapless women OFWs dared travel abroad to seek greener pastures. In time however, some of the OFWs were discovered to have been victims of illegal recruitment, while some left their jobs because of alleged abusive employees. They sought shelter and assistance in our embassies only to be victims of prostitution and sex exploitation initiated by some alleged sex perverted Philippine diplomats in these embassies.
We wonder how these diplomats got hired. Needless for us to say that our embassies are supposed to be to a great measure be the spitting image of the Philippine nation. Diplomats are supposed to possess the highest integrity and morality level in both their public and private lives. These diplomats have successfully stained the clean image of our country. They were ordered to come home though, to explain their side in the Bello expose. There is neither rhyme nor reason for the investigation to be conducted in closed doors. It should be open to the public. If found guilty beyond reasonable doubt they should spend the rest of their lives behind bars.

John played a very important role in our journey to sal-

The opportunity is in plain sight but we refuse to grab it because we choose to go for something which can fuel our wants. More often than not, some choose to dwell with the sex, drugs and rock and roll lifestyle rather than to put all potentials into good use. Some do not go for their dreams; they go for what their wallets can materialize and what others dream and accept about them. The administration has lapses; and yes the educational system can address
There must be a cleanup of our party- list system and it should be done sooner. Such move would eliminate groups that are unnecessary and are only there to take advantage of the loopholes of the political-electoral system in the country. Paramount consideration is to prevent families and clans from entering into the system where other members are already entrench as district representatives. So much for redundant positions and waste of funds. It will be noted that before the 2013 election, there was clamor by no less than COMELEC Chairman Sixto Brillantes to consider removing certain groups that do not represent marginalized sectors. It was noted that numerous party- list groups do not actually represent basic sectors, those that remain voiceless in our society. One of these party -lists that became controversial recently due to what happened to its rst nominee, Jude Acidre,
is the An Waray party -list. Congressman Bem Noel nished his three terms, only to be succeeded by his sister if the results of the elections would warrant. There are other partylists that are represented by families and political parties whose members are already district representatives. It is one ploy of political families to perpetuate themselves in power. Ugly as it may seem, it is as if these families have found means to expand their opportunities to be in power. Clearly, political families nd ways to run and get elected in various positions all at the same time which a UP social scientist terms as horizontal dynasties. The party- list system has to undergo a transparent and honest cleaning operation. Only legitimate groups that really represent the basic sectors must be allowed to register as party list. Even the membership of the organizations especially those that are listed as nominees (who would later

BIRTH OF JOHN
When the time arrived for Elizabeth to have her child she gave birth to a son. Her neighbors and relatives heard that the Lord had shown his great mercy toward her, and they rejoiced with her. When they came on the eight day to circumcise the child, they were going to call him Zechariah after his father, but his mother said in reply No. He will be called John. But they answered her, There is no one among your relatives who has this name. So they made signs, asking his father what he wished him to be called. He asked for a tablet and wrote, John is his name, and all were amazed. Immediately his mouth was opened, and his tongue freed, and he spoke blessing God. Then fear came upon all their neighbors, all these matters were discussed throughout the hill country of Judea. All who heard these things took them to heart saying What, then, will this child be? For surely the hand of the Lord was with him. The child grew and became strong in spirit, and he was in the desert until the day of his manifestation to Israel. BIRTH OF JOHN THE BAPTIST The greatness of John can be seen in the announcement of his birth and the event itself, similar to the same occurrences in the life of Jesus. John attracted countless people to the banks of the Jordan and some people thought he was the Messiah. But he constantly deferred to Jesus, even to the point of sending away some of his followers to become the rst disciples of Jesus. John the Baptist spoke for those who were suffering. He pointed out the faults, especially of those in power, those who were in a position to improve and alter things. So genuine was the man that people went to him in crowds. When they listened they were cut to the heart. They went down into the Jordan to be cleansed of their sins and to renew their lives in this world. The Lord himself joined them and was baptized. John called the people to justice as the basic foundation for good and peaceful world. The voices of many modern day followers of John the Baptist call out today. News reporters and aid workers continue the work of the Baptist, calling us to turn our hearts in compassion towards each other. (His Word is Life by Vima Dasan, S.J., published by Paulines. ism Assistant Secretary Benito Bengzon admitted that this issue has been raised all over the country. While he feels asking for dive fees is acceptable, he said the fees collected should translate to better services dedicated to preserving the waters such as coastal patrols. Both he and Magpale said these need to be regulated. The Tourism Congress is an annual event arranged by the CCCI to advocate tourism thrusts of the organization. During the program, they conferred on Ambassador Francisco Benedicto the Tourism Man of the Year award for services given to the tourism industry while exercising his duties as Philippine ambassador to foreign countries. They also conferred on ABSCBN journalist Karen Davila honorary ambassadress of goodwill of CCCI for her role as CCCIs partner in promoting Cebu as a tourism and trade hub. (SUNNEX)

Magpale believes the idea of bringing tourism to the countryside is what Cebuanos want. Magpale assured that the Provincial Government is open to hear suggestions on how to improve it and provide support for infrastructure development. Davide made a similar call, asking stakeholders, the academe and students present at the congress to make realistic and acknowledgeable suggestions to the CCCI so that the CCCI can forward these to him, whether these are long, medium or short term measures. During the open forum, a dive shop manager lamented that local governments were asking for exorbitant fees for diving in unprotected areas. Pascale Meyner, manager of Sea Explorers Philippines, said LGUs required divers to pay as much as P400 for diving in unprotected areas and asking foreigners for much more. Additional fees are also reportedly being asked for those who will be using cameras. Need for regulation Meyner found this unnecessary, as divers in general want to to protect the beauty of reefs so they can better appreciate their dives. Department of Tour-

this. Yes the government can nd a leeway. And yes, I consider Michael Jackson in the roster, when he implored that it starts with the man in the mirror and how much the man in the mirror can change his ways. I am hoping I do not meet more colleagues who are under the banner. The stories are sad but it makes you think how much difference things may turn when people uphold the right disposition. Irrefutably and undeniably, in another vocabularic life unemployment or underemployment will be read as: Attitude Problem.
