Position: Department: Reports To: Job Summary: Information Technology Officer Technology Chief Financial Officer

The Technology department is a service-oriented department providing a resource for Hampton Roads Transit by managing information technology for the entire agency. The position of Information Technology Officer is established to direct, plan, organize and control all activities of the Technology Department and to ensure the effective, efficient and secure operation of all information technology for the agency. The Information Technology Officer plans, directs, and manages information technology in order to ensure the development and implementation of cost-effective systems and efficient computer operations to meet current and future needs of the agency. The Information Technology Officer provides company-wide direction in areas of policy and planning for management information systems, data processing and related functions. The Information Technology Officer will serve as a consultant and advisor to all departments of HRT in order to assure collaborative efforts are made towards the common goals of the management information systems. The Information Technology Officer oversees the IT function by working with HRT Departments on their long-range plans and establishes priorities to guide the allocation of resources. The Information Technology Officer is responsible for overall integrity of computer systems with respect to HRT computer needs. Interpersonal skills are required to deal with the personnel situations arising in with the Technology staff. The incumbent should possess the ability to motivate personnel (both internal staff and contractors) - this calls for a high degree of human relations skills. Proven, effective management skills are required to successfully perform the planning, directing, reporting, and administrative responsibilities of this position.

Essential Job Functions:


In collaboration with the Chief Financial Officer, provide leadership in the successful implementation of Information Technology throughout the organization. Maintain quality assurance and currency for application systems development. Perform analysis oversight during initial design and problem solving-of programming assignments. Consults with management to determine information requirements of management to determine boundaries and priorities of new projects, and to discuss system capacity and equipment acquisitions. Prepares progress reports to inform management of project status and deviation from goals. Confers with department heads involved with proposed projects to ensure cooperation and further define nature of project. Reviews project feasibility studies. Establishes work standards. Revises computer operation schedule to introduce new program testing. Reviews reports of computer and peripheral equipment production, malfunction, and maintenance to ascertain costs and plan operating changes. Analyzes department workflow and workers job duties to recommend reorganization or departmental realignment within company. Prepares proposals and analysis, programming, and computer services. Assists staff to diagnose and solve computer equipment problems. Directs technical projects such as writing equipment specifications for specified applications. Supervise and provide technical leadership for the applications programming and software support staff, including responsibility for hiring and evaluations. Maintain a general working knowledge of all in-house applications and enhancements; act as primary technical contact with software vendor. Responsible for developing and adhering to security procedures for user access to HRT systems.

Oversees information received from the performance of the system hardware and system software; recommends and implements changes for performance improvement. Manages the coordinating regular maintenance and backup of system databases and program library files with Manager of Systems Support and Networking. Manages the design and implement security programs to insure data integrity. Develop and maintain a computing environment sufficient to support employee-computing needs. Establishes IT policies, standards, practices and security measures to ensure effective and consistent information processing operations and to safeguard information resources. Administers the Departments expense budget, within budgetary guidelines to contribute to costeffective operation of the company. Selects, develops, and motivates qualified staff to effectively carry out department functions and provide for the continuity of managerial and specialized skills. Maintains knowledge of developments in the area of systems and hardware and incorporates new developments into the future systems of the company. Develops programs and hardware systems along with staff to ensure cost-effective and current information system. Prepare and/or coordinate with other departments any documentation required in support of the FTA triennial reviews, drug and alcohol audits, independent audits, state audits, EEO Program, etc.

Ability to speak, listen and write effectively. Skilled in developing written specifications based on input from users. A comprehensive knowledge of general direction of the data processing industry and technology (evolving products, services, etc.) is required along with a thorough understanding of the technical details. Ability to provide technically sound ideas, solutions, long-range planning and the ability to work effectively with all management levels to work towards the agencys best interests. Ability to coordinate tasks between users, applications programmers, and software support assistants.

Qualifications: Training and/or Education:


Bachelors degree in Computer Science, Management Information Systems, Information Systems or related field with seven to ten years experience of proven technology management in one or more information processing functions (operations, application services, development, etc.). Advanced training through technical institutions and/or colleges is also necessary to maintain skills to develop the systems necessary for the companys success. The ability to program/configure and manage hardware is necessary in this department. Technical skills are key in this position. Seven to ten years experience in a technology management level position. Technical training in programming and hardware installation and maintenance is also required for the Information Technology Officer to work along with the staff in the effective development of the information technology at HRT. Requires ten years of progressively more responsible experience in systems or applications programming including at least one to two years of experience as a database administrator using Oracle and at least five years of experience as a systems programmer/manager. Frequent reading of periodicals and other literature on the state-of-the-art and data processing as well as attendance at vendor-sponsored and other seminars is required in order to maintain the level of familiarity with the subject matter required to fill this position.

Duties may require some seasonal overtime. Work also involves attending several Executive Staff meetings with HRT department head. The employee is occasionally required to stand; walk; sit; reach with hands and arms; climb or balance; and stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this position include close vision, distance vision, color vision, peripheral vision, and the ability to adjust focus. The noise level in the work environment is usually moderate.
