Subject: Last meeting with Exec Dir

I was going over my notes from our last meeting with PZ and thought it might be
useful to review a couple action items we took and see if we all got the same
definitions of "transnational" and a couple other items important to our mutual
understanding of guidance, we didn't get to discuss DHS and Chris 1 assignment
with him as a group. That would help us all if we could do that, to understand
how we can all support each other and divide work load.
1. when we talk to P Kindsvater again - we should ask for "exemplars of her
work product" - the SIEB product she mentioned and showed us might be one thing
we could get if we don't have it already, we should also ask for the
same "exemplars of product" from her "Red Team"
2. For FBIS "Exemplars" have been delivered to us and we need to review before
our interviews with them.
3. Action to review cables in run up to E Africa and Cole (he mentioned he
really wants us to do that. The question in whether there was any learning
between 98 and 00. He mentioned Amb Busline!! and Susan Rice. Chris Kojm
mentioned we should see if they did the Accountability eview boards on the two
incidents (whether we have those). And mentioned the clas interview with Crowe.
4. Pavitt on the A List.
5. Gorelick is interested in the strategic Plan (for 2005 for adding case
officers). Direction to let her know we "have the slides" if she wants to see
them ebfore we pursue getting a briefing/interview/m.ore documents.
6. Pick out a couple SARs for PZ - Done.
7. Definition of Transnational collection - Multilateral Intel cooperation -
network the countries involved (he mentioned Brussels for the EU on our Europe
trip).
(a) to the minimum extent that it matters, whether you collect here or o/seas,
you have common objectives across foreign and domestic and across foreign
partners (even witn varying legal authorities), (b) similarly with processing -
have the same quality standards for reporting as well within the nation and
across nations, (c) and integrate information on the basis of a common analytic
strategy for fusion both within the nation and between foreign partners.
8. Management: Measurement is done with the "ruler" of the manager. JQ
Wilson has written on this.
