Purpose
This document sets out the requirements for RailCorp network communication rooms. Communication rooms are required to house both the current and future telecommunication requirements of the rail network. As such any new construction, or extension of any existing room, or installation within a room, needs to conform to the requirements outlined in this document. This standard does not cover rooms dedicated to Station Services Equipment (Public Address, Help Points, and CCTV etc) or Carrier Room. The need of existing equipment upgrades as well as future equipment requirements should be considered.

1.1

Scope and Application


Scope
The scope of this document is: To define the standard for the various categories of communication room. To set the diversity requirements for communication rooms. To provide a detailed link to all updated standards associated with communication rooms. To provide access / security standard. To provide the facilities for asset management / renewals.

1.2

Application
All new railway stations shall be provided with a Telecommunications Equipment Room in accordance with this Standard. Such a room need not be on the platform or within the structure of other station buildings, but shall be as closely as practicable associated with the station. This is in addition to any Station Services Equipment Room and Carrier Room provided for that station. In some cases, a new Telecommunications Equipment Room may not be required if there is an existing one within 500m from the proposed new train station, and this existing room, in the opinion of Chief Engineer, Telecommunications, does process all the conditions to meet the scope mentioned above to provide communications services for the new train station. All upgrade works on new or existing Telecommunications Equipment Rooms shall be in accordance with this standard. Certain clauses of this standard apply to the ongoing management of the rooms.

Definitions
Carrier Room A telecommunications equipment room for the use of public telecommunications carriers.

4.1.1

Design Approval Authority


Within this Standard, Design Approval Authority is the Chief Engineer, Telecommunications or the person(s) nominated by him in TMM C001 with the delegation for Design Approval Authority for Communications Facilities listed in TMM C001, unless a Communications Room is a special purpose room for a single telecommunications discipline, in which case the Design Approval Authority is the person nominated in TMM C001 with the delegation for design approval authority for that telecommunications discipline.

A room or building with the primary purpose of housing RailCorp telecommunications infrastructure

General
Requirements of this Standard must be adhered to unless noted as non-mandatory or unless dispensation approval is given by the appropriate Design Approval Authority. All works shall be ACMA compliant.

Design Report Requirements


A Design Report shall be produced for the design of telecommunications rooms. This Design Report must address, as a minimum:

Cable Entry arrangements Room and Equipment Layout (includes proposed and future equipment racks) AC and DC Power arrangements The design report shall be submitted for review and approval by the Design Approval Authority, prior to construction.

Categories
Telecommunications equipment rooms shall be categorised, by the Chief Engineer, Telecommunications (or his delegated Design Approval Authority), as being Network Core, Major or Minor Network Edge or Network Access locations. Such categorisation should take into account the following: Railway junction locations Location or presence of existing or proposed PABXs and other telecommunications infrastructure Location of other rail infrastructure

Dimensioning of the Communications Room


The dimensioning of the Communications Room and the building construction type (double brick, pre-cast concrete etc) shall take into consideration all likely applications of the room over at least the following ten years. This shall include cabling, data network, telephony, radio and transmission requirements. To facilitate the temporary simultaneous operation of old and new systems during the installation, testing and commissioning phases, telecommunications equipment rooms shall also have a minimum of two rack spaces reserved for replacement of existing equipment.

Dimensioning of AC & DC Distribution Boards


AC and DC distribution boards shall be dimensioned in accordance with the planned loads and the physical size of the room.

9.1

AC Distribution
AC distribution shall allow for: The known load plus having adequate capacity to fully equip the room. The typical equipment to be powered includes air conditioning, battery chargers, UPS equipment, lighting and double GPOs. The planned AC power capacity shall be based on the assumption that at least one double GPO of 3A 240-volt load, will be provided per unequipped rack space, to allow for test equipment to be connected for servicing each suite. All the double GPOs shall be installed at a minimum height of 300mm above floor level and they shall not be used for powering equipment. At Core or Edge sites, the main AC distribution board shall be fed from an ATS, that automatically switches between two separate AC supplies (rail/rail or rail/council or council/council). This AC supply shall be 3-phase at Network Core and Major Edge sites, to allow the loads to be balanced more effectively.

Provision shall be made in the AC distribution for the future connection of AC surge suppression devices for individual circuits as required.

9.2

DC Distribution
DC distribution shall allow for: The known load and number of circuits for known or expected equipment to be installed. Minimum of 4 circuit breaker positions per other unequipped rack space. If the room contains two or more suites (e.g. at Network Core and Major Edge sites), the DC distribution of the room shall be provided by suite distribution sub-boards.

10.1

Construction
Building Code
Telecommunications Equipment Rooms shall be built to the standards laid down in the Building Code of Australia. They shall also conform to Local Council requirements.

10.2

Free-standing Telecommunications Buildings


Free-standing telecommunications buildings shall be built in accordance with the following clauses of Signals Standard Specification SPG 0708 Small Buildings and Location Cases: 1 General 2.1 Common Requirements - General 2.2.3 240 volt Electrical Services 2.5 Construction Aspects 2.6 Site and Site Works 3 Small Brick Buildings (Note that Battery Rooms & Air Compressor Rooms are not required and Fire Protection is to be in accordance with Clause 14 of this Standard.) or 4 Pre-fabricated Concrete Bungalows (as applicable) In addition, note that: Additional security fencing is only required where the site is not already fenced to an equivalent standard. Plumbing is not allowed in Telecommunications Equipment Rooms, unless for a fire prevention system for that room.

10.3

Building Wall / Floor


The walls and floor shall be suitably strong to support cable ladders / trays and equipment mounting, using standard masonry anchors. The floor shall be painted with concrete sealing paint, it shall not use linoleum or vinyl tiles.

The floor loading shall include an allowance of 50% additional footprint, adjacent to the existing / proposed power supply, with similar loading to the existing / proposed power supply. Core sites shall be provided with computer flooring.

10.4

Dust and Floor Paint


The room shall be designed to minimise dust ingress. The floor paint used shall reduce dust, avoid trip hazards, and reduce electrical hazards.

10.5

Room Security
The room shall be secure and shall conform to the requirements of Clause 16. All remote sites which are located off the rail corridor shall have double skin steel door and a security grill door. A key shall be required to lock the steel skin door. Padlocks shall not be used. All security fencings for the rooms shall comply with SPC 511 Specification Boundary Fences.

10.6

Lighting
Suitably bright lighting shall be provided. Adequate overhead lighting shall be installed throughout the Telecommunications Equipment Room to enable installation and maintenance staff to operate without the use of extra portable lighting. See also Signals Standard Specification SPG 0708 Small Buildings and Location Cases, Clause 2.2.3 240 volt Electrical Services.

10.7

Rodent Proofing
Closed doors and other openings (in particular, cable entries), shall be sealed to prevent the entry of rats, spiders and snakes.

11.1

Location Restrictions
EPR Zone
Telecommunications Equipment Rooms shall not be located within an EPR hazard zone (i.e. where the EPR may exceed 430 V AC under power system fault conditions).

11.2

Catch Points
Telecommunications Equipment Rooms shall not be positioned where there is a possibility that the room may be damaged by a train derailed by catch points

11.3

Flood Levels
The room shall be positioned in such a manner that the floor of the room is at least 100mm above the 1 in 100 year flood level.

11.4

Locating Underground Station Telecommunications Equipment Rooms at Ground Level


Due to the high risk of dust contamination at platform or track levels, all new Telecommunications Equipment Rooms in underground stations shall be positioned Ground level. As train brake dust finds its way into everything, where there is an opportunity, and where it is feasible, existing platform or track level Telecommunications Equipment Rooms at underground stations shall be re-located.

12.1

Access
Access Times
Telecommunications Equipment Rooms shall be located to allow twenty-four hour a day seven days a week (24 x 7) access for both personnel and vehicles.

12.2

Vehicular Access
Vehicular access is required to all free-standing Communications Buildings. Where necessary, a suitable low maintenance access road shall be designed by a professional civil engineer and built to the relevant RailCorp standard. Such access shall not require the crossing of railway tracks at other than approved level crossings. Sufficient space is to be provided within the compound for parking and turning a vehicle, and unloading of equipment.

12.3

Personnel Access
External doors to buildings shall open outwards onto a safe, level surface. There shall be a concrete landing outside the door. Where the Telecommunications Equipment Room is in close proximity to the track, a fixed fence or handrail must be installed to prevent accidental stepping into the Danger Zone. Wherever practicable, sites are to be situated so that entry to the rail corridor is not necessary. For example, sites should be fenced with the gate opening to outside the rail corridor. Permanent lighting is to be provided for walk ways unless deemed unnecessary by the Design Approval Authority due to the nature of the environment and terrain. Access shall not require the crossing of railway tracks at other than approved level crossings.

Environment
Room environment (with active equipment) shall be maintained between 18 C and 24 C and between 30% and 55% relative humility. The building construction shall minimise the need for air conditioning to meet this requirement. All new buildings or building extensions shall incorporate double roofs with ventilation for heat dissipation, and other features, such as sun-shields, to reduce the need for air-conditioning, in the architectural design / construction.

Fire Protection
All sites shall have fire protection, in the form of approved fire monitoring and alarm facilities, which shall be in accordance with any relevant requirements of the Building Code of Australia. The protection for each site must be individually approved by the Design Approval Authority. Portable fire extinguishers shall be selected and installed in accordance with the requirements of AS 2444. Illuminated emergency exit signage to Standard AS2293 shall be provided where 2 required by the Building Code of Australia and in all rooms with greater than 20 m floor area. Generally gas fire suppression systems are not required in telecommunications equipment rooms. Where gas fire suppression is determined to be required due to the criticality of the site, the system shall: Be designed in accordance with ATS 5587.7 Guidelines Fire Safety Engineering Part 7: Detection, activation and suppression Use inert non-toxic gaseous flooding agents Have appropriate warnings and evacuation plan signposted immediately inside and outside the room. Have full documentation loaded onto the C&CS Site Management System.

Amenities
In general, all storage cabinets, kitchen and toilet facilities and other amenities shall be outside the Telecommunications Equipment Room. All first aid should be managed by the individuals working in the Telecommunications Equipment Rooms. i.e. Personnel should take a first aid kit with them, or have one in the vehicle. Chairs or stools are to be provided for staff visiting the room. Fold down benches or tables are to be provided to support laptop computers and test equipment.

16.1

Security
Locks
A Falcon series lock (specific lock to be nominated by the Design Approval Authority) is to be fitted to the door, unless remote or electronic access control is deemed mandatory by other relevant codes or standards.

16.2

Electronic Security Systems


Any security system installed shall comply with the requirements of the appropriate regulatory authority and the appropriate parts of AS 2201. Security systems may include:

Intruder detection - as a minimum there should be door contacts on all doors and remote sensing unit to bring the alarms back to the RTOC. Access control with remote door lock activation. Security cameras IP zoom /tilt (rev) based cameras at all locations. A combination of the above perimeter alarm shall be considered for remote sites.

Earthing
Earthing and lightning protection shall be installed at all communications rooms according to the provisions outlined in RailCorp Engineering Standard ESM 109, Communications Earthing & Surge Suppression Standard.

18.1

Rack Layout and Construction


Minimum Working Space
A minimum working space of 1000 mm (preferably 1200 mm) at the front of the BD shall be provided in Telecommunications Equipment Rooms requiring regular operation and maintenance activity. The minimum size for the equipment room shall consider at least the ten year requirement of the communications equipment room. See section 7 Categories. The layout used for the equipment racks shall provide for adequate rear access for technicians to work comfortably. As a minimum, a clearance of 900mm between each suite of racks shall be provided.

18.2

Clearance and Pathways


Equipment racks, which require operation and maintenance (O&M) access, shall have a minimum 900 mm clearance. If O&M access is required at the rear or either side, then these also require 900 mm minimum clearance. Where an equipment manufacturer or vendor specifies a greater clearance than 900 mm due to the special nature of the equipment, then the specified clearance shall be allowed for. Where the depth of the equipment rack or the equipment installed in the rack is greater than 600 mm, a further 300 mm clearance greater than the maximum depth of equipment is required. Shelves are to be used for heavy or awkward equipment. Supporting heavy equipment with rack screws only is discouraged. Where equipment is mounted on a sliding tray or drawer for ease of O&M, a clearance of 750 mm greater than the maximum extended depth from the rack shall be allowed for. A pathway required for emergency egress from an equipment room shall have a minimum 1000 mm clear width at all points. The side of a rack may be positioned within 900 mm of a wall provided the space between the rack and the wall is not required for emergency egress or for equipment access.

18.3

Equipments Suites Beyond 6000 mm


Equipment suites shall not extend beyond 6000 mm unless a break of at least 900 mm is provided at no more than 6000 mm intervals.

Cables
Cable Entry
Diverse Entries
Diverse cable entries are required for Core and Major Edge Telecommunications Equipment Rooms to provide trunk optical fibre path diversity. Diversity shall be achieved by cable entries at opposite ends of the wall on which the MDF is mounted. Diverse cable entries are not mandatory for local area distribution of optical fibre or copper communications service cables or for copper main trunk cables. However, diverse entries for these cables should be considered if required for effective management of cable distribution or where it is possible that the bulk of cables terminating at the location would congest a single entry making work difficult.

19.1.2

Cable Entry Capacity


Long term requirements shall be considered when dimensioning cable entries. 100% spare capacity shall be allowed over the 10 year projected requirement. The table below shows minimum requirements for cable entries. An equivalent capacity in other sizes of conduits may be used to facilitate, for example, blowing fibre in a continuous conduit run. ** This minimum requirement may not be sufficient for the requirements for a particular site. The proposed site capacity should consider the requirement of future technology / equipment and upgrade of assets. There shall be spare conduits at all times. Each site shall have the approval of the Design Approval Authority. Note that in the case of diverse entries, the total conduit count should be divided between the entries to suit the particular installation. For example, the second entry may have less

conduits than the first (main) entry, where it is not proposed to use the second entry for copper cable distribution.

19.1.3

Cable Entry Pits


All cable entry pits shall have minimum internal dimensions of 1500 x 1500 x 1200 deep for a main Telecommunications Equipment Room (network core and major network edge) access pit, or 1200 x 1200 x 1200 deep for a minor Telecommunications Equipment Room (network access and minor network edge) Each cable entry pit will have an adjoining optical fibre slack coil storage pit of 1200 x 700 x 700 deep. A minor cable entry may be appropriate for the diverse entry where a second entry is not proposed for copper cable distribution. Design of communications cable entry arrangements shall be coordinated with Signals and Electrical designs wherever combined service cable routes or buildings are used. Communications cable pits shall not be shared with LV (including Signals) or HV services pits.

19.2

Cable
All telecommunications cabling shall meet the requirements of ESM 102 & AS/ACIF S008. All cables shall be installed in accordance with AS/ACIF S009. All communications cables installed in underground locations shall have low smoke, low toxicity, halogen free and flame-retardant sheaths.

MDF Verticals (and Copper Cable Terminations)


All Telecommunications Equipment Rooms shall be fitted with an appropriately sized MDF. Any space reserved for future MDF installation shall not be used for other purposes unless with the written approval of the Design Approval Authority. In general, it is advisable to install the whole MDF framework in one installation task. This will provide adequate design for future jumper wires field or link cables / cable leads management. All Core and Edge Telecommunications Equipment Rooms shall be fitted with an appropriately sized DDF for E1 services etc. Access Telecommunications Equipment Rooms may be fitted with a DDF where necessary. For copper cable termination, a minimum of four verticals will be required, with at least two of them to be installed initially, one each of the 55 way Krone vertical for local and equipment cables.

Equipment De-commissioning and Removal


All unused equipment shall be removed or recovered from site within a reasonable time from the date of its de-commissioning. Any time longer than 3 months for this is considered unreasonable without a strategic reason for a longer hold time before removal. The Project Manager shall provide monthly progress reports of equipment removal until it is completed. Third Party Access


Generally third party equipment is not allowed in Telecommunications Equipment Rooms unless required to support the Railcorp backbone telecommunications network and approved by the General Manager, Communications and Control Systems.
