To Whom it May Concern: Shurat HaDin- Israel Law center is an Israeli organization dedicated to enforcing basic human rights through the use of the legal system, represents victims of terrorism in courtrooms around the world. Among our clients are current judgment creditors of the Syrian Arab Republic. We have been informed that the companies, Rackforce Hosting Inc. and iWeb Technologies Inc. have been hosting websites which belong to the Syrian Arab Republic on servers located in Canada. According to our information, websites belonging to the Syrian Ministries of Culture, Transport, Electricity, the Syrian patent office and others, are currently being hosted by iWeb Technologies Inc. and Rackforce Hosting Inc. As you no doubt are aware, the Syrian Arab Republic is currently the subject of sanctions of the Government of Canada. These sanctions were instituted in 2011, and have been extended several times to encompass additional individuals and organizations. The regulations are detailed in the Special Economic Measures (Syria) Regulations, SOR 2011-114. On May 24, 2011, the Canadian government announced targeted sanctions against the Syrian regime and some designated individuals and entities in response to the ongoing violence and human rights violations being perpetrated by the Damascus government against its citizens. These sanctions, which are a blend of administrative measures and actions taken under the authority of the Special Economic Measures Act, are

consistent with initiatives taken by like-minded states, including the United States and the European Union.1 Please be advised that providing any assistance, aid or services to the Syrian government is unlawful in Canada, and may expose iWeb Technologies Inc., Rackforce Hosting Inc., and its directors, to prosecution under the Special Economic Measures Act.

We request that your company cease and desist providing aid and assistance to the government of the Syrian Arab Republic, a regime that has been designated by the government of Canada and other democratic nations as a State Sponsor of Terrorism. Failing to cease your provision of service to the Syrian government will result in a complaint being filed with the Federal authorities in Canada to pursue these charges. You may also be exposed to prosecution and penalties under the Criminal Code of Canada.

Included in the Canadian sanctions program is a freeze of Syrian assets: Canada will impose an asset freeze against people associated with the current Syrian regime and entities involved in security and military operations against the Syrian people.

In addition, by providing aid to the Syrian regime, Rackforce Hosting Inc. and iWeb Technologies Inc. expose themselves and their directors, to civil litigation and to asset seizure by creditors holding unenforced judgments against the Syrian Arab Republic. It is our intention to commence civil litigation against the Syrian Arab Republic. Although a sovereign state is normally immune from a civil liability, under the State Immunity Act, R.S.C., 1985, c. S-18, outlaw states which have been designated on the State Sponsors of Terror list referred to in section 6.1 of the abovereferenced Act, are not immune from civil prosecution, and may be subject to such judgment. Kindly take notice that in the context of civil litigation, we will request that the Court issue a Mareva Injuction and an Anton Pillar Order to prevent the transfer or removal of property of the Defendant. This application for this injunction will include the servers on which the relevant websites are hosted, and any related servers.

In light of the above, we request that you immediately provide us written confirmation that your company will permanently discontinued the provision of all services to the

Syrian Arab Republic. Absent such immediate confirmation, we will seek all available relief and remedies against Rackforce Hosting Inc. and iWeb Technologies Inc. in all relevant jurisdictions.
