If the target cell is congested and an incoming cell handover fails, a penalty is performed on the target cell to avoid the handover of the MS to the cell. The cell must have less path loss and meet specific requirements. To avoid ping-pong handovers, the PBGT handover can be performed only on TCHs between the cells of the same layer and hierarchy.
