TACLOBAN CITY- The archdiocese of Palo shuns in accepting donations from politicians reason why it is now in the process of using lots owned by them for commercial purposes to raise their own funds.
Thus said Father Amadeo Alvero, spokesperson of the archdiocese, amid calls of the Catholic Bishops Conference of the Philippines (CBCP) not to solicit from politicians. The stand of the influential group came amid controversy on the issue involving the pork barrel of the countrys congressmen and senators. The pork barrel has often been cited as a source of corruption among Congress members. It has been the policy of the archdiocese not to solicit donations from politicians. Woman killed due to garbage dispute

Urban poor group hits proposed force evacuation ordinance


TACLOBAN CITY A proposed ordinance seeking force evacuation of residents here in the city which is now pending at the Sangguniang Panlungsod draw opposition from an urban poor group. The proposed ordinance could just be a cloak for the city government to use in carrying out its demolition activities against informal settlers dotting several barangays of the city, Joel Albano, city chapter deputy of the Kadamay (Kalipunan ng Damayang Mahihirap) said in a press statement. Albano said that the city officials should have first conducted a dialogue with them or the concerned families that would be affected by this proposed ordinance. The force evacuation ordinance, authored by Councilor Jerry Uy, aim to provide authority to Mayor Alfred Romualdez to forcibly evacuate residents of the city residing in low-lying areas and those that are identified to be prone to calamities and disasters. Councilor Uy, reached for his comment, assured the group of Albano that he has no other intention when he sponsor his ordinance saying that it could only be enforce when there is a need to relocate families during a disaster. Nutrition survey to cover 143 villages in Eastern Visayas


TACLOBAN CITY The Food and Nutrition Research Institute (FNRI) will cover 143 barangays in 82 towns of the region in the conduct of National Nutrition Survey (NNS), now on its eight year. Unlike in previous surveys, this years activity will not just check the nutritional status of children but all family members, said Ma. Sheryl C. Velasco, FNRI science research specialist in a briefing with local health workers here. Municipalities and villages were randomly selected in this statistical activity that will generate critical nutrition-related data for decision-making of the government and the private sector. The aim is to determine, monitor and evaluate the food intakes, nutrition and health status of Filipinos and update official statistics on food, nutrition and health situation in the country, Velasco said. Participating households will be determined through multi-stage stratified sampling design. For Visayas area, the data gathering will be done between September to October. Survey result will be released next year. We identified possible areas and type of support and assistance to be extended by local nutrition workers during the conduct of actual survey in Eastern Visayas area, said National Nutrition Council Regional Coordinator Segundina Devota Dilao. Of the 143 barangays covered in the region, 17 are in Allen, Catarman, Catubig, Gamay, Laoang, Las Navas, Lavezares, Lope de Vega, Mapanas, Mondragon, Palapag, Rosario and San Vicente in Northern Samar. In Samar, there are 24 barangays located in Basey, Calbayog City, Catbalogan City, Daram, Gandara, Marabut, Motiong, Paranas, Talalora, Tarangnan and Villareal. Also included are 16 barangays in Arteche, Balangiga, Borongan, Can-avid, Dolores, Guiuan, Hernani, Lawaan, Quinapondan, San Policarpo and Sulat in Eastern Samar; nine barangays

in Almeria, Cabugcayan, Caibiran, Culaba, Kawayan and Naval in Biliran. There are 12 barangays in Bontoc, Hinunangan, Libagon, Maasin City, Macrohon, San Juan, San Ricardo, Silago and Sogod in Southern Leyte. CSC now accepts applications for career exams


PALO, Leyte-The Civil Service Commission (CSC) here in the region is encouraging the applicants for the Career Service Examination-Paper and Pencil Test to submit their application on or before August 30 for the October 13 examination. Ma. Natividad Costibolo, chief personnel specialist, said that the examination is open to all Filipino citizens who are at least 18 years old and above on the day of filing, has no criminal record or has not been convicted by final judgment of an offense or crime, has not been dishonorably discharge from military service or dismissed for cause from any civilian position in the government. The examinee must not have taken the same level of career service examination with 3 months from the last examination. Applicants must submit a fully accomplished application form, CS Form No. 100, 4 copies of passport-sized identification card, valid ID containing applicants clear picture, date of birth, signature and signature of the authorized head of the issuing agency. However, ID with lacking information must be supported by National Statistics Office (NSO)issued birth certificate and pay an examination fee of P500. TACLOBAN CITY The Plan International, Inc. is to launch its Disaster Risk Reduction (DRR) Knowledge Center on August 22, in this city. This was revealed by Reuel Maga, team leader of the Scale Up Build Up (SUBU) project in Samar, who added that the launching of the program will also be participated by a consortium of international nongovernment organizations and in partnership with the regional Office of Civil Defense (OCD) through Regional Director Rey Gozon.

DOST accepts applications for its scholarship program


BORONGAN CITY-The Department of Science and Technolog y (DOST) calls interested applicants for the available slots of the 2014 DOST Science and Technology Undergraduate Scholarship Programs for graduating high school students nationwide who wish to pursue degree programs in Basic Sciences, Science Teaching, Engineering and other applied Sciences. All interested applicants must possess the following requirements: must belong to the graduating class of an indentified S&T oriented high school; belong to top 5% of the graduating class or at least have good grades in science and math; must be a natural born Filipino citizen; in good health and of good moral character and should pass the S&T scholarship examination. Applicat ion for ms can be obtained from the insurance. The PCIC said they h av e p a i d i n s u r a n c e to 1,283 farmers. Of this number, 89 percent were claimed by those distressed by pests and diseases. The clamor to convert electric coops into CDA Coop

here is something not clear about the clamor to convert the electric coops into CDA-run cooperatives. While they are slamming on certain issues that could be legitimate, they need to prove the allegations. These people are using the senior citizens groups to drumbeat their demand and petitions. Without checking the real purposes and motives, the sector representing the seniors in our society is thrown into the position of being the barking dogs of the people behind the clamor for conversion. While the senior citizens are important members of our society, they are not the only sector that comprises the communities around. There are others who also matter and whose voices have to be heard in deciding what is best for the place and the people. These sectors also need to have a voice on the matter and must be

consulted. It seems that the people behind the group have singled out the Association of Senior Citizens as cohorts in their crusade. Sadly, the sector is taken for a ride and becomes vulnerable to being used. Seeking assistance from the government to conduct the groups inspired activity could elicit misunderstanding with the electric facility that has been its close ally in development. On the other hand, it could be used politically by other figures that have stakes in the political arena in the area just like what happened in the past. The wisdom pool of our society must be careful and must not let anyone take advantage of their number. While the youth is our hope, they are our source of pride and strength. To them we owe so much just as we owe to the young the future of our country.

The agency that used to be proud


They are the peoples heroes, the reason why, police stories are popular and are constantly in. The public is on their side ready to give praise but also tough and set to criticize at their failures and inabilities to solve crimes. In some instances in the city, its force was not enough to bring to justice the victims of crooks and lawless elements. Up until now there are actually families who are still grieving silently, experiencing anguish over the loss of loved ones. There could be legitimate reasons but the mere fact remains that justice have not been served. Such is common and could happen anywhere. The situation only changes when there is a change of leadership or line-up of crooks by areas. Such observation is made because in the past when a victim reports a snatching incident to the police, they usually ask where the occurrence happened and the police already have in mind the identity of the culprits. A neighbor who is a Nurse is currently experiencing pain with a broken arm when her bag was suddenly grabbed while she and her mother were standing in front of St. Peter Chapels waiting for a vehicle. She was just another victim in the vicinity. It was learned that other victims were students. Similar happenings were reported in other areas. I thought it really to be too ghastly a reality. A noble and magnificent creation of a fundamental law yet is mocked to be without choppers with which to bite. That is just too ghastly indeed. Which is why I found it to be a relief when I realized it has teeth after all. I once let myself pass off as a hypocrite for having criticized, nay maligned the very institution that feeds me, the very institution which allowed me to come back home. I wished to admonish myself for that ingratitude but I thought I just cant hold back what I believe should be let out only on considerations of ungratefulness. I will redeem myself though through this. I ridiculed my bread and butter not because of its puny self but because those who claim it to be may be just right. They said it is a toothless tiger and I explained they may have the right to say that because all it has is the power to investigate but not the more appealing power to prosecute, let alone to pass judgment and punish. Heck it cannot even issue a cease and desist order if its life depended on it. Until just recently when I happened to come across a relatively new legislation which confers in no clearer terms upon the Commission on Human Rights the power to prosecute criminal cases. The law was an overnight hit. It created a stir one day because of its perceived overreaction on petty criminal acts as it tends to categorize them as acts of terrorism but was never heard of the other. I am referring to Republic Act No. 9372 or the Human Security Act of 2007. I will of course not dwell on the provisions of the law, salient or otherwise, as it is not the point I am trying to drive at. To drive my point, there is only the need to cite its Section 55 which states that [T]he Commission on Human Rights shall give the highest priority to the investigation and prosecution of violations of civil and political rights of persons in relation to the implementation of this Act; and for this purpose, the Commission shall have the concurrent jurisdiction to prosecute public officials, law enforcers, and other persons who may have violated the civil and political rights of persons suspected of, or detained for the crime of terrorism or conspiracy to commit terrorism. The provision is in no way equivocal but is quite blunt in saying that it is conferring jurisdiction upon the Commission on Human Rights to prosecute criminal cases. With that conferment of power, it can act then as a public prosecutor whose duty is to prosecute the case for the State. A clarification must be made though as to what criminal cases the CHR has the conferred power to prosecute. It must be made clear that what it can prosecute under the said provision are not violations of RA 9372 but violations of the civil and political rights of those individuals who are either suspected of or are detained for violation of the said law.

In short, it is conferred with the power to prosecute not the alleged terrorists themselves but those who violate these alleged terrorists civil and political rights. That the violation must be restricted to civil and political rights reinforces the constitutionally conferred power of the commission to investigate only those cases that involve violations of civil and political rights as distinguished from economic, social and cultural rights. The fact of such giving of teeth, of being conferred with the power to prosecute, is however one thing. It is quite another if whether or not the conferment is valid. I say this considering that

The youth is often used to sway the voting during legislative actions, in favor of the politician who helped him win his post as leader of the youth. Funds allocated for the youth sector are bastardized by politicians who exploit the submissiveness of the youth leader. This is the unfortunate result of our system where the youth are used for vested interests of their elders. When else can the ideal setup envisioned by the framers of the Local Government Code be attained towards changing the present predicament where our the supposed hope of the father land are corrupted. Living in the shared vision of our acknowledged national hero, government has recognized by law the significant role of the youth as being the hope of the fatherland. It is in line with such vision that our Constitution had enshrined as one fundamental state principle the recognition of the vital role of the youth in nation building. That constitutional principle was given real meaning in the enabling law, RA 7160, otherwise known as the Local Government Code of 1991, whereby the youth was afforded participation and representation in the affairs of government. Leaders of the youth organization which is the Katipunan ng Kabataan are elected by its members to compose the Sangguniang Kabataan. The one elected as chairman of the Sangguniang Kabataan is afforded a seat in the Sangguniang Barangay as ex-officio member representing the youth. It is the privilege granted to the SK chairman as member of the barangay council which

entitles the youth leader honorarium and other monetary perks like the regular members of the council. What is considered as financial perks for the SK Chairman had caused the corruption of the youth and the erosion of the noble ideals they ought to live by. It is frustrating that the youth today are being subjected to all forms of corrupt practices primarily upon the egging of their elders. The desire of elders to covet the post allocated for the youth had unduly ruined the youth organization as training ground for future leaders. Machinations prevalent in the dirty politics of the olds are now employed in the elections of youth for all the corrupt intentions of the olds. The youth, in their idealist orientation, does not have any purposeful desire to make any shenanigan in the election of their leaders. The Bureau of Fire Protection (BFP) Region VIII, through the General Appropriations Act Civil Year 2013 intends to apply the sum of Five Million Pesos (Php5,000,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the Repair of Tacloban City Central Fire Station. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The Bureau of Fire Protection (BFP) Region VIII now invites bids for the Repair of Tacloban City Central Fire Station.
