Professional Experience

President's Review of US Intelligence, May 2001 (National Security Presidential Directive 5)

» Staff Director. Led a comprehensive review of US intelligence under the direction of former
National Security Advisor, General Brent Scowcroft (USAF ret.). Developed the concept for
executing the review, identified panel participants, hired staff, executed analysis and prepared
final report. Coordinated the activities of 56 senior experts, consultants, staff and panel members.
Recommended concrete steps the Intelligence Community needs to take to support Homeland
Security. (March 2001 to February 2002)

Office of the Director of Central Intelligence (Senior Intelligence Service Officer, Level 4)

• Special Assistant to Deputy DCI for Community Management. Selected by the Deputy
Director (third highest ranked official in the 1C) to manage several key projects including the
President's Review of Intelligence. Provided substantive support to the DCI's weekly meetings
with Secretary Rumsfeld. Secretary Powell and National Security Advisor Rice. (February 2001
to July 2001)

Intelligence Community Management Staff

. Deputy Director, Program Assessment and Evaluation Office. Responsible for managing 25
senior staff officers to conduct the annual Intelligence Community program review in support of
the President's Budget. Extensive experience resolving tough budget issues with senior
Intelligence Community leaders. Strengthened the DCI's ability to oversee intelligence programs.
(March 1999 to February 2001)

. Sen/or Budget Analyst, Resource Management Croup. Managed a team of analysts


responsible for overseeing the budgets of the National Reconnaissance Office and the National
Imagery and Mapping Agency. Conducted several investigations into cost overruns on major
acquisition systems. Improve the professionalism of budget oversight by the Community
Management Staff. (May 1996 to March 1999).

Presidential Commission on Intelligence

. Sen/or Staff Officer. Participated in year-long review of US intelligence on the staff of the so-
called Aspin-Brown Commission. Led the Commission's analysis of the Intelligence Community's
budget. (March 1995 to April 1996)

Executive Office of the President

. Sen/or Budget Examiner, National Security Division. Responsible for oversight of Central
•Intelligence Agency's budget and legislative issues related to the US Intelligence Community.
Regularly briefed Director, OMB on intelligence activities to support his participation in the
National Security Council. Actively represented OMB in National Security Council working
groups. (July 1988 to March 1995)

. Budget Examiner, Commerce and Justice Division. Responsible for oversight of Department
of Commerce programs, particularly the International Trade Administration, the Patent and
Trademark Office, National Institute of Standards and Technology and the Census Bureau,
(August 1985(0 July 1963).

Investigator / Analyst of major aerospace acquisitions by the Intelligence Community. I have had
extensive experience with the aerospace contractor community.

Lecturer / Briefer on the structure and function of the US Intelligence Community and the federal budget

Trusted Advisor to many senior Administration officials over the years, including four Secretaries of
Defense - Schlesinger, Brown, Carlucci, Aspin; directors of OMB - Miller, Darman, Penetta, Rivilin;
Director of Central intelligence, George Tenet, and General Brent Scowcroft, former National Security
Advisor.

University of Texas at Austin, LBJ School of Public Affairs, Master of Public Affairs (MPA) 1985.
Concentrated on international economics. Served in an internship at the US Embassy to Thailand and
performed an analysis for Ambassador John Gunther Dean and DCM Chas Freeman of the impact on the
Thai economy of the commercial financing of a squadron of F-16 fighter aircraft. (1983-1985)

University of Texas at Austin. Bachelor of Arts, Economics and European Studies. German language
training. (1978 to 1982)

George Washington University, School of Business. Selected courses in business management,


personnel, and information technology. (1997)

Executive Training: Intelligence Fellows Program, Wye River Conference Center. Program was
conducted by Ambassador Robert Blackwill and was affiliated with Harvard University's John F. Kennedy
School of Government. Also participated in the Office of Personnel Management's Senior Executive
Service training program at Oak Ridge.

Personal / Political Activities

Enjoy traveling, jogging, skiing, and some fly-fishing. Have traveled extensively on business in Asia,
Europe, and Latin America. Some general competency in German and French. Have held a Top Secret
security clearance since 1988 with regular polygraphs during my tour at CIA.
