EVs business sector demands review of govt performance

BY SARWELL Q. MENIANO

TACLOBAN CITY The business sector is demanding for a thorough review of government agency performance, following the release of the 2012 National Statistical Coordination Board report, unveiling a negative 6.2% economic growth.

Reacting to the Gross Regional Domestic Product report, Roy Bernard Fiel, president of the Eastern Visayas Chamber of Commerce and Industry, has called on for per-

CAMP KANGLEON, Palo, Leyte Two weeks after the regions top police ocial ordered inspection on dierent jail and correctional facilities in Eastern Visayas after the recovery of illegal drugs inside the Leyte SubProvincial Jail in Baybay City, police authorities arrested two women while transporting illegal drugs allegedly coming from the Leyte Regional Prison in Abuyog town in Leyte. PCSupt. Elmer Ragadio Soria, director of Police Regional Oce 8, said result of surveillance and covert investigation conducted by his men resulted in the arrest of the suspects - Corazon Abalos, 44; and Nanette Danoy, 29 - while allegedly transporting shabu onboard a tricycle along Brgy. Cadac-an, some 6 kilometers from the Abuyog town proper, at around 2:45 p.m. Thursday. The police ocial informed that the suspects just visited their spouses who are inmates of the correctional facility when the police team led by PSInsp. Catalino Landia intercepted and brought them to the police station. For the past few weeks, the suspects have been visiting their partners at least twice a week and informa-

tion received that they reportedly get their stu from inside the prison and peddle it to drug users in Abuyog and nearby towns, Soria said. At the police station, routine body search conducted on Dano yielded a small package, wrapped with cellophane and tissue paper, taken o from her underwear, containing three big sachet of suspected shabu while confiscated from Abalos was a package wrapped with paper and scotch tape containing six small sachet of suspected shabu. The confiscated drugs weigh more or less 6 grams with an estimated market value of P30,000, Soria disclosed. Investigation is underway in cooperation with Bureau of Correction ocials, the regional police chief added. Suspects are currently detained at Abuyog police station while appropriate charges are being prepared against them. Confiscated items were brought to the Regional Crime Laboratory Oce for examination. The Leyte Regional Prison was established in 1972 by virtue of Presidential Decree No. 28 and has an inmate capacity of 500 and admits convicted oenders from the Eastern and Western Visayas, and from the National Penitentiary in Muntinlupa. Soria earlier directed a thorough investigation and inspection of jail facilities following the recovery of illegal drugs worth P100,000 inside cell number 3 of the Leyte Sub-Provincial Jail in Baybay City during a surprise inspection on July 6. Nine inmates were placed under investigation in connection with said discovery. On December last year, prison guard Edgar Paguio, also assigned with the Leyte Regional

The recent arrest of the suspects bolsters information on the proliferation of illegal drugs inside the said prison and this need to be stopped, said Soria, adding that his office had already coordinated with his BuCor counterparts on the matter.

Grafil, in the same media forum, said that there is a need for the public to remember the August 31, 2012 earthquake incident that hit the region. He enjoined the public to join the rosary procession and the Thanksgiving Mass that will be held after the procession. He narrated that when the tremor hit the region, they were in a wake. They were jolted considering the earthquakes strength, he recalled. Manibay, meantime, said that the 7.6 magnitude quake was

the strongest to ever hit Eastern Visayas in years and yet it did not result to any major damage. He said that earthquake of similar or lower magnitude that hit other parts of the world had caused so much damage. A similar magnitude quake hit Turkey in 1999, which caused the deaths of more than 17,000 people and a lesser quake at 6.2 that hit India in 1993 resulted to the deaths of more than 9,000 people,he said. A 7.6 magnitude earthquake could flatten an entire city and yet in our case, it did not cause so much damage.Nobody seems to realize how close we are to ruins, Manibay said. (JOEY A. GABIETA)

TACLOBAN CITYThe good news is that he is finally forgiven and coming home. Family and supporters of overseas Filipino worker in Saudi death row, Dondon Lanuza, are rejoicing after the Saudi Reconciliation Committee (SRC) informed them that Lanuzas Tanazul or affidavit of forgiveness has been signed by the remaining heir of the Saudi national he accidentally killed last August 2000. Lanuza was barely 25 years old at that time. We would like to convey the good news we have received, the most recent update on the release papers of Lanuza. The same information was conveyed and confirmed by the Department of Foreign Affairs-Office of the Undersecretary for Migrant Workers Affairs Executive Director Reynaldo Catapang, informed John Leonard Monterona, designated spokesman of Lanuza and vice chairperson of migrant rights group Migrante. Our thanks to all fellow OFWs who in one way or the other have supported contributed in our campaign. To the Saudi King Abdullah who shouldered the 2.4 M rials out of the 3.5 M rial blood money of Lanuza, Monterona told Leyte Samar Daily Express over a phone interview. According to Monterona, after the signing of the Tanazul, it will be sent to the Emirs or governor office. We hope that the Emirs office will immediately endorse Lanuzas complete case file including the completed Tanazul to the Ministry of Interior for the issuance of the required clearance. Upon receipt of the clearance from the Ministry of Foreign Affairs, the Emirs office will issue

a corresponding order to the Dammam Jail authorities to process Lanuzas deportation. The Lanuza family and his relatives, supporters, and fellow OFWs are hoping that Dondon will be released after Ramadan or on or during Eid al Fit, added Monterona. Ramadan will end on August 7 this year. The following is the case timeline of Rodelio Dondon Lanuza, now 38, as documented by Monterona and his group: August 15, 2000 Rodelio Dondon Lanuza, then only 25 years old, defended himself from his aggressor that resulted on the accidental death of a Saudi national. June 10, 2002 The Dammam Grand Court (DGC) sentenced Lanuza to death by beheading for killing a Saudi national. But the said Court suspended the implementation of the sentence until the youngest minor child of the victim who at that time of the incident was reportedly three years old, reaches the age of majority. July 9, 2002 An appeal was submitted to the Riyadh Court of Appeals, which later affirmed the decision of the Dammam Grand Court. December 2008 The Saudi Reconciliation Committee (SRC), a quasi-govt. agency, initiated a reconciliation initiative between both parties, Lanuza and the aggrieved Saudi family, to explore the acceptance of blood money by the latter in exchange of forgiveness to Lanuza. February 27, 2011 The aggrieved Saudi family verbally conveyed to SRC their willingness to forgive Lanuza after completion of the blood money. Alleged drug courier to BJMP apprehended in drug bust

ORMOC CITY -- A mother of three young kids and a single parent was arrested after a police asset purchased one sachet of suspected methamphetamine hydrochloride or shabu along the vicinity of her residence in Brgy. Mas-in, this city around 9 p.m. on Friday, July 26. She confirmed acting as courier of drugs to Ormoc City Jail but denied selling that night to a police asset and the possession of the seized items during body search. Captured was 34-year old Fe Amanduron de Guzman, single and jobless. She bursted into tears and shouted di gyod na ako sir, gibutangan man ko ninyo ana after her short pantspocket revealed 12 small sachets of suspected shabu and the buy bust money P500 bill during the body search. The money recovered matched the serial number to the photocopy the police showed to the media, barangay ocials and DOJ representative who witnessed the search. If de Guzman denied she owned the items, she armed to the polices declaration having her involved in a drug business as drug courier to Ormoc Bureau of Jail Management and Penology (BJMP). She confirmed hiding the shabu at the waistline portion of her jeans to evade displaying the items in a body search upon entering the jail. The police divulged that their two-week surveillance exposed the drug volume and a transaction that de Guzman is involved is getting huge. She temporarily gave custody of her 12, 9 and 3-year old children to her father-in-law. Mas-in Barangay chairman Eugene Cabahug was dismayed to have learned of de Guzmans alleged involvement of drug business. Despite what he learned, Cabahug felt pity to de Guzmans situation. The neighbors said they first doubted de Guzman was seeing another guy as she was often observed talking through her cellphone late at night outside their house and would leave later. De Guzmans live-in partner was imprisoned so she has to solely feed their three children. During her visit to her husband to the city jail, she would convey sometimes 5 sachets of shabu to her husband in lieu of a small amount of money, she said. Asked where these drugs emanate, she just answered the items were given by someone somewhere in the city. The drug bust that resulted to a suspected drug messenger to the jail was a joint eort of the Intelligence Division and AIDSOTF (Anti-Illegal Drugs and Special Operation Task Force) with the cooperation of the City Mobile Group (CMG). Police Chief Inspector Joseywells Estopin and Policde Inspector Francisco Calumba led the AIDSOTF and Intel, respectively. (ELVIE

Yes, PDAF has been and still is a viable source of corruption. Five senators and 23 congressmen whose pork barrel allocations have been exposed that were/are utilized for funding ghost projects, although most of them have done the same. Some legislators are smarter than others are. Suggestion: Let legislators be compelled to conduct regular state of their PDAF address to their district constituents yes regular, and a series of press conferences among senators, live on television and broadcast channels for the nation to know where their pork barrel go. Better still have their PDAF expenditures go printed in local dailies.

The pork barrel has been in Congress long before our children were born, those who are now reaching half a century. These were, as it is today laudable intentions why there is this PDAF or priority development assistance project or pork barrel for lawmakers. Congressional representatives have immediate constituents and well-defined specific areas they represent. They know what their districts need. However, we cannot justify why senators have this pork barrel as they do not have immediate constituency but nationwide,

No smoking policy, a commendable movement

I have limited my cigarette consumption this week. I might once again abandon the habit for the nth time. I started the habit when I was 18 in 1959, as third year BSE student at the then Leyte Normal School, (now Leyte Normal University). As a neophyte teacher assigned in the mountain barangay of Carangag (now Hiagsam) in Barugo upon graduating in 1960 the more I smoked; it was cool up there. Since then I have stopped smoking several times, but they lasted only for a week, and at times for few months and the best time was when I was operated n for the removal of gall bladder stones. It took over one restaurant just behind the municipal building, I saw non-smoking diners to include those who were even having a drinking spree, which was unusual for me who drinks. 2) When I went to the LGU offices where I thought there would be officials and employees who smoke and I therefore guessed there would be a smoking area. To my dismay, there was no smoking area. I was smoke-starved for two days. -oOoIn Naval, Biliran it is hard to find a cigarette for sale especially near a 30-meter radius around Naval State

I respected the ban; I respected the ordinance for the following reasons: 1) Walking around the town, for curiosity sake I saw no one smoking no cigarette butts on the streets and surprisingly even at the bus terminal no one smoked. does not have control over the situation. He is privy to the truth that mentioned by P-Noy in his SONA. Lim mentioned that a shipment would be placed on alert but soon there would be calls and requests involving contraband goods. If he does not grant their requests, he would end up a victim of nasty rumors. He had to do a balancing act between accommodating the requests and doing his job. Lim admitted that after joining the BOC, the job took a toll on his health and he had to take maintenance medicine for his blood pressure. The BOC has bad eggs as it has syndicates in the Bureau. Politicians or persons of influence would call them for favors such as employment in Customs or promote an employee. The problem in BOC is well entrenched in the system. Definitely it cannot be solved within 3 years of Aquinos term. There should really be reform or systems to uproot the illegal activities which have been there for so long a time. Under the Aquino administration, Lim was designated as Customs Intelligence Chief, a sensitive position whose primary task is to address the rampant smuggling activities in the country. However, despite Lims presence in BOC, he has apparently failed to dismantle well- entrenched smuggling operations.

identified with Christ, for only then can we handle this predicament properly. We need to pray, study the doctrine of Christ and now of the Church thoroughly, have recourse to the sacraments, grow in the virtues, mature in our sense of commitment to spread the gospel, etc. We need to see to it that we can truly echo what St. Paul once said: It it no longer I who live, but Christ who lives in me. Only in him can we have the answer to all questions, the solution to all problems, the relief to all our burdents. Lets banish the thought that there are things in our life where God has nothing to say. Today, there are even those who say that there is no God, or that God has absolutely nothing to say on anything, and that therefore he is just a mere myth, a superstition, etc. Lets learn how to discuss and argue our points with faith, hope and charity. Yes, we need all the resources of reason and its products of the sciences and the arts, but lets never forget that everything has to start and end with faith, hope and charity. Especially these days when a lot of persuasive sophistry is employed by those who dont believe and, much less,

THE parable of the wheat and the weeds in the gospel of St. Matthew (13,24-30) offers us very precious lessons on vigilance, discernment, discretion as well as fortitude and charity. Its a reflection of how our life in this world isfull of confusion, the exercise of freedom producing all sorts of things that mix good and evil, truth and falsehoods, etc. We have to be ready to go through this unavoidable predicament, adequately equipping ourselves to do battle with it which, in the Christian sense, will always be a battle of love, joy and peace. There will always be the usual skirmishes and combats, but if we manage to be truly identified with Christ, this warfare will end with the victory of love. We should never be nave as to think that everything will just be fine in the world, because some kind of invisible hand will take care of fixing whatever problems we

will have. Theres obviously the abiding and omnipotent providence of God, but we have to remember that that providence counts on our cooperation too. We have to be actively involved in the affairs of the world. Truth is there is a real enemy of God, and of ourselves as well, who is orchestrating everything to spoil whatever good we can in this world. He is referred to in the gospel as the prince of this world, the prince of darkness, the prince of devils, etc. He is powerful allies, first, in our wounded selves, and the formidable structures he has put up since time immemorial. We should not dismiss this reality as some kind of over-pious fantasy. While we have to learn how to be calm and discreet about this, neither should we take this unfortunate aspect of our human condition for granted. What we have to do is to truly take care of our spiritual life, seeing to it that we are vitally and continually linked and

love God, we need to know how to tackle their arguments, patiently showing the truth in its fullness in season and out of season. This can always be done if the proper preparation and means are used. Lets remember that the wisdom of the world can look like true wisdom, just like the weeds or the tares can look like the genuine wheat. Sophistry and the worlds wisdom cannot progress and cannot be attractive if it has nothing of the good and the true in it. So while we need to wait for the harvest, as the parable indicated, we can start discerning which is which and putting the proper measures to at least the mitigate the very terrible effects of the confusion. We need to remember that what is of primary importance to us is to uphold the truth in charity that will always give a certain priority to the person over the position he may take. We should be more interested in saving souls rather than in simply being correct and victorious in a discussion. And so, we need to polish well our skills at engaging in dialogue and discussion with others. We have to avoid at all costs what is known as the bitter zeal. We should prefer to suffer rather than to be found lacking in charity.

After a meal at Shakeys, Zamora Street I walked out, lighted a cigarette and all of a sudden, a young Tomeco man respectfully tapped my shoulder and told me; no smoking in public places, Sir! So, I threw the newly lit cigarette at the gutter but again the same young officer

tapped me saying, no throwing of garbage but in the area were scattered cigarette butts piled that were obviously thrown earlier. I proceeded to Justice Romualdez St. to wait for a trip back home. To my surprise a young police officer with a nameplate that starts with a Y was sitting on a bench but just beside him, yes just beside him was a young man, also seated, a teenager was smoking, but the policeman did not just mind him. Are Tomeco traffic enforcers more conscious of its ordinances than police officers are? In fairness, he was the only one I saw.

July 29, 2013 Monday of the 17th Week in Ordinary Time St. Martha 1 Jn 4:7-16; Ps 34; Jn 11:19-27

MARTHAS FAITH
Jesus entered a village where a woman named Martha welcomed him. She had a sister named Mary (who) sat beside the Lord at his feet listening to him speak. Martha, burdened with much serving, came to him and said, Lord, do you not care that my sister has left me by myself to do the serving? Tell her to help me. The Lord said to her in reply, Martha, Martha, you are anxious and worried about many things. There is need of only one thing. Mary has chosen the better part and it will not be taken from her.

MARTHA
Martha, the patron saint of lay sisters and of housewives, knew very well how galling it can be, doing all the manual labour while others pursue more intellectual endeavours. When Jesus was a guest in her house, and when Martha was busy preparing a meal to welcome him properly, she was not impressed by her sister Mary sitting idle. Yet in truth, her sister was not idle or doing nothing. Mary was paying attention to the Lord and listening to him. Both of these practices, preparing meal and paying attention to people, are part of the practice of hospitality, and so Jesus was well cared for in that house. But because Martha was not sitting at the feet of the Lord to listen to him as Mary did, we need not conclude that she was an unrecollected activist. The Evangelist is only emphasizing what our Lord had said on many occasions about the primacy of the spiritual: Man shall not live by bread alone (Lk 4:4); Seek first the kingdom of God and his righteousness (Mt 6:33); Blessed are those who hunger and thirst for righteousness (Mt 5:6). Marthas great glory is her simple and strong statement of faith: Yes, Lord, I believe that you are Christ, the Son of God (Jn 11:27). We are called to imitate Martha in her faith and active service to others, especially by acts of hospitality. (His Word is Life by Vima Dasan, S.J., published by Paulines. Biri Island Rock Formation is among PHLs emerging tourist destinations

TACLOBAN CITY The Department of Tourism here in the region has called on the people of Eastern Visayas to vote for Biri Island Rock Formation in Biri, Northern Samar in the Search for Top 10 Philippine Gems. Biri Island became popular when actors Dawn Zulueta and Richard Gomez shoot their sizzling scenes in the picturesque rock formations for their movie Iisa Pa Lamang in the 90s. According to Tourism Director Karen Tiopes, the inclusion of Biri Island Rock Formation to be nominated as one of the Top 10 Philippine Gems means that the concerted eorts to promote Biri Island is now reaping its returns. We are happy and excited that Biri is among the 25 emerging destinations identified in the search of Isla Lipana & Co. They initially had 50 destinations in their list. It was trimmed down to 25 based on a survey that they did from the travel bloggers and their employees, Tiopes said. According to the website Isla Lipana & Co., the Search for Philippine Gems was launched on June 26, to showcase the countrys good side to the world especially the many pristine natural sceneries of our picturesque country. Increasing the awareness and appreciation for these sites will foster both local and international interest and attention that may eventually increase economic activity, it continues. The Philippine Tourism Promotions Board of the Department of Tourism and the University of the Philippines Asian Institute of Tourism are also involved in the project. Voting is done by visiting www.philippinegems. com, clicking on the Vote Now! link as well as the thumbnail of the selected tourist destination, and submitting the vote until August 9, 2013. As of July 26, Biri is #13, we hope we can make it to the Top 10 with the support of the people of the region, Tiopes said. Biri Island In the National Statistical Coordination Board website, the natural scenic spots of Biri foremost of which are the magnificent rock formations of Magasang and Bel-at. Two huge beautifully carved rocks about the size of a three-storey building stand separately on a wide flat rock on one of the islets called Magasang. A big rock formation with a bat cave underneath can be found at Bel-at. These rock formations are carved through thousands of years as waves lap the eastern portion of its shores, said Tiopes. Mining engineer and Geologist Elmer Ragas

said that Biri is a geological site. Students of geology normally find time to study the rock formations there, thus it must be preserved, Ragas said. Biri is the 21st municipality of Northern Samar. The island has been visited by local and foreign tourists because of its awesome rock formations and blue turquoise waters. During World War II, Biri was the site of the Japanese Garrison Signal Corps due to its strategic location from the Pacific Ocean. A bomb-made lagoon still exists inside the Biri Central Elementary School, the website said. Top 10 Philippine Gems In its website, the Search for Emerging Top Ten Destinations of the country is spearheaded by the Isla Lipana & Co. to mark its 91st anniversary this year, as part of its corporate social responsibility project dubbed as the Philippine Gems. The Philippine Gems aims to increase the awareness and appreciation for emerging tourism sites, foster both local and international interest and attention and eventually increase economic activities in these destinations. With tourists coming in and appreciating the country, the firm hopes that business investments will follow. Initially, 50 destinations were identified. These were further short-
