PALO, Leyte- Commissioner Constancia De Guzman of the National Police Commission (NAPOLCOM) said that the transformation program of the Philippine National Police would not only benefit the police organization itself but the community in general.

The NAPOLCOM chief was the guest speaker during the three-day gathering of the police officials and personnel in the region relative to the conduct of the PNP Patrol 2030 program held at the Camp Ruperto Kangleon, the police regional headquarters. The PNP Patrol 2030 is a long-term integrated program of the police organization which not only aims to make the police force of the country be more professional but rather make it proactive in addressing problems besetting the organization and the community it serves. According to De Guzman, one of the aspects of the program is not only to improve the policing function of the PNP which refers on peace and order campaign but rather involvement in the community. PRO8 chief orders probe on recovery of illegal drugs in Leyte jail


CAMP KANGLEON, Palo, Leyte The regions top cop ordered a thorough investigation to determine how illegal drugs were able to pass through inspection on way to a lock-up cell in Leyte sub-provincial jail in Baybay City. This was discovered in a surprise check on cells and inmates by provincial jail guards Saturday afternoon. Nine inmates - Fernado Balagbis, Dexter Flandez, Fernando Huerta, Eliseo Lascota, Mark Rubin, Jimmy Crame, Eduardo Metro, Lando Lumacad and Zosimo Galano, are being investigated when a sizeable amount of suspected shabu were found in cell number 3 to include several drug paraphernalia. Ten heat-sealed sachet containing suspected shabu with total estimated street value of P100,000; 21 lighters; a scissor; cellphone charger and twelve mobile phones were confiscated by jailguards. PCSupt. Elmer Ragadio Soria, director of Police Regional Office 8, also ordered inspection on all jail facilities in the region in coordination with the Bureau of Jail Management and Penology and other concerned correctional agencies. The intensified implementation of our existing strategy against illegal(drugs) is part of strengthened support mechanism to carry-out holistic operations in the national anti-drug campaign, said Soria. Intensified police operations against illegal drugs must continue, the police official said, adding that complacency in the conduct of anti-drug operations will only burden the PNP with the social costs of the continuing drug problem that are highly correlated with criminality. Dawahon Island, Bato, Leyte by joint elements of Bato police station and Leyte Police Provincial Office resulted in the arrest of one Emmanuel Tagsip alias Ondo, 39, seaweed farmer and confiscation of four sachet of suspected shabu with an estimated market value of P5,000. VI, New Road, Barugo, Leyte that led to the confiscation of four sachet of suspected shabu worth P4,000 and the P500 buybust money. In Sitio Cabulado, Brgy Sto. Rosario, Matagob, Leyte, a buybust operation resulted in the arrest of one Roy Olorvida, 43, and the confiscation of two sachet of suspected shabu and two pieces P500 marked money. TACLOBAN CITY The Department of Public Works and Highways will showcase P4.14 billion worth of completed and nearly finished infrastructure projects in Eastern Visayas for the Presidents State of the Nation Address (SONA). DPWH Regional Director Rolando Asis said that almost all of the 11 projects have been completed as of June 2013. Some construction phases of these projects are up for funding and completion until 2014. We have consolidated facts and figures that will serve as the basis for the reporting of our departments accomplishments that will be used in the President Aquinos SONA on July 22, Asis said. First in the list of SONA accomplishments is the P970.70 million Biliran circumferential road. The 109-kilometers road traverses the towns of Biliran, Naval, Almeria, Kawayan, Culaba, Caibiran, and Cabucgayan. The project is scheduled to be finished by December. In the Leytes first district, this project is the Bagahupi-BabatngonBarugo-Carigara road. The 23-kilometer highway also includes construction of Caraycaray and Bagacay bridges. The same road network is almost completed in Leytes second district. The national government has allocated P104.36 million for road upgrading and installation of reinforced concrete pipes. The road network provides alternative route from Carigara to Tacloban City via Babatngon. The DPWH aims to connect the new road link of Leytes two districts by next year. Since 2010, the central government has been pouring out P310.37 million funding in Leytes 3rd district to concrete 14.56 kilometers road linking the towns of Calubian, San Isidro, Tabango, Villaba,

The infrastructure agency has just completed the road from Ormoc City to Lake Danao, the department is currently constructing 4.2 kilometers tourism access road. The road project started last year with a P83.43 million allotment. DPWH said that in Samar first district, included as SONA accomplishment is the P556.40 million Calbayog diversion road starting from Brgy. Cagsalaosao, Calbayog City to Brgy. Monbon, Sta. Margarita, Samar. The road is up for completion within this month. The access road to Sohoton Cave in Basey, Samar will also be showcased. The 23.9 kilometer road project has a funding of P261.45 million and set for completion in 2014. Of the 12 sections, 11 have already been paved, the report said. Funding for the remaining section has been included in the 2014 plan. The Catbalogan diversion road in Samar has the highest allocation among 11 SONA projects. The rehabilitation project aims to minimize traffic congestion in the city proper by diverting vehicular traffic to the new alternative road. Also listed is the newly completed P88 million Subang Daku Bridge, designed to reduce travel time and cost from Sogod, Southern Leyte to Panaon Island and Pacific Area. Another SONA commitment is the P50 million road constructions from Biri(Northern Samar) town center to the rock formations. TACLOBAN CITY The newly -elected president of the League of the Municipalities of the Philippines Leyte Chapter said that he would be organizing a seminar for Leyte municipal mayors on how to fund projects even with meager fund. Mayor Leonardo Sandy Javier of Javier town said that there are several schemes for a local chief executive to gather funds for their projects but this is not known to some of them reason why he will organize said seminar within this year. By next year, all barangays have concrete roads and all bridge constructions are done, Javier said. The secret, according to him,was the convergence of all government agencies and his administration to address the pressing problem in his town, which was not addressed by the previous administration as they have no idea on how to get funds from other sources aside from their local funds. Agencies which they tapped were the Department of Environment and Natural Resources, Department of Agriculture, Department of Public Works and Highways and the Department of Social Welfare and Development and foreign agencies like the World Bank. If partisan election promises were to be believed, then time has come that those elected (whether elected for the first time or for another or last term) last May 13, 2013 finished their planning homework so that by their first working hours last June 30, 2013 they shall have been ready to issue marching orders for all those under their fresh authority to support, implement or reinforce. The most common center of promises in every election campaign period is reduction of poverty, which comes in terms of infrastructures (better and new roads and bridges, hospitals, school buildings, markets, wharves, seawalls and other shore protection roads or barrio-to-poblacion roads, plus, where actually absent but are badly needed, bridges. Such roads and bridges should be sturdy and durable enough as to withstand the worst typhoons that keep haunting the Philippine archipelago, continuous heavy rains, ashoods, and earthquakes, or at least, in the case of roads and highways, prevent landslides or soil or embankment erosion. The President is very, very, very correct in considering that with better infrastructures and more of the same introduced and being present in road-less or bridge-less communities, investors will be attracted to put in huge and

The Department of Public Works and Highways and Department of Agrarian Reform have already recalibrated their focuses in compliance with the wishes of President Noynoy. They have already been introducing, and completing in many instances, the road and other public works projects that the Aquino administration has placed on their shoulders. The people, generally, are elated to know that Budget Secretary Florencio Abad has been releasing the funds needed for approved project proposals, or keeps on facilitating the approval of similar proposals, most of which came out as expressed community needs and endorsed or worked out by peoples organizations. (Basey, Samar, QN learned, is among a few priority impoverished localities in the country to have been chosen along this insight. Information reaching QN said that only 4 out of several proposals had already been approved and could already be awaiting the approved budget so that they could already be undertaken. These proposals, all road concreting, when finished, are those between Baloog and Balante via Sarunay, Dolongan and Villa Aurora via the access road through Valeriano C. Yancha Memorial Agricultural School and via Balante, Villa Aurora and Buenavista up to Sawa, and between Manlilinab and Mabini via Burabod. The proposals were results of a series of community dialogues, consultations and planning spearheaded by the DOLE-registered Baktas Kabubwason Rural Workers Association and the Basey municipal office of the Department of Agrarian Reform. At the time of this writing, Baktas leaders and core leaders in the different barrios are just waiting for the projects to start. By next month, Baktas intends to submit additional proposals or requests for PNoy to act on. On the first month of the presidency of Noynoy Aquino, Baktas prexy Teodorico Dioring Porbus wrote President Aquino, defining and stating requests of Basaynons, more than 3,000 of whom are agrarian reform beneficiaries of DARs land distribution program which involves more than 9,000 hectares of lands within the Basey portion of the Samar Settlement Project. Malacaang directed government departments concerned to immediately act on those proposals or requests. Today, barrios Cogon, Cancaiyas and Villa Aurora are sights of massive road work in progress, which work is just awaiting completion.) At about the same time, at the sangguniang bayan/panlungsod/panlalawigan main office, all efforts should already be seriously exerted to gather, collect, and file in sequence all past, present and new ordinances and resolutions passed, as well as minutes of sessions and committee meetings

and public hearings and in time make all these available to every person wanting to have access to them. QN is very much aware of the fact that all such offices have no complete files, from the very first session since having been constituted when this our country, the Philippines, was still under the Spanish regime, or as a result of republicanism and legislation. Local government executive offices should also give priority to the production of all past records and documents , very especially those that have historical and/or statistical significance. For instance, LGUs, whenever asked, should be able to provide, at least access to, historical records [including photographs, and other hard evidences of history] and laws that officially proclaimed or declared a town or city or province, and valuable information on annual local taxation performance and historical progress of business establishments, past calamities and extent and magnitude thereof, and specific names and dimensions and governing authority of old and later-years local roads and public buildings constructed in the town/city/province. I have to do customer relations at work and it is bitter sweet. I enjoy doing it because the conversations are so hilarious and entertaining. But through out the process, I also am dismayed most of the time. Most of the customers that we have are mothers. These mothers usually come with their children to bond and spend the rest of the day by themselves. These mothers are the ones causing my disappointment. I remember an unforgettable encounter with a middle-aged woman and her grade-school kid. I was in the middle of listening to her experiences with illmanaged restaurants when her kid interrupted. The child was looking at his Math book and was puzzled of an assignment so he sought the assistance of his mother. Ms. Grace, with

all her might, explained the simple math problem in crooked English. She kept on reiterating words that were obviously unfamiliar to the child and she kept on mispronouncing them too. Did you understood? She kept on asking and the child just kept on looking at her, more puzzled than before. I came in and explained the problem myself in Waray language. I knew the child understood me more. I remembered a complaint from another woman. She was instructing her grade-school daughter to return a miscommunicated order. She mumbled the English Language and I believe that the child understood nothing but verbal diarrhea. They ended up not complaining because none of them understood each other. Nocon said that the presence of the volunteers, voting delegates and officers is a manifestation their willingness to serve and save lives, the essence of being with the Red Cross, the largest humanitarian organization in the world. As board of directors, your first job is to raise funds for the chapter, so you can keep as many volunteers and these volunteers will share time, resources and talents. Wala pang disaster prepared na kayo, before helping others. Remember our Red Cross motto: always first, always ready and always there, Nocon challenged the new board. The more we have funds, the more we can render services to others, Nocon said. Nocon is a former mayor of Los Baos, Laguna and national president of the Boy Scouts of the Philippines. There is a need also to encourage more people to donate blood, the blood you donate can save three lives, Nocon added. Philippine Red Cross is not only about blood donation, it is also into livelihood program and in building homes for the homeless. Chapter OIC administrator Jennifer Chico said that she hopes to get the support of the new board in organizing and strengthening the RC143 program which stands for I Love You Red Cross composed of a leader and 43 members in every barangay. The members of RedCross 143 will be trained on basic life support and first-aid to equip them of the proper know how in handling patients in times of distress. The new board together with the existing board of directors will serve for the next two years. They will convene on July 16 to elect its new set of officers, currently chaired by lawyer Miguel Tezon. There are a total 18 members of the Board and six who are sitting as mandated. Philippine Red Cross provides six major services: blood services, disaster management, safety services, community health and nursing, social services and the volunteer service. Chico said the chapter will soon publish a newsletter and is preparing for the construction of the training center.

A man of principles, Dr. Duarte banks on his workaholic bent that is tempered with wisdom and determination. He is a risk-taker who welcomes challenges, taking obstacles as multiplier effects that could serve as stepping stones in reaching higher goals. Surely, as it always was, LNU must now be in good hands.

Carlito Gallardo, police chief of Baybay, told the media that night that they were on a hot pursuit operation when they raided the house of Galenzoga on the ground that her supporters caused physical injur y to some policemen and damaged government property during the rally in the afternoon of June 30 at the City Hall grounds. But Galenzoga claimed that the hot pursuit, as the polices basis for the raid, does not apply anymore because there was a negotiation to peacefully disperse and call off the rally- which they did and peacefully walk back to her residence. In a radio inter view aired over DZBB in Manila, Mayor Cari admitted there was no need of a warrant because it was a hot pursuitsaying further that it was lawful, as she had consulted first their lawyers prior to the raid. Galenzoga revealed that from her safe location, she flew to Manila to seek justice for her family and supporters from concerned government agencies and government officials on fear that this martial law situation in Baybay City might worsen. During the raid, her arrested supporters were also divested of their communication gadgets such as cellular phonesand worst, Galenzoga said, inside their house she lost her P19.5 million worth of jewelries- and an initial estimate of P10 million damage on cars and her residences. Our lawyers are just completing all the needed documents and we will be filing pretty soon cases against Mayor Cari, the lawmen involved, and other people responsible for the illegal search and arrest operation, said Galenzoga. In the past few days Galenzoga thru her lawyers have been bailing out the supporters arrested, but as of press time around 30 of them remain in jail for reason that their lawyers are being given a hard time posting bail, Galenzoga claimed.

Mayor Alfred to city council members: Lets work together


TACLOBAN CITYLets work together but stay your independence. This, in essence ,was the message imparted by Mayor Alfred Romualdez during his unprecedented visit to the legislative building yesterday afternoon, coinciding with the regular session of the council members. Romualdez, whose appearance yesterday marked the third time he set foot at the legislative building since he assumed the post in 2007, said that he is of firm belief that he and the members of the council are one in purpose, which is to serve the people of Tacloban and ensure the citys continued prosperity. In his almost 13 minutes extemporaneous speech before the council members, Romualdez emphasized that he has no intention to make the city council as a rubber stamp and for them to follow what he wants. When I speak of unity, I dont mean that (you) will bow down to the mayor but rather I mean it just like crafting an essay when each and everyone of you will contribute I encourage you to debate in every subject matter, Romualdez said. The city mayor added that there is now a need for both the executive and legislative departments to work together considering that Tacloban is still in a transition period. Romualdez led in the conversion of Tacloban into a highly urbanized city from being a component city in 2009 which the mayor said saw its tremendous growth. According to him, since Tacloban was converted into a highly urbanized city, the increase of businesses operating in the city has reached more than 1,000 for the last five years with money deposits from various banks operating in the city now up to P40 billion, one of the highest in the country. (And) I wish to convey to all of you that the executive department is fully committed to support your endeavors and tasks by coming ordinances that will really shape the lives of the Taclobanons, Romualdez said. Cognizant that several newly-elected members of the council are not his political allies, Romualdez said that he is committed to helping them for them to come up with ordinances that will benefit the people of the city. The present composition of the city council includes six councilors who are not political allies of the mayor while the remaining six councilors, to include the two ex-officio members(president of the youth and barangay city federations), are considered to be political allies of Romualdez. This was despite an almost 14% decline of teenage marriages in the region on the same period.
