During the April 27 Tenth Ward DFL Convention, all candidates, including incumbent Meg Tuthill agreed to suspend their campaigns if they didnt receive the endorsement. As of June 3, despite losing the DFL endorsement, the Tuthill campaign is moving forward. The UNN asked Tuthill why she has Meg Tuthill changed her mind and continue her campaign. Sturdy simplicity streamlines BOLT-ON concept

Some things arent as easy as they should be. At least, thats the thought that motivated Uptown resident and cyclist Lucas Price to invent a new type of light with a concept that combined ease and reliability. My first set got stolen, and then the other set I was running was good but made out of plastic, the quick release style thats popular. But if youre like me you drop it and it breaks in half, Price explained. So I was running that for about a year and a half with different variations of tape to hold it together, and then I just thought, why isnt this easier? So Price brainstormed about a better bike light, bought some scrap metal, broke up chains once used for drivetrains on old bulldozers he found at surplus, put the pieces together and created his first line of the BOLTON Che 9 LED bike lights.

Ackerberg unveils bold vision for Phase 2

The LHENA (Wedge) Zoning & Planning Committee recently listened to a proposal by Perkins & Will architects, describing Phase II of the MoZaic project at Lagoon and Girard Avenues. Although the meeting was a modest community feedback session, the project idea presented provided insight of where the Ackerberg development group may take the project. After Phase I of MoZaic hit economic hard times during its development phase, the plans had to be scaled back to make it financially viable. Stuart Ackerberg, CEO and owner of the Ackerberg Group, has been candid about the first phase of that project. At the meeting he acknowledged the initial planning came out more practical than as visually and environmentally fulfilling as he expected. Phase II planning began publicly in March when Ackerberg initiated a dialogue with LHENA to elicit commentary and community engagement. From that meeting six requests were clarified by architect Tony Layne, Co-Director of Sustainability for Perkins & Will: Design to human scale: location on block, step-backs, height Be sensitive to Greenway impact Improve connectivity: bicycle, pedestrian, transit Balance character and context Lagoon Theater is valuable to the community Sustainability In summarizing the underlying scope, Layne said, the project

should reinforce the mixed-use community of Uptown. Drawing from the design of its previous project, Great River Energy headquarters, (A 2009 AIA/COTE Top Ten Green Project building winner), Perkins & Will seemed to reflect its strategy in an even bolder approach for MoZaic Phase II. Although similar in style, this approach might be considered the sculptural and artistic sister to the Maple Grove project. moZaiC page 6

With my first issue as the new editor of Uptown Neighborhood News, I cant help but have excitement jitters. I was lucky to inherit a solid publication thats been continuously improved upon with the dedication of current staff members and prior editors over the past years. As a newer citizen of Uptown a neighborhood that drew me across the country from Seattle almost two years agoI am a constant explorer of this beautiful space, and I look forward to pursuing and enhancing my personal exploration of our neighborhood with the UNN. In Seattle, I worked as a reporter and editor for various publications over the course of six years, but most recently I was a reporter for seven local community newspapers that represented the constituents of all the unique Seattle neighborhoods. I learned an immense amount at that jobabout the city, how neighborhoods constantly have to work with their city and find best practices to cope when the city makes tough decisions and find ways to have their voices heard. I came to know the ins and outs of the neighborhoods from the side streets and local cafes to the politics and PTAs. Beyond the varying levels of constituents and issues that impact them, mostly I learned about amazing people who cared so much about where they lived and worked that they helped each other and stayed as proactive as they could to enhance and protect their communitys vibrant culture. Community news is a pillar of a healthy engaged neighborhood. You matter. The things you do matter. The conversations you have about local issues and decisions matter. My vision of a community newspaper means partaking in a conversation with caring citizens, local politicians and businesses, while providing reliable news and a platform for increasing awareness and promoting discussion of local issues and concerns. Already, Ive been fortunate enough to meet many dedicated and kind Minneapolitans who live and work in Uptown. Im thankful I moved here and I say hello to all of you with the utmost intention of immersing myself in this neighborhood, getting to know you, and maintaining the quality and integrity of the Uptown Neighborhood News with every issue I oversee.

Brothers leave paradise for hometown restaurant


Drawing from a primary market within half of a mile, a new restaurant called Lake & Irving Restaurant & Bar, will be chef owned and operated by Andrew and Chris Ikeda. We are glad to be back in Minnesota with our family and friends. We are inspired by the recent transformation of the Twin Cities food scene. The caliber of chef/operators in the market is amazing. We are excited to be a part of it and help make our hometown a world-class dining destination, said Ikeda. A University of St. Thomas Business graduate in Entrepreneurship, Chris was trained at the Culinary Institute of America, New York. He most recently worked as the Chef de Cuisine at the Hualalai Resort Four Seasons in Kona, Hawaii. His brother Andrew is also a University of St. Thomas graduate. After training at the Culinary Institute of America, Napa, California, he most recently worked at Robert Mondavi Winery in Napa, Calif. Several years ago, 1513 Lake Street was home to the Blue Sky Creamery. The building was purchased by the Ikedas with plans to renovate the interior in the early 20th century style uncluttered and relaxed. About 80 to 90 seats are planned with an open kitchen. Lake & Irving will be a casual Uptown neighborhood restaurant and bar where people can eat, drink and unwind. Food should be about enjoyment [],conversation, sharing, and friendship, Chris added. This modern American eatery will serve breakfast, lunch, dinner and late night customers, with a full bar, craft beer, wine and liquor. Its creative global with a regional twist. Our food and drink offerings are meant to complement each other and be experienced and enjoyed together. We aim to transform a meal into an occasion. Our goal is to collaborate, to challenge ourselves and our staff to create an experience that will make you want to tell your friends you discovered something new and different and had a good time. The entrees and small plates, meant for sharing, will focus on using local regional ingredients to reflect the Ikedas sustainability mission.

UNN covers the news of Uptown and is delivered free to households within the area bounded by Lyndale Avenue and Lake Calhoun, between Lake Street and 36th Street. Copies are distributed to businesses in the Uptown area. Circulation is 5,200 with a pass-along readership of 10,000. Publication and distribution is before the first of every month. Contributors are area residents who volunteer their time to bring the news of the area to residents. UNN is managed by a board of local citizens with the ECCO and CARAG Boards each appointing three representatives. Art Fair Celebrates 50 Years with Time Capsule
The Uptown Association is burying a time capsule to commemorate the 50-year milestone of the Uptown Art Fair. The capsule will hold memories and contain significant, meaningful objects from the past 50 years to be opened 50 years from now. It will be placed in the floor of the Walker Library, (under construction), not to be removed until 2063.

The public is invited to join the Uptown Association and come together as a community to honor the 50th anniversary of the Uptown Art Fair. The celebration will feature live music and light snacks at The Mall area. There, youll have a chance to place your own special memory in the time capsule. Youll also witness the grand unveiling of the 2013 Uptown Art Fair commemorative print, Uptown Turnaround, by artist Shane

Anderson. This will be a special photo opportunity where you can become part of the commemorative print and ceremony with local dignitaries. The Time Capsule Celebration will be Saturday, July 20, from 13p.m. at The Mall area, between Hennepin Avenue and Humboldt Avenue, (west of Walker Library construction). The 50th Annual Uptown Art Fair takes place August 2 to 4.

Tenth Ward intern to focus on multi-unit buildings
The office of Tenth Ward Council Member Meg Tuthill has hired Aaron Brink-Johnson, an Urban Scholars intern, for the summer. He will be working in the 10th Ward on a project to ensure all multi-unit buildings are in compliance with the Citys recycling ordinance. The City requires that all multi-unit building property owners provide recycling to their tenants. Complaints to the Tuthill office have revealed not all apartment buildings offer the required recycling resources for tenants. Brink-Johnson will meet with property owners to educate them on the Citys policies and confirm they are fulfilling the Citys recycling ordinance. If you live in a multi-unit building with five or more units and recycling is not provided, you are requested to contact the Tuthill office at 612.673.2210, email Aaron Brink-Johnson (aaron.brink-johnson@ minneapolismn.gov) or Breanna Patsch, 10th Ward Associate, (breanna.patsch@minneapolismn.gov). Brink-Johnson is enrolled at Macalester College and is scheduled to complete a degree in Geography by the end of this year. His internship, according to Tuthill, will be paid with Tuthills unused office travel expense account. The Urban Scholars Program provides students from diverse racial and ethnic backgrounds with a distinctive professional experience focused on gaining essential leadership skills and creating career pathways to positions of influence.

Last week there were two reported stranger rapes in the 5th precinct. Both occurred around 2 am in public areas and the suspect approached the female victim while she was walking alone. Suspect descriptions in both cases are limited. June 24 at 2:20 am in the area of Franklin Avenue & Lyndale Avenue: victim was walking down an alley when the suspect approached her, attempted small talk, then dragged her to a grassy area and sexually assaulted her. The victim reported that the suspect had a gun and threatened to kill her. Suspect described as a black male, 53-57, average build. June 26 at 2:07 am in the 2800 block of Stevens Avenue: victim was walking home alone through the park when she heard someone attempting to get her attention. She attempted to ignore the suspect but she was grabbed and dragged to an area where she was sexually assaulted. Suspect described as black male, medium build.

Blocking your street is free before July 23
Last years theme was selected by MPD Crime Prevention Specialists as proposed by Kate Sandweiss, of the East Isles neighborhood: It takes a village, it starts with our block. The MPD will be once again asking for block leaders ideas for a NNO 2013 theme. National Night Out is an annual nationwide event that encourages residents to get out in the community, holding block parties and getting to know their neighbors as a way to encourage crime prevention, and promote community-police partnerships. You can register at www.minneapolismn.gov/nno/nno_register or you can sign up through 311. If you want to block your street, you can do so for free through July 23. Not all streets can be blocked, depending on traffic flow. From July 24 through August 1, there is a $100 fee. After August 1 no applications for blocking off a street will be allowed. Just like many years in the past, participation by Minneapolitans outranked all U.S. cities with a population of more than 250,000 in 2012, with more than 1,360 events registered.

Initial Screening Summary Table

The Midtown Corridor Alternatives Analysis will determine the benefits, costs and impacts of implementing a transitway along either the Midtown Greenway or Lake Street. The project also will recommend the best method of delivering transit service in the Midtown Corridor: light rail, streetcar, busway or bus rapid transit. Metro Transit is partnering with the City of Minneapolis, Hennepin County and other community groups on the project. The purpose of a transit improvement in the Midtown Corridor is to provide high-quality, convenient transit service that meets current and future travel needs, attracts new riders, and supports sustain The goal of the Midtown Corridor Transitway Study currently underway is to; Increase transit use among corridor residents and visitors; Improve regional mobility,

local access to jobs and activities; Catalyze and support economic development along the corridor; Support a healthier community and improve the overall environment. During the second round of open houses for Stage 1 of the study process, stakeholders listened to a presentation on the status of the study. Presenters described two options that emerged from a vast array of possible transit ideas for the corridor: Enhanced Bus on Lake Street and Double/ Single-Track rail in the Greenway. These options will advance to Stage 2 of the study because they received the highest overall criteria rating. (See chart at left.) Stage 2, in process this summer, will provide a more in-depth analysis of the two options. Those results will be presented at the next public meeting in the early fall. Tree Debris Drop Off Site Now Open

The Minneapolis Park and Recreation Board and City of Minneapolis continue removing hundreds of trees and reopening city streets following the June 21 storm. A wood recycling site is now open and curbside tree debris collection is planned for July 1-12 to help residents get rid of tree debris from their yards. Park Boards third tree priority is to evaluate and remove boulevard trees that pose a potential hazard of toppling due to storm damage or soil saturation. The Park Boards fourth priority is removal of trees and tree debris from parks. To report a tree blocking a sidewalk or street, or a boulevard tree down on private property, contact the Park Board Forestry Department at 612.313.7710 or forestry@minneapolisparks. org from 7:30 am until 4:30 pm weekdays. twine or rope. Its important to make sure the tree company you use is licensed, because unlicensed companies may not be insured for damage they might cause to your property, and their workers may not be properly trained to protect themselves and

Tree removal and reopening of streets


Park Board and City crews continue removing trees to reopen streets. Major streets are a primary focus, followed by secondary streets. Trees that have power lines entangled in them will be removed after Xcel removes the power lines. The clearing of streets is the top priority and crews will continue to work through the weekend and as long as necessary until all streets are open. After city streets are clear, the Park Boards second priority for tree removal is the removal of boulevard trees from homes, garages and other structures. The

Park Board crews will collect tree debris that can be brought to the boulevard through July 12 for properties affected by the storm. This service is for property owners clearing their property of tree debris after storm damage onlyit is not for contractors doing work for property owners or for regular tree pruning. If successful, this daytime office strategy will help satisfy Uptowns much suggested daytime office traffic needs voiced by some local community leaders, such as Tenth Ward Council member Meg Tuthill and past Uptown Association president Thatcher Imboden. Some committee members provided resounding approval of the concept. Z&P member and architect Burt Coffin exclaimed, I like the way this building looks. I love Core 10 [steel building material] and your strategy of breaking it up. Its playful and fun. Sue Bode added, It looks artistic in the modern art sense. Comments like those may have been initiated by not only the main structures, but the added touches. The north structure tops off with a sculptural quality that is reminiscent of the Pearl Harbor memorial in Honolulu, Hawaii. And one of the top walls was covered with a new semitransparent window featuring a close-up of a Michelangelo painting. The sites three buildings, as well as the connecting atriums are mostly covered in glass. This approach helps to break up the massing of the space so the final look has a less box-like feel, according to Layne. The east and west ends of the three structures are the few visibly opaque walls, which are covered with Core 10 steel, which will eventually rust to a rich patina. But, these end walls are hardly walls at all. Shaped like abstract Ss, they offer contrast to the other heavy glass treatments. Covered east and west walls on the building and expansive glass on the north and south side walls bolster the buildings environmental tact. Morning and evening light is harder to control when it comes in at straighter angles from the horizon, so the plan additionally incorporates design aspects that increase daylights capture in the building. This is not a 10- or 15-year building, this is a 150-year building, said Layne. Due to its age, the building allows more flexibility for build-outs with various sizes of client spacesincluding possible bridge connections between upper floors over the atriums below. This goes a long way to be able to meet the needs of businesses as they grow, Layne added. Other possible amenities still under review include a green roof and a covered pedestrian connection across the Art Park, between the Phase I and Phase II buildings. Phase I tenants have made requests for additional bicycle parking and there have been less car parking needs than projected for that building as well. Joanna Hicks, Director of Development for Ackerberg, added that they would like to secure Hennepin County funding to address future cyclist tenants. This could include a bike/shower/locker component in Phase II, which may or may not be available for use by the public. Reflecting on the fate of the Lagoon Theatre, Ackerberg had this to say. They want to stay in this location, especially since the recent Uptown Theatre upgrade. Our goal is for Lagoon to be operating five screens in that location. Were committed to figure out a solution. Depending on the final project plans the Lagoon Theater may be part of Phase II or developed in parallel. This first stab at Phase II takes some risks and makes a lot of strong architectural statements, but the plan is still in its infancy. Whether the final project follows this initial design will depend on final tenant contracts and the community engagement process. This is a lot more expensive but I feel its the right thing to do, Ackerberg said. When more tenants are confirmed, Ackerberg hopes to have a more concrete plan to present to the neighborhood and City Planning Commission by fall of this year. The main footprint for Phase II involves three long buildings that run east to west. Between the buildings are glass-covered atriums that allow what Layne described as a porousness for not only sunlight, but for the visual and pedestrian experience. Elevations describe a three-story north structure, six-story middle structure and eight-story south

structure. Providing mostly northeast views, this format will step back from the Greenway, which may prove vital in securing community support from neighborhood groups and community partners. One of those partners will be the Midtown Greenway Coalition and its goals of preventing shading on the Greenway. Since the project is still in the

concept stage, logistics like bus and pedestrian pathways, and exact parking stalls are still under discussion. Ackerberg stated that Phase I has more than enough space to take any overflow from Phase II. Until final negotiations for the plan are complete the tenants wont be known but the first floor will likely be retail with office space taking up the

Bryant square park Update


Most of the park plantings died from the heat and dry conditions last summer and this years cool spring. The new park gardener will work to replant the beds this year. The ice cream social at the park is on Wednesday, July 10 6-8 p.m. Everyone is welcome. BSP concerts run through August 22 every Tuesday and Thursday from 6:30-8:00 p.m. BSP is offering free afternoon snacks and evening meals for youth 0-18 weekdays this summer. Snacks at 3:00 p.mm (M-F) and dinners at 6:00 p.m. (M-Th). Zumba classes are Mondays, 6:30-7:30 p.m. Fall youth soccer is from July 22 to September 27. W. 31st street pedestrian improvements project: mackenzie turner Bargen, public Works
Bargen presented plans for a series of pedestrian and bicycle improvements to W. 31st Street between Hennepin and 1st Street S. The project follows the resurfacing of the street that took place in May. Hennepin, Bryant, and Lyndale Avenues will get durable crosswalk markings, which last far longer than painted markings. Dupont and Emerson Avenues will pilot painted curb extensions, designed to narrow crossing distances. This treatment provides a pedestrian refuge at corners using textured paint, vertical delineators, and possible planters. Larger stop signs with red reflective tape on the poles are also part of the design. Public Works is still determining how snow removal will be done around the extensions.These first pilots in Minneapolis will span one year. Girard Avenue will receive accessible pedestrian ramps. Public Works is still considering other treatments at this

The City continues to work with the developer of 1800 Lake to find a permanent solution for the groundwater discharge issue. If not resolved by next winter, the groundwater will be rerouted deeper into the north end of Lake Calhoun to allow the lagoon to freeze and ensure an Uptown finish line for the City of Lake Loppet. The Trust for Public Land named Minneapolis the Nations Best Park System in 2013. To prevent the spread of Emerald Ash Borer, dont prune Ash Trees between Memorial Day and Labor Day. The City is conducting a twoyear car-sharing pilot program.

Nice Ride stations have been installed at Dunn Bros. on 34th and Hennepin and at Lake St./ East Calhoun Pkwy. Sarah and Monica attended the Neighborhoods USA (NUSA) conference in Minneapolis last month and will share more information about the workshops at a future board meeting. The Board approved $50 to host a neighborhood potluck picnic in July. Date to be determined.

Committee reports
Midtown Corridor Alternatives Analysis The transit alternatives have been narrowed to three options: 1) Enhanced Bus on Lake Street 2) Streetcar on the Greenway and 3) Dual alternative with both. Open houses were held in May to give feedback on the three options. Next steps: concept designs and operating costs will be evaluated. Livability Committee May 28 meeting: Chris and Andrew Ikeda presented their proposal for a new restaurant at 1513 W Lake St. They intend to purchase the building once the City approves their business license. The restaurant will be

chef-driven concept with 80-90 seats serving breakfast, lunch and dinner and with a full bar featuring craft beers, wine and liquor. They are not applying for any variances or zoning changes. They plan to reface the exterior of the building and renovate the interior. They have 18 off-street parking spaces. No plans for rooftop or sidewalk seating. The ECCO Board will take an electronic vote on a letter of support for the business once the timing of the project has been confirmed. Architects are working on a feasibility study for a proposed development (four condo units and main floor retail) on the NE corner of Lake Street & James Avenue.

Concerns about pedestrian traffic on Lake Street at E. Calhoun Pkwy. were discussed. A radar speed wagon is being requested. Communications Work continues on the new website. Board members should submit a photo and a brief bio for inclusion on the site.

Uptown Neighborhood News (UNN) The UNN hired a new editor for the paper. Green Team The Raingarden project will feature 14 gardens. One grant for the project has been secured and a second application is pending. Planting day is

June 22. The Bicycle Festival last month was a big success. Meeting adjourned at 9:05 p.m. No meeting in July. Next meeting is Thursday, August 1, 7 p.m. at St. Marys Greek Orthodox Church.

Grateful. A sick oak is down, not dropping branches the size of railroad ties. Grateful. Were shopping for tree removal, not house demolition. Grateful. Were eating breakfast at a hotel, not a hospital. Grateful. Were counting tree limbs, not body limbs. Grateful. My 5-year-olds are crabby because of their shaken routine, not shaken skulls. Grateful. Our pallbearers have chainsaws and hardhats, not ties and tears. Grateful. Im half a mile walk from food and services, not a mule ride over a mountain pass. Grateful. This oak fell exactly between structures, not any of 359 other degrees causing more damage.
