Sibugay is Back to the Sibugaynons!

Atty. Wilter Yap Palma, Sibugays newest Chief Executive was humbly amazed and grateful for the humongous crowd poured in to witness the celebration composed of supporters, capitol employees, guests from different provinces, the clergies, and most of all the Sibugaynons with happy hearts. At last, Zamboanga Sibugay is back on track with the leadership of Gov. Palma, what the Sibugaynons must have to do is to watch over those who are at the helm, as to whether they will deliver.

Ipil, Zamboanga Sibugay at the Capitol Buildings Center Podium on June 29, 2013 is the inauguration of the newly elected Governor Atty. Wilter Yap Palma, V-Governor Atty. Rey Andre C. Olegario, 2nd District Representative Dr. Ann K. Hofer and the rest of the provincial board members of the Province of Zamboanga Sibugay. The celebration started with a Holy Mass with no less than Bishop Julius S. Tonel, SJ DD and eleven other con-celebrator priests of the Diocese of Ipil leading followed by the inaugural speeches, thanks giving, and the lay-outing of the agenda of the elected ofcials above mentioned for the betterment of the state of the province and to uplift each Sibugaynons lives who were deprived for the last 3 years. It was a day of not just a mere ceremonial celebration but a moment of rejoicing for once again, Zamboanga Sibugay Province is back to the hands of Sibugaynons for each of us were clearly bullied by non- Sibugaynons for the past three years. It was a ray of lig ht, a beginning of new hope for the constituents, and the redemption of the Sibugayan dignity and pride, to describe further.

The power of a few can indeed inuence and spark a difference. SK has sustained the momentum to prove its worth and credibility as a movement. It can be recalled that SK ofcially endorsed political candidates from both majority parties a day before Easter

Yes! Foreign invasion in the context of people governing Sibugaynons who are not by blood Sibugaynons themselves. The issue on localization has always been a great controversy. Only when we are free from this invisible bondage of slavery can we become completely independent. Are we Sibugaynons not capable of running our provincial local government unit? Such question should mean and pose greater challenge to the new governor. And this will anchor his kind of local governance against the three year blueprint he would have to build, together with his legislators. The battle cry of the seemingly-hopeless-governed Sibugaynons Yes! It was a miracle! The top most victors unpredictfor transparency and accountability can be accounted for ably claimed the posts. Peoples choice has always been kept 12 long years. After 12 years of intertwined birthing pangs, to ones self afraid of being pointed and accused to have Sibugaynons are yet to see the pearl of the southern seas favored politicians. Bullies No More
Bullying comes in dierent degrees. There are some that are tolerable and some must need to take counter actions. Every action has its equal reaction- Newton We may counter act to anything, its a right, I think, but we should be cautious with our actions because invoking that right too deliberately may turn us into bullies ourselves. Bullying may come in dierent choreographic styles. We laugh at someones weakness, we pick a ght at others unreasonably, but I believe that the highest scale of bullying is when you bend the rules for your own advantage at others expense or worse you ignore the law. A Bully has illusion of innity; he thinks that he is superior over the others unlimitedly especially when he is entrusted with power by the people. Yes, he may be that grandeur in some aspect of existence but he should be aware that public service needs a lot of hard works and not posing around with arrogance in the superlative height. Doesnt he know that ultimately it is the people who have the nal say? It is the people who have the sole right to recall the power they have vested in him. To react needs perfect attitude, preparation, and timing. I was one of those who suered in silence in past with that severe bullying done in the Province. I waited for the perfect timing, it took three years in waiting and when May 2013 came, I nally dispensed my counter action along with the majority. Our voices were heard, our rights reclaimed, and our dignity restored. Now, that we nally installed the leadership of our aspirations, we demand nothing but betterment and we are all anticipating for its deliverance. To the new leadership, we see and we know that you will answer the call of the many in due time, good luck We are looking forward optimistically to the next three years of no more bullying no more phantasmagoria.

The Big Day


Seeing a big crowd unexpectedly gathered and triumphed over an election victory was overwhelming. Like a domino effect, when the gathered crowd saw Governor-elect Palma entered the premises of the bastion of Sibugay, halted at the middle of the seal at the podium, waived his hand the tremor-like sounds of unstoppable cheers echoed at the walls. The crowd became even more lled with euphoria and tears of joy when one lad ran up the stage and waived the Philippine ag. Standing on the third oor, I witnessed the unfolding of events. Stirred with emotion, I realized that people indeed can make things happen if they will it. The government forces secured his entry and all other winning candidates such as Congresswoman-elect Dulce Ann K. Hofer (2nd district) and Congresswoman-elect Belma A. Cabilao (1st district). Being a Pastoral Parish Council for Responsible Voting (PPCRV) and National Movement for Free Elections (NAMFREL) volunteer, I had the privilege to be inside the cordoned area of the Provincial Board of Canvassers (PBOC). Governor-elect Palma told me .please tell the bishop, thank you. Without the campaign and advocacy, who am I to win? I am not popular. So there is such thing as Catholic vote! It was the rst time I heard the phrase a catholic vote. I rummaged through my notes and wrote a catholic vote. A guy from outside the cordoned area saw it and said yes yes there is such thingas catholic vote. It just happened! My eyes were glued again on the note and became even more spirited. Born and raised in Ipil, a Sibugaynon by blood, I consider myself one of the living witnesses for the last 35 years. I fervently pray that whatever transpired in our beloved province will be a learned lesson and will forever be remembered. After some exchanges of pleasantries, I stood up and like a blue eagle and a ag hoisted in the pole, I walked with head high. I am as determined as these people aroundno afternoon snacks, no dinner, and no coffee, but still up Appalling news came days after the ofcial ling of protest on May 23, 2013 by incumbent Governor Rommel A. Jalosjos against Governor-elect Palma for massive vote buying, intimidation, threat among others. Sibugaynons will now leave this up to the court and the proper authorities. Let the numbers speak for themselves!

Health care for the Sibugaynons is one of Gov. Palmas priority at peak levels of emergencies and unexpected occurrences demanding immediate action as early as eight in the morning the Governor see for himself the hospital rooms that is supposed to be staffed and equipped to offer sophisticated lifesaving services and modern ambulance service that should have been procient in transporting patients and provide on site treatments for medical emergencies but what greatly caught his attention is the scarcity of hospital beds and hospital rooms to cater daily statistics of patients from all over the province and nearby municipalities. The Governor aims to upgrade the facilities despite limited resources, x ventilation and maintain good sanitary condition for the convenience of everyone as well as ample supply of medicines and medical assistance for Philhealth beneciaries.

Road to PROGRESS
In sustaining high level of performance we further need dramatic improvements. The Lutiman - Guicam road project which started last July 2, 2013 is 100% accomplished as of this date. Honorable Governor Wilter Yap Palma personally inspected the repair of the road. A road that is instrumental to the economic growth, especially in 1st district island municipalities namely Mabuhay, Talusan and Olutanga. Kudos for the Provincial Engineering Ofce headed by Engr.Cristopher Lazo and the equally productive team of Engr. Arturo Sorongon in a collaborative effort extended to Gov. Palmas quest for progress.

GOV. PALMA MEET THE CAPTAINS


By:Jpelonia At exactly 9:00 in the morning of July 11, 2013 at the Sangguniang Panlalawigan Session Hall, Capitol Building, Ipil, Zamboanga Sibugay Gov.Wilter Yap Palma of the Province of Zamboanga Sibugay met with supposedly all of the 390 Barangay Captains in the entire province, but there are some who chose not to come for one reason or the other, only themselves can answer. Even with that scenario the day still went on successfully with the good Governor concluding the event with a rafe draw of 1 covered court open to the respective barangay captains. Congratulations to Brgy. Labe of the Municipality of Ipil that won the said rafe. Governor Palma started the event with his continued gesture of peace, reconciliation, and a call for unity for all parties so that necessary things maybe done in unison and harmony and thus may translate to greater heights. Continued bickering will lead us to nowhere and for those who do not like to cooperate I am looking forward to that day where we come face to face and have our legal stand- offs, as the more determined governor said. Our Governor continued presenting what the real state of the province is, how the province was managed a nd its nances handled by his predecessor and the measures he ought to do to counter the damages done. He then further presented his open system policy meaning his management style that caters to each of the Sibugaynon no matter what his color is. So long as you are a bonade Sibugaynon. If you reach out for me, I will serve you to the utmost of my capacity being your governor/servant, he added. Before the governor ended his opening statement of the said event to continue to an open forum, he expressed his concerns over the upcoming Barangay Elections this October 2013 where he stressed out that he had no intensions whatsoever in meddling with the process but if events arise he will be more than willing to do things necessary at all costs. as much as possible, I would like to distance myself from the upcoming barangay elections and keep its independence and integrity but if the other forces will start to pick on it I will be more than determined to face them head on, those were the strong words of the governor.

The Governor on Education


One of the Governors passionate interests is education. It is evident as a public ofcial and a lawyer he certainly seems to have used good ground to understand the relevance of Education, and how it may help eradicate poverty and uplift the lives of the Sibugaynons considering Education is a requirement for employment. During the presentation of the Provincial Board the Governor was glad to know the commitment of teachers to cater quality education that is vital to elevate the literacy rate of the students but this requires the Provinces nancial intervention or additional budget. Teachers can be more effective if they will be sent to trainings to further enhance them with their teaching skills the Governor said. When the Governor was asked if he favors students to join regional and national competitions; denitely, so that their potentials will be developed and we will produce highly competitive individuals, it will be their training grounds, he added. Truly, a motivation for all Teachers to pursue their hard work and ensure quality education for the Sibugaynon.

(Provincial Abilympics 2013) July 23, 2013 at the Center Podium of the Provincial Capitol Building of the Province of Zamboanga Sibugay, was the gathering of our brothers and sisters with disability (PWDs) with this years theme: Building and Inclusive and NonHandicapping Environment for Persons with Disabilities. Spearheaded by the Provincial Social Welfare and Development division with its Chief Cherlita Arnad Garate, MPA and with the collaboration of the Integrated Provincial Health Ofce with Dr. Ulysses J. Chiong, Amelia P.Torralba and the Department of Education- Zamboanga Sibugay Division, Technical Education and Skills Development Authority with its Provincial Director Emanuel L. Guillermo, CSEE/CESO,the Department of Labor and Employment with Elamsalih E. Ungad as Ofcer-in-Charge, Provincial Director Editho B. Lumacang and the Department of Trade and Industry, with the full support of the Provincial Government with Gov. Wilter Y. Palma represented by Atty. Sharky Palma and Nestor A. Gonzales- Executive Assistant IV- OIC, Provincial Administrator, V-Governor Atty. Rey Andre C. Olegario, Ofcer-in-Charge, and the provincial family. It was a day intended to our dear brothers and sister with disabilities to take the center stage, showcase their different talents, prove that they too form a vital role in the society and can be of help to its development even if they are gifted with very special personalities that require special concern with the assistance of the various key institutions above mentioned taking the frontlines to answer to their special needs. The day started with a program and the updates of frontline institutions, followed by the display of talents, then after lunch was the Medical and Dental Outreach of IPHO, and ended with a sport fest and the awarding of prizes.

The name,Sibugay is derived from the phrase sibug ngari bagay (come closer my friend). My personal understanding of the name of Ipils rst festival Lumpak Tinagbuan stands for a crossroad or a place to meet, true enough because the Municipality of Ipil is situated in very strategic location in Western Mindanao Region. Being the crossroad of the key cities in the Zamboanga Peninsula, ipil earned the reputation of being the primos enter pares or the rst among the equals among the 16 municipalities of the Province of Zamboanga Sibugay where its seat of power stands. Gov. Wilter Yap Palma wants to bring Zamboanga Sibugay and its government closer to the Sibugaynons thats why he initiated its Provincial Local Government Unit along with all its employees to participate with the various activities in line in the weeklong Lumpak Tinagbuan Festival as a gesture of friendship, cooperation, and unity. The governor feels that its now high time to be one and start doing the job which can bring the province to where we all desire she should be. Thus, he further believes that public service is not competition rather complementation. We complement at each others strength and we lean at each others shoulders. Now, if we try to combine our provinces surname Sibugay and Ipils rst festival Lumpak Tinagbuan it becomes Sibugay sa Lumpak Tinagbuan which completes the sense sibug ngari bagay sa dapit diin kita paghimamatay(come closer my friend to the meeting place). Isnt it beautiful? Isnt it a very warm friendly invitation? Then and now, if you say Sibugaynon ko nga taga Ipil or Ipileong Sibugaynon ko, its just the same, what matters is that we pat each others back and greet each other kumusta ka higala under ONE Sibugayan sky. Let us be one!

SIBUGAY PLGU-FAMILY GOES CHILLAXING AT GUBAWANG


by: JPelonia Chillax is to chill and relax simultaneously or to loosen or reduce the level of stress by employing a more relaxed and groovy outlook- urban dictionary. Actually its the abbreviation of the words chill and relax combined. That would be the perfect word or slang or whatever to describe that 13 July 2013 event that was held at Gubawang, Naga, Zamboanga Sibugay. It was the rst ever Family Day of the Ofcials, key personalities and employees along with their respective familiesof the Provincial Local Government of the Province of Zamboanga Sibugay. The event was graced by the founding father of Zamboanaga Sibugay Gov. George T. Hofer with his lovely lady Dr. Dulce K.Hofer and of course Gov. Wilter Yap Palma whos too gracious enough to mingle with the ordinary employees, laugh with them, giggle with them. It was a day of pure fun, let loose, and get crazy. Food, drinks, games, human to human interactions, the marathon of videoke kings and queens, and the calisthenics of the happy feet has become some of the ways in secreting the stresses accumulated through those years of workloads and pressures. Further, it also became a good and refreshing start for the challenging year ahead. Most of all, employees had found quality time to be with their families, friends and maybe were able to re-strengthen the bond between them and that was the most important and foremost purpose of the event. All wasnt done if not because of our Governor Palma, its his brainchild maybe because he is a family man rst of all. Thank you Gov.Palma and we are looking forward to similar coming events to make us sharper than the proverbial Juan, the dull boy.

Enrollment of all qualied constituents of the province in the Presidents PHILHEALTH Program Massive Health Prevention & Control Measures by saturating areas up to the remotest coverage in the province thru a Periodic Health Care Services. Totally address the nutritional deciencies of affected populace. Encourage entry of Local/Foreign investors for various economic-industrial ventures by tapping available resources of the province, thus, generating more revenue/income & address unemployment problem of the growing populace. Upgrading of Provincial Hospital with 12M commitment of Department of Health Implementation of the Resettlement Assistance Program for Local Government Units pursuant to the mandate under RA 7279 or the Urban Development and Housing Act (UDHA) of 1992 ( Joint NHA and Local Government Undertaking). 3. I MARELENE C. GARCIA an employee/an ofcial of the Provincial Government of Zamboanga Sibugay, agree and accept the call to be an advocate of good nutrition in my community. As an advocate of good nutrition, I commit myself to adopt, implement and fully support the policies and programs of the government that aim to improve the health and nutritional well-being of my constituents. I commit to: Promote the practice of the Nutritional Guidelines for Filipinos especially among parents, children and adults. Promote appropriate infant and young child feeding practices especially the nutrition of breastfeeding within the rst hour, exclusive breastfeeding up to six months and the giving of appropriate complementary foods beginning after six completed months while continuing breastfeeding. Promote and encourage families to have home and community gardens and raise small animals. Promote the production and increase consumption of fruits and vegetables to prevent hunger and malnutrition and eventually improve economic condition. Respect the rights of every pregnant and lactating woman to adequate food, nutrition, care and protection. Encourage adult friends, husbands and our families to support the pregnant women before, during and after her pregnancy, and help in the promotion, protection and support of exclusive breastfeeding after delivery. Call for stronger linkage, among government agencies, non-government organizations, private institutions and civil society for nutrition improvement, as a vital component for national development and progress. Carry out with competence and dedication, my duties as nutrition advocate in the delivery and promotion of basic health and nutrition services, especially to the vulnerable and at-risk members of the community. I will help end hunger & malnutrition by not wasting food, especially rice, buying and eating only what I need, sharing my food with the hungry; spreading correct information on nutrition thru participation in the various nutrition programs of my community. On July 03, 2013 at about 4:00 oclock in the afternoon, joint elements of Provincial Investigation Branch (PIB), ZSBPPO, Provincial Investigation and Detective Management Branch (PIDMB) and PAOCC-PCTC 9 under the supervision of PSSUPT ROBERT ROY BAHIAN (DSC), PD, ZSBPPO proceeded to Ipil district BJMP at Brgy Sanito, Ipil, Zamboanga Sibugay to serve another WOA against MWP LLES ALVIN ENRIQUEZ and ALEX ENRIQUEZ, both residents of Brgy Tenan, Ipil, ZSB by virtue of Warrant of Arrest issued by Hon. JOSEFINO P. BAEL, Presiding Judge, RTC Br 24, 9th Judicial Region, Ipil, Zamboanga Sibugay for the crime of attempted Murder docketed in CC Nr I-5217. Arrested persons were previously arrested by joint elements of Ipil MPS and ZSB PPSC. Both suspects are presently detained at said detention cell. On July 03, 2013 at exactly 3:00 oclock in the morning, joint elements from Provincial Public Safety Company (PPSC) led by PSUPT RODRIGO OMEGA MARAMO, CC; under the supervision of PSSUPT ROBERT ROY V BAHIAN (DSC) Provincial Director, ZSBPPO; PCTC-PAOCC; 44IB, PA; 102ND BDE, PA and Regional Investigation Division, PRO9 conducted manhunt operation at Brgy Bulawan, Payao this Province that resulted to the arrest of one BASIR SAKILAN, 41 YO, married and a resident of said place by virtue of Warrant Of Arrest issued by Hon JOSEFINO P. BAEL, Presiding Judge, RTC Br 24, Ipil this Province for the crime of Kidnapping and Serious Illegal detention docketed under CC no. IM-13-0573. Further subject was the suspect re kidnapping of one REYNALDO DRAPEZA last Nov 9, 2010 somewhere between Kabasalan & Payao all of Sibugay province. Victim was later released in April of 2011. File info this ofce revealed that subject was involved in extortion activities in Naga & Kabasalan areas. And with Waning Abdusallam & Talib Asaali arrested last 18 June 2013.

It was deemed proper to work at eight and end at ve but for a man who has a strong transforming zeal for all elds. Gov. Palma a man who actualizes his potentials will be at his ofce at seven and went home past ve and continue to work even on weekends probably because the eight hours a day and ve days a week is not enough for this transition. Yes, it is a notable gesture for a newly elected Governor who rmly does his job. Dont be surprise if he will be in your ofce to check if all plans and programs are implemented. Sibugaynons look forward how he can positively steer the province into a positive and benecial course in his administration and governance to effectively use the limited resources available in his commitment to serve and not to be served.

On July 29, 2013 at about 8:00 oclock in the morning, PCR personnel of this PPO led by PSI Edwin Duneceho Verzon, C PCR, under the direct supervision of PsSupt. Robert Roy V. Bahian, Provincial Director, simultaneously conducted the ag raising and 18th PCR month celebration culmination program held at the parade ground of this PPO which was attended by the provincial director himself; PsSupt. Julius Mascarinas Cayon, deputy provincial director; PSupt Rodrigo O. Maramo, CC, PPSC; other staff ofcers; Rev. James Daramayo, resident pastor of this ofce; other staff ofcers; personnel of PPOand PPSC and other visitors. highlights of the said activity was the giving of certicate of appreciation to the different personalities which was given by PSSUPT Robert Roy V. Bahian ,provincial director, assisted by the deputy provincial director, and company commander of PPSC to personalities who had contributed in strengthening police and community relations to the following: Rev James P. Daramayo, senior pastor of gospel alliance church and Pastor Ricky Lagare, resident pastor of Metro Ipil Alliance church for their involvement in strengthening the spiritual and moral values of the PNP personnel; DXKT magic 103.1 fm stationed at Kitabog, Ttitay, Zamboanga Sibugay for allocating free 1- hour radio program last July 17, 2013 ; Sgt. Eduardo A. Mariano (OS),Phil Army and PO2 Julius P. Dayagdag for imparting their knowledge and ideas in relation to bomb awareness, Fire Ofcer 1 Ariel S. Salvanera, lectured about earthquake and re drill during the school lecture at Dr. Aurelio Mendoza Memorial Colleges last July 23, 2013 ; and PO3 Dennis Leyson Sevilla as the best PCR PNCO - provincial level. PSI Mark Julius Rebanal was also given Medalya ng Kasanayan (PNP efciency award) on his operational accomplishments for the implementation of search warrant and arrest of wanted person. Activity ended successfully at 9:40 in the morning of same date.

This maiden issue highlights the directions of the current provincial leadership in terms of governance, policy direction, and the Thrust priorities on program implementation notably those that have been prioritized in the rst One Hundred (100) days of its assumption in response to the social contract between this government and the highest position of the land, His Excellency President Benigno Simeon C. Aquino III that show cases tangible accomplishments at the end of the period. It is likewise worthy inviting all interested sectors of our society to contribute, share and spare any information news articles and items that can be integrated into the next succeeding issues that will bring about good interest for our beloved sibugaynons. The people have spoken. No deed is greater than the effort to unite our people and work for a common vision of making this province a place where we can proudly enjoy a better and prosperous life. The election is over and so therefore, I challenge everyone to rise above personal convictions in favor of the general welfare. This is the way, and perhaps, the only way to abide by the Peoples will. The mandate is very clear. The Sibugaynons wanted a clear path to progress -- a sustainable and genuine agenda of development for the province. Whether we can rise up to this standard is a matter to be decided by future events and generations. However, to establish the fundamentals for socioeconomic reforms which will lead to more opportunities is a matter within our capacity to do and effect change in areas where we are wanting and needs improvement. As I have emphasized at the outset, there is need for unity. We cannot go on chasing our dreams with our house divided. Let us therefore, cross each others political divide to form a united front against poverty, injustice and other issues confronting us today. For sure, we will not be in agreement all the time because there may be issues that we have to discuss and argue to defend each others belief and conviction and because that is the essence of democracy. In the end though, the greater welfare of the people must win above our own personal or even party opinions. As we walk by another milestone in the unfolding history of this province, I am positive that the new leadership, under Governor Wilter Y. Palma, will extend its unifying hand to everyone regardless of the political and cultural divergence among our people. We are already seeing these positive steps and we can only hope for its fruition into a lasting and harmonious working relationship among us. Having this in mind, I am condent of a sustained cooperation between the legislative and the executive branches of our local government. We need this.
