From the Desk of Rep. Dovilla At the Statehouse Around the 7th Upcoming Events

Dear7thDistrictResident: GreetingsfromthePeoplesHouseinColumbus! Schoolisout,summerhasarrived,andthe130thGeneral Assemblyisapproachingtheconclusionofthefirstpartofitsbiennial session.Iampleasedtoopenthiseditionofourdistrictnewsletterwith theexcitingnewsthatoverthelastmonth,Ohioaddedover32,000new jobs,morethananyotherstateintheNation.Ofnote,thisisthelargest singlemonthofjobgrowthintheBuckeyeStatesince1999.Sincetaking officeinJanuary2011,Ohiohasaddedmorethan170,000jobs,asthe privatesectorcontinuestorespondfavorablytooureffortstolowertaxes, reduceburdensomeregulations,andfocushowwecanimprovethe environmentforjobcreationandeconomicdevelopment. AstheJuly1stdeadlineapproaches,yourlegislatureisinthefinal stagesofapprovingOhiosbiennialbudgetforFiscalYears2014and2015. AsamemberoftheFinanceandAppropriationsCommittee,Ihavebeen engagedinthiseffortsinceFebruary.Youcanreadmoreaboutthis importantmatter,aswellasprogressweremakingonotherlegislative initiatives,inourAttheStatehouse sectionbelow. Earlierthismonth,Ihadtheopportunitytoholdatownhall foruminOlmstedTownshipwithmorethan50constituents.This gathering,describedinourAroundthe7th segmentofthisnewsletter, wasonlyourmostrecentefforttobringtheactionsofstategovernment directlytothepeople andtoreceivetheinputofourdistrictsresidents onhowwecancontinuetostrengthenourgreatstate. Sincerely, StateRepresentativeMikeDovilla At the Statehouse Ourprimarypolicyfocusremainsthestatesbiennialoperating budgetforFiscalYears2014and2015.Weexpectthatlaterthisweekthe legislaturewillcompleteitspartoftheprocessthatbeganinFebruary, sendingtothegovernorthe5,300+pagedocumentthatappropriates about$61billionforthenexttwoyears.Theanticipatedconference committeereport,ifapproved,wouldprovidenearly$2.6billionintax relieftoOhioansoverthenextthreeyears,specificallybyinitiatinga50 percentsmallbusinesstaxcutandareductioninthepersonalincometax rateby8.5percentinFY2014,9percentinFY2015,and10percentinFY 2016.Iamcontinuingtoreviewthefinalproposalandwouldappreciate yourinputonthisimportantmatterbeforewevotelaterthisweek. Lastmonth,IreportedthattheHousehadpassedmyfirstfree standingbillofthe130thGeneralAssembly.Sincethen,HouseBill77 madefurtherprogress,clearingtheSenatebyaunanimousvote.This legislation,whichIamsponsoringwithRep.NicholasCelebreeze(D Parma),willdesignateOctoberofeachyearasManufacturingMonth in Ohio,allowingtheBuckeyeStatesmanufacturerstohaveanenhanced abilitytohighlighttheirsuccessstorieswhileinformingourstates residentsofthecriticalskillsneededtofillopenjobsandpursuecareersin thisimportanteconomicsector. Wecontinuetoworkonotherprioritiesonmylegislativeagenda forthissession,includingbillstostrengthenAdultProtectiveServices(H.B. 49),closeloopholesonpubliccorruption(H.B.162),andimprove transparencyinregardtopublicexpenditures(H.B.175).Inaddition,I recentlyintroducedwithmycolleagueRep.CliffRosenberger(R Clarksville),HouseBill218,legislationtocreateanentrepreneurin residencepilotprogramatstateagencies.Asstatedinourbill,themission ofthisinitiativeistoprovideforbetteroutreachbystategovernmentto smallbusinesses,tostrengthencoordinationandinteractionbetween stategovernmentandsmallbusinesses,andtomakestategovernment programsandfunctionssimpler,easiertoaccess,moreefficient,andmore responsivetotheneedsofsmallbusinesses. H.B.218hasbeenreferred totheHouseCommitteeonEconomicDevelopmentandRegulatory Reform,whichwillholdhearingslaterthisyear. Manybillswedraftarethedirectresultofconstituent recommendations.Pleasekeepintouchwithmetoofferyourideason waysthatwecanimproveourgreatstatethroughthelegislativeprocess. Around the 7th ItwasaprivilegeonJune10tovisitwith54residentsofThe RenaissanceinOlmstedTownship.Ourtownhallforumprovidedan opportunityformetointeractdirectlywiththese7thDistrictresidents. Amongtheissueswediscussedwerethestateoperatingbudget, Medicaid,publiceducation,seniorcitizensadvocacy,veteransservices, theOhioTurnpike,andgovernmentefficiency.IthankthestaffofThe Renaissanceandmyconstituent,RoslynTalerico,fortheirassistancein organizingoureveningtogether. Inaddition,Iparticipatedinthefollowingactivitiesinourdistrict overthepastfewweeks: OnMay20andJune17,IattendedmonthlymeetingsoftheOhio TurnpikeCommission.OnJuly1,theprovisionsofHouseBill51willtake effect,thetollroadsgoverningentitybecometheOhioTurnpikeand InfrastructureCommission,andtheprocesswillmoveforwardtoissue$1 billioninbondsforinfrastructureprojects. OnJune3,ImetwithrepresentativesoftheConsortiumAgainst ElderAbusetoprovideanupdateonHouseBill49andtoreceiveinputon ourjointeffortstoadvocateforseniorcitizens. OnJune3,Imetwithmyformerboss,retiredU.S.Senator GeorgeVoinovich,foraperiodicupdateonvariouspublicpolicyissues, includingthestatebudget,Medicaidreform,andgovernment managementandoversight. OnJune6,IattendedaneventwithGov.Kasichandlegislative colleaguestoeffectthetransferofseveralstateparksinnortheastOhioto theClevelandMetroParks.Thistransitioninoversightandmanagement willresultinbettermaintenanceandservicesatparks,including EdgewaterandHuntingtonBeachontheWestSide. OnJune6,IpresentedaHousecommendationtoNorthRoyalton SuperintendentEdVittardi,whowillretiresoonafter31yearsofservicein publiceducation. OnJune10,Iparticipatedwithlegislativecolleaguesandvarious stakeholdersinaforumonthehealthofLakeErieattheCleveland

MuseumofNaturalHistory.Discussionfocusedonalgalbloomsandother challengesthatweareworkingtoaddresstoensurethesustainabilityof oneofourstatesgreatestnaturalresources. OnJune15,IspoketofellowmembersoftheBereaHighSchool Classof1993ontheoccasionofour20thclassreunion. OnJune21,IvisitedwithstaffandtookatourofNewBridge Cleveland,anagencydedicatedtoworkforcedevelopmentandtrainingfor youthandadultsinGreaterCleveland.
