KEEP URGING GOVERNOR CHRISTIE TO VETO ANTI-GUN BILLS!

s we went to press in late July, 15 gun bills remained on the Governors desk awaiting action. Of those, two were positive for gun owners, 8 were neutral or neutralized through amendments resulting from gun owner input, and five were blatant

attacks on gun rights. It is critical that the Governors office continue to hear from gun owners on a sustained basis. Please do your part and keep urging the Governor to veto the five anti-gun bills and sign the two positive bills (see bill descriptions below). Please

call the Governors office ASAP at (609) 292-6000, write him at P.O. Box 001, Trenton, N.J. 08625, or send an email using the online contact form at www.nj.gov/governor/contact/. The Governor generally has 45 days to act on legislation delivered to his desk. His options are to sign the legislation, veto or conditional veto it, or do nothing (in which case the legislation automatically becomes law). During periods of legislative recess (like this summers recess), the 45-day deadline to act is extended until the house that originated the legislation comes back into sessionbut the Governor could still act independently during a recess. The fact that the Governor had not yet taken action as we went to press in late July fueled speculation by both sides about the Governors intentions, making it all the more important for gun owners to make their voice heard with the Governor on an ongoing basis. The five bills the governor needs to veto are: S2723 the awful Sweeney omnibus bill, which throws out existing FID cards and replaces them with either a privacy-invading driver license endorsement or other form of ID; suspends Second Amendment rights continued on page 4

s I write this message mid-summer, 15 gun bills sit on Governor Christies desk, where they landed throughout May and June. With the Governors 45-day deadline to act temporarily suspended by a legislative recess that could end at any time and dangles like a guillotine, the future of the Second Amendment in New Jersey is truly in a state of limbo. While the suspense awaiting gubernatorial action is agonizing after 6 months of intense legislative battle, the fact that the Governor has not yet acted is significant. He already could have signed or vetoed the legislation regardless of the deadline, but he has not yet done so. While there is much speculation about the meaning of this delay, the only thing that can be said with certainty is that the Governor is being careful and deliberate in considering what he will doand it is critical that gun owners use every minute of this time window to make their voices heard in the Governors office on a sustained basis, until he acts. It is a testimony to the unbelievably hard work of gun owners over the last 6 months that the battle has extended this deep into the summer. Consider New Yorks overnight legislative steamroller in January, and the legislative juggernauts in Colorado and Connecticut this spring. New Jersey would have certainly suffered a similar fate back then but for the iron will of gun owners, the deployment of several unique strategies, and an undeniable helping Hand from above. While the ultimate outcome of the legislative process in the Garden State is far from certain, one thing is clear: now is not the time for gun owners to back off on their effortsnow is the time to give it everything weve got, with every ounce of heart and strength, right to the very end, however long that takes. The burden of defending freedom against the worst attacks in history has fallen squarely on our shoulders. If we do not sustain our efforts for however long it takes, libertys torch will surely be extinguished. No matter what the odds, no matter how futile it might appear, no matter how weary of the process you might be, make the effort anyway. It is that attitude that has brought us this far, and is that attitude that could make the difference in the fate of the Second Amendment in the Garden State. n Scott L. n Saturday, June 22, 2013, 12 of us arrived at Dulles International Airport in Virginia on our way to Africa. Six of us were hunting; my son and two grandsons, two friends and me. We went to the KLM airline counter. The KLM agent at the counter asked if we had ammunition with us. We said yes. We were then told to remove the ammunition and we did. The women agent then said you cannot fly with your ammunition because you did not notify us 48 hours in advance that you had ammunition. We told her that we checked with our travel agent and with KLM prior to purchasing our tickets to make sure there would be no problem in taking our rifles and handguns to hunt with in Africa. They both said it was fine. No one mentioned anything about a regulation on ammunition or about

registering it 48 prior to flying. We asked the agent if we could speak to a supervisor. She said she was the supervisor. We asked to speak to someone over her. She left the counter, came back and said she called Amsterdam and said, You are not flying. This would have been 11:30 Saturday night in Holland. She then repeated with a smile on her face, You are not flying. I asked another agent if we could fly without the ammunition and he told me yes. We had 30-06, .308, 300 WSM, .35 Remington and .284. We had approximately $750 worth of ammunition we were forced to leave behind. When we arrived in South Africa we called many gun stores, and we were only able to find .308 and 3006 ammunition. Because of the limited

time we had and the area we were in, we were unable to find the 300 WSM, the .35 Remington or the .284. We spent approximately $300 buying the new ammunition and we had to share the firearms for our hunt. We had a great hunt and a good time. I am writing this to advise anyone flying with firearms or ammunition to check with their airline, and then check again, and then check again. KLM said it is listed on their website. I didnt see their website because I called my travel agent and KLM themselves via phone and was never informed of this regulation. Dont forget; when flying call first and ask questions. God bless America and vote freedom first. n

without proof of firearms training; ends private sales between background-checked licensed gun owners; effectively creates a registry of ammunition purchases and long gun sales; and imposes a 7-day waiting period for handgun purchases. A3659 the fifty caliber gun ban, which in its final version bans firearms that shoot centerfire cartridges of any caliber that attain a muzzle energy of 12,000 ft-lbs. or greater. Though limited grandfathering has been added in response to gun owner concerns, the firearms must be registered, cannot be passed down to heirs, and owners will be civilly liable for damages if the firearm is used in a crime. Additionally, the bill has been amended specifically to prevent anyone with a pending order for these firearms from taking possession of them. A3687 Suspends Second Amendment rights without due process, based on a secret government list compiled by bureaucrats with no published standards, no identified procedure to correct errors, and potential for enormous abuse by those in power. A3797 Mandates that the State Police publicly disclose confidential ATF gun trace data in violation of explicit federal law limiting that data to law enforcement use only. This is an

attempt by frustrated gun banners to circumvent the federal Tiahrt Amendment, so that idiosyncrasies of the ATFs trace system can be exploited and manipulated to falsely suggest that law abiding citizens are a source of crime guns. ATF has opposed similar efforts to circumvent confidentiality, which could compromise ongoing investigations. Note: a conditional veto by the Governor removing just the offending parts of A3797 would be sufficient. A3717 Requires submission of certain mental health records to NICS without an explicit, stated requirement of due process within the legislation itself. ANJRPC has no objection to the core purpose of this legislation, but believes that the legislation needs to explicitly state that only records of persons who have had judicial due process (with a right of appeal) should be submitted to NICS. Note: a conditional veto by the Governor requiring that due process be explicitly included would be sufficient. The two bills the Governor needs to sign are: A3788 Prevents public disclosure of personal information of licensed firearms owners, including name, address, and phone number. would prevent a repeat of what happened in New York State in January, when several newspapers obtained personal information of Empire State gun owners via freedom of information requests and then published that information both in print and on the internet. Publishing personal information of gun owners jeopardizes their safety and makes them targets for gun theft, in addition to raising significant privacy concerns. A3796 Addresses an anomaly in New Jerseys assault firearms statute that prevents those still in possession of banned firearms from lawfully disposing of them. This bill would reopen a compliance window for a short time during which banned firearms could be lawfully disposed of. Although the compliance window is too short, and the bill fails to allow for lawful disposition of banned magazines and ammunition, it nonetheless offers a limited compliance opportunity that is a temporary improvement over current law. The Great Equalizer vs. Racism in America


ecently our President came out about his feelings that America is a racist country. Apparently, despite having been elected twice, the President still feels that Americans are suspicious of African Americans. Within the past year we also heard Jamie Foxx declare that he loved making the movie Django because at the end of the movie he got to kill all the white people. This Saturday Night Live monologue went out of the airwaves and there was no outrage at all from the media! Clearly it was not a racist thing to say if the media didnt think so. The point of all this is that I believe I have something in common with those two men who feel demeaned by American society despite their immense successes and great fortunes. After all, I am female and grew up in the early days of feminism so I learned from the feminists that I would have to fight for everything I wanted in a mans world. They told me that I would be viewed as a second-class citizen and in no way equal to men. By that time, my father and brothers had already taught me that almost all men were faster and stronger than I. I learned that it was not wise to physically challenge boys or men in any way that required physical strength. But I had also already learned that I was just as smart as they were and in many ways and with different skillsets I could even outperform boys and men. Maybe I was just lucky but by the time adulthood rolled around I had developed a pretty solid belief that in America, if a person wanted to do something, man or woman, black or white, there was almost always a way to get to that something if you were smart about it and willing to work for it. And now as a female in a male-dominated sport I demonstrate that theory frequently. Why did I get involved with shooting in the first place? Well, somebody took me shooting and I was good at it, thats why. Due to the nature of the sport I found I could compete strongly especially if I worked hard at it and learned the skills. I felt I was on equal ground. Firearms have been called the Great Equalizer. The concept of the Great Equalizer was originally intended to convey that with a firearm, a weaker person can defend himself or herself from a stronger assailant as happened in the case referred to our President in his speech. This use of firearms for selfdefense is a basic right of all Americans and the jury in this case, all women, clearly understood the concept of the Great Equalizer. Thankfully, in my personal experience, the only equality I have had to rely on with firearms has to do with the ability to compete on a level field. NRA pistol is very American sport. Many people are not aware that International and Olympic shooting competitions do not allow direct competition of women against men with firearms. Its also a very American sport because you have to work for your success. This is not a sport that requires continued on page 30

2013 NJ State Service Pistol and Distinguished Revolver Championships

hirty-nine Bullseye competitors from four states tested their skills with iron sights on June 15 at our Outdoor Bullseye seasons most unique eventthe combined State Service Pistol and Distinguished Revolver Championships. Again hosted simultaneously at Cherry Ridge and CJRPC in Jackson, the match helped select the NJ State Team for CMP National Matches at Camp Perry, and gave local shooters a chance to earn leg points. Thirty-five shooters fired 90 rounds with hardball and 28 with service revolvers25 hardy souls fired both! Dave Lange of Glen Rock repeated as NJ State Champion in BOTH events! He was 1st overall in the Service Pistol 900, firing 855-20X. Mike Soklaski of Ringoes and Ed Glidden of Old Bridge finished 4th and 5th overall, with 811-15X and 802-13 respectively, as the other top NJ shooters. Lange was also 1st overall in the Distinguished Revolver 900 with 843-21X. Mike Westock of Cranbury was 3rd with 809-10X and Mike Kirk of Oradell was 6th with 788-10X. In the 30-round EIC match Lange won a CMP gold medal for his 1st place score of 280-5X. Frank Greco of Atlantic Highlands earned

8 points towards CMP Distinguished Pistol Shot, with 261-3X as 1st among 17 nonDistinguished. ANJRPC President Wins National Service Pistol Woman Champion Trophy!


he Service Pistol Championship for 2013 was held on July 13 at Camp Perry Ohio National Guard Base, Red Horse Command, in Port Clinton, Ohio. ANJRPC President Kathy Chatterton won the title of High Woman in the Excellence in Competition Service Pistol Match. She competed against a field of 476 military, police and civilian competitors to win the title for the second year in a row. The National Matches and Small Arms Firing Schools are annual national events established by Congress and President Roosevelt in 1903. The National Matches continue to be authorized by federal law. Competitors from all over the United States assemble to compete for the nations top honors on an open field on Lake Erie. Completely exposed to the elements, shooters must brave the heat, rain and this year, ankledeep water and mud. Its not just a match; its an adventure! said Kathy. We also had a tornado touch down and had to clear the ranges. One of the team matches was rescheduled and the preliminary match was shortened to the .22 caliber pistol only instead of the three calibers it normally includes. My husband, Dave Lange, won with a 299 16x out of a possible 300. Pretty impressive considering the wind we had that day. Kathy received the Distinguished Pistol award in 1998. At that time the service pistol was the 1911A1, .45 caliber pistol. Since the official U.S. service pistol was changed to the Beretta 92, competitors now have a choice of which pistol they prefer to shoot. Kathy now shoots the Beretta. Its just more fun to shoot, she said. The National Trophy Individual Matches were originally shot at Sea Girt, New Jersey, and moved to the current location between Toledo and Sandusky, Ohio, in 1907. Shooters who dream of attaining the coveted Distinguished Pistol award come year after year to attempt to win the prize. In order to earn the award, a shooter must win 30 points. To win points one must place in the top 10% in match for a maximum of 10 points per match. The firearms used must meet specifications and each gun is inspected and the trigger is weighed before the match begins. When I was getting my distinguished badge match officials handed the required ammo to make sure all competitors were using the same kind. It was very hard ammo to shoot with a lot of recoil. Most competitors use the softest ammo possible to avoid recoil thereby allowing them to quickly re-acquire the target in sustained fire matches such as rapid fire. Rapid fire is five shots in 10 seconds at 25 yards. Heavy recoil was part of the

challenge then. Kathy also holds the Distinguished Revolver badge and numerous national records. She has placed in the Presidents Hundred (top 100 shooters in the country, men and women) numerous times. Thats a really nice award to win; there is a gorgeous medal with the Presidential Crest in gold on a white field. I dont know of any sporting award that bears the seal of the President of the United States! I would be very interested to find that out. Shooting was clearly valued as a sport at one time in the history of our country, enough so that the President created these matches. I love winning that medal. n

Air Rifle 101 Open House at Ridgewood Rifle Club


by the different types of rifles available for competitive shooting, pump versus compressed air, manufacturers, sights, etc.; the two organizations/governing bodies presently offering national air rifle competition matches and rankings: the NRA and USA Shooting; basic rules, course(s) of fire, targets and scoring; basic equipment; college and scholarships, and Q/A period prior to range time. It is the hope of Rich Clark, the president of the Ridgewood Rifle Club, that familiarity will generate interest and possible participation in one or more of the three air rifle matches that RRC presently runs during the winter season, or other matches run by ANJRPC member clubs. From the shooters perspective, this event presents the opportunity to see the club, learn the course of fire, and then put it all to work on one of the clubs match dates. These matches consist of 60 shots offhand (standing) at 10 meters and can benefit any rifle shooter whos shooting and training opportunities are limited over the winter months. The event will be open to 14 participants to ensure that all get appropriate coaching and sufficient range time to test fire all air rifles, and though all are invited, prior registration is required. ompetitive shooting, whether it be smallbore rifle or air rifle, is the heart and soul of the Ridgewood Rifle Club whose roots in Bergen County trace back to 1915. The club itself is older than that. It is located on Chestnut Street, Ridgewood, New Jersey, and as dated by its cornerstone the range was built in 1951. As inconspicuous as it may appear, it is an important rite of passage for present day national and Olympic smallbore and air rifle competitors from New Jersey and beyond. While smallbore/ air rifle is a close community, it is not a closed community. To open this sport to the general shooting community, whether civilians interested in learning about firearms, or high power shooters interested in keeping their eyes sharp during the winter months, or juniors interested in learning about air rifle shooting, the RRC is hosting an open house entitled Air Rifle 101 to be held on Saturday, October 5. talentyou cant buy success and its not inherited. What it requires is good, solid practice and training. What you get out of it is a result of what you put into it. Service Pistol and the Presidents Hundred (the top 100 shooters in the country with the service pistol) do not segregate shooters (well have a full report of the results for NJ shooters from the 2013 National Championships at Camp Perry, Ohio, in another issue). Laws that restrict or deny the Second Amendment in America were clearly racist before (and even more so after) the Emancipation Proclamation. Many states prevented African Americans from owning firearms by subjective singling out of that population for denial of the legal right to own guns and by economic (taxes) restrictions in addition to completely race-based gun bans. As recently as the 1960s, laws were passed to prevent entire populations of the poor from owning firearms, mostly in low-income housing areas. If we as Americans believe we have the right protect ourselves and our families as the Presidents family is protected and Mayor Bloombergs family is protected and Jamie Foxx is protected, then we agree with the concept of the Great Equalizerwe declare as citizens that we are just as important as elected officials and the famous actors. We reject the notion that firearms and the right to an effective method of self-defense are a privilege only afforded to the wealthy and powerful. We stand by the Second Amendment as the Great Equalizer. In fact, it may actually function as a barometer of equality in American. The more gun laws we have, the more power in the hands of the elite, whatever the race, color or sex they may be. organization responsible for implementing all of the NRA programs and activities in the state. We are charged to support and defend the peoples RIGHT to keep and bear arms, also to promote, protect and support the interest of shooters, gun owners, collectors, competitive shooters, hunters and sportsmen at the state and local levels. We are the largest New Jersey pro-gun-rights organization with individual members and Member Clubs. It is our mission to use all of our resources for the benefit of our members and Member Clubs by encouraging the formation of rifle and pistol clubs, assisting these clubs, and giving aid and assistance to individual members. We also promote the annual sponsorship of local and state championship competitions. Here are the things we do to accomplish our mission:  We employ a professional lobbying firm in New Jersey to monitor gun-related legislation in Trenton, promote our interests and work against the introduction of anti-gun bills.  We support state championships in rifle, pistol and other courses of fire. We sponsor both adult and junior teams for the National Championships at Camp Perry, Ohio, and junior teams to the Walsh Invitational, the largest indoor rifle tournament in the nation.  We provide members with access to legal advice concerning firearms and support individuals and Members Clubs in acting against unfavorable local legislation.  We conduct NRA firearm safety training programs and support Member Clubs in the development of similar training programs.  We own and operate the Cherry Ridge Range in Highland Lakes, NJ. (See back page for directions.)  We conduct shooting events to introduce the public to our sport.  We award college scholarships to juniors who have demonstrated an understanding of and support for the Second Amendment.
