Prime Minister Manmohan
Singh today said the govern-
ment was working towards
making defence acquisitions
'less opaque' and 'less vulner-
able to unethical practices'.
He said the government is
taking steps to indigenise
defence procurement and
stimulate the development of
the domestic defence indus-
try.
"We have also been guid-
ed by the objective of making
our defence acquisition trans-
parent, smooth, efficient and
less vulnerable to unethical
practices. We will continue to
seek the highest standards of
probity in defence acquisi-
tion," Singh said.
The Prime Minister said
the government is conscious
of the fact that adequate
defence preparedness is criti-
cally dependent on sound
defence acquisition policies.
"We have paid close atten-
tion to this and have continu-
ally reformed those policies
to ensure that our armed
forces have the best equip-
ment," he said.

is not well versed with the Kashmir histo-
ry. Mercifully, Subramaniam Swamy is
one among those rare Indian politicians
who is steeped in the nuances of so called
K-issue; otherwise he too like Ramesh,
Aiyer and many others would have fall-
en in the trap of duplicity. Swamy
deserves a pat for setting the records
straight which otherwise was the onerous
responsibility of Government of India.
Jawahar Lal Nehru had an abiding love
for Kashmir but at the same time had
deep personal relations with Sheikh
Mohammad Abdullah, whom he wanted
to have smooth sailing in Kashmir.
Hence, he out of way promised a
plebiscite for Kashmir after the invaders
were cleared from all of Jammu and
Kashmir. In a speech over All India
Radio, he promised plebiscite but did not
ratify it in the Cabinet. Hence it was a per-

Sham reviews PHE schemes in

Baramulla, Kupwara districts

BARAMULLA: Minister for PHE, Irrigation & Flood Control,

Mr. Sham Lal Sharma reviewed the financial and physical sta-
tus of various on-going schemes under PHE, Irrigation & Flood
Control sector in Baramulla and Kupwara districts at a review
meeting held here today. Legislators of twin districts including,
Molvi Ifikhar Hussain Ansari, Mr. Abdul Haq Khan, Mr. Javed
Dar, Syed Basharat Bukhari, Mr. Mohammad Ashraf Ganai, Er.
Sheikh Abdul Rashid, Mr. G.N. Monga, Mr. Muzaffar Parray,
Mr. Rafiq Shah, Deputy Commissioner, Baramulla, Mr. G.M.
Khawaza, Chief Engineer, PHE, Mr. A.M. Lanker, Chief
Engineer, Irrigation & Flood Control, Mr. Javed Jaffer, SEs,
XEns and other officers from both the district were present on
the occasion.
Complete appraisal of overall drinking water scenario and
various on-going schemes was taken in the meeting. All the leg-
islators put forth their view points on the water scenario and
irrigational schemes in their areas and suggested remedial
measures to plug the gaps. They demanded up-gradation of
existing infrastructure to improve the drinking water supplies
and expeditious completion of on-going schemes and also
called for taking new schemes in the uncovered areas under
NRDWP scheme.
Expressing satisfaction over the progress of various
schemes in twin districts, the Minister directed the engineers to
double their efforts to complete the on-going projects in a time
bound manner. He appreciated the concern of the legislators
about the slow pace of some schemes under district sector and
Centrally sponsored schemes due to lack of funds, the Minister
assured to provide requisite funds for their expeditious comple-
tion. He also assured to cover maximum uncovered habitations
for potable drinking water facilities.
The Minister urged the legislators to fix their priorities for
covering new habitations during the current fiscal and deposit
the demands with the concerned PHE Divisions/Sub-Divisions.
He assured equal treatment to all areas for providing the drink-
ing water facilities irrespective of any political consideration
and maintained that drinking water is the prime need of every
human being and all out efforts will be made to provide this
facility to all areas in a phased manner and as per the availabil-
ity of funds.
Mr. Sham directed the engineers to undertake study of all
major water resources to assess their sustainability so that new
projects are prepared accordingly. He also asked the Executive
Engineers, AEEs to enhance their field visits and strengthening
the monitoring mechanism for achieving better results.
The Minister directed officers to ensure active involvement
of PRIs while framing new schemes and regulating water sup-
plies. He also stressed the need to improve work culture at the
grass root level and addressing the problems of people on pri-

The meeting was informed that as many as 118 water sup-
ply schemes at an estimated cost of Rs. 227.46 crore are under
execution in Baramulla district under NRDWP. An amount of
Rs. 24.46 crore has been incurred on these schemes during the
previous fiscal against total availability of Rs. 29.50 crore. Out
of these, 21 schemes have been completed till ending March,
2013 and rest are at different stages of completion.
Similarly, in district Kupwara there are 235 schemes are
under execution under NRDWP at an estimated cost of Rs.
194.54 crore. An amount of Rs. 108.42 crore as a cumulative
expenditure stands incurred on these schemes till ending
March, 2013. Out of these, 43 schemes have been completed
till date and rest are at different stages.

income of the bank declined 4.42
