Probably the best is Steve Smith at Wash U. Knows everything about


Congress and is extremely talkative, interesting, funny, etc. Joel
Aberbach at UCLA is very knowledgeable about oversight, but he won't be a
spellbinding talker. Richard Hall at Michigan is very knowledgeable, but
I have never heard him give a talk. These are the ones who occur to me
off the top.

2. Hire 2-3 senior scholars on congressional oversight to prepare a


seminar for the members. The scholars should be senior enough and have
communication skills such that the commissioners would view this as an
opportunity to discuss the issue with experts. The scholars would each
write a paper or prepare a briefing on the problem of oversight, with
special emphasis on the problems presented by intelligence and other
terrorism-related topics.

The objective is to make intelligence/counterterrorism oversight a


routine part of the congressional process, and get a broad perspective
on the problems of oversight as they apply to the new CT threat. I'd
suggest Dick Fenno if he is available. Morris Fiorina from Stanford
might also be good.
