VISION
A society where poor, vulnerable and disadvantaged individuals, families and communities are empowered for an improved quality of life.

MISSION
To provide social protection and promote the rights and welfare of the poor, vulnerable and the disadvantaged individuals, families and communities that will contribute to poverty alleviation and empowerment through social welfare development policies, programs, projects and services implemented with or through local government units (LGUs), non-government organizations (NGOs), peoples organizations (POs), other government organizations (GOs) and other members of civil society in Region VIII and beyond.

MANDATE
To provide assistance to local government units, non-government organizations, other national government agencies, peoples organizations, and other members of civil society in effectively implementing programs, projects and services that will alleviate poverty and empower disadvantaged individuals, families and communities for an improved quality of life in Region VIII and beyond.

DSWD Field Office VIII


Manages and implements DSWD functions at the regional level; Facilitates direction-setting and provides resource and technical assistance to SWD intermediaries within a collaborative environment; Promotes and ensures the implementation and enforcement of laws, policies and rules and regulations pertaining to social welfare and development within its geographical, spatial and cultural jurisdiction.

Under the Office of the Regional Director and the Assistant Regional Director: Management and Audit Analyst Assists Management in all matters relating to operations and management control through independent appraisal of the adequacy and effectiveness of internal controls, and the conduct of management and operations audits. Social Marketing Unit Responsible for undertaking advocacy, social marketing and networking activities to promote social change and to nurture the Field Offices relationships with its publics and stakeholders. SMU shall institutionalize a feedback mechanism to ensure that the development policies and messages embodied in the vision, mission and goals of the Department are effectively communicated.

Operations and Programs Division

Provide leadership in the management of social protection programs and services and in orchestrating the effective implementation of core poverty reduction programs through various strategies and approaches; facilitate convergence efforts in coordination and collaboration with other divisions in the Field Office, line agencies and other concerned offices and agencies; provide technical assistance and resource augmentation to LGUs, NGO, CSOs and other partners/stakeholders. Social Technology Unit Support the development and enhancement of customer-driven social protection technologies to address the current and emerging needs/issues of the poor, vulnerable and disadvantaged women, children and youth, older persons, persons with disabilities, indigenous people and internally displaced persons. Protective Service Unit Supervise, monitor and provide technical assistance and resource augmentation for responsive and efficient implementation of social welfare and development programs and projects to ensure the protection of the vulnerable sectors. The Protective Services Unit covers the following programs and services: Social Weflfare And Development Team the organizational link of the regional DSWD in every province. The team ensures that the regional DSWD is represented "when and as needed" and that technical assistance and resource augmentation are available to the DSWD's partners, intermediaries and clientele. The team strategy fosters continuing assistance to the LGUs, NGOs and POs to enable them to adapt and implement the programs and services responsive to local social welfare and development concerns, as well as enhance their capacities for efficient and effective social welfare service delivery. It shall automatically respond during disaster by conducting rapid assessment, providing immediate report to the Field Office, assist the LGU in relief operation, and attend local disaster risk reduction council meeting and other related tasks responsive to the needs of the locality where he or she is assigned. Policy and Plans Division

Responsible in advocating, monitoring and evaluating SWD policies and plans of the Field Office and in coordinating the promotion of the Departments policy reform and legislative agenda as well as in conducting basic and policy researches. It shall also provide leadership role in social protection and social welfare and development through the development, enhancement and maintenance of information and communication technology. The Division Chief for Policy and Plans shall be the Legislative Liaison Officer of the Field Office. He/she shall act as the Focal Person in the promotion of the priority Legislative Agenda of the Department and other proposed Legislative Measures identified as urgent by the Executive Department of the Government. Institutional Development Division

LUCIA G. BALANTAD OIC-Division Chief e-mail to: lgbalantad@dswd.gov.ph Initiate and sustain coordination and synergy between the Field Office and its intermediaries and stakeholders to enable them to become empowered, pro-active and highly supportive partners in the delivery of coordinated social services. It is responsible in building or enhancing the capacities of internal staff and institutional partners through training/capability building, knowledge management, technical assistance and standards enforcement. The IDD is also responsible for services related to addressing the FOs manpower requirements and ensuring the well-being of personnel towards greater employee productivity and overall organizational effectiveness. It shall lead the implementation of policies and systems relative to manpower planning, recruitment and selection, performance management, human resource needs assessment, career development and employee welfare and labor relations.

The Institutional Development Division is composed of the following Units: Human Resource Development Unit Responsible in addressing the competencies of F.O.s internal staff and partners in performing and achieving its goals as lead in the social welfare and social protection sector. It is also responsible for services related to addressing the F.O.s manpower requirements and ensuring the well-being of personnel towards greater productivity. It shall lead the implementation of policies and systems relative to manpower planning, recruitment and selection, performance management; human resource needs assessment, career development, promotion of employees welfare, and labor relations. Standards Unit Responsible for monitoring and enforcing the regulatory functions of DSWD. It shall monitor compliance of registered, licensed and accredited SWDAs to the set standards on community-based and center-based programs and services.

General Administration and Support Services Division

MARLENE L. KAHANO OIC-Division Chief e-mail to: mlkahano@dswd.gov.ph Provide leadership, staff expertise and support in the management/administration of financial resources, facilities and the physical infrastructure, personnel administration, legal management and assistance, asset management, supply management, records management and other logistical management and procurement activities in a manner that is transparent, accountable, proactive, result oriented, and value adding to the stewardship of the Field Offices resources. It shall implement policies, formulate plans and programs related to the provision of logistical services, personnel administration, property management, financial management, records management, maintenance of building/facilities, operations of transportation and communication, utility, janitorial and security services; and ensure that appropriate management systems and procedures are in place for economical, efficient and effective administrative services. The Chief of the Division is tasked to supervise the Bids and Awards Committee Secretariat. This Division is composed of the following Units: Administrative Unit

Responsible for the provision, maintenance and management of logistical requirements to support the Field Office in the attainment of its vision and mission. It shall implement policies and formulate plans and programs related to the provision of logistical services and personnel administration. It is also responsible for the provision of services related to procurement, property and supply management, record management, maintenance of properties/facilities, operation of transportation, communication, and utility services and supervision of janitorial and security services. It shall ensure that appropriate management systems and procedure are in place for economical, efficient and effective administrative services. The Administrative Unit covers: Asset and Property Management General Services Personnel Administration Procurement and Supply Records Management Financial Management Unit Responsible for the preparation and implementation of an effective financial plan to support to DSWDs programs, projects and activities aimed at achieving its desired outcome. It is also responsible for the implementation of policies and guidelines for the effective, efficient and economical management of financial resources of the Field Office; management of financial and related non-financial information system to ensure timely compliance with reporting requirements. It shall provide the Management relevant information and advice on financial matters for decision-making.
