VEHICLE/BOAT PART FILE INTRODUCTION Effective Date: See Also: CALEA: October 10, 2012

PURPOSE OF THE VEHICLE/BOAT PART FILE A. The Vehicle/Boat Part File assists in the recovery of stolen parts of boats, vehicles, construction equipment, and farm and garden equipment. A part is defined as any serially-numbered component from a vehicle or boat, and ownership documentation for a vehicle or boat. A complete list of parts that may be entered can be found in the NCIC 2000 Code Manual. To assist in the recovery of stolen vehicle/boat parts, WACIC will maintain an active file by serial number (SER) and owner-applied number (OAN) of all inquiries submitted during the preceding period of a minimum of 120 hours. The SER and/or OAN information contained in any subsequent vehicle entry will be matched against this file (OANs are classed as VINs). When a match is found, the originating agency will receive a printout showing the agency making the inquiry and the date/time the inquiry was initiated. Any outstanding stolen part that contains a serial number (SER) or an owner-applied number (OAN) may be entered if a theft report has been completed. Agencies must have a theft report (electronic or hard copy) on file to support a vehicle/boat part entry. A stolen vehicle identification number (VIN) plate, certificate of origin/certificate of title (blank or associated with a vehicle), or a seriallynumbered backhoe, hay baler, engine, transmission, battery, carburetor, door, bumper, hubcap, etc., may be entered in the Vehicle/Boat Part File as stolen. AM/FM/CB radios, tape players, and other entertainment devices should not be entered in the Vehicle/Boat Part File but may be entered in the Article File. Pawned and recovered parts should be entered so as to have a record available to other departments in case the part is later reported stolen. Pawned and recovered parts are entered into WACIC only. Stolen Vehicle/Boat Part File records which contain a SER or OAN will remain on file for the balance of the year entered plus 4 years. Following this retention period, the records in the Vehicle/Boat Part File are retired.

For example, a Vehicle/Boat Part File record entered in 2010 would be retired January 1, 2015. B. C. Pawned parts that have not been cleared remain on file for a period of 120 days and are then purged from the active files in the monthly purge. Recovered parts that have not been cleared remain on file for the year of entry plus three years and are then purged from the active files in the annual purge. Ten days after a vehicle/boat part record is located, it will be retired from NCIC. However, the record will remain in WACIC until the entering agency clears or cancels the record. When a record is cleared, it remains on file in the WACIC system for 14 days from the date of clear. Cleared records are removed entirely from NCIC upon receipt of the clear message. Stolen part records will be validated monthly. Each record entered will be subject to validation three months after entry and annually thereafter.

Edits Must be a valid BRA or VMA code as listed in Vehicular or Boat Data Codes, NCIC 2000 Code Manual. BMA codes cannot be used in the BRA Field of a boat part record. If the BRA is PART, the CAT cannot be CF, CT, EN, OB, or TN. If the brand name for a part is not listed, the part may be entered using the generic code PART, listing the true manufacturer's name in the MIS Field. The BRA codes ENGN (engine) and TRMN (transmission) should be used for entry of stolen engines and transmissions manufactured by companies other than vehicle manufacturers. When the codes ENGN and TRMN are used in part records, the complete brand name must be entered in the MIS Field. For entry of a vehicle/boat part record for a stolen certificate of origin (CTO) or certificate of title (CTT), the BRA code for the manufacturer of the vehicle which is identified on the certificate should be used. For entry of a stolen blank CTO or CTT with a preassigned serial number, the BRA code CERF should be used. For entry of a stolen VIN plate, engine, or transmission, the BRA code for the make of the vehicle from which the part was stolen, e.g.,

FORD, CHEV, PLYM, etc., should be used. The same is true for any part entry for construction and/or farm and garden equipment such as a bucket/scoop or harrow. These should be entered using the BRA code for manufacturer of the equipment from which the part was stolen, e.g., DEER or MASS. Must be a valid code as listed in Vehicular Data Codes, NCIC 2000 Code Manual. If the CAT is OB, then the VYR, the EPD, and the SER are mandatory. Must not contain a single zero only, run of zeros only, alphabetic only, or the word NONE. The only valid special character is the hyphen. The first seven characters of the CCA cannot equal the first seven characters of the CRI. Must be a valid ORI. Must be eight numbers representing year, month, and day in that order (YYYYMMDD). The numbers in the month positions cannot exceed 12. The numbers in the day positions cannot exceed the number of days in the month indicated. The month and date cannot exceed the date entered and cannot be ----0229 when the year is not a leap year. Must be a valid Gregorian date (YYYYMMDD) equal to or less than current date. Must not contain a single zero only, a run of zeros only, a single alphabetic only or the word NONE. The first seven characters of the LKA cannot equal the first seven characters of the LKI. The only valid special character is the hyphen. The LKA must be valid for the LKI. There must be an ORI and matching OCA in the system. The Linkage ORI and OCA Fields are provided as separate fields to associate incidents that are handled by multiple departments. An agency entering a record which shares the same incident of a record entered by a different ORI and/or OCA can link the records by entering the associated ORI and OCA in the linkage fields (LKI and LKA). In the entry message the LKI and LKA Fields immediately follow the OCA Field entry. The message will be rejected if the first seven characters of the LKA are the same as the first seven characters of the LKI. Must be a valid ORI. The LKI and LKA cannot be identical to the ORI and OCA. For further explanation, see LKA above. Contains a maximum of 200 characters. Must contain a description of the boat or vehicle part. If a generic BRA code is used, the MIS Field must include the manufacturer's name. If the caution indicator "P" (hold for latent fingerprints) is used, the reason for the caution shall be required as the first item in the field. Must be a valid message key. Indicates the name of the person pawning the part. It contains a maximum of 30 alphabetics. DO NOT include any titles, degrees, etc. It must contain a minimum of five letters. When the ORI believes that notification each time its record is hit will provide investigative leads, regardless of whether the location of the article is known, Y should be entered into the NOA Field. It must not contain a single zero, a run of zeros, the first seven characters of the ORI field, or the word NONE. A hyphen is permitted as part of the twenty characters. With the addition of the Pawn Broker Name (PBN) Field for pawned article records, it is no longer necessary to enter the locally assigned pawn shop number in the OCA Field; however, the OCA is still required in all entries, including pawned articles. If your agency does not assign a case number to pawned articles and you do not use a generic OCA for pawned article entries, you may wish to use the former pawn shop number in the OCA field. Pawn shop numbers are assigned. The OCA is assigned by individual police departments and sheriffs' offices (local law enforcement). Pawn shop numbers should be the same as the ORI's fourth through seventh digit, with additional sequential numbers of four digits making a total of eight digits. The first character is always P. RNG will provide a specific response or a range of responses related to the inquiry. Must be a specific number, range of numbers, or ALL. Must be a valid code as listed in the NCIC 2000 Code Manual. If HIT NCIC, HIT STATE, or HIT LOCAL are entered, then the date of the hit must also be entered. For Omnixx users, the date must be entered in the RPPS Field. The vehicle identification number should be entered in the SER Field when the stolen part is a VIN plate. If the CAT is OB, then the SER is mandatory. OPERATIONAL INQUIRY A. The NCIC database is available for direct inquiries only when WACIC is down. Since the ACCESS system splits inquiries to NCIC, it is not necessary to send a direct NCIC inquiry when WACIC is down. GUIDELINES FOR VEHICLE/BOAT PART ENTRY A. The originating agency must account for all fields in the vehicle/boat part record. All available data called for by the record format must be entered when the original entry is made. Missing data obtained at a later time should be promptly added through the use of a modify message. If there are data known that do not fit into a specific data field, then the MIS Field should be used. The MIS Field should only be used for information that cannot be placed in another data field. A 24/7 hit confirmation phone number must be placed in the MIS Field. Serialized truck-mounted campers (including shell type) should be entered in the Vehicle/Boat Part File. In NCIC 2000 the mounted camper should be entered as a part (EPS) with the same OCA as that in the Vehicle File truck record. Unmounted serialized campers should be entered as a base part (EPS) record. When a truck-mounted camper is not serialized, only a record for the truck should be entered in the Vehicle File with data in the MIS Field that describe the camper and state that it was mounted on the truck at the time of theft. If consecutively serialized numbered parts or parts having a unique identification number are stolen, then a separate entry must be made for each part. The same OCA can be used to link the entries together within your agency. When entering a pawned part, WACIC will send a QV transaction to NCIC to ensure that pawned part has not been entered as stolen into NCIC. In instances in which a vehicle and any parts have been stolen or instances where multiple parts have been stolen, a record(s) should be entered in the appropriate files for the stolen vehicle and any parts taken with it. The same OCA can be used to link the entries together within your agency. 1. The vehicle must be entered in the Vehicle File and its engine must be entered in the Vehicle/Boat Parts File as a stolen part (MKE/EPS). Each separate entry should be cross-referenced to the other(s) by entering the NIC and/or WAC of the other related record(s) in the MIS field of each entry.

GUIDELINES FOR VEHICLE/BOAT PART MODIFICATION A. Modification of a record is restricted to the agency that entered the record. A modification message is used to add, delete, or change data in a stolen vehicle/boat part record. A modification message to the base record to delete information in a field will cause the same data in the supplemental record to move up to the base record, except for vehicle and license data. Required fields can be modified; however, they cannot be deleted by the use of a modify entry. When modifying the MIS Field, all the information you desire to be shown in the MIS Field must be entered (additional information cannot be added on to what is already contained in the MIS Field). A record cannot be modified if the record is in a located status. To delete information from a field, use the MFC followed by a period (e.g. OAN/.). You cannot delete data from a required field.

When an agency receives a record or multiple records in response to an inquiry, the agency that can seize the stolen vehicle/boat part must contact the ORI of each record possibly identical with the vehicle/boat part in question to confirm the hit. Following confirmation with the originating agency(s), a locate message must be transmitted for each record that was hit and confirmed with the ORI of the record. When a locate is transmitted for a Vehicle/Boat Part File record, the message key translation changes from "STOLEN PART" to "LOCATED STOLEN PART" and the date of recovery, recovering agency ORI, and recovering agency case number are added to the record. Following the date of locate and recovering agency case number, users are expected to enter benefits and effectiveness data. The entry of benefits data is not MFC-dependent. GUIDELINES FOR VEHICLE/BOAT PART CLEAR A. Clearance of a record is restricted to the agency that entered the record. A clear message is transmitted: 1. When the agency recovering the vehicle/boat part is the agency that entered the record. a. If the agency that entered the record recovers the vehicle/boat part, only the Date of Clear (DOC), which cannot be prior to the date of theft, must be entered following the two record identifiers.

When the agency that entered the record is officially advised that the vehicle/boat part has been recovered by another agency. a. If the Vehicle/Boat Part File record is located by an agency other than the entering agency and: (1) The record being cleared is in a located status (MKE/LOCATED VEHICLE/BOAT PART), only the DOC would be entered following the two record identifiers. The record being cleared is in an active status (MKE/STOLEN VEHICLE/BOAT PART), the DOC followed by the Recovering Agency Identifier (CRI) and the Recovering Agency Case Number (CCA) in this order without field codes would be entered after the two record identifiers.

When a recovered or pawned vehicle/boat part is released. a. A recovered vehicle/boat part is cleared when a stolen report is received or the item is otherwise disposed of. If another agency originates the stolen report or disposes of the property, then their ORI and OCA should be reflected in the CRI and the CCA. A pawned vehicle/boat part is cleared only when the vehicle/boat part is found to be stolen after being entered as pawned. The DOC should reflect the date the item was reported stolen. The CRI and the CCA should reflect the ORI and OCA of the agency taking the stolen report.

Following the DOC, CRI, and CCA, users are expected to enter benefits and effectiveness data. The entry of benefits data is not MFC-dependent. Therefore, any field not entered should be accounted for with a period. Benefits and effectiveness data should not be included with pawned or recovered clear transactions. WACIC retains cleared records 14 days from the date of clear. If the record must be re-entered before the end of this 14-day period, it must be cancelled before it can be re-entered or the entry rejects as a duplicate record on file. NCIC removes cleared records entirely upon receipt of the clear message.
