OAM 11g stores configuration data in files and policy data in a database. It provides utilities and templates to migrate this data from test to production environments, called T2P Utilities. These utilities can transfer access management policy and partner information from the test to production OAM servers. Alternatively, the WebLogic Template Builder can also move OAM server and policies between environments and implicitly carry partner data by creating the production domain from the test domain template. A prerequisite for test-to-production migration is that the admin servers must be running in both environments.

OAM 11g configuration data is stored in files, while OAM 11g policy data is stored in a database. Oracle Access Manager 11g R2 provides you with some utiltities and templates that you can use to move the access manage management environment from test environment to production environment. These utilities and procedures are also referred to as Cloning or T2P Utilities.
You use the T2P Utilities to transfer access management policy and partner information from the OAM server in test environment to that in production environment. Using these utilties you can build the production environment from the beginnig including installing the binaries and building up the domain, or you can only build the domain alone. In addition to the T2P Utilities, you can use the WebLogic Template Builder to also move OAM server and policies from one environment to another. Using WLST Template Builder approach, you dont have to explicitly export partner data because this data is implicitly carried forward from the test to the production domain as part of creating production domain by using the test domain template. A prerequisites for the test-to-production migration is that the admin servers of the test and the production domains must be up and running during the test-to-production migration.
